Homes for Scotland (CLDP041a) request that the importance of housing is
mentioned in the Vision to underline its contribution to the economy and
communities.

Dollar Community Council (CLDP077i, CLDP077o) generally agree with the
Vision Statement, and support the emphasis on sustainability standards with
exemplary levels of energy efficiency and ecologically sound design.

Colliers for Mactaggart & Mickel Homes Ltd. (CLDP079a, CLDP079b) are
of the view that the LDP fails to grasp the direction from Government, through
National Planning Framework (NPF) 2 (June 2009), paragraph 189 (CD004),
that the Upper Forth area should accommodate "substantial household
growth", ensure that the housing land supply comes forward timeously and
that sites are effective.

SEPA (CLDP142) support the inclusion of "an emphasis on waste
minimisation, composting and recycling will have helped us meet our zero
waste targets" as part of the Vision and Objectives.

Muckhart Community Council (CLDP174a) state that with so many
Clackmannanshire residents commuting outside the county on a daily basis,
the successful transition to a low carbon economy will be extremely difficult.
This is particularly the case in Muckhart which has a poor bus service, few
local employment opportunities and great reliance on the private car. The
Community Council feels that more action will be needed in areas such as
energy efficiency, renewable energy, sustainable transport, fast broadband
and resource efficiency if a low carbon economy is to be achieved.

Modifications sought by those submitting representations:

Homes for Scotland (CLDP041a) request that the Vision Statement is
amended and a reference to housing put in.

Dollar Community Council (CLDP077i, CLDP077o) wish to see more

emphasis placed on the enhancement of the built environment.

Colliers for Mactaggart & Mickel Homes Ltd. (CLDP079a, CLDP079b)
consider that the overall Vision Statement should include a reference to
providing "homes for its population in the future".

Summary of responses (including reasons) by Planning Authority:

The Vision Statement provides a strategic vision of Clackmannanshire in
2035. It is supported by a number of Strategic Objectives which define the
policy priorities that will enable the Vision to be realised. Strategic Objective 4
explains the importance of 'Meeting the Need for New Homes'. This, along
with the other seven Strategic Objectives, will contribute to the delivery of the
Vision and this is mentioned in paragraph 2.13. Incorporation of each of the
Strategic Objectives into the Vision would detract from its overarching purpose
and the modification sought by Homes for Scotland (CLDP041a) is therefore
not supported. No changes are therefore sought to the LDP.

The support from Dollar Community Council (CLDP077i, CLDP077o) for
the Plan Vision is welcomed. Strategic Objective 7 specifically identifies the
built environment as a priority for the Development Plan. This priority is
supported by a number of policies in the Plan, and particularly EA19-EA24.
No changes are therefore sought to the LDP.

In response to the points raised by Colliers for Mactaggart & Mickel Homes
Ltd. (CLDP079a, CLDP079b), paragraph 1.4 is clear that the primary
objective of the Clackmannanshire Proposed Local Development Plan
(November 2013) (CD034) is "to create the conditions within which
sustainable economic and population growth can take place". As part of the
strategy for achieving this growth, Section 5 of the Plan provides a clear policy
framework for the maintenance of at least a 5 year housing land supply, a
monitoring framework to ensure that the supply is effective, and provide the
basis to enable increased housing development as the economy recovers.
Strategic Objective 4 clearly states the intention to "meet Clackmannanshire's
housing needs based on the evidence provided by the Clackmannanshire
Housing Need and Demand Assessment". A comprehensive reading of the
Plan should leave the reader in no doubt of the Council's intention to fully
meet the requirements of the Scottish Planning Policy (February 2010)
(CD001) in relation to housing needs. The Council refutes the view of
Mactaggart & Mickel that it fails to grasp the need for substantial growth and
considers that Strategic Objective 4, which supports the Vision Statement,
clearly states the importance of meeting the need for new homes. No
changes are therefore sought to the LDP.

The support of SEPA (CLDP142) for the text on waste minimisation,
composting and recycling is welcomed.

The representations of Muckhart Community Council (CLDP174a) are
noted. The achievement of sustainable development and a low carbon
economy are particularly challenging in more rural areas. However, Plan

policies seek to focus new development into existing settlements and the
proposed new settlement at Forestmill in order to support existing services,
support the economic viability of enhanced services in future serving these
centres (including bus services), and to protect against sporadic rural
development which is less sustainable and often not economically viable to
serve by public transport. A range of policies in the Plan, including SC5
(Layout and Design Principles), SC14 (Renewable Energy), SC23
(Development in the Countryside), EP21 (Local Shops), and EA1
(Clackmannanshire Green Network) are intended to ensure that new
development, including new development in more rural areas, is as
sustainable and carbon efficient as possible. The Community Council's wish
to work with the local authority to reduce Muckhart's carbon footprint is
acknowledged and welcomed. No changes are sought to the LDP.
