Betsy"Blair ,"PI , " and"Ona"Ferguson" welcomed"everyone"to"the" third"Project"Team"meeting." This"meeting" was"convened"to"get"feedback"on"results"from"research"done"in"the"last"year"and"to"receive"guidance"on " plans"for"moving"forward ." "

Betsy"Blair" presented " the" Draft"Sustainable"Shorelines"Project"Overview"document ,"which"describes"the" project " vision, " purpose,"history," sub : projects"and"products . " The"project’s" purpose"is"to"provide"science :

based"information"about"the"best " shoreline"management"options"for"preserving"important"natural" functions"for"the"Hudson"River"Estuary’s"shore"zone. "" It"has"five"main"objectives:" "

In"addition"to"the"points"covered"in"the"document,"Betsy" noted " that"the"approach"to"this"project" is" unusual"because"it"i s"interdisciplinary,"collaborative ,"partner"and"user"focused , " and"facilitated. " She"also"

noted"that"the" principal"funding"source"is"NOAA,"through"CICEET " and"the"NERRS"Science"Collaborative" The"first"round"of"funding"was"from"2008 : 2012"for" understanding" present " conditions " and" carrying"out" in i tial " studies;"this"phase"is"wrapping"up. " In"this"phase,"r esearchers"from"the"Pace"Land"Use"Law"Center" have"been"rese arching"relevant"land"use"and"legal"contexts"for" shoreline"decision"making.""Their " final" results" are"not"yet"available ,"though"drafts"of"their"work"are"being"reviewed . " Last"fall , " funds"were " awarded" from"NERRS"Science"Collaborative " for" 2010 – 2014."These" funds"will"be"used " for " mo re"detailed"ecological"analyses; " in : depth"studies"of"ice,"currents"and"wakes" including"modeling"

with" NY"Harbor"Observation"and"Predictions"System"(NYHOPS) " ( by"the" S a" demo nstration " project;" and"the"c reation"of" tools"for"decision : makers ."

undertaken"by"several"partners" on" vulnerability"mapping"and"modeling" could"help"identify" places" where" shoreline"hardening"might"occur,"what"areas"of"opportunity" to"enhance"habitat"and"ecological" function" exist ,"and"where " the " highest"priority"sites"are " for"such"attention ,"all"of"which"could"be"useful"for" those" trying"to"manage"the"shoreline"of"the"Hudson"River . "

Participants"were"asked" for"feedback " on"gaps,"redundancies"or"leaps"of"logic"in"the" O ve rview"document," linkages"that"should"be"mad e"between"this"and"other"efforts"and"on"project"components"and"product." "

Participants’"comments,"questions,"and"suggestions" generally"addressed " the"following"topics"and" themes"(replies"are"in"italics): "

With"regar d"to"shoreline"characterization,"what"data"inputs"will"be"used"for"modeling,"and"from" what"sources?" "

Is"it " possible"for"shoreline"characterization"work," specifically " the" NY"Harbor"Observation"and" Predictions"System"( NYHOPS ) " model,"to"deal"with"specific"areas"of"the"shoreline" and"future" scenarios ? " We’re+using+historical+da ta+to+develop+a+baseline+of+ existing + conditions,+and+then+we+ can+begin+looking+at+things+like+sea+level+rise+scenarios+and+impacts+on+specific+sites.+The+hi gh F resolution+NYHOPS+model+will+develop+probability+distributions+for+variables+like+wave+heights+ and+current+energy+at+every+25+meters+along+the+Hudson. "

In"the"long"term,"w e"need"to"address"the"cumulative"effects"of"shoreline"treatments"as"part"of" these"projects,"so" people"understand"whether"and"to"what"extent"their"actions"affect" Hudson"

Economic'Valuation'Research'Plan' "

David " VanLuven " presented" his"effort " to" design " an"economic"assessment " related"to " the"Hudson"River" shoreline . " That"is," generate"information"that"decision : makers"can"use"to"compare"the"long : term"costs"of" different"shore" treatments.""When"considering"costs,"we"ideally"want"to"include"not"only"the"direct"costs" of"installation,"maintenance,"replacement,"and"the"like,"but"also"ecosystem"services."" "

