MESSAGE FROM THE PRESIDENT
In this issue:
ISEM continues its international network, and spread its
activity more nationally and worldwide, with organizations,
societies, individuals and governmental. New members add
valuable expertise and cultural diversity to the ISEM
international network, which comprises of users, planners,
researchers, industry, managers, response personnel,
practitioners, social scientists, and other Interested parties
within emergency and disaster management.
This network constitutes a large international multidisciplinary
group of experts, with different educational backgrounds and
various experiences in the field of emergency medicine and
disaster management, representing a unique source of expertise
and ideas, which are important assets in creating resilient
Societies.
In order to exploit this knowledge to the benefit of creating a
safer world, in line with the ISEM mission statement, ISEM
aims to initiate local and an international education program
in emergency medicine and disaster management and
established a research service for its members within this field.

I am proud to take the initiating step to establish the Iraqi Society for Emergency Medicine, and many of our
colleagues of different specialties showed interest in establishing the society, it was begin in May 2012. After
frequent visits and coordination with the ministry of high education and research (MHER), directorate of search and
developing which is the main responsible to establish scientific societies.
In April 2013, the society approved by MHER, under the ref.number B.T4/2004 in April3 2013.
The first meeting was held in AlYarmuk hospital in 15 August 2013, about 43 attendees to this meeting and election
of the society board done, with presence of MHER representative.

Chapter 1
Foundation and objectives
Article 1
A Hereby an Iraqi society is founded named: Iraqi Society for Emergency Medicine
,shortened as ISEM.

Is a national association with a membership of workers in the field of emergency
medicine,obtaining Participation certificates in training courses for emergency programs.
Known later (ISEM) or the Assembly and will be based in Baghdad and it may open branches
in other provinces.
B.The Founders of the society a group of professors, doctors and staff working in the field of
emergency medicine.
C. society has personality, financial and administrative independence.
Article 2 (mission and objectives)
a. Message of (ISEM) is to promote the exchange of knowledge, skills, understanding and
cooperation among workers in the field of Emergency Medicine locally and internationally.
b. (ISEM) aims to be a national platform to pursue the quality of emergency medical care
provided in cases Emergency. The (ISEM) implementation of its activities in accordance with
its by-laws.
c. To be the national references for advices in the Emergency issues and developing national
strategies and policies in corporation with other governmental and non-governmental
agencies.
Chapter 2
Membership
Article 3. Membership requirements:
a. "ISEM member is required to have obtained an initial minimum college degree, works in
the field of emergency medicine is considered to be eligible to enroll for membership (ISEM)
and may exclude inventors and explorers, researchers, creators and talented from this
requirement in accordance with the provisions of the system.
b. (ISEM) has the right to found chapter in any province of Iraq, that one branch belonged to
(ISEM) and includes members not less than (five members) of workers in the field of
emergency medicine and within an organization provides emergency medical services and
has at least a college degree preliminary and obtained at least a participation certificate for
one training course for emergency medicine programs from a recognized institution..
Each branch (ISEM) can host the annual International Conference (ISEM) or conferences,
seminars and workshops after obtaining the approval of the Board of Directors (ISEM).
Members of the (ISEM) Branch are subjected to laws and regulations of the society the
mother.
c. Application for membership:
Application of membership to be sent via the mailing address or by e-mail or fax and the
applicants have to attend the interview appointed by the Board of Directors (ISEM) and
submitting the required documents that support the application for membership to be
determined.
Article 4. Membership in the society expires in the following cases

1. User's resignation, and is considered effective from the date of acceptance by the
administrative Commission of the majority of its members.
2. Loss of one of the conditions of membership by a decision of the Administrative
Commission vote of its members.
3. Dismiss in cases specified by the rules of the society, and the decision of the
administrative Commission of two-thirds majority of its members, and is entitled to a
member of detached object to the dismissal decision with the General authority within
thirty days from the date of notification and the decision of the General authority in this
regard is final.
Chapter 3
General Authority
Article 5.
1. General Authority: is the highest reference in the society develops its policy and
supervise its activities, which is made up of members who have paid their subscription fees.
2. The society shall hold its annual meeting during February, and if extraordinary
circumstances preclude the meeting in the date, administrative Commission set a new date
for the meeting and informs the General Authority, and the General Authority may be
invited to extraordinary meetings at "the request of two thirds of ISEM members or at the
request of the administrative Commission.
3. Decisions are taken by a majority vote of those present and when equal the casting vote
as side including President.
Article 6.
The General Authority has the following duties:
1. Approval of the action plan of ISEM.
2. Approving the annual budget and the annual report on the financial and administrative
activities.
3. Election of the President and members of the administrative Commission.
Article 7.
the founding group shall invite the General authority to the meeting during a period of sixty
days from the date of the founding the society,to elect the first administrative commission,
and the founders(founding group) will serve as an interim administrative committee until
the election of administrative commission during the period in question.
Article 8.
1. Administrative commission to be composed of not less than seven original members and
two reserve in accordance with the Rules of the societ, are elected by the General Authority
via secret voting from among a number of its members for a period of three years, subject
to renewal.
2. A member of the administrative commission must be:

1 - with qualifications and scientific activities.
2 - his place of work and residence in the province of society Management Center.
3. The election of members of the administrative commission in the presence of a
representative of the ministry of high education to supervise the election process to ensure
that voting process in accordance with the provisions of the Societies Law No. 55 Of 1981
and the rules of the society, and thus regulates the minutes submitted to the ministry.
Article 9.
1. Administrative commission hold meeting monthly at the invitation of the President or
request of a majority of the members of the administrative commission.
2. the quorum of members is achieved in case of presence the magority of members of the
administrative commission and decisions are taken by a majority vote of those present and
when votes are the same, the side of the president o be considered.
3. the minutes of meetings of the administrative commission should be sent to the Supreme
Council of Scientific Societies to express an opinion if Necessary.
Article 10.
The administrative board of the Association include:
1. Preparation of annual work plan.
2. Prepare the annual budget and the annual report on the financial and administrative
activity of the society.
3. Approval the participation in the scientific conferences inside and outside Iraq
4. Approval scientific conferences, both inside and outside Iraq and cooperation with
scientific societies.
5. approve the establishment of branches of the Provincial society and formation of
committees and the people within the field of its specialty .
chapter 4
Finance of society
Article 11.
Society finance consists of:
1. Membership subscription fees
2. Government Grants
3. other grants, donations and underwriting and cessation of individuals and other entities,
the approval of the Ministry if the donars are non iraqi destinations.
4. other revenues of the society obtained as a result of their activities.
Chapter 5
Final provisions
Article 12.
1. The society may be cancel itself by a decision of majority of two-thirds of its members

2. The Minister of high education can cancel the society if it gets out goals or become
incapable of achieving its objectives, and the society has the right to appeal the decision of
the cancellation at the Court of Cassation within thirty days from the date notified of the
decision, and the decision of the Court in this situation, is categorically.
3. Devolve funds after liquidation of the society to the Supreme Council of Scientific
Societies.
4. The Minister has the right for integrating scientific societies with similar goals.
Article 13.
Apply the Scientific Societies Act No. 55 of 1981 as amended in each case has not provided
in Rules by-laws of the society.

Society Activities:
Since the first meeting of the society board, the plan of upcoming activities was developed
and focusing on main priorities of Emergency Medicine field.
Our concept is to think globally and act locally! Contacting the international EM associations
to promote updating EM system in Iraq, being in touch with international professionals and
experts to share knowledge and skills.



International Federation for Emergency Medicine (IFEM)
ISEMIRAQ became a full member of International Federation for Emergency Medicine
(IFEM), since April 2013 .we are invited to attend the annual meeting of IFEM assembly
which was held in Washington,USA 2013 .
We assigned Dr.Hend Mahmood Seyaly, EM physician to attend the meeting; she did and
represented us there.

We involved in the scientific committees of IFEM,Dr.Shakir and Dr.Musab Amer were
involved in the task force of triage committee.
The IFEM,is continuing sharing their activities with us and provided framework of
communication with others.

Iraqi Medical Society International (IMSI)
Dr.Moayed Ismail, president of IMSI, collaborated very well during last two years with active
contribution, through his participation in organizing training courses for Iraqi doctors in
variant topics e.g. Emergency Medicine workshops during the 1st international conference
on EM which be held in Erbil 2012,and the 2nd international conference on EM in Basrah
2013,training courses in laparoscope in surgery and obstetrics. The last course was held in
Suleimaniyah August 2013 on EM procedures in general emergency medicine for doctors
and EM students.
The training courses on Emergency skills which were held in Suleimaniya 2013, implemented
by experts from UK, in various topics.
Another training course was held during 2013 on Laparoscope uses, Erbil
We have a lot collaborating program with IMSI for future.

