I. GENERAL

1. INTRODUCTION:

Animal Husbandry is one of the rapidly expanding sectors, playing a significant
role in the rural economy by providing gainful employment to a large number of
small/marginal farmers and agricultural labourers and raising their economic status.
The economic support programs like distribution of Milch animals, sheep and poultry
units have come to the rescue of the beneficiaries particularly scheduled castes,
scheduled tribes and economically backward sections of the society.

The activities of the Animal Husbandry epartment have been oriented towards
health of livestock and increased production of milk, meat and eggs and to provide
ade!uate bullock power for agricultural operations. The schemes of the Animal
Husbandry epartment have been formulated in pursuance to the well"laid #ational
policies to improve the $ivestock production, to fight protein hunger and to improve
nutritional standards of human population. Also provide technical support for the
maintenance livestock and improvement of livestock breeds. Thus, Animal Husbandry
epartment has been rendering the services to all the sections of people, in particular
weaker sections of society and playing a vital role in the rural development by generat"
ing additional source of income and employment, by protecting their valuable livestock.

2. SALIENT FEATURES:

%i& 'nder Animal Husbandry (ector the )overnment of *ndia have sanctioned
+,rime Minister-s ,ackage. for rehabilitation of farmers in %/0& suicide prone districts of
Andhra ,radesh with a view to provide supplementary avenues of income through
diary farming since 1223"24 and inducted 35,146 high pedigreed milch animals and
heifers from other (tates with the 728 subsidy.

%ii& 9or the welfare of :,$ families, the )overnment is implementing +,asu
;ranthi ,athakam. since 1223"24 and inducted /,57,<4< high pedigreed milch animals
and heifers from other (tates with the 728 subsidy.

%iii& =ashtriya ;rishi >ikas ?o@ana is being implemented in the (tate since 1224"
25 with /228 Aentral Assistance during //

9ive ?ear ,lan to achieve 58 growth rate in
Animal Husbandry (ector and inducted 635</ high pedigreed milch animals and
heifers from other (tates with the 728 subsidy.

%iv& The )overnment of Andhra ,radesh have introduced a scheme +Beeva ;ranthi
,adhakam. since 1223"24, to support :,$ families by supplying :reeding =ams, =am
$amb 'nits and (heep and )oat 'nits under Ahief Minister-s ,ackage, to enhance the
economic status of the targeted families.

%v& *n order to guard sheep growers from losses, due to blue tongue disease, the
sheep insurance programme has been taken up since 1220"1223 and being continued
during 12//"/1.

%vi&The )overnment of *ndia has sanctioned centrally sponsored $ivestock
*nsurance (cheme. 'nder this scheme productive milch cattle will be insured on 728
subsidy basis. *t is being implemented in eight districts of the (tate, during the year
1220"23 and continued during 12//"/1.

%vii& A ,rogramme of Mass >accination against 9oot C Mouth disease in animals
was implemented in Ahittoor, Ananthapur, =angareddy and Medak istricts with )D*
assistance, to capitaliEe export market, during 1220"23 and continued during the year
12//"/1. The ,rogramme is extended to all the istricts in the (tate during the year
12//"/1 under A(AA and =;>?.

%viii& A ,rogramme of deworming the (heep belonging to shepherds of all
categories of farmers twice in a year on free of cost basis was taken up during the year,
resulting in reduced early lamb mortality and improved growth rate due to increased
disease resistance in sheep and continued during the year 12//"/1.

3. DIRECTION AND ADMINISTRATION:

r.M.>.=eddy, held the post of the irector of Animal Husbandry during the
year 12/2"12//, who lead the team to achieve the progress indicated in this report.

Three Additional irectors assisted the irector of Animal Husbandry.

*n addition to above, there are Two Boint irectors at the irectorate, assisting
the irector in the fields of Technical and (tatistics.

The Boint irector %Administration& who is on deputation from the =evenue
epartment is also assisting the irector in administrative matters, with one
Administrative officer and Two Dffice Managers are working in the Head Dffice.

The irector is also assisted by one eputy irectors %(tatistics& and one eputy
irectors %Fpidemiology& at the irectorate. (ix Assistant irectors namely Technical,
9arms, (tatistics, H=, ,lanning and ,oultry are assisting in technical matters. Dne
Ahief Accounts Dfficer and an Assistant Accounts Dfficer are managing the accounts
matters.