The"idea"is"to"compil e"various"types"of"information" – " such"as" eng ineering,"eco logical,"and"social one"economic"analysis."Since"this " is" extremely"complex,"and"funding"is" limited,"the"process"has"

" – " into" begun "

with"defining" and"narrowing" parameters"like"what"constitutes"the"shore"zone " (likely" tight"to"the" intertidal"zone,"like"the"ecol ogical" work ) ," what"is"our"timeframe"(likely"70"years"broken"into"10"year" intervals)," what"shore"types " will"be"considered " (likely"11"treatments" currently" along"the"Hudson " or"that"

we"would"like"to"see ), " and"what"ecosystem"services"will"be"assessed ."The"assessment"will" take"into" account " sea"level"rise"and"flooding"according"to"two"scenarios,"one"based"on"historical"data"only"and"one" based"on"the"assumption"that"climate"change"will"increase"flooding"and"the"rate"of"sea"level"rise." David" em phasized"th at"in"order"for"economic"analysis"to"matter,"it"must" focus"on"value" to+people ,"so"it’s" important"to"tie"each"piece"of"the"assessment"back"to"humans , " though" the"Sustainable"Shoreline"teams " recognizes"intrinsic"value"in"many"aspects"of"the"Hudson ’s"ecosystem ." David"asked"participants"whether"this"approach"makes"sense, " and"participants"generally"said"that"it"did." Some"participants"noted"that"there"are"other"definitions"of"economic"assessment"that"do"not"require" tying"everything"back"to"value"to"humans. "

David"asked"participants"if" they"knew"of"any" major"floods"that"have" caused"structural"failure"of " bulkhea ds" or " other"hard"infrastructure." Participants ’ " replies" generally"addressed " the"following"topics"and" themes " ( answers" are" in" italics ) : "

L ocal"residents ,"th e"Army"Corps,"and"railroads"might"be"able"to"provide"data"to"help"answer"this" question. "

Other " indicator s " to"consider " include"shoreline"erosion"and"comparisons"with"adjacent" properties . "

Even"floods"that"do"not" damage " infrastructure" can"be " disruptive " to"daily"lives"and"cause"damage" (uprooted " trees," shore"erosion ) " – " shouldn’t"this"be"considered"too? " Focusing+on+impacts+on+ shoreline+treatments+allows+us+to+focus+on+the+shoreli nes+themselves,+rather+than+on+upland+ uses.+ I nclud ing + land+uses+in+ the+analysi s+could+lead+to+ a+level+of+complexity+that + would + make+ these+efforts+unfeasible. + Also,+if+we+focus+on+the+damage+to+upland+areas,+the+answer+will+always+ be+ to+build+ more+hard ened+shorelines ,+ which+devalues + the+natural+side+of+things . "

It"will"be"difficult"to"determine"if"shoreline"stabilization"failed " because"of"a"single"event"or" because"of"cumulative"effects"over"time." T here"is" also" a"difference"in"the"ways" different" treatments"fail" : " some " failure s " are"catastrophic,"others" less"dramati c. "

The"group"discussed"ecosystem"services"at"some"length."David" proposed"a"limited"list"of"ecosystem" ser vices"to"evaluate,"noting"a"one : year"time"frame"and"limited"funding,"and"got"the"following"feedback ."" His"proposed"list"included " (among"other"services) :" recreational"fishing,"commercial"fishing,"hunting"&" trapping,"and"wildlife"viewing " (David’s"responses"are"in" italics ) : "

Suggested"additions"to"the"list : " m ore"passive"uses"of"the " shoreline, " (walking"along"the"river," process" cooling"w ater" : " insofar"as"this"affects"shoreline"treatments)."Habitat"values,"like"nesting " habitat ,"were" also" suggested " and"might"need"to"be"linked"to"human"use . "

We"should"find"out"how"Hudson"users"rank" the"river’s" ecosystem"services,"and"consider"their" use"priorities"in"deciding"which"services"to" evaluate ."For"example,"recreational"boating" may" matter"more"to"most"people"than" fishing. "

Some " of"these " services " (e.g."commercial"fishing) " can not " be"linked"d irectly"to" shoreline" treatments ." "