The Resuscitation Council Iraq (RCI)
Dr. dr.Munawer Almuddafer, Dr.Ziad rassam and Dr.husham Alshadhir are Iraqi doctors
living in UK ,they established the concepts ,guidelines and strategies for the Resuscitation
Council Iraq The mission of Resuscitation Council Iraq is to save human lives and
improve the quality of survival; by improving the standard of knowledge, training
and practice in the fields of resuscitation, trauma and disasters.
1. To disseminate and organize training courses in the field of Resuscitation, trauma,
Emergency 2. To promote public and government awareness of requirements and
practices in the above fields.
3. To help healthcare organization to standardize and update Emergency Medical
Services, Emergency Departments and Critical Care units
4. To promote & encourage appropriate research
5. To organize relevant scientific meetings in Iraq
6. To conduct a critical review of CPR, pediatric life support & trauma care practice &
to advise on updating guidelines
7. To design teaching program suitable for all trainees ranging from the lay public to
the qualified physician.
8. To promote audit of resuscitation practice.
They are preparing the full proposal of RCI and ask ISEM to share with them how we
can implement the Resuscitation Council Iraq RCI.

International Medical Corporation (IMC)
International Medical Corporation (IMC),is the first international organization made
assessment to the EM system and EM providers(pre-hospital and hospital based Emergency
services. more than 500 doctors of different backgrounds participated in comprehensive
training courses ( 10days course),focusing on gain knowledge and skills through curriculum
developed by professional and expert EM physicians from USA.
International Medical Corporation (IMC), encouraged us to establish the society,and the
country director of IMC in Iraq Dr.Gerald Evans (Jerry)and his assistant Dr.Tariq Hasson
support our ambition to improve EM system in Iraq .
Below an e-mail from Jerry emphasized IMC support to our society








Meeting with Jerry and his assistant Dr.Tariq, done three months ago, we discuss the map road for
incorporation and support of EM system in Iraq. We agreed the focusing CME for EM providers.
Also, IMC is keen to make the regional training center for EM more active and functioning.

The International Emergency Management Society( TIEMS)
Most of ISEM members are familiar with TIEMS (The International Emergency Management
Society) ,as they organized the 19th annual conference in Erbil,Iraq 2012 and the president of
TIEMS is very cooperative and interested to involve Emergency Medicine activities within
TIEMS events.
The 20th annual conference of TIEMS was held in Marseille, France 2-4 October 2013,
Dr.Mohammed Anwarand Dr.Heewa, ISEM members attended this event.
Recently we contacted Mr.Harald Drager and discuss the mechanism of creating partnership
relationship between us.
TIEMS Chapter in Iraq also established in 2011, TIEMS adopted international training
program in Emergency Medicine and disaster management, and ISEM has the opportunity
to share with TIEMS good ideas for future work.
TIEMS believes that improving preparedness for facing disaster start with the improving of
responders by upgrading their skills and performance.






Recently ,we discuss with Mr.Harald Kare Drager,President of TIEMS,implementing training
program in Emergency and Disaster management for Iraqi employees .hope these curses
will take place in turkey beginning of 2015.

The International Iraqi Medical Association (IIMA)

A letter from Dr.Ali Harjan, president of IIMA, confirming the desire and welcoming the
concept of partnership and collaboration between ISEM and IIMA, concerning the
organizing an international conference on Emergency Medicine. The IIM has more than 900
members around the world with most expert and professionals .We will discuss the
proposal for such value collaboration with IIMA during the next ISEM meeting, to aligning
the ideas, mechanism and map road for the future collaboration to support our EM system
in Iraq.

Middle East Federation for Emergency Medicine (MEFEM)
We adopt an idea to establish regional foundation to gather the EM societies in middle east
area,the idea is widely accepted by the representatives of EM societies and advice that this
subject to be discussed and approved by all in near future meeting , Dr.Saleh Fares ,
president of Emirates society of Emergency Medicine invited us to ao be guest of honor in
the upcoming conference 6-9 December 2014 in Dubai.

Scientific Research on EM


Dr.Abdullah Abdulkhaliq and Dr.Estabraq Abdulrasool, ISEM board member worked on
study on Uses of Antihypertensive drugs in Emergency Departments.
They are hard working to gather the data to finalize the study, which will be presented in
the upcoming Seminar or conference of ISEM.the research study implemented in
collaboration with ministry of health.

Governmental Incentives to Emergency Physicians
ISEM, coordinated with the stakeholders in the ministry cabinet to provide special
incentives to Iraqi EM physicians .We are pleased to receive the positive response from the
government.

Light Emergency Stretcher System
ISEM coordinated with Mr.Robert Sunde and Mr.Andres Haug,the owners of LESS
company ,they welcome sending Emergency assistance including system of evacuation and
response to variant emergencies. The gift is received to be supplied to ministry of health in
Kurdistan, as it host huge number of displayed people.
The decision to send the gift to Kurdistan made in coordination with senior deputy of
minister of health.