Apart from the above, at the head !uarters, two sub@ect matter specialists in the
cadre of eputy irectors, one each for $ivestock 9arms and =inderpest Fradication
(cheme is providing the technical guidance to the field staff and working as liaison
officers between the field staff and irectorate in their fields of specialiEation. The

eputy irector, ,ublicity and Fxtension at the head !uarters looking after all publicity
and other extension related matters with one Assistant irector and two >eterinary
Assistant (urgeons.

%11& Boint irectors who are i/c of the istrict Administration are made
responsible for proper coordination, implementation of schemes and administration of
Animal Husbandry activities in the %1<& districts of the state. :esides %1<& Dffice
Managers are working in the Dffice of the Boint irectors in the districts to assist the
Boint irectors in administrative matters.

*n addition to the above, in the (tate %1& Boint irectors namely isease
*nvestigation and >accine production are entrusted with supervision of isease
*nvestigation and vaccine production at the (tate level i.e. at >eterinary :iological
=esearch *nstitute, Hyderabad. Dne eputy irector is in charge of one mini >:=*,
which is functioning at (amalkot, Fast )odavari district.

At the =evenue ivisional level, %42& Assistant irectors are made responsible
for the proper implementation of all Animal Husbandry activities in their respective
divisions including administration.

*n addition to the above, officers in the cadre of eputy irectors and Assistant
irectors are managing the $ivestock 9arms, istrict (emen epots, ,iggery, )oshala
and 9odder evelopment in the field during the year 12//"12/1.

Animal Husbandry is one of the promising sectors which provide gainful
employment and income to a large number of small/marginal farmers and agricultural
labourers and raising their economic status. *n addition to taking up veterinary health
care and strengthening infrastructure facilities certain innovative livelihood
programmes like ,asukranthi padhakam, Beevakranthi padhakam, ,avala vaddi, =ural
:ackyard ,oultry programmes etc. are being implemented under plan schemes by state
government.

The )overnment of *ndia is also giving financial assistance to control certain
economically important diseases like :rucellosis, 9oot and Mouth isease, ,estes es
,etits etc. and also for livelihood schemes like 9eed and 9odder evelopment and =ural
:ack ?ard poultry evelopment.

1) VETERINARY HEALTH CARE AND TRAINING

'nder this programme all the departmental activities are proposed to be
provided to the farmers at their doorstep. At present 61 Mobile >eterinary Alinics are
functioning in remote, backward %13 centres& and tribal areas %/7 centres& of the state.
The staff of the Mobile >eterinary Alinic visit the villages around the centre according
to a fixed schedule and provide service to the farmers. uring the year 12/2"// an
amount of =s 101.<5 lakhs was allocated to treat 6.2 lakhs animals. uring the year

12//"/1, an amount of =s. 160.<5 lakhs is allocated to continue 61 Mobile >eterinary
Alinics and to provide health care to 7 lakh animals.

*n order to provide !ualitative livestock service delivery to farmers, the
graduate veterinary institutions will be strengthened additionally through supply of

61.22 lakhs was allocated to cover health care of animals. uring 12//"/1 an amount of
=s 64.<5 lakhs is allocated to cover health care of 0.22 lakhs animals.

iii6 E+tension an* t-aining ,-og-a''e:
The (tate Animal Health training centres, =egional Animal health training
centres and existing publicity wings in the state will be strengthened with extension
tool kits and other audiovisual e!uipment. uring the year 12/2"// an amount of =s
1.34 lakhs was allocated to provide additional extension e!uipment. ue to much focus
on livestock farming, the )overnment has initiated, many livestock farmer welfare
programmes. *n order to encourage the beneficiaries for effective utiliEation of these
programmes an amount of =s.0.02 lakhs is allocated during 12//"/1 to take up the
extension activity up to grass root level and also to impart training to 7222 farmers.

'nder this scheme these 64 institutions located in /7 districts of the state will be
supplied with essential drugs to take care of curative health of livestock. :esides, the
salaries of the staff will also be paid under the scheme. uring the year 12/2"// an
amount of =s //.22 lakhs was allocated to treat /2.22 lakhs animals. uring the year
12//"/1 an amount of =s. 0.02 lakhs is allocated to provide health care to /2.22 lakhs
animals.

