Dear President Bush:
On Wednesday, April 25, 2001, 9:10 AM, via email to University of South Florida
President Judy L. Genshaft, I delineated what I then called my Surrogate Victim
Theory and which I now call my Terrorist Event Theory: this report supercedes and
replaces the aforesaid email, a scanned copy of which is included in Appendix A.
Be advised yet again that the governing bodies of these United States, top to
bottom, across the board, federal, state, local, are inescapably in breach of contract
against We, the People, against me and mine, against any and all lawful entities.
Moreover, what we have in place are governing bodies, top to bottom, across the
board, federal, state, and local, that are not above the law, but that have taken over
the law and rule supreme; they know that the law does not allow what they do, so to
resolve that problem, they have reverted to the aforesaid, a power that is not above
the law, but that is more powerful than the law, and they push that no end, including
lethally, including genocidally: this is not mere allegation, this is revelation of
inescapable truth.
While it is not at all necessary to present my family’s and my own inescapably true
claims – our witness -- against the aforesaid in-breach-of-contract governing bodies
within the context of my Terrorist Event Theory, it is absolutely necessary, if my
Terrorist Event Theory is considered or presented at all, that it be done within the
context of my family’s and my own witness against the aforesaid governing bodies.
I once again charge you as I have already done, including in correspondence dated
May 1, 2001, to you:
To the full extent the [real] law allows and ruling out color of law: you are to commence
immediately, and continue as long as there is a need, mitigating the consequences arising
from whatever injury you and yours have, heretofore, unlawfully caused to The People, as
well as from whatever injury you and yours, hereafter, unlawfully cause to The People.

STATEMENT
I, Kimberly A. Blevins, (a.k.a. Kimberly Ann Blevins, Kimberly A. Fornof or

Kimberly Ann Fornof), was born in Middletown, Ohio on April 17, 1956 to Ruth
Elvada Denniston Blevins (August 31, 1923 – January 11, 1997) and Robert Frank
Blevins (March 13, 1925 - ).
I, Kimberly A. Blevins have resided at 18060 Owen Drive, Hudson, Florida

34667-6659 (formerly 9913 Toddler Lane) continuously since December 1985.
I, Kimberly A. Blevins have been employed continuously as a public servant

under the Florida Retirement System (FRS) from on or about November 12, 1985,
the University of South Florida’s unlawfully cutting off my pay and benefits as of May
22, 2001 notwithstanding.
I, Kimberly A. Blevins have never been lawfully arrested, lawfully charged with
any crime, or lawfully prosecuted.
I, Kimberly A. Blevins, a God-fearing, law-abiding citizen of the United States

of America, being of sound mind and body, have prepared this report in good faith,
and submit same to President George W. Bush to be used for lawful purposes only.

EXECUTIVE SUMMARY
Problem
The governing bodies of these United States, top to bottom, across the board, federal,
state, local, are inescapably in breach of contract against We, the People, against me
and mine, against any and all lawful entities. Moreover, what we have in place are
governing bodies, top to bottom, across the board, federal, state, and local, that are not
above the law, but that have taken over the law and rule supreme; they know that the
law does not allow what they do, so to resolve that problem, they have reverted to the
aforesaid, a power that is not above the law, but that is more powerful than the law, and
they push that no end, including lethally, including genocidally.
Commencing and continuing from at least as far back as September 11, 1986, my
parents Ruth Elvada Denniston Blevins and Robert Frank Blevins, and theirs, which
includes me and mine and others, have been held under reign of terror, reign of
genocide by the aforementioned in-breach-of-contract-against-We-the-People
governing bodies.
Terrorist Event Theory
Within the aforesaid timeframe, I have noticed a large number of a wide variety of
events that seem, somehow, “connected” to me and mine, and I believe it is highly likely
that not just my parents Ruth Elvada Denniston Blevins and Robert Frank Blevins and
theirs but others -- individuals, families, communities, states, and even nations – have
been and are being systematically targeted for devastation, destruction,
disfranchisement, dispossession of real property – in other words, genocide -- in ways
that seem to reflect a deep profiling of my family and me. Whatever is happening, I see
patterns in the data, lots and lots of patterns, including in matters being reported and
apparently handled as though they were random, or if not random, disassociated from
other cases with which they appear to me to be interconnected.
In late 1999 to early 2000 I began developing what I at first called my Surrogate Victim
Theory and now call my Terrorist Event Theory to see if the aforesaid assumption – that
certain events seem to reflect a deep profiling of my family and me -- could withstand
the rigors of systematic analysis, and so far, it has, a lot more than I expected. When I
say something appears to bear earmarks of a terrorist event consistent with my Terrorist
Event Theory, I mean that it seems systematic either in the way it occurred, the way it is
reported, or the way it is handled (e.g. investigated or prosecuted) or some combination
of the foregoing.
Two Factions
There are two factions at work: We the People, those who neither rule by genocide nor
consent to be so ruled; and Anti-We the People, those who rule by genocide and

consent to be ruled by genocide. I and mine are inescapably in the former faction, the
faction in whose interest I have prepared this report and in whose interest I hereby
dedicate same.
Purpose
This report was prepared in partial fulfillment of a twofold purpose: as an instrument to

once again petition my government for redress of my grievances and those of my
family; and also to fulfill my oath of loyalty as a public servant, commencing and
continuing contiguously from November 12, 1985; said oath obligates me as follows:
I, Kimberly A. Fornof [now Kimberly A. Blevins], a citizen of the State of Florida and of the United
States of America, and being employed by, or an officer of the State of Florida, and a recipient of
public funds as such employee or officer, do hereby solemnly swear or affirm that I will support
the Constitution of the United States of America and of the State of Florida. (Ref: Florida Statute
876.05)
Florida Statute, Chapter 876 deals with Criminal Anarchy, Treason, and Other Crimes
Against Public Order, and the Oath of Loyalty, required of all recipients of public funds,
is meant to be a protection against the aforesaid crimes against We the People, those
who neither rule by genocide nor consent to be so ruled.
Scope
Petitioning my government for redress of my grievances means that I and mine are
exercising our lawful right to be restored, to come as close as possible to being made
as whole as is reasonably possible.
Fulfilling my oath of loyalty means that We the People – those who neither rule by
genocide nor consent to be so ruled -- whose interests I serve, have a lawful right to be
restored, to come as close as possible to being made as whole as is reasonably
possible.
Intent
This report is to be used for lawful purposes only. In addition to reviewing this report, the

Restrictions
It is not at all necessary to present my family’s and my own inescapably true claims –

family’s and my own witness against the aforesaid governing bodies.

BACKGROUND
Witness Against the Government
The governing bodies of these United States, top to bottom, across the board, federal,
state, local, are inescapably in breach of contract against We, the People, against me
and mine, against any and all lawful entities. Moreover, what we have in place are
governing bodies, top to bottom, across the board, federal, state, and local, that are not
above the law, but that have taken over the law and rule supreme; they know that the
law does not allow what they do, so to resolve that problem, they have reverted to the
aforesaid, a power that is not above the law, but that is more powerful than the law, and
they push that no end, including lethally, including genocidally.
Be totally cognizant that I do not deal in mere allegations: enough of what I reveal is the
inescapable truth: take notice thereof, and act in accordance with same.
Each and every person reading this report has a choice: to go with the unlawful, or to
not go with the unlawful.
Timeline of Events
Commencing and continuing from at least as far back as September 11, 1986, my
parents Ruth Elvada Denniston Blevins and Robert Frank Blevins, and theirs, which
includes me and mine and others, have been held under reign of terror, reign of
genocide by the aforementioned in-breach-of-contract-against-We-the-People
governing bodies.
My father Robert F. Blevins’ letter dated December 7, 1997 to the United States
Department of Justice (DOJ) covers September 11, 1997 to December 7, 1997: a

Problem
The law is not being given a chance to work: instead, lawlessness prevails. We the
People, my family and I, continue to be unlawfully marooned to complain to the enemy
about the enemy.
My father Robert F. Blevins, in (his first) correspondence dated July 19, 1997 to DOJ
summarizes the matter as follows: “The major problem emanates from the fact that on

