n what could be a major twist to the scandal at the Liberia
Airport Authority, Ellen Corkrum, the fugitive former head of
the airport regulatory agency, could be poised for a dramatic
return to Liberia amid reports that the U.S. Air Force Major
could be joining the 3000 troops arriving in Liberia to help the Ebola-
hit nation wiggle its way out of a crisis which has so far infected
more than 5,000 people in Liberia, Guinea, Sierra Leone and Nigeria,
FrontPageAfrica has learned.
The Obama administration last week pledged to among other things,
send 3,000 troops to combat the epidemic and build 17 treatment
centers that have over 1700 beds. The troops have already began
arriving in Liberia. C-17 jets have already made two trips, bringing in
supplies troops, the latest arrival was on Saturday.
No Conscience Corkrum Committed to Liberia
Corkrum, a Liberian by birth and a naturalized U.S. citizen, did not
rule out the reports when FPA contacted her recently, stating in an
email that plans for her return are being discussed. Discussion and
plans for my return to Liberia are in the works. My efforts continue
to be sought and I remain committed to fghting to help our people
through this Ebola crises, whether on the Liberian soil or in the US,
Corkrum explained.
Corkrum along with her fance Judge Melvin Johnson were charged
in 2013 with the commission of the crimes economic sabotage, theft
of property, criminal conspiracy and misapplication of entrusted
property. They are alleged to have defrauded the country of
US$269,000.
Their legal team unsuccessfully sought in June to have the charges
dismissed.
Judge Yussif Kaba of the Criminal Court C at the Temple of Justice,
on June 2, 2014, declared that the Court could not try a criminal
defendant in absentia of the courts jurisdiction. The acquisition of
jurisdiction by the Court over a Criminal defendant gives the said
defendant standing before the Court. The judge added that without
standing, a party cannot apply to the court for relief. The voluntary
absence of the defendants from the bailiwick of the Republic of
Liberia, in spite of knowledge of an indictment against them, certainly
deprives them to qualify and seek relief at the hands of our court.
The Liberian government has been trying unsuccessfully to win
extradition of Corkrum and her fanc Melvin Johnson. President
Ellen Johnson-Sirleaf appeared to lose all hope of an extradition
recently when she told UNMIL Radio that Corkrum will face a bigger
judge: Ms. Corkrum will face a bigger judge, the judge of God
because she has no conscience for rendering evil for good. Everybody
in this country tried to help her and be good to her, but we didnt
know that she was here with a scheme to defraud this government and
because she did not, she is mounting this campaign personally against
me, when all I did was to help her, in my house; she has been to my
house several times.
The Liberian leader who was one of several government offcials that
interacted with Corkrum during her stay in Liberia, where several
other high ranking offcials were recorded by Corkrum, admitted that
she might have also been recorded but fears nothing. She may have,
but she will not have anything that will indict me, in fact, shes scare
to call because if she was to play all the recordings that she made on
me, it will expose her, she cant do it. Maybe she will play those little
ones where she was begging me, please do this but anyway, I dont
want to talk about that because it is in the law. Like I say, she will be
judged by God and the day God deals with her, she will know.
What She Did Was Illegal, EJS Says
Said Sirleaf: What she did was illegal; you cannot go to something
like a friend and start asking them questions and you have something
on your body to record them. That person is a wicked person, wicked.
All those people were trying to help her and if they say things to her
like ooh this government is doing this, it is because you know shes
a nice pretty, girl, they want to talk to her, all want to laugh with her.
She looks small, she looks nice; all of them want to be friends with
her - and so they were saying all these things, not knowing she is
wicked girl, plotting on them.
But despite the governments quest to have the pair extradited, both
Corkrum and her fanc have not backed down, insisting that they did
nothing wrong.
In June, the pair told a gathering of Diaspora Liberians in Philadelphia
that in spite of the litany of allegations against them, they have not
been served no papers by the American government. Ellen Corkrum is
back on her job in the military, so where is the so-called indictment?,
Judge Melvin Johnson told the Diaspora audience, insisting that the
government cannot prove its case.
The Liberian government reportedly paid a U.S. lawyer, Cllr. Steven
Schneebaum US$200,000 to pursue the extradition in the United
States and ensure that the extradition request is factually accurate and
consistent with the laws of the United States, including the 1939 treaty
between the two countries. Scheneebaum said in June: Assuming that
the U.S. Justice Department decides to proceed with the extradition,
I will work with the Department to expedite the proceedings, and
to represent the interests of the Government of Liberia with the
appropriate United States Attorneys and federal courts. In addition,
I have been asked to research the question whether the participation
of Mr. Johnson in the activities alleged in the indictment would give
rise to issues related to his status as an attorney in the United States.
In that connection, on behalf of the Government of Liberia and the
Liberia Airport Authority, I fled a grievance against Mr. Johnson with
the Georgia State Bar on May 29. I believe that the complaint will be
investigated by the appropriate authorities.
Rare diplomatic dilemma for U.S.-Liberia Ties
Schneebaum declared in June that he is working to ensure that the
two are extradited to Liberia to face trial with a letter to the State of
New Georgia Bar. Schneebaum suggested that the pair should be
tried in the United States in a civil case and a separate trial in Liberia
being a criminal case. "If they will be tried in the US, it will be a civil
case, but when they are extradited, it will become a criminal case",
Schneebaum averred.
The case offers a rare diplomatic and political dilemma for Liberia-
U.S. ties although one Defense Ministry offcial ruled out Corkrums
return as an impossibility. The U.S. troops coming on this Ebola
mission are from U.S. bases in Europe, not directly from U.S. where
Corkrum is assigned, so I do not see her returning here especially with
all the complications and the extradition politics involved, the source
speaking on condition of anonymity said Sunday.
The Atlanta-Based Dailyreportonline.com quoted the pair in February
as saying that U.S. government offcials have assured them that
even though the U.S. has an extradition treaty with Liberia, State
Department offcials "were fully aware of how corrupt" the Liberian
government was. Judge Johnson was quoted as saying at the time
that he was told the Liberian government likely did not intend to
extradite them but was making the request "to save face with their
people locally" and "make a show for the locals in Liberia to give the
impression the government was doing something about corruption."
The publication quoted Johnson as saying that the two also were told
by U.S. offcials, "Don't sweat it." He said that if he hadn't received
those assurances, he and Corkrum would have hired a lawyer to
combat any threatened extradition.
Nevertheless, the publication quoting a written response from a
Department of Justice spokesman, said "The U.S. government has
made no assurances regarding extradition to these persons." The State
Department citing department policy, had previously said it would
not comment on whether Liberia has requested the extradition of
Corkrum and Johnson.
The Daily Report reported that at a Jan. 31 news briefng in response to
a question on U.S. extradition policies, a State Department spokesman
explained that while State works closely with the DOJ's offce of
international affairs in reviewing extradition requests, the State
Department has responsibility for making the fnal determination on
whether to surrender a fugitive to a foreign country. The department
makes that determination after a U.S. District Court judge or a federal
magistrate judge has determined that the criminal charges underlying
the extradition request are covered by the extradition treaty with the
country in question and that the evidence presented in support of the
extradition request is suffcient to sustain the charges.