2) UPGRADATION OF VACCINE PRODUCTION,STANDARDIZATION AND
DISEASE DIAGNOSIS UNITS

'nder this scheme the vaccine production, diagnostic and testing units will be
strengthened with infrastructure and latest diagnostic e!uipment conforming to )M,
and )$, standards and 1 >accine production units at (amarlakot and Hyderabad will

strengthen vaccine production units at (amalkot, Hyderabad and =a@endranagar.
uring the year 12//"/1 an amount of =s. 67.22 lakhs is allocated to strengthen all the
disease diagnostic units in the state.

strengthen all the A$s.

At present isease iagnostic facilities available at field level need to be
improved. *n order to correct this situation, the field institutions will be strengthened by
providing disease diagnostic infrastructure and e!uipment. uring 12/2"//, an amount
of =s 17.22 $akhs was allocated to strengthen 1<0 institutions. uring the year 12//"/1
an amount of =s. <2.22 $akhs is allocated to strengthen another 122 institutions.

3) CATTLE AND BUFFALOE DEVELOPMENT

*n order to improve the breeding operations in the uncovered areas of the state
the department has established in 4 districts of the (tate, 722 *ntegrated $ivestock
evelopment centres %*$& with the assistance of B; Trust )ram >ikas ?o@ana, an #)D
which is having rich experience in handling such pro@ects. uring the year 12/2"/, an
amount of =s. /72.22 lakhs was allocated. uring the year 12//"/1 it is proposed to
allocate an amount of =s. <02.22 lakhs to produce 60012 calves.

i+6 Cal3 3ee* "-og-a''e:
Fvery year we are producing a good number of high productive calves through
Artificial *nsemination. To enable farmers to rear the female calves properly and
convert them into productive livestock and to give good impetus in creating milch
animal replacement stock the farmers with female calves are being supplied with calf
feed on subsidy. uring the year 12/2"// an amount of =s 47.22 $akhs is allocated to
supply feed. uring the year 12//"/1 an amount of
=s. /22.22 $akhs is allocated to cover <222 calves.

Milch cattle belonging to all categories of farmers will be screened for their
reproductive status through conduct of fertility camps and necessary remedial
measures will be provided to make them fertile besides deworming them. uring the

during 12//"/1, /1722 camps are proposed with an outlay of =s./67.25 $akhs.

4) SHEEP AND GOAT DEWORMING

The entire (heep and )oat population in the state will be dewormed twice in a
year on free of cost basis. This will improve growth rate and disease resistance in (heep
and )oat. uring the year 12/2"// an amount of =s <21.37 $akhs was allocated to
deworm <22 lakhs sheep C )oat. uring 12//"/1 an outlay of =s.<22.22 lakhs is
provided.


5) FODDER AND FEED DEVELOPMENT

'nder this programme improved fodder seed minikits on 378 subsidy basis
will be supplied to small and marginal farmers and other weaker sections of the society
which are provided with milch animals under poverty alleviation programmes. This
will enable them to raise sufficient fodder for feeding their high productive livestock.
uring the year 12/2"// an amount of =s /60.3< $akhs was allocated to supply 6.2
$akhs minikits. uring 12//"/1 an amount of =s. /47.22 $akhs is allocated to supply
7.22 $akhs minikits.

+iii6 "e-ennial< seasonal 3o**e- ,-o*).tion:
9odder production need to be intensified to sustain dairy production in drought
prone areas. The fodder production needs to be encouraged by establishing perennial /
seasonal fodder plots, of 2.17 acres each. *t is aimed to have at least one"fourth acre of
fodder plot for a pair of milch animals. Fach beneficiary will be benefited by providing
=s./172/" as grant. uring the year 12/2"// an amount of =s 1.72 $akhs was allocated
to develop 122 units of perennial fodder plots. uring the year 12//"/1 no allocations
are proposed as this activity is being taken up under #=F)( and )overnment of *ndia
9odder evelopment scheme.