December 24, 1987, we hired William R. Webb/Carlson, Meissner, et al. to represent us

but they never have.” DOJ responded by mischaracterizing my father’s requests and
by requesting more information:
…you have not provided sufficient information to enable us to determine whether a violation of
federal civil rights statute is involved. If you will provide us with a more specific statement of the
circumstances involved in your complaint, the matter will receive our careful consideration.
(Diane C. Roberts, October 10, 1997).
Bear in mind that my father – via his letters dated July 19, 1997 (Certified Mail Receipt
No.: Z 333 092 205) and the other of July 26, 1997 (Certified Mail No. P 118 678 486) –
had requested intervention by the federal government because justice could not be had
under the government of the State of Florida. Albeit we are sure that virtually every right
– human, civil and otherwise – has been violated, my father had made no reference
whatsoever to civil rights being violated, therefore, civil rights was not my father’s
reference! We expected the DOJ to respond in kind, and then if it was DOJ’s desire, to
expound or extrapolate in any manner DOJ chose. Instead, while not denying that the
State of Florida was not doing its job, the DOJ failed to address the aforesaid, and
instead, unlawfully changed the subject. The substance of this paragraph is extracted
from Robert F. Blevins’ letter dated April 23, 2000 to the U.S. Department of Justice
(sent registered mail, certified, return receipt requested no. Z 400 865 931), a letter
which commences:
How does what the United States government, top on down, has done and continues to do, from
late December 1987, to date, to this Blevins-Cieszynski-Fornof family, differ from the activities of
the Ku Klux Klan? Indeed, how does it differ from Hitler’s reign of terror, even including certain
important and ghastly aspects of the Holocaust?
I can tell you very surely how it differs from Ruby Ridge and Waco, Texas. In those cases, the
government was dealing with what had been declared Enemies of the State. In this case, they
are attacking what they, themselves, would claim is the very core of this great country: Baseball,
Motherhood, and Apple Pie, no less! If this kind of God-fearing, law-abiding family is not safe
from unlawful, lethal assault from the government of the United States of America, president on
down, then what individual or entity is safe?
Back in late 1997, my father gave the DOJ what the DOJ asked for, “…a more specific
statement on the circumstances…” including via my father’s aforementioned letter, of
some 40 pages, dated December 7, 1997 to the DOJ. Evidently, said letter came as a
horrible shock to the genocide-committing system, which did not at first so much as
return a receipt for my father’s registered mail (i.e. certified, return receipt requested).
My father persisted in following up on the matter and received, not the original receipt,
but a replacement months later, on or about February 23, 1998. Ultimately, DOJ
responded by claiming that attempted murder, murder and more does not constitute a
violation of federal civil rights, and the timing of said response was, itself, terrorizing.
Proof in Evidence
As my father stated in his aforementioned letter dated December 7, 1997 to the United
States Department of Justice (page 1):

…neither is there any shortage of evidence. Quiet the contrary. It may well be a matter of having
more than needed. In a number of cases, all that is needed is that which is not just over my/our
signature, but just that which is over the other party’s own signature or that of their staff which is
essentially the same. I have hours of audio tape recording which you may or may not want to use
for us. I don’t regard it as crucial. Maybe the greatest advantage is that its existence, I most
strongly suspect, is widely enough believed to make the wrongdoer think twice before denying,
for example.
The Federal Bureau of Investigation (F.B.I., Tampa, c. 1996) expressed to my father

that it was grand he had made audiotapes, and that he should keep on making them.
Constitutionally, lawfully, no one could tell us not to make such records, which have
been made in self defense, across the board.
We have correspondence, sent and received, and proof of delivery receipts for our
registered mail by the drawers full. Enough of what we have is over the wrongdoers’
own signatures.
My father kept particularly detailed (daily) logs, including referencing details that could
not in any manner be faked later on (such as: while writing this I was watching such-
and-such a baseball game between so-and-so, and in the second inning, so-and-so
fumbled the ball). Authenticity of our records is thorough.
The public records are full of our testimony, although unlawful purging of same is a
looming threat. The local governing bodies as well as the state of Florida governing
bodies did their best to keep us out of any situation where we would be called upon to
give sworn statements. This was undone in 1999 by George E. Ollinger, III, who listed
my father and me as witnesses in regard to the State of Florida’s unlawful arrest of one
of my son’s on April 24, 1999 (Case No. CRC 99-01481 CFAWS), and we were
subsequently deposed by the State on August 23, 1999. My father, under oath, on the
record put forth the following:
A. Bill Webb is an attorney, falsely posturing as a judge. (e.g. Ref: p. 3, lines 7-25, and p. 4,
lines 1-12, of August 23, 1999 transcribed deposition of Robert F. Blevins, Case No. CRC 99-
01481 CFAWS).
B. The State of Florida’s case against Josiah R. Fornof is part and parcel of a conspiracy
against the Blevins family and is related to the still-unsettled case for which lawyer – law firm Bill
Webb – Carlson Meissner were retained on December 24, 1987 to represent Ruth Elvada
Denniston Blevins and Robert Frank Blevins. (e.g. Ref: p. 9, lines 16-22, p. 10, lines 17-25, and
p. 11, lines 1-9, of August 23, 1999 transcribed deposition of Robert F. Blevins, Case No. CRC
99-01481CFAWS).
C. Bill Webb, Dr. Henry Hanff, Colonial Penn Insurance Company and the State of Florida
tortured Ruth E. Blevins to death. (e.g. Ref: p. 10, lines 17-18, 24-25, and page 11, lines 1-3, of
August 23, 1999 transcribed deposition of Robert F. Blevins, Case No. CRC 99-01481 CFAWS).
In correspondence dated July 14, 2000 to my employer then as now, University of

South Florida (USF) President Judy L. Genshaft, I summarized a core aspect of the
problem as follows:

The unlawful system overshadows the legitimate one and seems to have all but overtaken it. As
a family, we have found that our best self-defense is to speak out and to expose the wrongdoing,
which has always intensified the onslaught, but only up to a point.
I included a copy of my father’s above-referenced letter dated December 7, 1997 to the

U.S. Department of Justice along with my letter to President Genshaft, as well as with
the copy I provided to my direct supervisor, Dr. Charles S. Mahan, Dean of the College
of Public Health, University of South Florida (I had already provided a copy to Governor
Jeb Bush and may or may not have done so again, I don’t remember). A transcript of

President Genshaft, via her agent Tennyson J. Wright, in correspondence dated July
28, 2000 responded unlawfully, including by mischaracterizing my family’s and my own
inescapably true claims as allegations, and the matter we were facing as a personal
matter for my family and me. Attempted murder, murder, and genocide are all personal,
that is true; however, they are not just personal, far from it.
In early 2001 my employer, the State of Florida, University of South Florida continued to
escalate its unlawful aggression toward me, and I responded to same lawfully, without
exemption, including but not limited to via my letter dated March 29, 2001 to USF
President Judy L. Genshaft, in which I reiterate
d my father’s claims and also put forth the fundamentals of breach of contract, albeit I

USF responded unlawfully, including by unlawfully barring me from campus, my place of

employment and William R. Webb’s wife Dr. Mary S. Webb’s place of employment, and
then by unlawfully cutting off my pay and benefits as of May 22, 2001, all the foregoing
and more.
July 11, 2001, I entered a sworn affidavit of my own, essentially reiterating my father’s
sworn claims, as included above: a scanned copy of my (5-page) affidavit has been
uploaded to our Ruth Elvada Denniston Blevins website and is accessible online

was sent to State Attorney Bernard J. McCabe, Jr. via registered mail (Certified, Return
Receipt Requested), was signed for as having been received by State Attorney Bernie
McCabe, his agent, who fails to date to respond in any lawful manner, as he likewise
failed and fails to respond lawfully to my parents’ letters dated October 13, 1995,
claiming attempted murder, and more, against Pasco County Sheriff Lee Cannon’s
unlawful, attempted murder, terrorist raid against my parents in their isolated home

deep in their wooded property, on October 18, 1994, 10:16 AM (detailed commencing
on page 25 of my fathers aforementioned letter dated December 7, 1997 to the U.S.
Department of Justice). State Attorney Bernie McCabe is an aider and abettor,
reciprocal benefactor of William R. Webb, so listed by Webb over Webb’s own signature
as one of the 171 who aided and abetted in the torturing to death, murder of my mother
Ruth Elvada Denniston Blevins, all the foregoing and more:
Said list , as in the aforesaid example and for other reasons reads as a “Who’s Who” of
wrongdoers unlawfully against my parents and theirs, against me and mine, late
December 1987 to date, and was transcribed by my father into his letter dated

