President's Message

As I write this, the winds and rain of Hurricane Sandy are
swirling about outside my office. Some of my coworkers
are not here and others are leaving early to prepare for
the worst of the storm. Reports coming in now have said
that public transportation systems are completely
closed, areas near sea level have been evacuated, and
schools and businesses have shut down in anticipation.
We in Richmond are pretty lucky this time, but have not
been in the past and likely won't be again in the future.
As civil engineers, events like this effect us in various ways because we see
transportation systems we helped design shut down, utilities we planned
for, hopefully, holding up to the storm, structures faced with high wind
loads threatening damage, and water runoff heading to our local water
ways. Billions of dollars are spent each year in fixing the damage from
storms, and we often have a front row seat to helping assess and fix the

damage.
Every few years ASCE puts out a report card documenting how our
infrastructure is doing. The Virginia report card will be released in the
spring. Upon its release, we will be working to show the government and
public how the existing infrastructure is holding up, and what needs to be
done to help prevent problems in the future. As we prepare for the
release, please remember to think of those affected by this storm and help
us to make a change for the future.
On a lighter note, we have several great events coming up this month! I
hope to see you at our happy hour to celebrate those taking the PE exam,
or at our monthly meeting where we'll be learning about filming movies in
Virginia and how the process compares to the set up of a construction site.

Congratulations on taking the PE Exam! In recognition of your pursuit to
advance your careers in the engineering realm, ASCE Richmond branch
would like to invite you for a free drink and fun at Rock Falls Tavern on
November 1, 2012. Come out and enjoy a free drink and appetizers on us
to relax and celebrate your success!

If you haven't taken the test yet, or are already a Professional Engineer,
we'd love to have join us too! All are welcome to join us for this fun
evening out to partake in exam success and horror stories, as well as
general engineering camaraderie.

Have you ever wondered what goes into the production of a movie? While
many of us enjoy the final product, we often forget about all of the hard
work that goes into finding locations, setting up equipment and other
logistics, and problem solving to avoid disrupting the lives of citizens. The
Virginia Film Office in Richmond has been instrumental in the staging and
setting up of several locally filmed movies, including Steven Spielberg's
highly anticipated "Lincoln".

On Thursday November 15th, we are pleased to welcome Andy Edmunds
from the Virginia Film Office to enlighten us with tales of filming in
Richmond, and how this can be just like what many civil engineers do when
preparing construction sites.

Andy Edmunds, the Interim Director of the Film
Office, started with the Virginia Film Office in 1997
after he realized that he was never going to hit it big
as a rock and roll star. An accomplished musician, and
dedicated father of three, Andy studied music at
Virginia Commonwealth University and went on to
perform with several bands, before moving on to work
in various capacities in feature films shot in Virginia.
As the Virginia Film Office Location Manager, Andy is
responsible for assisting productions filming in the
state with locations, crew, accommodations, and
problem solving of all kinds. During his time with the Film Office, he has
been involved with many films and television projects including The New
World, The Contender and Steven Spielberg's production of Lincoln. When
not involved with production, Andy is actively involved in whatever his kids
are involved with, and supports his wife with PoshTots, her online company
that sells unique children's furniture and accessories.

General Assembly Meet andGreet Informational Session

Our branch will again host a meet and greet with Virginia's General
Assembly in January 2013 to both be a presence to them as civil engineers
and educate them on the bills that relate to civil engineering. Previously,
we have held a brief informational session directly prior to the event, but
because some folks have difficulty getting off of work in time to get there
and also the quantity of information we try to review, we have chosen this
year to have two informational sessions in the weeks leading up to the
event to be more precise about the goals we are trying to convey to the
assembly.

The first of these informational sessions will be Tuesday, November 27th
from 5:30pm to 6:30pm at the Winchester Building - 10800 Midlothian
Turnpike, Richmond, Va 23235. We will be reviewing the process of
pushing a bill through the GA and our strategies to effectively lobby those
bills that impact our industry. The second session will be in early January
and we will discuss specific bills we wish to lobby for and also introduce
some names and faces of the people that we will be talking to at the
event.

November. Be sure to leave your email address as the number of people
who register will affect which room we end up being in. An email will be
sent to those who have registered with further details as the date gets
closer.

2013 Daniel V. Terrell Paper Competition

This Daniel V. Terrell award is presented annually for the outstanding
paper submitted on a topicestablished by the Region 4 Assembly. The topic
this year is:

"Is it ethical to maintain current licensure requirements in light of the
everincreasing technical complexity of our profession?"

Engineer'sWithout Borders - VCU Capter

Recently, a couple of our board members were fortunate enough to sit
down with some of the members of Virginia Commonwealth University's
Engineer's Without Borders Chapter (EWB). As many of you know, VCU does
not have a civil engineering program, so many of the students involved
with EWB have backgrounds that are in mechanical, biomedical, or
electrical engineering. While this leads to great diversity, it also presents
problems as they are unsure of the best methods of completing their water
distribution project. Please read their project information below, and if
you can offer any assistance, please contact Amy at
abird@dewberry.comto help out.

The chapter is working with a village called San Antonio de Lomerio in
Bolivia. This village has no access to clean water and relies on gathering
water from local ponds contaminated with animal wastes, or from a
distribution system that is prone to leakage and inadequate supply. The
system has no filtration, and has many elements that are in need of being
filtered out, including a nitrate count that is too high to be measured.

The students have completed a preliminary analysis trip and are planning
on heading back to Bolivia over their spring break to start work. Before
they leave, they are hoping to obtain some GIS equipment to help map the
system, learn more about pipe properties and methods of fixing pipes to
minimize replacement, ways to disinfect the water, how to determine
where the leaks in the system are located, and how to use CAD. If you, or
someone you know, has access to a way to help the students, please let us
know! Additionally, if you are working in the field of water treatment or
distribution and are able to make the trip with them, the students would
be glad to have the assistance.

10th Annual ASCE Golf Tournament

This event was held on October 11th to benefit the ASCE Richmond Branch's
Civil Engineering Scholarship Fund and other educational outreach efforts.
First, thank you to everyone that participated in the golf tournament.
Second, thank you to our tournament sponsors Advance Drainage Systems,
Austin Brokenbrough, Filterra Bioretention Systems, A. Morton Thomas and
Associates, InfraMap Corp, Townes Site Engineering, Status One Designs,
ACF Environmental, Kimley-Horn and Associates, ARC Richmond, Greeley
and Hanson, and Froehling and Robertson. The success of the Education
Outreach programs depend on the players and sponsors that come out to
this event.

It turned out to be a beautiful day to golf and have some friendly
competition! First place overall went to Shane Davis, Matt Dean, Buddy
Creamer, and Scott Creamer. Hope to see everyone next year!