6) SHEEP INSURANCE

*n order to provide necessary financial support to shepherds to overcome the
loss of sheep during disease outbreaks, the entire sheep population in the (tate is

proposed to be insured. )overnment will provide subsidy towards insurance premium.
The rest will be borne by the beneficiary. uring 12/2"// an amount of =s /17.22 $akhs
was allocated to insure 7.2 $akhs sheep. uring 12//"/1 an amount of =s. /17.22 $akhs
is allocated.

) STRENGTHENING INFRASTRUCTURE!E"UIPMENT FACILITIES IN
VETERINARY INSTITUTIONS

The Animal Husbandry epartment has a large network of buildings in which
different institutions are located all over the (tate. These buildings re!uire renovation
and maintanance. Many institutions also need ade!uate space to store medicines,
vaccines and fodder seed. uring the year 12/2"// an amount of =s 64.02 $akhs was
allocated to renovate 16 institutions. uring the year 12//"/1 an amount of =s. 76.12
lakhs is allocated.

'e*i.ine sto-age 3a.ilities:

we have 725< >eterinary *nstitutions of different categories. (ome of these
institutions need ade!uate e!uipment facilities as well as proper storage facilities for
>eterinary medicines. =e!uired e!uipment facilities and medicine storage facilities are
proposed to be made made available at institution level to facilitate the farmer to have
the benefit of immediate and accurate services. uring the year 12/2"// an amount of
=s /17.22 $akhs was allocated to provide essential e!uipment and storage facilities to
/77 institutions. uring the year 12//"/1 an amount of =s. /17.22 $akhs is allocated to
strengthen another 117 institutions.

*n order to monitor various livestock based programmes, ade!uate mobility is
re!uired for monitoring Dfficers. uring the year 12/2"// an amount of =s /.22 $akhs
was allocated towards maintenance of vehicles, and during the year 12//"/1 an amount
of =s. /./1 $akhs is allocated.

+4iii6 ()il*ings )n*e- CM "a.:age:
*n order to have better working atmosphere at hospitals, the hospital buildings
which are in dilapidated conditions need to be renovated for which the budget is being
released under Ahief Minister-s package. uring the year 12/2"// an amount of =s

/24./5 $akhs was allocated towards renovation and construction of 14 hospital
buildings, and during the year 12//"/1 an amount of =s. //7.42 lakhs is allocated to
cover <2 institutions.

+i+6 Assistan.e to State "o)lt-9 3a-'? Ma'noo-? @a-angal: This farm was established
during 1223"24 with )D* assiatance . *t is meant for maintaining the >anara@a breeding stock
with low input technology and supply the chicks to weaker sections .The staff working in the
livestock farm Mamnoor farm Iarangal were also overseeing the pro@ect. #ow the entire farm
with staff was transferred to (> >eterinary 'niversity except poultry farm. *n order to
maintain the farm, the staff in various categories along with other logistics is re!uired. An
amount of =s /.5< $akhs was allocated during 12/2"//. uring 12//"/1 an amount of =s. 0.02
$akhs is allocated.

#) LIVELIHOOD PROGRAMMES

,asukranthipathakam:

At present the (elf"help groups at village level are taking up dairy activity
successfully as one of the income generation activity. *n some districts, they are also
marketing the milk procured from the farmers at village level. Ie propose to continue
to support these (elf"help groups with supply of high yielding milch animals/ Heifers
on 72 8 subsidy basis, which will enable them to generate regular and needy income
apart from nutritional supplementation. *t is proposed to provide funds =s.7222/" per
animal on subsidy and medicines J =s.<22/" per animal. uring the year 12/2"// an
amount of =s. 722.22 $akhs was allocated to supply 1670 animals. uring the year 12//"
/1, an amount of =s /722.22 $akhs is allocated to supply /2,222 animals.

xxi& Beevakranthipathakam
a& Ra' la'7 -ea-ing )nits:
Though sheep rearing is one of the ma@or income generation activities, the sheep
rearers are disposing of their ram lambs at very early age %6 months age& due to
financial constraints. Had these lambs been reared upto one"year age, it would have
facilitated sheep growers to get additional income, besides contributing for additional
meat yields. *n view of this, it is desirable to promote ram lamb rearing with ade!uate
financial support. This activity will create employment generation to the rural youth
and provide !uick returns without much risk. The ram $ambs reared under this scheme
can also be selected for replacement of breeding =ams. uring the year 12/2"// an
amount of =s. 02.22 $akhs was allocated to supply 722 units. uring the year 12//"/1,
an amount of =s. 02.22 $akhs is allocated to distribute 722 units.