December 7, 1997 to the U.S. Department of Justice (pp. 5 - 9) and was described
(page 5) by my father as follows:
At this juncture, I include some very enlightening information: William R. “Bill” Webb’s list. Some
liken the list to being no more than the mere tip of one of an octopus’ tentacles. The list itself
reaches Washington DC! How much further can the tentacles reach? Included is U. S.
Congressman Michael Bilirakis whom I have tried to contact, but am turned away by his front
person who was not very nice about it. RE: LETTER OF JUNE 23, 1994 WILLIAM R. WEBB
TO ALBA TROUSS. DURING HIS 1994 VOTER-ENTICING, INTIMIDATING TACTIC BID FOR
JUDGE, HE MAILED-OUT A LIST OF 171, FROM WHICH THE FOLLOWING OF 171 IS
DERIVED. WITH THE LIST, HE ENCLOSED A FORM ASKING FOR MORE DONATIONS AND
PERMISSION TO ALSO USE HIS ADDED BENEFACTOR’S NAME.
HOW AND WHY THE TERRORIST EVENT THEORY CAME TO BE
The unknown does not exist in a Les chiffres sont les signes de Dieu,
vacuum: in human experience, we Statistics are signs from God
regularly proceed from the known to
the unknown. The timeline of events
in my family’s and my own direct experience September 11, 1986 to present includes
an ongoing reign of terror, reign of genocide, comprised of an ongoing stream of
interconnected unlawful acts about which we have personal, firsthand knowledge: that
is the known, and I would add, well documented and hence subject to independent
verification. Concurrently with the aforesaid, and subsequently, we have also become
aware of contemporaneous, seemingly correlated events that do not seem random, but
seem, somehow, connected to what has been happening to us, oftentimes in startling,
timeframe-relevant, detail: that is the unknown.
I was not alone in noticing same; prior to her death, my mother Ruth Elvada Denniston
Blevins shared with me some sense that certain events were, somehow, connected to
us. I do not recall discussing this much if at all with my mother; as I recall it was more a
matter of looks of shocked and horrified realization that passed between us, each
looking to the other to see whether the other had noticed what each of us had noticed.
Specific examples include but are not necessarily limited to: the April 19, 1995
Oklahoma City bombing; the March 10, 1995 murder of Mildred Boroski (a local case);
the c. February 10, 1995 disappearance and murder of Kathy Struckhoff, another local
case that goes unsolved, and unlisted on the sheriff’s website; the July 20, 1995 alleged
suicide of White House counsel Vince Foster; the May 11, 1996, crash of ValuJet flight
592 in the Florida Everglades; the July 27, 1996 Olympic Park bombing in Atlanta,
Georgia; and the December 26, 1996 murder of JonBenet Ramsey, among others.
My father long referred to the Ruby Ridge matter (1992) as an “initialization to

terrorization” for this country as a whole, even as he has long since referred to the
October 18, 1994 attempted murder, terrorist raid against him and my mother as our –
my parents’ and theirs’ -- initialization to terrorization. Both the siege at Ruby Ridge
(1992) and the government’s inescapably unlawful raid on the Branch Davidians (1993)
had occurred before the October 18, 1994 attempted murder, terrorist raid on my

parents, itself a succinct confirmation of what had been going on since at least as far
back as December 24, 1987 when lawyer – law firm William R. Webb – Carlson
Meissner, et al., commenced murdering my parents and theirs.
The year following my mother’s death, as previously indicated, my father wrote and sent
his letter dated December 7, 1997 to the United States Department of Justice, which
again, we figure came as a terrible shock to the inescapably guilty, who figure to have
been confident my father would have been in mourning, which he certainly was, but that
he would be so deep in grief he would not be able to write. My father mailed said letter
on December 6, 1997.
Just three days later, on December 9, 1997, the body of Janis Beryl McDonnell was
discovered on Aripeka Road, not far from my home, and even closer to my youngest
son’s school bus stop at the time. Said murder case bears earmarks of a terrorist event
consistent with my theory: said murder also goes unsolved as of the date of this report.
For many years I suppressed my feelings about such events that seemed correlated,
and I do not recall discussing them much if at all with anyone else. Following my son
Josiah’s unlawful arrest on April 24, 1999, I found it increasingly difficult to continue to
do so. My contacting the office of Governor Jeb Bush to file a complaint and request an
investigation regarding William R. Webb, Dr. Henry W. Hanff, Sheriff Lee Cannon, et. al,
simultaneously with my father’s doing the same, and more specifically by my directly
contacting the Florida Department of Law Enforcement, Inspector General, was quickly
followed by another local homicide, the (June 1999) discovery of the body of a woman
named Kimberly Langlois Wilson: another local case that, again, remains unsolved.
Could it be that Kimberly Langlois Wilson was targeted and murdered as a surrogate for
me, as a warning to me, simply because of her first name and other things about her
and the case that bear earmarks of a terrorist event consistent with my theory.
Then, on July 17, 1999, Florida inmate Frank Valdes was beaten to death in most brutal
fashion by prison guards; at the time my son Josiah was unlawfully incarcerated
following his April 24, 1999 unlawful arrest; July 17, 1999 was Josiah’s 19th birthday.
There were other cases, many others.
We are reasonable, God-fearing, law-abiding people, and there are reasons why the
aforesaid and countless other cases seem connected; as prior indicated, usually, if not
without exception, those reasons had something to do with the timeline of events and
what was going on with us, personally, at the time. There is a certain stress that comes
with cases both proximal and distal that are or that seem connected, and such unlawful
stress we know firsthand to be a tool of torture, a tool of murder, a tool of genocide. In
the face of the foregoing, I felt that if there was truly something there, the facts would
yield to systematic, including quantitative, statistical analysis; the problem was, that
there was no framework for such analysis, so I developed one, including to provide a
methodology for independent analysis, verification by others. After all, I truly thought
each day might be my last: then who would even see the need to sound the trumpet?

In late 1999 to early 2000, primarily in correspondence to Florida Governor Jeb Bush
and then-commissioner of the Florida Department of Law Enforcement (FDLE) James
T. “Tim” Moore, I began systematically analyzing cases beyond my family’s own that
seemed, somehow, connected, including as possible acts of intimidation, terror and
terrorism, developing what I at first called my Surrogate Victim Theory, and which I later
began calling Terrorist Event Theory, said change at the suggestion of my father Robert
Frank Blevins.
My father initially abhorred the theory, and he strongly advised me not to delve into such
matters, saying that what we know for sure, firsthand is enough, we do not have to go
further, and to do so could run a number of serious risks, including distracting from our
core, inescapably true claims. He maintained then and does now – and I agree -- that
legally the strongest possible position we can be in is the one we are, inescapably in:
that of being wronged party in regard to the aforementioned breach of contract and that
we do not have to go further to make our case, a case that, in reality, makes itself, is
self evident.
However, I had a number of problems, very serious problems, including that as a public
health professional, the community is my patient, and I bear certain obligations in that
regard to follow through on what may be threats to the health of the public. As for our
claims: there cannot ever have been any statute of limitations in regard to them, and
they are not going anywhere.
Later, much later, my father expressed that even if these events are not designed as
terrorist events, to me they are still inescapably terrorist events because that is what I
see in them, because I, myself, have lived under reign of terror, reign of genocide since
at least as far back as September 11, 1986… In other words, what I see in these cases
is, in itself, one of the many faces of terror. I refer you and others to my letter dated July

Main Premise of the Theory
Many events, including many passed off as random and not interconnected, appear
strongly to me to be non-random, interconnected. I believe it is highly possible, if not
probable, that individuals, families, communities, states, and nations are being targeted
systematically in ways that seem to reflect a deep profiling of my family and me.
Again, when I say something appears to bear earmarks of a terrorist event consistent
with my Terrorist Event Theory, I mean that it seems systematic either in the way it
occurred, the way it is reported, or the way it is handled (e.g. investigated or
prosecuted) or some combination of the foregoing.