THE UNITED STATES of America is in pole position, where it
belongs in helping West African nations hit hardest by the deadly
Ebola virus, recover from an outbreak killing citizens in Liberia,
Guinea and Sierra Leone in large numbers.
MANAGEMENT OF THE CRISIS in the countries widely hit
has drawn criticisms from many and an opportunity for countries
feeling lesser impact to avoid the pitfalls that led Liberia down
a spiral slope of an outbreak that has infected more than 5000
persons in Liberia, Sierra Leone, Guinea and Nigeria and killed
more than 2,600 people across West Africa. More than half the
deaths have occurred in Liberia. Half of those numbers represent
deaths in Liberia alone.
NIGERIA HAS DECLARED itself Ebola free, weeks after
Patrick Sawyer, a Liberian-American took the virus to
Africas most populous nation and the countrys handling of
the outbreak has drawn commendation from the World Health
Organization(WHO).
WHO DIRECTOR GENERAL MARGARET CHAN, Speaking
during an Emergency session of the United Nations Security
Council on Ebola, last Thursday urged participants to take a cue
from the stable conditions in Nigeria and Senegal.
CHAN SAID the disease which could be contained will take
some time but those two countries have put the mechanisms
in order to curb further spread. It will take some time, but the
Ebola outbreak can be contained. Look at the stable situation
in Nigeria and Senegal, Ms. Chan said. She said the outbreak
which has affected fve West African countries is likely the
greatest peacetime challenge that the UN and its agencies have
ever faced, with reports showing that over 5000 people have been
infected with the disease that has killed over 2,500 others.
IN LIBERIA, lack of transparency and accountability has been
cited as a key reason for the slow recovery which now requires
the help of the worlds major powers to help restore sanity and
put the post-war country back on the path to recovery.
BUSINESSES HAVE been at a standstill, hotels have become
ghosts towns, villages deserted and bodies piling up as Liberians
are now dropping like fies after fallen prey to the menacing virus.
SADLY, SCORES of families have been rejected from treatment
centers due to lack of space, images of which have sent heartaches
around the world.
A TASK FORCE set up to deal with the outbreak has
underperformed and is yet to explain how it expended US$5
million dollars, part of governments own contribution to curbing
further spread.
THIS IS WHY WE are hopeful that the arrival of some 3,000 U.S.
troops will mark the start of a resurgence of some sorts that will
fll up hotels again, open businesses and change the dynamics of
the economic outlook.
THE WHITE HOUSE must be commended for submitting a
budget reprogramming request of $500 million last week which
could push the Pentagon spending to fght the disease as high as
$1 billion. On Sunday, a cargo plane out of New York arrived in
Liberia with the largest single private airlift to fght Ebola to date
C-17 U.S. MILITARY transport aircraft already made to trips
to Monrovia, the frst last Wednesday carrying Army Maj.
Gen. Darryl Williams, who will command Operation United
Assistance, along with a team of 12 military personnel to conduct
site surveys and planning for construction of Ebola treatment
units in Liberia.
LAST THURSDAY, another C-17 with a forklift and other heavy
equipment, accompanied by a crew of seven arrived. Two more
C-17s with 45 troops arrived on Sunday to begin establishing
command headquarters.
ACCORDING TO THE PENTAGON, the team is evaluating
whats required to sustain a six-month military mission in the
country a term that could be extended.
BUT THE CHALLENGES of dealing with the outbreak remains
enormous. In Guinea for example, violence against health care
workers is scaring some away after six suspects were arrested

