ExecutiveSummary

OnApril30,2009,MayorMichaelNutterunveiledthefirstof500solarpoweredtrashcompactorsand
210companionsinglestreamrecyclingunitstobeinstalledthroughoutCenterCityPhiladelphia.The
Cityhadbeenmaking17tripseachweektoempty700wirebasketsthroughoutCenterCity,atan
annualcostofabout$2.3million.Afterreplacingthose700receptacleswith500solarpowered
compactorsand210recyclingunits,theCitycollectsonly5timesaweek,atanannualoperatingcostof
about$720,000representinga70%savings.Performingthose17collectionseachweekrequired33
workerson3shifts,whileperformingthe5collectionsperweekunderthenewprogramrequiresonly9
workersonasingleshift.Theotherworkershavebeenreassignedtoother,moreproductivetasks.
Thedeploymentplanwasacomprehensivepackageincludinga3yearfinancingprogram,a4year
extendedwarrantyandserviceplan,andawirelessmonitoringsystemonall500units.

Highlightsoftheprograminclude:
Immediatesavings:Byenteringintoa3yearfinancingarrangement,theCityhasnoupfront
capitalcostandwillrealizecollectioncostsavingsinthefirstyearofapproximately$850,000.
Ongoingsavings:TheCitywillsavenearly$13millionincumulativecollectioncostsavingsover
thenext10years,netoftheequipmentcost.
Annualoperatingcostreductionof70percent:compactionreducescollectiondemand,which
directlyreducesoperatingcostsandassociatedvehiclefueluseandemissions.

spacerecyclingfortheveryfirsttimeinPhiladelphia.MayorNutterhaslaunchedamajorpublic
relationsandneighborhoodeducationcampaigncalled"PhillyThrowsGreen"witha
(www.phillythrowsgreen.org).ThisprogramispartoftheMayorsbroaderinitiativecalled"Greenworks
Philadelphia"(www.greenworksphila.org),thenew
comprehensivesustainabilityframeworkdesignedto
helptheCitymeetitsproclaimedgoalofbecoming
"America'snumberonegreencity."

Inthecurrenteconomy,manycitiesandtownsare
activelyseekingwaystoreduceoperatingcostsand
balancetheirbudgets.TheCityofPhiladelphiais
demonstratingthatsolarcompactorscansignificantly
reduceannualoperatingcostsinthefirstyear,andfor
yearsthereafter,byreducingcollectionfrequency
requirements.ProvidingtheCitysfirstpublicspace
recyclingprogramandhavingtheabilitytotrack
operationsareadditionalfeaturesoftheprogram,
whichofferscleareconomic,environmentaland
educationalbenefits.