Events which fit the aforesaid pattern, and which I call “terrorist events” include, but are
not necessarily limited to the following types of cases, without regard to their current or
future official disposition (e.g. solved/unsolved; prosecuted/unprosecuted…):
• Accidents (so-called)
• Assaults and batteries
• Homicides
• Missing persons
• Motor vehicle accidents (including “hit-and-run”)
• Murder-suicides
• Natural deaths (so-called)
• Suicides
• Technological disasters (e.g. Telstar 401’s “going dark” on January 11, 1997, the
day my mother died, for at the time said satellite was the one on which my distance
learning program depended, and its going dark when it did cause me quite a bit of
stress, including at the very time of my great grief at the loss of my mother)
• Terrorist events (e.g. bombings, sabotage…)
• Transportation disasters (public, private, and military) including trains, busses,
aircraft, boats, ships, submarines…
• Wars (including the unlawful war in Iraq)
On Wednesday, April 25, 2001, 9:10 AM, between USF’s unlawfully barring me from
campus in early April 2001 and unlawfully cutting off my pay and benefits as of May 22,
2001, I apprised President Genshaft via email of what I then called my Surrogate Victim
Theory and now call my Terrorist Event Theory. Appendix A includes a scanned copy
of said email in its entirety. The updated theory I present in this report is not
substantially changed from the one I presented to President Genshaft in 2001.
Things that Stand Out as Different…
Development and refinement of the theory has arisen, in large part, from observation:
looking for the things that stand out, as different, then looking for the patterns among
those things. When patterns are identified among very rare occurrences, this
interconnectivity, in itself, points to non-randomness, to some kind of design.
For example, large airline crashes are relatively rare: “Large airlines suffer between
one and two fatal crashes for every 10 million flights, according to federal data,” [Ref:
Levin, A. (Posted 2/6/2005 9:58 PM Updated 2/7/2005 10:40 AM) Rash of corporate
crashes prompts review of safety. USA Today. Accessible online at the following URL

crashes_x.htm]. So, patterns among these very rare occurrences, including but not
limited to such as I illustrate hereinafter, tend to point to non-randomness among the
factors pertaining to the planes that do crash.

Particularly early in the development of my theory, I cast my net of inquiry very wide and
analyzed many, many cases, and did so primarily via emailed correspondence to
Florida Governor Jeb Bush and/or Florida Department of Law Enforcement (FDLE)
Commissioner James T. “Tim” Moore, and later to President George W. Bush, and/or
U.S. Attorney General John Ashcroft. I have previously analyzed many of the cases
presented herein as illustrations in much greater depth via the aforesaid avenues. My
own electronic copies of much of said correspondence have been destroyed during
numerous instances of cybersabotage on my system.
FRAMEWORK FOR ANALYSIS OF TERRORIST EVENTS
In attempting to take the analysis of said events out of the somewhat subjective realm of
my perceptions and the isolated realm of my personal experience (and inherent,
inescapable biases) and more into the realm of independent verification, I categorize
the variables I look at in terms of the following types of relevance: identity/identification
relevance; contextual relevance; and timeframe relevance. After five years (2000-2005)
of developing the theory, I do not see the need to expand the categories beyond the
foregoing, except that some time ago I added geographic relevance as a feature that
can be a subcategory of any of the former three, depending on the features of the case
– or cases – in question. Said categories are further described below.
Identity/identification relevance
Variables that reflect certain facts about my family and me that are or that tend to be
unchanging or unchangeable, such as: genealogy; birthdays; birth dates; birth place;
anniversaries; death dates; physical characteristics; appearance; schools attended;
places lived; places worked; and so forth; names; symbolism (e.g. meaning of names,
nicknames, and so forth). My sister’s extensive genealogical research has revealed
that my family’s forbears first came to this country in the 1500s, and as with so many
other Americans, our Native American ancestors were already here. We are about as
much (representative of) majority America as any family is likely to be, and it figures that
in both a literal and not just a figurative sense, it is impossible to touch so much as a
fleck on the hair on the head of any of our fellow citizens, without also touching us.
Given the foregoing, it figures that such variables that correlate with those within our
frame of reference would show up with some frequency: looking at contextual relevance
and timeframe relevance helps to control somewhat for said limitation of
identity/identification relevance.
Contextual relevance
Variables within a certain case that seem to relate to one another in a thematic way or
other internally cohesive way that, in turn, relates to my family and to me. The strength
of this aspect is that once the apparent theme or context is discerned, this can inform
speculation about what other variables should or may also be present (what to look for),
and then this can show whether the case seems to exhibit more and more earmarks of
a terrorist event, consistent with my theory, or fewer and fewer.

Timeframe relevance
Variables that relate to something occurring in my life or in the life of someone very
close to me, within that particular timeframe; by its nature, these variables have a self-
destructing, or self-extinguishing quality about them, which makes them a kind of
opposite of variables exhibiting identity/ identification relevance, and also makes this
aspect of analyzing cases somewhat difficult to reconstruct when looking back except
that through our well-documented timeline of events, and my recollection of having felt
at the time that the case was, somehow, connected, I have been able to overcome that
somewhat. It figures that in terms of terrorism, the aspect of timeframe relevance would
have a lot of power; and in terms of hiding terrorism, timeframe relevance would also be
a clever aspect of design, much if not all of which occurs in the shadows, in shadowy
fashion.
Commencing and continuing as I recall from my analysis of the Jesse N. Kimball case
(Airman First Class, whose body was discovered in the stairwell of a dormitory at Eglin
Air Force Base in Florida on Saturday, January 18, 2003), I no longer overly concern
myself with sequence:
In terms of my Terrorist Event Theory, the name Jesse has both identity/identification relevance
and timeframe relevance. A great aunt (my father’s side) was called Aunt Jesse. Sunday
evening, January 19, 2003, I took my father shopping, and he made a point of talking about Aunt
Jesse to a cashier of similar name. I realize that was after both incidents above had already
occurred; however, I am convinced the Lord has a way of bringing things to the forefront of our
experience when they are needed, and I believe it is more likely than not that that was the case
with my father’s simple exchange with Jessica, a cashier at Big Lots in Hudson.

President George W. Bush, entitled: “Tuvell, Kimball, 4 Marines, Triplett Family”)
Sometimes, as it did in that case, it happens that a case has already occurred exhibiting
some feature that later proves to be timeframe relevant to me and mine. As long as I
did not know about the case until after the timeframe relevant factor happened, I do not
always overly concern myself with sequence.
Geographic relevance
As prior indicated, this is the only category I have added, and in reality, it may be a
subcategory of any one, two, or all of the former three. This is where geographic names
reflect identity/identification relevance, contextual relevance, timeframe relevance, or
any combination of the foregoing. A constant in these events seems to be location
close to or in cemeteries and parks, particularly cemeteries and parks that exhibit other
kinds of relevance (e.g. in their names).
The Test of a Terrorist Event
Remember, what I am talking about are cases that appear to show a deep profiling of
me and mine, not assorted random factors or variables. The test of a terrorist event,

consistent with my theory, is that the more detail is revealed, the more those details
tend to point toward an internal consistency, or “density,” of variables, a cohesiveness.
Many cases do not stand up to this test, and fall apart upon close inspection (as being
consistent with my theory). Other cases do not at first appear to be consistent, but on
closer inspection, appear saturated with relevant variables. My analysis has been
limited to primarily analyzing information that is published: investigative files may reveal
more.
The theory is as perfect as it needs to be for purposes at hand.
MISCELLANEOUS FACTORS AND FEATURES
Following is some further detail about some of the miscellaneous features and factors I
have noticed.
The Name Stephen
The name Stephen – in whatever variation (e.g. Stephen, Stephens, Steve, Steven,
Stevens, Stephanie, Stephanopoulos) -- has proven to be so much a constant that as
expressed in my April 25, 2001 email to USF President Judy Genshaft, I have been
tempted to say if the name is not there, then it is not a case bearing earmarks of a
terrorist event consistent with my theory.
This consistency has been very curious to me because it seems to represent an

inconsistency with my theory, but is nonetheless, a constant inconsistency and could
indicate that the variables I recognize, because they are present in my family, actually
intersect with some other set of variables, and what I notice is primarily what occurs in
the intersection of the two sets:
I knew of no Stephen or Stephens in our whole lineage until 2003 when my sister
uncovered one: Stephen Lockhart, 1428, Scotland. Could we, reasonably, be profiled
that deeply, or is there some other explanation? I felt another explanation would be
more plausible. Then, February 9, 2005, while preparing this report, I came across the
following insightful information on page 6 in FASCINATING FACTS FROM THE BIBLE,
by Jeff Rovin (1999, Globe Communications Corp.):