Leadership Role Undertaken In
Liberia, West Africa, Long Overdue
But Welcome By Liberians
A
ll Liberians should seriously ponder why Liberia with a
population of only about 4 million should account for more than
half of the Ebola deaths. Sierra Leone has a population of about
6 million and Guinea around 12 million. Why did a population
of 4 million come to account for more than half of the Ebola deaths than a
combined population of around 18 million in Guinea and Sierra Leone?
Let me start by citing the The Liberian Daily Observer editorial of September
17, 2014 http://www.liberianobserver.com/editorials/needed-think-tank-
help-liberians-start-doing-things-differently-hence-forth: When, by God's
grace, we overcome this Ebola crisis, Liberia and Liberians will need to start
doing everything differently...We need a THINK-TANK to help us to chart
a more constructive and brighter future for ourselves and our posterity.
The asymmetrical and disproportionate impact of the Ebola on us than on
Sierra Leone and Guinea should make us rethink our strategies: the things
we should have done but didn't do and the things we should not have done
but did.
Let us look at the way Ebola is spread. We are told that we should not be
afraid of Ebola because it is not spread through the air but by contact with
bodily fuids like blood, sweat etc of an Ebola infected person. Well, Liberia
is in the Tropics and it is a hot country. In addition, most people walk. When
you walk in the heat in a hot country, you sweat a lot and most Liberians
sweat and sweat is one of the major conduits of Ebola. Thus in a densely
populated area, sweaty contacts are easy to come by. Just walk along streets
in Monrovia and it will become apparent how easily sweaty contacts can be
made.
Let us take a look at some density issues. Guinea occupying an area of about 95
thousand square miles has a population of around 12 million. Metro Conakry
has a population of about 2 million or about one-sixth of the population, or
roughly 17% . Sierra Leone occupying an area of about 28 thousand square
miles has a population of around 6 million. Metro Freetown has a population
of around 1.1 million or, again, around 18% of the population. Compare these
to Liberia, occupying an area of around 43 thousand square miles, with a
population of roughly 4 million. Metro Monrovia has a population of around
1.3 million or about 32%. So, roughly one-third of the population of Liberia
is in the Metro Monrovia area. We can see how dense the Monrovia environ
is and, therefore, how easily the Ebola virus can spread.
Why did Liberia have more than half of the Ebola deaths? We should remind
ourselves that we cannot excuse ourselves because of coups and wars. Both
Sierra Leone and Guinea have had the same disruptive issues. Indeed the
more gruesome things like lost limbs occurred more in Sierra Leone than in
any other place. So we should really and seriously consider the reasons why
we should account for more than half of all the deaths from the Ebola virus.
Maybe it is the bad things we should not have done but have done and the
good things we should have done but have left undone.
Let us take a look at some of these. Liberia cannot develop the way it
wants to without a robust and effective devolution of powers and resources
to the counties or regions. Dr. Sawyer knows how hard I have insisted on
this, way back, even before the 1986 Constitution. We had worked on a
pattern of devolution with, at that time, fewer counties. I still wish that, for
purposes of development, we had fewer counties but we can not go there now
because of political and delimitation issues. I was told, at that time, that the
legal advisers of President Doe did not think that that is how a strong man
governed and, to put it in colloquial terms, he should be able, and have the
power, to appoint the lowest dog catcher in the smallest village. So it was not
done. I have been adamant about this issue of devolution and I have come
back to it time and time again, this time, recently, even suggesting a formula
for revenue reallocation and enduring political structures for the counties.
Some have argued that with devolution there will be too much corruption
in the counties to which I counter by saying that even now there is a huge
volume of corruption in River City; that the counties with their own
resources can manage their development and even compete with one another;
that the counties will be able to attract indigenous people and technically
skilled people to increase the population and help the development. I am still
insisting on a robust devolution because I am convinced that it will bring
about excellent benefts to the Nation and spread the wealth of the country
more evenly and more equitably.
One of the effects of devolution, I submit to you, is the even distribution of
the population, easing the population pressure on Monrovia and its environs.
I am always puzzled why most of the Ministries do not have full functioning
branches in all the counties ---Agriculture, Youth & Sports, Commerce,
Finance, Information, Transport, Public Works, Labor, Gender, Posts &