We"should"be"careful"not"to"incrementally"eliminate"all"of"these"services"or"to"ignore"the ir " cumulative"benefits . "" It"is"the"suite"of"benefits"that"provide"the"value"of"the"Hudson.+

Direct"costs/benefits"to"people"are"most"compelling, " but"we"must"also"note"that" people"are " ignorant"of"many"environmental"services"until"they"have"to"pay"to"replace"them" – " then"they" start"wondering"what"is"wrong.""Good"for"the"project"to"identify"the"economic"value"of"these" environmental"services. "

Demonstration'Projects' "

Dan"Miller" presented"on"efforts"to"find"potential"projects" along"the"shoreline" that" will"demonstrate " viable" shoreline"management" alternatives"depending"on"site"conditions." The"team" will" partner " on" these" projects"to"work"on"and"make " available"information"about"sites"with"different"geography,"priorities," constraints"and"solutions . " To"date, " the"team"has"visited" fi ve"potential"demo nstration " project"sites " with"a" variety"of"characteristics,"conditions,"uses,"and"existing"shoreline"treatme nts." " Most"of"these"sites"belong" to"NY"State"Parks." There"has"not"yet"been"a"decision"on"which"sites"will"be"included"in"this"effort,"rather" Dan"and"others"are"in"conversation"with"site"owners"and"others"to"figure"out"which"make"the"most" sense"to"work"on." " For"those"sites"selected,"the"goal"will"be"to" review " existing"plans ," propose"soft" engineering"elements" for " each," develop" partner s hips ; " and " work"jointly"on"implementation,"monitoring" and"evaluation . "

Demonstration " project" that " show"that"soft"shore line " treatments,"or"softened"hard"treatments," can"work"in"very"exposed"areas"would"be"a"huge"help." "

It"is"possible"that"OPRHP"or"DEC"EPF"funds"could" be"sued"to"participate"in"a"demo"project. "

We"should"use"these"demo"sites"to"show"that"considering"upland"uses"is"also"important." True,+ although+most+of+these+sites+already+have+land+use + [built+environment] + in+existence.+For+less+ developed+areas,+ensuring+that+land+uses+are+flood F compatible+is+a+priority. "

What"is"the"level"of"community"capacity"around"these"sites,"and"is"that"a"consideration?" " One+site+has+some + co mmunity+interest,+the+others+very+little . "

Can " we"draw"any " lessons"from"the"natural"shorelines"at"these"locations " about"what"an"effective" long : term"management"approach"might"be?" Historic+studies + show+that+the+ Hudson’s+ shorelines+ move+around+very+dynamically+when+not+controlled+by+people . " "

level"rise " are"incorporated"into"shor e line"planning"and"design"along"the"Hudson. " The"study’s"l imitations" include " smal l"sample"size," a" non : random"sample," uneven"distribution"of"types"of"interviewees," and"the" possibility"of"shifting"baselines " over"time " ( for"example , " changing"opinions " since"some"of"the"interviews" were"completed"months"ago ). Ona " Ferguson " summarized"five"case"studies"on"shoreline"develop ment"projects"on"the"Hudson " in"the" last"few"years . " They"were"Southern"Waterfront"Park"and" Trail"in"Peekskill,"Pierson"Park"and"Riverwalk"in" Tarrytown,"Four"Mile"Point"Park"in"Greene"County,"The"Harbors"at"Haverstraw,"and"Foundry"Dock"Park"in" Cold"Spring ."" This"research,"which"included"document"review"and"interviews"with"11"people"involved" with" each"project, " was"designed"to"investigate" why"decision : makers"at"each"site"selected"their " final" shoreline"treatment(s) ."Ona"summarized" th e"key"lessons"learned"from"the"case"studies" and"the"resulting" recommendations ."The"full"report"was"emailed"to"participa nts"in"advance"of" this " meeting. Since " regulatory"authorities"are"a"key"driver"behind"soft"shorelines,"energy"should"be"focused"on" creating"a"regulatory"framework"that"promotes" such"shoreline"treatments ."" "

In"discussing"risk,"consider"including"the"transportation"and"reinsurance"industries. " Property/liability"insurance"does"not"cover"f lood"damage,"and"hence"the"reinsurance"industry"is" largely"not"involved.""The"U.S."essentially"acts"as"the"reinsurer"for"flood"i nsurance.""General"info" on"long : term"climate"change"risks"may"be"available"from"the"reinsurance"industry. +