Given the apparent, even blatant, targeting of Christians in events that, otherwise, bear
earmarks of terrorist events consistent with my theory, the aforesaid correlation bears
further consideration, if not scrutiny. As the first Christian martyr, Stephen represents
an alpha variable (see hereinafter).
Florida Connection
Almost invariably, if not invariably, cases which, otherwise, bear earmarks of terrorist
events consistent with my theory also have some sort of Florida connection. There are
50 states in the nation: why is Florida such a constant? We also frequently notice what
seems to be disproportionate representation of other states where we have lived (e.g.
Kentucky, Ohio, Pennsylvania, Washington) and traveled, where said traveling has
included a significant juncture (e.g. Colorado).
“Hooks”
Some cases have what I call a “hook” or a feature so strong that I felt trapped into
looking at them in depth.
A clear example of one very effective type of hook was the

case of Russell Filler, a pilot under investigation for theft of a
laptop computer (essentially the same charge USF had
falsely, maliciously brought against me, and the State of
Florida had, likewise, selectively, maliciously prosecuted, also
in 2001 to 2002, Case No. 01-CF-013778, Thirteenth Judicial
Circuit of Florida, so this case was timeframe relevant, albeit it
occurred months after the fraudulent charge against me was
dropped), who on November 17, 2002 (another 17th, see
hereinafter), climbed aboard a plane and, allegedly, jumped to
his death. At right is the “hook,” the picture the news sources
ran repeatedly of Russell Filler, which looks as though it has
been altered, and in fact, looks nothing like other pictures I

found of Russell Filler online (on the website of the amateur association he was
affiliated with), in which he appeared to be blonde and with a broader face. I wrote
extensively about that case at the time it occurred, and included the other pictures I am
talking about in that correspondence. The altered picture, above, does bear a marked
resemblance to my son-in-law, particularly as he appears in a family picture that was
then on display in my home, part of the landscape of my day-to-day life; and I included a
scanned copy of same in the aforesaid in-depth analysis.
“This-is-so-you-don’t-miss-it-is-connected”
Similar to a “hook,” this is a feature that makes the case seem unmistakably connected,
a feature so closely correlated it is hard to ignore; including as I reiterated in
correspondence dated February 1, 2005, entitled, Not even diamonds are forever...
(RE: Darren and Heather Kaiser)” to President George W. Bush:
Later, I looked at a much wider variety of cases, including the Columbia Space Shuttle incident of
February 1, 2003 (correspondence dated February 6, 2003 to you attached). The March 11,
2003 crash of a Black Hawk helicopter at Fort Drum, New York, killing 11 of 13 aboard, is another
that comes to mind. Timeframe relevant to that, my father, my sister, and I all spotted in our local
environs a license tag frame or vanity tag from Blevins Ford, Inc. (or similarly named car
dealership) in that part of New York, in or near Gouverneur… we had not noticed that frame or
vehicle tag before, neither have we noticed it since. As I recall, when my sister saw it, the driver
of the vehicle swooped in front of her in traffic, so she could not help but notice it in front of her,
kind of an “in your face” effect, also common in these events. I have not been able to locate the
correspondence I wrote you then on that one.
Similarly, a Blevins Store Road appears in the Mount Airy, North Carolina region where
the March 1, 2003, plane crash occurred wherein four members of the family of former
state senator Oscar Harris’ family, and at least one other perished. I have written about
this case previously in depth, including right after it occurred. My father’s grandmother,
Mary Blevins, ran a general store my father frequented growing up.

Alpha - Omega
Alpha and Omega, the beginning and the end: there is an aspect of many of these
cases that seems to represent an all-encompassing quality, even a reflection of divinity
and eternity.
One of the first cases where I noticed this was with regard to the brutal murder of
Mildred Boroski, a particularly macabre local case where on March 10, 1995 a widow
was killed with her own husband’s police revolver, and that on or close to her birthday
and also close to my father’s (70th ) birthday. In the picture that was published, Ms.
Boroski bore a strong resemblance to my maternal grandmother, my mother’s mother.
As a particularly brutal aspect, her little dog was bludgeoned to death; at the time, my
daughter was expecting my first grandchild, my parents’ first great-grandchild, so
symbolically, the case seemed to encompass the oldest then living (my mother) and the
youngest yet to be born (my grandson) in our family. Ms. Boroski was, allegedly,
murdered by a couple of teenagers, and the case is supposedly solved, although in old
newspaper accounts, there are eyewitness accounts of certain details leading up to this
case for which I have seen no explanation (e.g. strange men in strange cars).
Another case where this aspect is evident is in regard to another local case, the still-
unsolved disappearance of Gail Ann Russell on September 4, 1995, a case thick with
variables that seem to relate to my family, particularly to my maternal grandmother and
step-grandfather (a kind of theme, or cohesiveness in that case), and in regard to which
I learned much later that one of my children had met her, apparently not long before her
disappearance, as she was a neighbor of close friends of my son’s, and in fact, the first
article about this matter appears to have been published on that son’s birthday. At the
time my parents were waiting for a response from the Judicial Qualifications
Commission in regard to their complaint against William R. Webb, and as I included in
correspondence dated September 21, 2000 to State Attorney Bernie McCabe about this
case:
Executive Director Brooke Kennerly, after promising my parents that if they would prove their
allegations about William R. Webb, the JQC would remove him from the bench and that would
just be the start of it, reneged. She even went so far as to inform my parents that the JQC would
not even let Mr. Webb know that there had even been a complaint against him. Ultimately, Ms.
Kennerly closed the JQC’s door via her letter of August 15, 1995.
It should be noted that although Ms. Kennerly’s letter was dated August 15, 1995, it was not
received by my parents until on or about September 8, 1995, meaning logically that it would have
been mailed September 5th or 6th from Tallahassee – just about a day or two after the
disappearance of Gail Ann Russell. Such correlations have occurred frequently, and predictably
in regard to surrogate victim situations we have noted. Ms. Kennerly’s letter is included among
the attachments to my letter of October 4, 1999 to Governor Jeb Bush (enclosed).
Did Brooke Kennerly and the JQC have anything to do with the disappearance of Gail Ann
Russell? I don’t know for sure, but she has invited such speculation upon herself and the JQC.
Unlawfulness invites such speculation, as truth finds a way…and a way out.

