Dear Mr. Moore:

Background Information regarding Bio-Digester and February 2, 2011 Agreement

This is an application for information under The Municipal Freedom of Information and Protection of
Privacy Act.

I am writing to request documentation that would be considered to be part of some sort of initial and
then ongoing due diligence process by the Township of Chatsworth, either on its own behalf, jointly
with the Township of Georgian Bluffs, or by any consultant(s) retained by either or both of the
townships, in relation to the final proposal to build the Bio-Digester, and its subsequent construction
and operation. This request includes documentation that representatives of the Township (including
former Mayor H. Greig, Mayor B. Pringle in his current role and in his former role as Deputy Mayor, the
Clerk, the Treasurer, other Township staff and legal counsel) would have created, caused to be created,
and/or received from third parties.

As you know, I have attended most Joint Bio-Digester meetings since the Fall of 2012 and reviewed the
detailed information appended to the Agendas for those meetings since the meeting on May 24, 2013.
This date, therefore, may be taken as the end date for this request.

I am requesting documentation such as, but not limited to the following:

1. Feasibility studies;
2. Engineering reports and technical information pertaining to the design, construction and
operation of the bio-digester;
3. Documentation pertaining to capital costs, operating costs, future costs (both capital and
operating), financial risks and cost sharing between the townships;
4. Documentation pertaining to the loan(s) from the Bank of Montreal, including notes of
meetings and correspondence relating to same;
5. Documentation pertaining to forecast revenues (tipping fees, hydro generation and other
sources), including sensitivity analyses;

6. Documentation pertaining to costs, potential costs and financial risks for the Township of
Chatsworth related to provisions in the February 2, 2011 Agreement having to do with landfill
sites in Chatsworth used or potentially used by the Township of Georgian Bluffs, together with
information about the financial and other benefits or potential benefits to Georgian Bluffs of
those provisions in the Agreement;
7. Documentation pertaining to the condition or state of the sewage lagoon as a component of
the Bio-Digester, and all financial considerations related thereto;
8. Documentation related to environmental benefits and/or risks related to disposing of
digestate on approved agricultural fields or in landfills rather than disposing of raw septage on
approved agricultural fields;
9. Analyses of assumptions and risks (technical, financial and environmental);
10. Documentation related to the initial and any ongoing commitment(s) by the Province of
Ontario and the Government of Canada related to technical, financial and environmental
matters;
11. Documentation related to legal matters including correspondence with legal counsel prior to
the signing of the February 2, 2011 Agreement;
12. Documentation provided to the Council of the Township of Chatsworth for decisions regarding
any and all of the above; and
13. Documentation provided to taxpayers of the Township of Chatsworth regarding any and all of
the above.
In the preceding list, please consider documentation to include reports, studies, correspondence,
notes to file, minutes of meetings, personal notes taken by representatives of the Township of
Chatsworth at meetings including telephone conference calls, and emails.
I enclose a personal cheque in the amount of $5.00 payable to the Township of Chatsworth in
accordance with By-Law 2014-10 (Schedule H). I understand that there may be additional costs involved
in retrieving and making copies of this information for me.

Finally, I want to emphasise that there is no need to collect a complete package before sending
information that is readily available.
