Some necessary detail information related to SCADA system has not yet been confirmed. All the Relion 600 IED provide the optical Ethernet port and IEC61850 protocol. The Ethernet switches are not in our scope.

This document describes ABBs proposal for Singapore Jurong Refinery Relay & Metering panels.
ABBs Protection and Control solutions are future proof as they are compliant to international standards like IEC 61850, and by that simplify maintenance and enable interoperability.

3.1.1. Bus bar protection REB670
The numerical, low-impedance differential protection function is designed for fast and selective protection for faults within protected zone. All connected CT inputs are provided with a restraint feature. The minimum pick-up value for the differential current is set to give a suitable sensitivity for all internal faults. For busbar protection applications typical setting value for the minimum differential operating current is from 50% to 150% of the biggest CT. This setting is made directly in primary amperes. The operating slope for the differential operating characteristic is fixed to 53% in the algorithm. The fast tripping time of the low-impedance differential protection function is especially advantages for power system networks with high fault levels or where fast fault clearance is required for power system stability. The advanced open CT detection algorithm detects instantly the open CT secondary circuits and prevents differential protection operation without any need for additional check zone. Main feature of REB670: Typically operate time:12ms The low CT requirements guarantee stability and correct operation as long as the CT is not saturated for at least two milliseconds during each power system cycle maintain complete stability for external faults, even when heavy CT saturation occurs. No limit for the CT ratio of each bays Open CT check and indications Dynamic linking of measured CT currents, Efficient merging of the two differential zones, and Disconnector and/or circuit breaker status supervision Complete Back-up Protection: breaker failure protection and 4-step overcurrent protection. REB670 IED provides selective, reliable and fast fault clearance for all types of internal phase- to-phase and phase-to earth faults in solidly earthed or low impedance earthed power systems. 3.1.2. Directional OC and overvoltage/Current Backup/Breaker Failure relay REF615
REF615 is a dedicated feeder IED (intelligent electronic device) designed for the protection, control, measurement and supervision of utility substations and industrial power systems including radial, looped and meshed distribution networks with or without distributed power generation. REF615 D is non-directional overcurrent and non-directional earth-fault protection, CB condition monitoring, CB control and with the optional I/O module control of two network objects.

3.2.1. Line Differential Relay RED670
RED670 is used for the protection, control and monitoring of overhead lines and cables in all types of networks. The IED can be used from distribution up to the highest voltage levels. It is suitable for the protection of heavily loaded lines and multi-terminal lines where the requirement for tripping is one-, two-, and/or three-phase. Meanwhile, RED670 is capable of transferring 8 high-speed signal.

3.3.1. Digital Auto Synchronize SYN5201
The SYNCHROTACT 5 digital synchronizer is used for automatic synchronizing and paralleling of generators with lines and for the paralleling of already synchronous lines. The device is designed for system frequencies of either 50/60 Hz or 16 2/3 Hz.
SYN 5201 is a single-channel synchronizing device whose component choice and software design provides the highest security against incorrect paralleling.
Marshaling Panel will meet requirement as below a. Marshalling panel wired with terminals for all external cables and communication cables. b. One marshalling panels shall be provided to facilitate the interface between the GIS equipment and the auxiliary panels and external systems (e.g. Alarm Panel, etc.). c. Minimum I/O signals number to be managed by the marshaling panel is 100. d. Terminals strips shall be realized with voltage free contacts. e. Contacts on the outgoing terminal strip towards external systems shall be knife type. f. All terminal strips shall be duplicated and installed face to face, eventual cross-wiring shall be realized on the faced sides while the other two sides shall be dedicated one for interconnection with Vendor systems and the other one for the interconnection with external systems. At least 20 % of spare terminals shall be guaranteed. 3.5. 3.7. Auto Voltage Regular (Optional) Automatic voltage control for tap changer TR8ATCC and Tap changer control and supervision, 6 binary inputs TCMYLTC are used for control of power transformers with a on-load tap changer. The functions provide automatic regulation of the voltage on the secondary side of transformers or alternatively on a load point further out in the network. Control of a single transformer, as well as control of up to two transformers within a single RET650, or parallel control of up to four transformers in two or even four separate RET650 is possible. Note that the last alternative is achieved by using the GOOSE interbay communication on the IEC 61850- 8-1 protocol. For parallel control of power transformers, three alternative methods are available, the master-follower method, the circulating current method and the reverse reactance method. In RET650 a local HMI page with voltage control status and manual control possibilities is available. Manual control is under authority control if so defined. Voltage control includes many extra features such as possibility of to avoid simultaneous tapping of parallel transformers, extensive tap changer monitoring including contact wear and hunting detection, monitoring of the power flow in the transformer so that for example, the voltage control can be blocked if the power reverses etc. In manual operating mode it is possible to give raise- or lower-commands to the load tap changer from the local HMI.
