Brookings High School Chess Club Constitution

Article I. Name

A. The name of this organization shall be the Brookings High School Chess Club.

Article II. Motto

A. The motto of this organization shall be An exercise in intelligence.

Article III. Purpose

A. The Chess Club shall provide a positive social experience for participants and shall be
used to build unity and familiarity amongst themselves, while creating an interest in the
game of chess.

B. The Chess Club shall follow the rules and guidelines as instituted by the administrative
level of the Brookings High School.

C. The Chess Club shall provide participants who are waiting afterschool for transportation
a place to stay.

D. The Chess Club shall be used to create an interest in chess for new players and to
introduce them to the game and its various strategic elements.

E. The Chess Club shall also be used to strengthen the abilities of already competent
players through its discussion of tactics, exploration of combinations, etc.

Article IV. Guidelines for Participant Conduct

A. The Chess Club shall follow the Internationally Accepted Rules of Chess (as authorized
by the FIDE).

B. As with all extracurricular activities, participation in the Chess Club is not a priority when
in conflict with academic behavioral consequences. These include detention,
suspension, the failing of class(es), the need to make up work after school, etc.

C. A player is to be held responsible for all their actions when in participation with the
Chess Club. They are encouraged to practice good sportsmanship and to refrain from
cheating during a game.

D. A player that is held responsible for multiple violations (the number of which is to be
determined by the Chess Club President depending upon the degree to which the
violation was committed) will be banned from further participation in any Chess Club
activities.

I. Such violations include cheating, the harassment of an opponent or other
member, the voluntary action of hurling chess pieces or boards as a
negative response, the failure to comply effectively with the set guidelines
as given in this constitution, and consistent use of inappropriate words or
actions in the Chess Club. These violations are among others, which will be
determined by the players themselves.

E. The Chess Club shall follow the rules and guidelines as illustrated in the Student
Handbook in regard to the eligibility for participation of a student in the Chess Club.

Article V. Guidelines for Tournament Processions

A. These guidelines are only held in account during a Chess Club organized tournament.

B. Any participant caught cheating during a game or breaking any Tournament Procession
Guideline as written below is immediately disqualified from the tournament. And,
depending on the degree to which the violation is committed, that person may be
disqualified from all future tournaments and/or the Chess Club itself.

C. Any tournament game, unless specified by the Chess Club President to be different, will
follow the Internationally Accepted Rules of Chess (as authorized by the FIDE).

D. The tournament will proceed first with a sign-up list to determine its participants and
whether a tournament has a sufficient number of entries for commencement.

E. The preliminary rounds consists of a random bracket pairing of the participants (an extra
player receives a bye until they can be inserted into a pairing). The winner of a bracket
must defeat an opponent two times to advance.

F. This process continues until there are only four players left. Then, the winner of a
bracket must defeat an opponent three times to advance.

G. These tournament rounds must take place during the regular meeting times after school
of the Chess Club. If a player is not present for their bracket pairing, the tournament will
continue without that bracket, saving it for the next meeting.

I. If the tournament is at a critical point in which the entire tournament, or a
majority of its pairings, cannot proceed without the resolution of that
pairing, or the player has not been present to at least three meetings
involving the resolution of that same pairing, the player is immediately
disqualified from the tournament.

Article VI. Elective Processes

A. The Chess Club shall have a Club President. Along with this, the election of a Club Vice-
President, Treasurer, and/or others may take place if deemed necessary.

B. The election of such Administrative Official(s) shall be overseen by the previous
President.

C. To be elected, the member must have attended a considerable number of meetings
and/or activities (the number of which is determined by the Chess Club President) and
made a significant contribution to the Clubs development (whether in founding or in
positive interaction).

D. An election(s) consists of a poll among all participants at the time of the meeting. The
first election(s) is to be held yearly in September.

E. An elected Administrative Official may also be impeached, but only by a two-thirds
majority vote in favor of the impeachment by all members at the time of the
impeachment. The subject of impeachment towards an accused Official can only be
declared by another Administrative Official.

I. If another Administrative Official does not exist, one can be created
outside of the Chess Club Presidents authority to serve as the other
members legal representative. Multiple candidates for this position will
result in a separate election also outside of the Presidents authority.

F. After an impeachment, an election shall be held to replace those that were impeached.

G. An impeached Official cannot be elected for an Administrative position in the future.

Article VII. Amendment Regulations

A. This Constitution contains, but does not limit, the rights and rules concerning the Chess
Club and its participants. This Constitution allows the creation of further Amendments,
as seen necessary.

B. The creation of Amendments begins with the proposition of a new rule by a Chess Club
Administrating Officer (the President, Vice-President, the Treasurer, etc.). The rule is
then voted upon by all present members of the Club at that meeting. A majority vote
allows the rule to be written into the Constitution. A tie results in a re-vote the following
meeting.

C. An Amendment or other rule can be removed from the Constitution with a similar vote,
although this requires a two-thirds majority.

D. The proposition of the creation of a new Amendment or the removal of a rule can only
be proposed and voted upon twice at maximum, each year.

E. None of the rights granted to the Chess Club members in this section may be subject to
removal by these processes.