b& S5ee, an* goat -ea-ing )nits:
*n drought prone districts, sheep and goat rearing is taken up as one of the income
generation activities. (heep rearing is common in Telangana, =ayalseema and (outh
Aoastal districts. The unit cost of 12 K / sheep unit ranges from =s.<7, 122/" to =s.62,
222/" based on the breed. The unit cost of goat rearing unit is =s.14, 522/". uring the
year 12/2"// an amount of =s. /12 $akhs was allocated to supply 60/ units. uring the
year 12//"/1, an amount of =s. /12.22 lakhs is allocated.
.6 S),,l9 o3 7-ee*ing -a's:
The shepherds have the habit of utiliEing their own ram lambs for further
breeding of the flock. This is leading to inbreeding among the flock resulting in reduced
growth rates and disease. *n order to break inbreeding, it is proposed to provide outside
ram on subsidy. *n this programme, the breeding rams will be supplied on 00.<<8
subsidy limiting the subsidy to the maximum of =s./722/" per ram. uring the year
12/2"// an amount of =s /12.22 lakhs was allocated. uring the year 12//"/1 =s./12.22
lakhs is allocated to distribute 4222 rams.

'nder this scheme subsidy will be provided to the beneficiaries/ (H) selected
for rearing milch animals, (heep C )oat and ,oultry. uring the year 12/2"// an
amount of =s 11.72 $akhs for milch animals, =s./1.72 lakhs for sheep and goat units and
=s./2.22 lakhs for poultry units was allocated. uring the year 12//"/1 an amount of =s.
72.22 lakhs, 17.22 lakhs and 12.22 $akhs is allocated.

xxiii& (a.:9a-* ,o)lt-9 )nits:
Though Andhra ,radesh is the leading (tate in poultry production, its spread is
limited only to certain pockets in the (tate. Around <2 8 of our rural children are
suffering with protein malnutrition. Fgg has been identified as the best source of
correcting protein malnutrition among the people who prefer to eat it. Therefore, it is
proposed to populariEe backyard poultry units of /2 birds each among rural women
folk. (uch provision will not only provide eggs for consumption, but also facilitate them
to sell the eggs. 'nder this scheme 0 to 4 week old straight run chicks will be provided
to rural women folk on 72 8 subsidy. uring the year 12/2"// an amount of =s./1.72
lakhs was allocated to provide 0172 units. uring the year 12//"/1 no allocations are
proposed as this scheme is being taken up with the funds released by )overnment of
*ndia.

An amount of =s.7537.3 $akhs has been proposed for construction and
strengthening of 006 >eterinary institutions in place of dilapidated and damaged
buildings in the (tate in a span of < years i.e., from 1224"25 to 12/2"// under =*9
scheme with financial assistance from #A:A=. (o far all the pro@ects were grounded
and at various stages of completion. *n order to complete all the pro@ects an amount of
=s.1202.22 $akhs is allocated for the year 12//"/1.

1) ANIMAL DISEASE CONTROL AND REGULATION OF VETERINARY SERVICES

The post vaccination sero monitoring and surveillance work is under way in the
state. This is continued to declare the (tate free from =inderpest disease that will help
us increase our $ivestock export. uring the year 12/2"// an amount of =s 70.27 $akhs
was allocated to search 13550 villages. uring the year 12//"/1 =s.02.22 $akhs is
allocated to search another <2222 villages.

ii6 Foot an* Mo)t5 *isease .ont-ol ,-og-a''e:
*t is meant to protect the livestock against foot and mouth disease. Fntire cattle
and buffalo population in all the districts will be vaccinated twice in a year so as to
make our state as 9oot and Mouth isease free Eone. This will enable us to improve our
livestock exports to other countries as per ITD guidelines. uring the year 12/2"// an
amount of =s 137.22 $akhs was allocated to vaccinate <2 lakh animals. uring the year
12//"/1 an amount of =s. <5<1.22 $akhs is allocated to cover /4< $akhs cattle and
buffaloes.