Sometimes the alpha variable exhibits in the first of a series of cases, such as the
anthrax scare where the first victim was Robert Stevens (a name that bears a certain
resemblance to my father’s name: Robert Blevins, and also covers the “Steven”
criterion, as outlined above), a Florida connection…
Economy, Compactness
There is a quality about many if not all of these cases that reflects a certain economy or
compactness (of design), such as the anthrax example above, and the US Air Flight 427
example hereinafter whereby with very few key variables, there appears to be a
connection, a consistency, a cohesiveness… This aspect creates indelible fingerprints
in the data record, a robustness against the shadows, a light in the darkness.
Landscape
I frequently notice variables that reflect variables in my day-to-day experience, or my

“landscape” of experience. For example, the July 2, 2003 plane crash where Dr. David
W. Cahill, USF Neurosurgery Chief, with USF’s College of Medicine, perished, and I
wrote of the relevance of the name at the time, including but in no manner limited to the
following excerpt:

As I have noted in previous correspondence, the death of neurosurgeon Dr. David W. Cahill
bears earmarks of a terrorist event, consistent with my Terrorist Event Theory.
Just yesterday I discovered that the name Cahill has further relevance than I had realized
before… Below is a scanned image of the newspaper birth announcement when my daughter
was born (to “Mr. and Mrs. Robert Fornof….”). As you can see, there is also an announcement
about a baby born to “Mr. and Mrs. Charles Cahill…”
As for the name Cahill, it meets the criteria for all three types of relevance: identity/identification
relevance, contextual relevance and timeframe relevance. The identity/identification relevance is
preserved in the birth announcement (above) and my school records (a different Cahill, Terry
Cahill, a schoolmate for years). Contextual relevance is self-apparent via observation, either of

public records or my current landscape of experience. Timeframe relevance is observable via

surveillance.
Another strongly interconnected feature of the above-reference case is that Judge

Joseph G. Donahey, Jr., was in the process of suing Dr. Cahill: Judge Donahey is
another of Webb’s named reciprocal benefactors and is the one before whom I gave my
statement, under oath, on May 1, 2002. A transcription of said statement is posted on

Birthday/Death Days
Many deaths are occurring on or close to the victim’s birthday; in some cases, that in
turn, correlates with one of my family birthdays. Is it that so many deaths are occurring
on or close to the victims’ birthdays, or is there some sort of selective reporting at work?
Bulk
Repetition of the same, or essentially the same variable within the same case, or across
cases, fulfills the bulk aspect. At certain times, rashes of disparate cases seem to
exhibit common features that appear repeatedly for a while, then seemingly fade away,
or disappear.
Centerpiece
Some of the cases seem to exhibit some “centerpiece” feature that stands out from all
the rest. I have not developed this concept very much, but have seen it in some cases.
Density
Density of variables is a common feature in these cases: multiple levels of relevance –

feasibly derived from multiple types of public records, as well as through other methods,
such as surveillance -- fulfills the density aspect.
Strength of Emotion
Strength of emotion seems to be a factor in cases seeming to be connected, such as

was the case with the Udairi Bombing Range incident that occurred on March 12, 2001,
and I have written about that extensively before.
Interlacing Effect
Interlacing effect is where disparate cases seem to be inextricably woven together in the
details, as I discuss, for example, in the following excerpt:

subversive, treasonous, genocidal governing powers in this United States, top to bottom, across
the board, federal, state, local, has held my parents Ruth Elvada Denniston Blevins and Robert
Frank Blevins and theirs -- which includes mine and myself, but is not thus limited – under reign
of terror/reign of genocide, and the aforesaid matters are further consistent with my Terrorist
Event Theory, including as follows, but not thus limited:
April 5th is the birthday of my father Robert Frank Blevins’s eldest sibling, his sister Elizabeth
Marie Blevins Moore Thiess (April 5, 1922 – July 27, 1993).
April 4th is the birthday of someone closely associated with our family within the past few years,
and one who may join the family at some point.
My father was in very frequent phone contact with Aunt Marie (as his sister was known to my
siblings and to me), particularly during the last couple of years of her life, and more particularly
after she was diagnosed terminally ill. I feel sure that timeframe encompasses the entirety of
1991.
Senator John Heinz was far from being a stranger to my family, including as included in my
correspondence dated April 24, 2003, to U.S. Senator Trent Lott, which I will attempt to re-
forward separately, due to technical problems explained hereinafter.
I have not had enough details about the precise locations of either the Senator Heinz or the
Senator Tower plane crashes to conduct an in-depth analysis of geographically relevant features;
however, on the face of the matter, the obvious Merion-Marian correlation between the two
crashes is a striking link. To whom was it important that Senator Heinz perished in the precise
location he did, when he did, and why? What language is being spoken here in such details,
President Bush?
It is terror, it is terrorism, and it does not figure to be coming from overseas!
The death of U.S. Senator Paul Wellstone and others, also in a plane crash, October 25, 2002,
bore very strong earmarks of a terrorist event, consistent with my Terrorist Event Theory, and I
wrote to you of these matters even as they were unfolding. U.S. Attorney General John Ashcroft,
Governor Jeb Bush, Chief Justice Harry Lee Anstead (Florida Supreme Court), and others would
have been, logically, copied on the entirety of said correspondence, which may or may not still be
available to me in electronic format.

U.S. Senator John Heinz was far from being a stranger to us, including as my father
Robert F. Blevins describes in this excerpt from ROBERT F. BLEVINS AND RUTH E.

BACKGROUND

My wife Ruth E. Blevins (August 31, 1923 – January 11, 1997) and I cut our
careers short and, on orders from Dr. Raymond Rau, moved from Pittsburgh,
Pennsylvania, to Florida, arriving at our new home on May 28, 1981. Our
disabled, adult son Brent T. Blevins, diagnosed schizophrenic, was with us. Ruth
had, as she would later say, arrived in Florida with two sick men on her hands.
Working Within a System that Works
Following our relocation, legislation was passed that made it possible for people
in Brent’s situation to live reasonably independent and decent lives, whereas
prior to the passage of that law,
many schizophrenics were
forced to live like third-world
citizens. Ruth had become
personally involved in this issue
because of the plight of our son.
She had contacted Senator
John Heinz (R-Penna.), whose
family was our neighbor in the
small town of Aspinwall, on the
outskirts of Pittsburgh. In fact,
during the eighteen years we
lived in the area, we had twice
considered buying houses from
the Heinz family, but ultimately
decided we needed more room
for our young family.
A fine gentleman from a fine,

well-respected family, Senator
Heinz was being groomed for
the United States presidency.
Many believed he would have
been a shoo-in. One of the
finest demonstrations of the

caliber of person he was, however, came in his helping Ruth to help Brent.
Following our move to Florida, Senator Heinz, with trust, compassion, and
friendship, reached across political party lines, and put Ruth in touch with then-
Senator Lawton Chiles (D-Fla.). Senator Chiles, in turn, responded with
compassion, and perhaps even more importantly, with effective action that
ultimately benefited many. Through this and other such experiences of working
within a system that works as it should, our family’s faith in, belief in, and love for
a lawful government was formed and nurtured: Our future expectations were
based on nothing less.
I want to also point out at this juncture that not only did U.S. Senator John Heinz,
personally known to us, perish in the plane crash of April 4, 1991; former U.S. Senator,
Governor Lawton Chiles, also personally known to us, was found dead on December
12, 1998, a date of extreme timeframe relevance to me, personally:
December 12, 1998, my program made history by becoming the first distance learning program
of an accredited school of public health, not only to have started a complete degree program by
distance learning, but to have graduated students from said program…
December 12, 1998, Florida Governor Lawton Chiles was found dead. As preparations were
underway for the ceremony in regard to the foregoing, my boss, Dean Charles S. Mahan’s
secretary Betty Persky, in her car, heard word of Governor Lawton Chiles’ having been found
dead, headed to the college to inform Dr. Mahan, a good friend of the Chiles family. This is a
matter that seemed then, and that I have written of before as, being consistent with my Terrorist
Event Theory, including in emailed correspondence to or on which University of South Florida
President Judy L. Genshaft was copied (c. late April 2001).

