Background

The Philippine National Police (PNP) is the primary law enforcement agency of the country,
which is national in scope and civilian in character. It was activated on January 29, 1991 under Section
23, Chapter III, of Republic Act No. 6975, entitled "An Act Establishing the Philippine National Police
Under a Reorganized Department of the Interior and Local Government," as amended by R. A. No. 8551
and further amended by RA No. 9708.

Powers and Functions of PNP are but not limited to the following:
1. Statutory Power of the Police
To enforce laws and ordinances relative to the protection of lives and properties;
To maintain peace and order and take all necessary steps to ensure public safety;
To investigate and prevent crime, effect the arrest of criminal offenders, bring offenders
to justice and assist in their prosecution;
To detain arrested person/s for a period not beyond what is prescribed by law,
informing the persons so detained of all rights under the constitution; and,
To exercise the general powers to make arrest, search and seizure and enforce pertinent
laws.
2. Deputized Statutory Power of the Police to perform such other duties and exercise all other
functions as maybe provided by law such as:
To enforce laws on land transportation; and,
To enforce other laws under the jurisdiction of various departments and/or offices of
the government where the PNP is deputized under the principle of intra-coordination between and
among offices/departments of the government.

In pursuance to the mandate of this law which created the Philippine National Police (PNP), the
latter shall strengthened its role in one of its area of responsibilities which is the enforcement of laws and
ordinances regarding land transportation. With regard to all other laws concerning Land Transportation
and in coordination with other offices and departments of government where the PNP is deputized, the
following purpose and objective are wherefore stated to implement its power and functions to cater the
needs and welfare of its people in the community.















A. To strengthen transportation laws and ordinances enforcement capabilities
1. Provide more facilities such patrol unit and other necessary equipments
2. To conduct seminars or lectures inviting drivers as well as people in the community to better
equipped with knowledge regarding the role of PNP in transportation
3. Create or post rules and guidelines regarding laws concerning transportation for peoples
information such as:
a. The Helmet law
b. Anti- Carnapping Law
and others....

B. To strengthen coordination with LTO, DPWH (others) for efficient and effective exercise of
procedures in land transportation
1. Coordinate with the LTO on areas of inspections, date and other procedures

2. Coordinate with (ikaw lng butang)---- regarding records of traffic and transportation incidents
3. Develop a communication device for easy access and information
4. Assist the LTO on its consultation activities on modifying motor vehicle plate

C. Conduct trainings to further develop the skills and capability of PNP officers and personnel
1. Conduct (monthly, annual) trainings and seminars to train and develop a well-motivated and
competent police force committed to serve and protect the people.
2. Create or organize sports organization to develop discipline, camaraderie, and healthy police force










CONCEPTS
Transport- to move, carry of transfer from one place to another.
Land Transportation- Involves carrying and transporting passengers or goods by land from one place to
another.
Common Carrier Article 1732, CC Common carriers are persons, corporations, firms, or association
engaged in the business of carrying or transporting passengers or goods or both, by land, air or water for
compensation, offering services to the public.
Private Carrier- the character of business involves single transactions, not part of a general business or
occupation although involving carriage of goods or passengers for fee.

PURPOSE
To maintain order and safety in highways,
roads and other areas of transportation
To prevent violation of transportation laws
and ordinances and deter crimes in highways
To help in protection of life and property of
passengers as well as the rights of private
and common carriers