Telecom, Health and Human Services, etc and agencies like EPA, Forestry,
GSA. Indeed, these regional or county branch offces can make effective
local data collectors for the central government, thereby making it possible
for the government to have more accurate and reliable national data. With a
functioning devolution and regional or county branches of Central ministries,
we will have these regions developing robustly and fast, while, at the same
time, reducing the pressure on Monrovia and its environs. I am sure that
Monrovia is not able now and will be far less able in the future to sustain
the infux and growth of its population. It does not now and will not have
the amenities nor the basic infrastructure to sustain a larger and growing
population.
There is also another growth effect. As the counties have their own resources
to develop, other businesses like banks, restaurants, barber shops, tailors and
seamstresses and other shops will spring up thereby attracting more people
and, again, reducing the pressure on Monrovia. Monrovia will not be the only
center of government and population growth and that will be good for the
entire Nation.
There is also an additional beneft that accrues from this. We may not know
it or we may know it and look away, but as the up country pours into
Monrovia, foreigners(you know who they are) pour in to fll the vacant spaces.
There are now many towns in Liberia that have plenty of foreigners, good
neither for our growth and development nor for loyalty to the Motherland.
A robust devolution will help us solve some of these issues and problems. If
more and more indigenous Liberians stayed behind up country, it will be
more diffcult for foreigners to invade and occupy our towns and villages.
One of the arguments when Ebola frst showed its ugly head from Guinea into
Liberia was that we could not close the border because of the food coming
in from Guinea. We have a very fertile land, why have we so neglected our
agriculture? Agriculture should be a major priority and with it and many road
arteries to bring the food to the market we can have food suffciency. There
is, for example, a 1970 extensive study on the problems and prospects of rice
production in Liberia that is still relevant today. If the recommendations were
followed, we may be self-suffcient in rice production today and less reliant
on imports. It is important to note here that the concentration of the population
in the urban area has constrained governments to advocate and make policies
that are urban-friendly and appease the urban dwellers to the detriment of
the whole country. The importation of rice and its heavy subsidization has
blunted the domestic rice production. No well-meaning farmer will make an
input of, say, seven dollars in producing a hundred-pound bag of rice and sell
it for six dollars while at the same time giving away, free, a couple of bags to
politicians, soldiers, police offcers and the like. Local farmers are not stupid.
They are experienced and are economically savvy.
Why did all those who took the entrance examination to the University
of Liberia fail? Why are more and more students taking the West Africa
examinations failing? Why do we not have enough seats in schools even
at the university? Why are there not enough, some times no, books for
students? Why are there no many or enough qualifed teachers in the schools?
There is also an earlier study on teacher retention in Liberia done with Dr.
Jabaru Carlon. We cannot continue to blame all our social, economic and
development problems on the civil war. We are more than ten years from the
war and more than eight years into a democratically elected government. As
the editorial said, we need to start doing things differently. Maybe this ugly
Ebola has come to open our eyes to the fact that we should fgure out new and
creatively novel ways of approaching and solving our problems. We need to
ask ourselves very serious questions about the way forward.
Our health and road infrastructures need to be attended to urgently. I am
not unaware of the fow directions of Liberian rivers, from north to south,
and therefore the engineering diffculties in road and bridge construction.
But I am told that this can be overcome by long north south roads and short
east west roads. We need good roads all over the country and not just in the
Monrovia area. The road system will facilitate agriculture, health delivery
and even education. It will facilitate trade and communication.
As I see it, devolution will help us solve a lot of our problems and we will
not be in a position where a catastrophe like Ebola will impact us far more
than it impacted countries much larger than we are. Let us get our priorities
straight. Let us provide the leadership to signifcantly curb, abate and reduce
CORRUPTION(notice that I did not say ERADICATE because, for all
practical reasons, that is an impossibility). Let us go out and resolve to make a
better Liberia. Let us chart a new course and apply new ideas, even organize a
THINK-TANK to help us chart new and novel territories. We have abundant
resources, let us use them wisely, prudently and equitably for the beneft of
all Liberians.