ruminants. The (heep and goat rearing in the state is in the hands of small and marginal
farmers and landless labour. This disease causes severe economic losses to the sheep
and goats rearing community, as the mortality and morbidity of sheep and goat with
this disease is very high.
*t is very much essential to prevent and control the disease in the state. The
control of ,,= disease will help in prevention of economic losses to the farmers and
also helps in export of meat and meat products to other countries. uring the year 12//"
/1, an amount of =s. //2<.47 lakhs is allocated for sero monitoring of <7222 lakh
samples and to vaccinate <72 lakhs small ruminants.

medicines, vaccines and fodder seed. *n order to moderniEe these institutions as per the
norms of the #ational Aommission on Agriculture, )D* have sanctioned an amount of
=s./612.22 $akhs as its central share and the state )overnment have allocated an
amount of =s.722.22 $akhs as its state share for the year 12//"/1.

12/2"// an amount of =s /222.22 $akhs was allocated and an amount of =s. <2.74 lakhs
is essential towards balance of amount to be paid to enumerators and to undertake
tabulation process.

3) FODDER DEVELOPMENT

At present it is estimated there is wastage of 628 of dry fodder due to non"
chaffing. To minimiEe the losses, the fodder should be chaffed and fed to the animals. *n

to assist 378 subsidy on each chaff cutter. The balance 178 share has to be met by the
beneficiary. uring the year 12//"/1, an amount of =s. 41.72 $akhs was allocated to
supply 772 chaff cutters.

*t is proposed to encourage production of AEolla as an alternate source of green

the year 12//"/1, an amount of =s. /17.22 lakhs is allocated to establish 1722 units.

fodder for feeding during lean periods. The salient feature of the scheme is that during

fodder. /228 grant in aid is given by Aentral )overnment for establishment of silage
making unit J =s. /.27 lakhs. uring the year 12//"/1, an amount of =s. 73.37 lakhs
was allocated for establishment of 77 units.

forage obtained from the lands will be utiliEed as reserves by establishing fodder banks

world famous breed of Dngole Aattle and Aseel breed of poultry which is the
principle source for the development of broiler breeds in the world. Andhra ,radesh

8I. FEED AND FODDER DE8ELO"MENT:

Availability of feed and fodder is a ma@or constraint in promotion of dairy
husbandry. The availability of dry fodder including greens, can meet only <7"628
of the demand. This clearly indicates that as most of the livestock are underfed, they
are not able to perform optimally. As a result, even the high yielding animals, which
are presumably well"fed, are suffering from nutritional imbalance. Iith regard to
cultivation of forage crops, hardly <"68 of the area is being utilised in selected
pockets where dairy husbandry is prospering as an important source of income.
Animal Husbandry epartment has implemented different schemes to
enhance the fodder development and ensure the availability of fodder to the
$ivestock. As regular fodder development programme, the department is
encouraging fodder cultivation in the state by supply of fodder seed on 378 subsidy
to small farmers, marginal farmers and agricultural labourers in the state.

INTRODUCTION
)ovt. of Andhra ,radesh have taken up an innovative program called
+9odder evelopment and Aonservation ,ro@ect. under Mahatma )andhi #ational
=ural Fmployment )uarantee (cheme %M)#=F)(& duly recogniEing the gap in
nutrition of productive Animals. Though Andhra ,radesh has achieved progress in
Aontrol of iseases, ,reventive health care and =eproduction, but could not make
significant development in fodder development.

IM"ORTANCE
Till now, there is no comprehensive program for fodder development in the
(tate except meagre distribution of fodder seed and chaff cutters on subsidy. ,oor
#utrition is one of the ma@or problems for low productivity of milk and meat. Areas
of graEing / pasture lands in the villages are decreasing day by day. 9armers are
showing interest towards commercial crops. Arop residues are also not available due
to introduction of mechaniEation in harvestingS Most of the productive animals are
being fed for their general maintenance only but not on their production.