What"are"the"impacts" of"New"York"being"a"home"rule"state,"and"how"could"we"connect"this" project"t o"any"existing"regional"efforts? " Since+it’s+a+home+rule+state,+we+can’t+regulate+land+use+ outside+of+a+municipality,+although+there+are + some + efforts+to + coordinate+at+the+county+lev el .+ + Perhaps+the+model+of+the+regional+Mid F Atlantic+Council+on+the+Oceans+could+be+helpful.+ +

Engineering'Analysis'Update' '

Jon"Miller"presented"an"update"of" ongoing" engineering"analysis"work,"including"the"broad"literature" review"on"shoreline"techniques," detailed"analyses"of"6 : 10"techniques,"and"one : pagers"on"select" techniques . " "

New"engineering"analysis"work"includes"the"Coxsackie"site"visit;"efforts"to"analyze"ice"on"the"Hudson" (drawing"on"Coast"Guard"records);"refinement"of " the " NY"Harbor"Observation"and " Predictions"System" (NYHOPS) " model ;"and"wake"measurements." " The"NYHOPS"model"is"an"operational,"real : time"forecasting" model"that"runs"a"48 : hour"model"of"the"conditions"in"the"Hudson"every"24"hours.""New,"higher :

The"model"is"modular"in"nature"and"includes"sediment"movement"and"other" components"that"can"be" turned"on"or"off"(for"computational"efficiency)"depending"on"the"objective"of"the"given"study."" As"it" becomes"available,"they"are"hoping"to"add"tributary"data,"power"plant"outputs,"salinity,"water" temperature"and"more. "" " At"this"poin t,"NYHOPS"doesn’t"have"an"ice"model,"but"the"researchers"are"using" some"ice"data"and"considering"ice"a"source"of"friction"on"the"water. "

The"NYHOPS"model"has"been"validated"with"data"at"100"different"sources."Within"the"Hudson,"there"are"

around"25"measure ment"locations."These"include"spot"measurements,"water"level"gauges,"etc."The"type" of"validation"performed"at"each"measurement"location"depends"on"the"type"of"data"collected,"i.e."at" some"stations"only"water"level"can"be"validated,"while"at"others"complete " velocity"profiles"can"be" validated. " " As " the"model"has"progressed"to " finer " resolutions,"there"has"been"less"margin"of"error. " " "

" In"the"report"and"one"pagers"of"shoreline"stabilization,"for " variables"that"are"difficult"to"quantify"or" define,"such"as"costs ,"researchers"are"providing"a"general"idea"(in"the"cost"example;"high,"medium,"or" low)"and"will"ultimately"have"to"work"with"ranges.""They"will"continue"to"provide"keys"to"how"things"like" “high"wave"energy”"are"defined. David"Strayer" provided"an"overview"of"past,"current"and"future " ecological"work." To"date,"ecological"work" under"this"project"has"included" an"extensive"literature" review , " a"published"article " (Strayer,"D.L."and" S.E.G."Findlay."2010."The"ecology"of"freshwater"shore"zones."Aquatic"Sciences"72:"127 : 163) ,"and"field" studies" of"ecology"zones"along"the"Hudson"River ."The"field"studies"are " broad : brush"descriptions"of" ecologic al"shore"zones"and"how"they"might"interact"with"infrastructure. " Cary"Institute"researchers"have" produced"a"wide"variety"of"findings"showing " that"each " shore" zone" has " ecological"strengths"and" weaknesses. " Ongoing"work"includes"writing"up"results"on" biodiversi ty"and"organic"matter"for"technical" journals " and"finishing"a"four : page"flyer"on"shore"zone"ecology"for"the"public."David"distributed"a"mock :

How"does"mitigation" of"ecological"harms"when"making"shoreline"decisions"figure"into"this"work? + We+haven’t+ looked+at+mitigation .+In+New+York+State,+mitigation+is+dealt+with+ as+a+condition+of+ regulatory+approval .+ DEC+is + very+careful+about+mitigation ,+and+it+is+usually+viewed+as + a + last+resort,+ with+more+initial+emphasis+on+avoiding+and+minimizing+impacts." +