IN SIERRA LEONE, the countries six million population have been
confned to their homes for three days as the country began what
the BBC described as the most sweeping lockdown against disease
since the Middle Ages.
IN SPITE OF THE CRITICISMS, America has done more than
expected and taken the lead role in helping West Africa keep a
menacing virus at bay. But they cannot and should not be relied on
to carry this burden alone.
THE SUCCESSFUL methods applied in Senegal and Nigeria and
the robust and aggressive assault in Sierra Leone should be a model
many, including Liberia can take a cue from in ensuring that the
virus is contained.
WE MUST NOT and should not continue repeating the same
mistakes made that have brought grief and heartbreaks to so many
families, friends and loved ones. America and the rest of the world
cannot commit the resources of their countries on dollars of their
taxpayers forever. There are numerous problems around the world
which demand attention and assistance. The sooner we can contain
this deadly Ebola outbreak, the better our lives can be.
NO ONE EXPECTED this and Liberia in particularly, was obviously
not prepared for it. But we have certainly learned a painful lesson in
leadership that should serve as a painful reminder for the future. It
is too bad that so many families are mourning and countless others
have gone to their early graves. How much more can one nation,
recovering from more than a decade of civil war take? But most
importantly, at what cost?

Liberians need to be protected not from Ebola but from their
leaders. And not only from leaders. From all the weakened people
that surrounding them. All the international aids will be short
because only an insignifcant percentage will reach to the people.

on FPA comments. I never agreed the idea to send UN troupes to
content the outbreak but is seems like is the only solution. One day,
I told to youth leader of Kokoya I want to create an educational and
entertainment center for the children of town. All on my expenses.
He replied me frst I must buy 20 bags of cement for his house.
And he have thousands of rubber threes plantation. How far the
ruthless can reach in this country? I know a lot of good, honest
and well educated people who really want to do something for
Liberia. But they are not accepted into government institutions.
Even the Comiun people don't appreciate them. Because Liberians
appreciate more the reach people than honest ones. I surprised to
hear people who had a job in police or government and they never