'nder the above adverse conditions, 9odder production C conservation

*n *ndia, about 328 of the families are dependent on Agriculture and allied
activities. uring the past five year-s period, the country has faced continuous natural
calamities like successive droughts and pest attacks due to which the farmers could not
get income form the agriculture. The farmers were debt prone and mounting of debts
year after year conse!uent social humiliation faced by the family, financial extortion and
psychological trauma resulting in social disconnect have lead to eventual suicides. *t is
not only a tragedy for their families by loosing breadwinner, but also to the Aountry by
loosing a farmer. A large number of farmers committing suicide in certain parts the
country has been a matter of serious concern for the )overnment. The )overnment of
*ndia have identified </ districts in the four states of Andhra ,radesh %/0& Maharashtra
%0& ;arnataka %0& and ;erala %<& where the incidence of farmers- suicides has been very
high. The )overnment of *ndia have decided to launch a special rehabilitation package
to mitigate the distress of farmers in these </ districts. The package will be implemented
over a period of < years and includes both immediate and medium term measures. The
rehabilitation package aims at establishing a sustainable and viable farming and
livelihood support system through debt relief to farmers, improved supply of
institutional credit, crop centric approach to agriculture, assured irrigation facilities,
watershed management, better extension and farming support services, improved
marketing facilities and subsidiary income opportunities through horticulture, livestock,
dairying, fisheries, etc.

balances available under this component towards extending feed support for the female

afford the expenses involved in proper health care of the high yielding cows/ buffaloes.
The *nducted milch animals will be provided with health care on free of cost for a period
of one year for which an amount of =s. <22/"is provided. The re!uired vaccines and
medicines as suggested by the Fxpert Aommittee at state level will be purchased and are
kept at the respective >eterinary institutions.

S1EE" FARMS:

(heep rearing plays an important role in the national economy. *t provides
gainful employment and income to the weaker sections especially the rural poor.
Andhra ,radesh stands first in sheep population and sixth in goat population in the
Aountry, playing an important role in the economy of the (tate. The sheep rearing is in
the hands of economically weaker sections of the (ociety. (heep breeds in the (tate are
of #ellore, eccan and :ellary besides non"descript type. (everal sheep development
programmes have been taken up aimed at genetic improvement of the stock for high
mutton and wool production and effective health cover and extension.

To achieve the ob@ective, 1 (heep 9arms and 1 (heep 'nit are functioning during
the year under report. These farms produce pedigree rams for distribution to the (heep
:reeders to upgrade their stocks for improved !uality of wool and increased meat
production.

rearing community. uring the year 12//"/1, 321.0 lakhs (heep and )oats are
dewormed, 0.3< lakh shepherds are benefited.

The pro@ect rendering necessary technical assistance to the beneficiaries in
maintenance of fattening units, up gradation of esi ,igs, supply of premixed feed,
marketing of finished ,ork and ,ork products in the districts of >isakhapatnam,
>iEianagaram, (rikakulam besides exercising technical control over the 6 pig breeding
stations and promotion of ,ork sales in the (tate.

The pork and port products produced at this pro@ect is being marketed through <2
meat shops in the six istricts of >isakhapatnam, >iEianagaram, Fast )odavari, Iest

The Training approach in Animal Husbandry epartment was given a new
impetus and direction. The Training needs of both >eterinarians and ,ara">eterinarians
in the epartment were identified, training action plans were drawn up and are being
implemented.

*n order to meet the growing challenges and opportunities, emerging in the
livestock sector the staff of the Animal Husbandry epartment need to be competitive,
committed and motivated to provide sound service delivery system. H= wing in the
irectorate is coordinating, monitoring, evaluating and implementing the need based
training ,rogrammes to the staff of the epartment, with a view that training is a
continuous activity and every employee working in the epartment should be exposed
for one training course per year.