Frequently, if not without exception, the cases in question are of such magnitude – on
whatever scale, I do not know – that they are reported in the Associated Press,
nationally, even globally.
Mirroring, Layering, Spiraling
These are terms I use to describe cases that usually happen in different places
geographically, but that appear to share common features, and so seem connected,
albeit they may be separated by time and space. The still-unsolved abduction and
murder of Jennifer Renee Odom in February 2003, a local case, provides a clear
example of mirroring. Right about the time of the aforesaid, and it figures that it was just
before, someone suspicious followed my daughter home from her rural bus stop, the
same circumstances under which Jennifer was (later) abducted and then murdered.
In correspondence dated September 21, 2000 to State Attorney Bernie McCabe about
the Odom case, I included the following:

Jennifer Renee Odom figures strongly to have been a surrogate victim for the four-generation Blevins-
Ciesyznski-Fornof family whose members all reside in the west of Pasco County, Florida, specifically for
Matthea D. “Tia” Fornof (June 14, 1978 - ) my only daughter, and the only grand-daughter among seven
grandchildren of my parents Robert F. Blevins (March 13, 1925 - ) and Ruth E. Blevins (August 31, 1923
– January 11, 1997). The photographs at the right were taken of Tia around the time of the abduction and
murder of Jennifer Odom.
Recently, Tia reminded me in regard to the murder of Jennifer Odom: That could have been me, Mom! Tia
went on to remind me of the following personal experience she had just a week or two prior to Jennifer’s
abduction.
Just before the murder of Jennifer Renee Odom, my daughter had been dropped off at her remote
bus stop (Owen Drive and Aripeka Rd.) when someone in a pickup truck was driving from the
direction of US 19 on Aripeka Road. He passed Owen Drive, then turned around and headed
back, turning onto Owen Drive, and slowly followed behind my daughter. As we all have been,
Tia was always careful to be very wary of any strangers on our road. The bus stop is about 1/4
mile from our driveway. All except for one of the homes sit too far back from the road for anyone
to even hear if someone were to shout or scream.
As Tia walked toward home, the truck followed slowly behind her. She said by this time she was
starting to get very scared, and began to pray for God to help her and protect her (we had taught
our children from
infancy to be "instant in prayer"). Just then, her father Robert Harry "Rob" Fornof, who was
almost never home at that hour, pulled out of our driveway, saw her, and picked her up. The truck
drove by. Matthea told her father what had happened. The truck had driven past our property,
went up and turned around just beyond the property (Owen is a dead-end road). Rob let the truck
pass, and took down its license number. He may or may not have reported the number.
Tia said that it was very soon after this incident that Jennifer Odom was murdered. As I recall
now, it was within a week or two afterward. Tia described the driver, who was alone, as "scruffy
looking." She said he was white, male, had medium-length blondish hair, and a beard, and was
wearing a baseball cap of some sort. She said that the truck he was driving, she thinks, was sort of
a "primer" color.: she meant rust color, not gray, as some primer is colored.

¾ February 19, 1993, Jennifer Renee Odom, 12 years old, a girl bearing a striking
resemblance (at least in the published photograph of her) to my own daughter,
then 14.
¾ February 25, 1993, the body of Jennifer Renee Odom was discovered in an
orange grove in the Spring lake area of Hernando County (adjacent to the north
edge of Pasco County, in fact, historically, Hernando and Pasco Counties were
once one county).
¾ February 26, 1993, 12:17 PM (another 17): the first bombing attempt on the
World Trade Center (Tower One).
¾ February 28, 1993, at or about 9:30 AM, the siege of the Branch Davidians
commenced. The first victim – the alpha – Michael Dean Schroeder, was from

my county, Pasco County (Zephyrhills). Blevins, K. A. (2003, Mar. 9).

The foregoing stack up of events represents a kind of mirroring, layering, spiraling… an

effect of which has been to make far-off cases (like the siege and burn out at Waco)
seem connected, through a local connection; and seem personally connected through
such as the Odom case. I have seen this kind of effect over and over again.
The Familiar - Unfamiliar
There is a juxtaposition of the familiar and the unfamiliar, which in turn extends the
realm of terror, of terrorization.
Names
Names are an important feature, sometimes there is a direct, exact correlation, and
other times it is an approximated correlation; again, this variation could serve as
protective for the terrorist organization.
• Homonyms – Names that are pronounced the same, but are spelled differently (e.g.
Aisenberg/Eisenberg; Jouel/Jewell; even Huang/Winn).
• Variations – Spelling variations of essentially the same name (e.g. Blevins/Blevens;
Kimberly/Kimberley/Kemberley; Stephen/Steven; Tia/Thea).
• Resemblance – Sometimes names that somewhat resemble names significant to me
and mine emerge in cases that, otherwise, bear earmarks of a terrorist event
consistent with my theory (e.g. Elvia Cortez, necklace bomb incident in Columbia,
Elvia bearing certain similarities to my mother’s name Elvada; Kimberling, the name
of the pilot, bearing certain resemblance to my name Kimberly, in the Teterboro
plane crash on February 2, 2005, and that published fact emerging after I had
already said it was a case that for other reasons bears earmarks of a terrorist event
consistent with my theory). Again, considering the relative density of factors and
internal cohesiveness of same helps to control from getting too carried away on this
one.
My impression is that the variation in name spellings has essentially the same effect as
the self-destructing aspect of timeframe relevance: that of hiding in the shadows.
Search engines with a “sounds like” capability could be useful in tracking down such
factors. My impression is that the resemblance aspect is also protective because it has
the effect of causing embarrassment, hesitation, self-doubting (“…did I really see what I
think I saw?” or “…people will think I am nuts if I talk about that…”) so the terrorized
bears the terrorization silently as I did for years and years for, indeed, if they do dare to
talk about it, they are held up to ridicule.
The firmly entrenched, genocide-committing system is lawless and what may be worse,
illogical, and irrational, failing to so much as consider proof in evidence, coming instead

on the unlawful, genocidal attack. I have seen same over and over again, including
from what I had assumed to be bastions of the reverse: the academic community and
the public health community; as to the former, including but not limited to as
represented by the presidents of all 11 state universities in Florida, and others, and as
to the latter, including as represented by the deans of all the accredited schools of
public health in the United States.
Dates
There is frequently a one-day offset from dates relevant to me and to mine, although
usually no more. Sometimes events occur a day or two prior, and then details are
published in the paper (sometimes for the first time) on dates significant to me and
mine; so the critical date may or may not be the date of occurrence, but the date of first
publication. As the Internet and 24-hour news have tended to produce quicker
publication, this may be shifting, and bears closer inspection when historical cases are
considered. A caution in regard to this factor is that, after nearly twenty years of being
held under reign of terror, reign of genocide, it would be hard if not impossible to find a
day out of the year that does not correlate with some atrocity wreaked upon us, or some
other date of significance.
Time Intervals and Quantities
I have looked at time intervals and quantities, both of which frequently seem to correlate
with significant numbers (below): for example, 3 days, 17 minutes, 11 died… 17 and 11
appear a lot of times together.
Numbers
Certain numbers appear again and again.

• Constants – certain numbers appear to be constant and most if not all of these
appear to be prime numbers, including: 2, 3, (not sure about 5), 7, 11, 13, 17 the
seventh, and therefore, holiest prime), 19, 23, (not sure about 29), 31, 37, (not sure
about 41, 43, 47) 53. I first noticed these as correlations with my family of origin’s
birthdays, all prime numbers (7th, 13th, 17th, 31st).
• Correlated numbers – other numbers appear correlated with other relevant factors;
for example a precise time that correlates with a birthday; a number that correlates
with a route where we travel every day (in our landscape of existence): for example,
the November 12, 2001 crash of American Airlines flight 587 was at least a triple
correlation: the November 12th date correlated with the November 12, 1985 date of
my entry into public service; the 9:17 AM time of the crash correlates with my sister’s
birthday, September 17; and flight 587, correlates with Route 587, the alternate
name for County Road 1, or Little Road, a route we travel every day (in our
landscape of day-to-day experience):

To test this aspect of the theory, I began looking at the route numbers in our landscape
of existence in terms of flight numbers to see what came up on an Internet search.
Using Yahoo Maps
(which seems to be
the best commonly
accessible source for
looking at route
numbers, although I
like Rand McNally for
more detail, and also
use MapQuest) and
found the following
maps of my local
environs:

The flight numbers of quite a number of crashes correlate with route numbers in my
local environs (not necessarily an exhaustive listing, I looked at enough to convince
myself, and then stopped):
• Avianca Flight 52 was a Boeing 707-321B jet with Avianca Airlines en route from
Bogota to New York City via Medellin. On January 25, 1990, it crashed into Long
Island after running out of fuel in a series of hold-up patterns, killing 73 of the 158
people on board: flight 52 correlates with State Road 52, a road we travel every day;
January 25, 1990 correlates with the January 25th birthday of my sister’s husband,
my brother-in-law; they live close to S.R. 52 (Ref: Wikipedia
http://en.wikipedia.org/wiki/Avianca_Flight_52)
• ValuJet Flight 592 crashed in the Florida Everglades on May 11, 1996: flight 592
correlates with State Route 592 (I-375 in Pinellas County) further south from the
frame above, in my general environs), and May 11, 1996 reflects another 11th. I also
remember that at the time this crash occurred, my mother was still living, and she
and I shared a sense, albeit unspoken as I recall, that this was “connected”; there
may have been a timeframe relevance (e.g. recent trip to Miami). (Ref: NTSB

• TWA Flight 800 went down off the coast of New York on July 17, 1996: my son
Josiah’s sixteenth birthday, and another 17th… I have analyzed this case in depth
before.