DISAPPEARING ACT: EBOLA
SUPPLIES SHORTAGES AMID
LIBERIA DONATIONS
Dear Mr. Jallah,
I
m following the activities of the Ebola Call
Center (thru what information is available in
the Media), and hereby offer some observations/
suggestions.
It is reported in the Daily Observer Sept.7, 2014
edition that the current call volume for the Call Center
stands at 2000 calls per day. It is further stated that
theres a Call Center Staff of 130 persons, and that you
run three shifts in a 24 hour time frame. Each shift is
manned by 35 staff members. The remaining Staffers
are probably administrators or flling other categories.
If the above Staffng distribution by your team is
accurate, I would assume that your daily Call volume
total is near evenly divided amongst the three shifts.If
thats not the case however (that the calls are coming
in evenly per shift- I suspect theyre not), then you
should consider reverting to Standard Call Center
practice of Staffng distribution/assignment based on
call volume. A good point of departure would be the
historical data youve gathered since setting up shop.
In essence, if the call volume is heavy during the frst
shift, for example, the staffng should be skewed in
their favor. Otherwise you may have 35 staffers on the
Night shift getting little to no calls, while the morning
and afternoon shifts get overwhelmed by calls.
I understand some Call Center Staff members are
being referred to as volunteers. Please consider
transitioning them to regular employees of the Call
Center (no matter how short or long the duration of
your operations). If youre investing in training and
preparing them to assist in achieving your objectives,
one of the ways to get them fully committed is to
remove the uncertainty of their status.
Speedily move to recruit and train more Call Center
Staff members for a likely spike in call volume.
Almost everyone is in agreement now that things may
get a little diffcult before they get better. Dont wait
for the avalanche of calls before you start to react. The
Call Center theoretically should be the frst point of
contact for those calling for help. As you make your
Staffng adjustments, please factor in other things like
lunch break, sick and vacation time that can impact
your plans.
Please ensure a backup phone and electricity plan is
in place. If youre getting electricity from the LEC-
some compatriots defne it as Light Eluding Citizens-
then you know to have a backup Generator. If youre
currently using a Generator, oh well, then get a backup
Generator for your Generator. The phone reference is
to engage more than one Mobile carrier: Lone Star,
Cell Com, etc.
Accelerate the establishment of regional or county call
centers to better handle calls from those areas.
Introduce (if you havent already done so) the use of a
Call Center Dashboard and data collection software to
capture and store information for training, knowledge
resource and future reference purposes.
Finally, please impress upon your boss/es the need
to begin preparations now to make the Call Center a
permanent fxture in the country even after the Ebola
menace is contained. This will be an effective avenue
for citizens to bring to the fore issues affecting their
communities. For examples: if the sewer at Buzzi
Quarter spills onto the streets as often is the case-
residents or passers-by can call and report it; if the
Freeport or OldRoad Junctions get fooded and
impassable to traffc during the rainy season, citizens
can call attention for the relevant experts to respond;
if a Policeman or other law enforcement offcer is
soliciting bribe or harassing citizens or residents, they
can call to report it. This could cover many other areas
of our national experience.

Finance Minister Declares as New 120-Bed Treatment Center Opens; Brings Relief

Treatment Facility constructed
by the government of Liberia
with technical support from the
World Health Organization was
going on.
At the side entrance of the
building were some patients who
managed to walk with the help of
their relatives to the center at the
Old Island Clinic on the Bushrod
Island. Some groaned in pain as
others lay on the ground under
the hot Sunday afternoon sun,
waiting and praying for the
formalities to be over so the staff
could let them in, to the facility
to begin to receive care.

driver of the First Responders
owned by Representative Saah
Joseph said he had been waiting
with patients in the vehicle at the
facility. Bropleh was frustrated
that his patients could not get in
as the formalities of an opening
ceremony attended by senior
government offcials was still on.
The facility comes as a relief to
a health system that has been
overwhelmed by the deadly
Ebola outbreak since March this
year.
Patients dying for lack of space
At many of the available facilities
that had been opened before this
one, patients were turned away
for lack of space. On Saturday,
in one of the two Ambulances
carrying ten persons, there were
three dead bodies of suspected
Ebola patients. A mother and her
two children died while waiting
for help at the John F. Kennedy
Ebola Treatment Unit, the former
Cholera Unit. Health workers
refused to take the patients in on
time because they said there was
no space at the facility.