The Animal Husbandry epartment has launched three tier training system to
meet the training demands of the staff at istrict, =egional and (tate level to address
area specific needs of livestock and their owners. The epartment has restructured its
training ,rogrammes for >eterinarians and ,ara >eterinarians at %<& (tate $evel, %3&
=egional $evel and %12& istrict $evel Training Aentres. The epartment has designed
its training programmes for >eterinarians, ,ara >eterinarians, Ministerial staff, Dffice
subordinates and some specific programmes for farmers, (H)s and unemployed youth
like A$FI, Beevamitras C )oat (cout at epartmental training centres. The (AHTAs
and =AHTAs are fulltime training centers will fulfill the training mandate of the
department as per the re!uirements from time to time with a minimum of 728 of
working days for training activity other than research. The istrict $evel trainings are
being organiEed at >eterinary ,olyclinics and the selected staff conducts training and

they are not full time training centers. :ut will also fulfill the training mandate in
imparting technical skills for veterinarians and ,ara veterinarians for 127 of working
days. The epartment has started the process of :uilding the staff capacities and

=egional Animal Husbandry Training Aentres %=AHTAs& are located in
>isakhapatnam, ;akinada, )untur, :anavasi, =eddipalli, Mamnoor, and ;arimnagar.

The core ,rogrammes that are area specific are designed and trainings are
organiEed to the staff of the districts, which fall in the @urisdiction of each training centre.

The need to develop istrict Training Aentres was felt to realiEe the long"term
goal of offering need"based trainings to every employee working in the DrganiEation on
regular basis. Iith a spirit to decentraliEe the Training ,rogrammes and ac!uaint the
field staff with the latest knowledge and skills, the istrict Training Aells were started
and are functioning at >eterinary ,oly Alinics in each istrict. 'nder AHTAs,
Technical and #on"Technical field staff is trained. The istrict administration is
entrusted with the responsibility of ,lanning and implementation of need based
Training ,rogrammes to the istrict (taff, so that Training will be more useful and
meaningful and nearer to the local demands. :esides, such Trainings will be feasible,
sustainable in the long run and cost effective.

others were trained in the 12 istrict Animal Husbandry Training Aentres.

The ob@ect of the (cheme is to conduct sample survey with stratified random
sampling techni!ue regularly every year and estimate the production of ma@or livestock
products like milk, meat and eggs as per the methodology provided by the )overnment
of *ndia. (uch estimates obtained from all over the country are utiliEed by the Ministry
of Agriculture, )overnment of *ndia to build up state wise production estimates of ma@or
livestock products. These estimates obtained season wise in a regular and continuous
manner are submitted to )overnment of *ndia.

(urvey design adopted was a three stage stratified sampling design suggested by
the )overnment of *ndia. (elected villages formed ,rimary (tage (ampling 'nit %,('&,
selected household having productive animals were the (econd (tage (ampling 'nit
%(('& and the animal/bird in the selected house holds were the third stage (ampling
'nit %T('&

*nformation on livestock and poultry was collected through complete
enumeration for /78 of the total number of villages in the (tate each year. 9or recording
the information on yields and detailed study a sub sample of /1 villages from each
(tratum were selected. /2 types of survey schedules are being used for collection of
information. The Fnumerator will collect the data %(elected village wise/House hold
wise& and the sample check of the data is being done by the concerned *nspector and
9ield Dfficer.

recommended to help the maximum number of poor people. 'nder the Animal

the (tate. The information on the Animal Husbandry topics is being regularly
broadcasted. uring this year 04 Tropical :ulletins on various sub@ects prepared were
broadcasted, 60 Talks were arranged, 16 events were covered.
9arm (chool programmes are being organiEed with an ob@ective to educate the
farmers, which will be broadcasted through All *ndia =adio stations in the state. These
programmes are finaliEed in consultation with the experts. eputy irector %,CF& will
identify sub@ect matter specialists in the Animal Husbandry epartment in the state and
assist in recording their topical sub@ect at the nearest All *ndia =adio (tations.

Aommunication of Animal Husbandry ,rogrammes and modern livestock
management principles through more popular media i.e. T.> is one of the main
ob@ectives of ,ublicity C Fxtension Iing. uring the year <0 new ,rogrammes for T.>
were produced.

3. "RESS "U(LIC RELATIONS:

The ,ublicity and Fxtension Iing is maintaining close liaison with press and
populariEing the programme through press as for as possible. uring the year 65 press
releases issued and /2 press conferences were arranged. Apart from this 015 press

,ublicity C Fxtension Iing in the (tate.

:ringing out suitable publications on the livestock management for the use of
farmers and field staff, containing up"to"date scientific information on the livestock
rearing feeding disease control is one of the prime ob@ectives of this wing.

brought by the ,ublicity C Fxtension Iing.