• American Airlines Flight 574 on July 9, 1998 had a fire in the No. 1 engine shortly
after takeoff from Luis Munoz Marin International Airport, San Juan, Puerto Rico:
flight 574 correlates with Route 574, also known as Spring Hill Boulevard, within my
local environs (further north than the map above shows); July 9, 1998 correlates with
the July 9 birthday of my father’s youngest sister.
• Alaska Airlines Flight 261 on January 31, 2000, crashed near Point Magu,
California: I do not find a Route 261 in my current environs (albeit there may be
one); however, Route 261 does correlate with Seattle, Washington where my family
and I once lived (1959); and January 31, 2000 correlates with the January 31
birthday of my nephew, my sister’s middle child.
• American Airlines Flight 77 crashed into the Pentagon on September 11, 2001:
the flight number (77) correlates with Route 77 (a.k.a. Regency Park Blvd. and
Rowan Road) in the map above, and September 11, 2001 correlates with
September 11, 1986, the date not one, but both my parents were hospitalized for
heart problems, including as delineated by my father Robert Frank Blevins in his
letter dated December 7, 1997 to the U.S. Dept. of Justice

• United Airlines Flight 578 reported an emergency “rudder malfunction” on
December 13, 2001: the flight number (578) correlates with Route 578, also known
as County Line Road (again, not shown in the map above), within my frame of day-
to-day existence; December 13th (13 being a prime number) is one day before
December 14th, my parents’ wedding anniversary.
There are others, but I will stop there for now. One thousand (1000) 3-digit
combinations can be made from the numbers 0 to 9, allowing for repeats: 10 x 10 x 10 =
1000. All the aforesaid (and others, as prior indicated) occurred within the timeframe in
question: September 11, 1986 to present. As prior indicated, each represents at least a
double correlation: a flight number with a (local) route number, and a date with a date.
That is without looking at any other relevant features.
• American Airlines Flight 11 out of Boston crashed into the north tower of the World
Trade Center (11 being a significant number, as indicated above, and the date also
being significant as prior indicated), Boston being where my sister earned her
master’s degree.
• United Airlines Flight 175 out of Boston crashed into the south tower of the World
Trade Center, Interstate 75 being a major north-south route that cuts through Pasco
County, Florida.
• United Airlines Flight 93 crashed on September 11, 2001 near Pittsburgh,
Pennsylvania, where I grew up, as prior indicated, on a significant date, and I know
there are other relevant correlations.
Then there have been flight disasters or near-disasters (or, given the character of the
“terrorist” faked near disasters) where flight numbers parallel routes around and
encompassing the University of South Florida, my educational institution since late
1989, and my workplace as of 1994: Arkia Flight 582 (which I have analyzed in detail
previously); El Al Flight 581 a so-called attempted hijacking which occurred on

November 17, 2002 (another 17th, a case I believe I have also previously analyzed in
detail); United Airlines 585, which crashed on March 3, 1991 (another 3rd).
USAir Flight 427
USAir Flight 427 was six miles from Pittsburgh International Airport on Sept. 8, 1994, when the
Boeing 737-3B7 suddenly — and inexplicably — nose-dived into a wooded hillside along Route
60 in Hopewell Township, Beaver County. All 132 passengers and crew were killed instantly in
the crash, which remains the worst aviation disaster in Pittsburgh’s history. In March 1999, the
National Transportation Safety Board ruled the cause of the disaster was a rudder malfunction
caused by jammed control unit servo valve. Today the crash site above Green Garden Shopping
Plaza is a privately owned sanctuary, an 8-acre piece of hallowed ground that only families of
victims are allowed to visit. [Pittsburgh-Tribune Review. (December 1, 2002). Tears, hate, terror,

The flight number – 427 – reflects the April

27 (1974) date of my wedding, my marriage
to Robert Harry Fornof. The crash occurred
very close (about 15 miles) to where we
attended church at that time (Allegheny
Baptist Temple, 318 Nicholson Road,
Sewickley, PA 15143), and of course, it was
that pastor (Billy Barrs) who performed our
marriage ceremony. The map at right shows
the route between Aliquippa and Sewickley.
The date of the crash, September 8, 1994,
was just before my divorce from Robert was
finalized. That is what I mean by internal
consistency of variables, cohesiveness,
where the variables relate to one another.
Knowing how flights get numbered might help inform an analysis of such correlations as
those described above. For example, although there are 1000 possible combinations of
three-digit numbers 0-9, are all 1000 used in numbering flights? If not, why not? How is
it done? Are flights only given numbers that correlate with routes near their home base,
where the plane is registered? If so, then what does a preponderance of correlations of
crashes with route numbers around the Tampa Bay area indicate?
Four-digit Flight Numbers
Some flights have four-digit numbers, and I have not yet pinned down any consistent
pattern of correlations in those, including in cases that, otherwise, bear earmarks of
terrorist events consistent with my theory, although I have written at least one long
email where I tried to speculate about it (Ref: Kimberly A. Blevins, correspondence
dated February 13, 1993, 1:16 AM to President George W. Bush, entitled “Four-digit
Flight Numbers (e.g. FedEx Flight No. 1478).”

Timeline
I have found it very telling to look at old cases, even, in terms of what was going on with
my family and me at the time. For example, when writing about the pizza collar bomb
case in Erie, Pennsylvania, I also looked at the Elvia Cortez necklace bomb case,
remembered that it had seemed “connected” at the time, checked my schedule, and
found that I had met with representatives, as I recall, from there (Columbia) close in
timeframe relevance to that event. As I recall, this was a last-minute, hastily-arranged
meeting that I was strongly expected to attend, and I do not recall many others being
involved, possibly one other faculty member. I wrote about this, too, around the time I
was discussing the Erie case, and even provided a scanned copy of said calendar page
(excerpt). Part of the reason for my looking at that case was that when the Erie case
occurred, and the Colombia case was mentioned in that context, I remembered that at
the time the Colombia case occurred, it seemed connected, and I was trying to find a
reasonable explanation for why it would have seemed so; as prior indicated: the
explanation was in the data.
Treason has Tied the Hands of Justice
I conclude my email dated April 25, 2001, entitled “Surrogate Victim Theory,” to
President Genshaft concludes as follows:
The terror, which had been present for some time, came into sharp focus for all of us, but
perhaps especially for myself, on October 18, 1994 [the unlawful, attempted murder, terrorist raid
on my parents on behalf of wrongdoer William R. Webb, et al.]. Until then, I realized that there
could be corrupt officials in any system, and probably were, but I truly believed that our system
had enough checks and balances that the whole system would not be corruptible. In other words,
I believed someone like Bill Webb could pick up the phone, and without lawful excuse, ask the
sheriff to go terrorize a couple of old people in the woods (my parents), but I believed that it would
probably stop there, that the sheriff would put an end to it quickly and completely. Such was not
the case: we have only recently learned in that even, that Webb was unlawfully characterized as
“victim.” There is much more about this matter to be brought out, which has been wrongfully
[unlawfully] suppressed, including by former Sheriff Cannon’s refusal to respond to my public
records request for letters my parents wrote to him, including between October 18, 1994 and
January 27, 1995.
This is part and parcel of the shadow system that I referred to in my July 14, 2000 letter to you.
As my father very recently put it: Treason has tied the hands of justice.