family sat upright in the

Ambulance but they were dead.
The woman believed to be in her
late thirties had her ten-year-old
sons head on her lap and the
other son thirteen years old was
sitting up in the Ambulance near
the other two, but they were all
dead. It was a pathetic sight and
William Ross driver of the First
Responders Ambulance was
dismayed.
This morning we left the
Redemption Hospital for JFK.
We have ten persons that were
on the Ambulance because of
the delay, almost three hours; out
of the ten persons we have three
that have died. We have seven
more on the Ambulance and we
dont know what will happen to
them in the next hour, he said
tears almost rolling down his
cheeks.
Ross said he is frustrated that the
coordination between the health
centers is poor.
What got me confused is
that I dont know the level of
coordination between the health
workers. Redemption is the
holding center and if Redemption
sends us to bring patients to a
facility it means there should be
some communication between
them, he said.
This morning the supervisor Mr.
Tarplah told us that there was a
space here that could contain ten
persons, so we came, brought the
ten persons but the nurses said no
space. It looks bad to see people
dying on the Ambulance.
There were patients lined up
in front of the facility with the
relatives who had accompanied
them. Some patients were lying
on the foor. A girl about ten
years old reclined right before
the gate and could only move
when a truck full of dead bodies
was about to exit the compound.
She too was too weak to stand
and there was no one to help.
Relief for patients
The opening of the 120-bed
facility seems to be a relief
to patients who have been
languishing before the gates of
the various treatment centers
like the JFK one with no space
to treat them. Already, Bropleh
told FrontPageAfrica two hours
later that he had made several
trips to the facility with about 14
patients and all were inside the
facility.

now, he said via mobile phone.
This is my third trip and all my
patients are inside. Bropleh
sounded relieved as though a
heavy burden has been lifted off
his shoulders.
Tolbert Nyenswah, head of the
Ebola Case Management unit
at the ministry of health echoed
the feelings of the government
about the opening of the center.
He said the government and
the health ministry has been
looking forward to the opening
of the facility to help in the fght
against the deady Ebola virus.
Today, we are opening a state of
the art Ebola treatment center in
Liberia at the Island Clinic. This
center is among six that we are
opening in Liberia but this is one
of the best, he said.
It will be among 17 centers that
we have in our plan to open and
treat Ebola disease patients in
our country. Treatment units are
not the solution to the problem;
it is just about 25 to30 percent of
solving the problem.
The man responsible for
Liberias fnances, Finance
Minister Amara Konneh has
projected over three hundred
Million United States dollars to
fght the deadly disease. He said
the international community has
to swing its promises into actions
to buttress the governments
efforts to fght the disease.
The amount of money needed to
fght this disease is too much. As
at yesterday, we are projecting
about 375 Million Dollars in
order for us to fght this disease
across Liberia, he said.
That money is not in our coffers.
The government 100% fnanced
the one that we are about to open
today. The government can do
more, but it will require a robust
international response. I know
commitments have been made,
we will just like to use every
opportunity we get both privately
and publicly, to call on our
international partners to move
with speed from commitment to
cash.
He thanked Liberias partners
including the World Bank, the
African Development Bank,
the United States Agency for
International Development, the
United Nations for the early
response so far; but said the
response is not yet adequate and
they need to move faster, for
Liberia to be able to build the 17
ETUs that have been earmarked
to deal with this disease.
The WHO supported government
of Liberia initiative has already
seen the movement of patients
from communities into the center
before the sun set on Sunday
evening. Health offcials are
sounding optimistic and hoping
for the best in the response in the
next few weeks to come.
We have to use other innovative
means especially with an
outbreak that is affecting lot of
people in urban areas that make
this outbreak unprecedented,
said Nyenswah. We are
increasing our laboratory
capacity to have about three
functional labs. By the weekend
we should be having about six
functional labs in the country.
BFF WANTS US BUILDS REGIONAL CDC IN WEST AFRICA

has lauded efforts by
the United States to
address the current Ebola crisis
in Liberia and other countries in
West Africa but underscores the
urgent need for establishment
of a regional Center for Disease
Control in the Mano River Union
basin by US President Barack
Obama.
BFF pointed out that the center,
if established, would serve as
a regional hub for effective
coordination and control of not
only the deadly Ebola Virus
Disease which is ravaging Liberia,
Guinea and Sierra Leone but also
serve as a long term mechanism
to promptly respond to other
Emerging Infectious Diseases
(EID), now and in the future.
In a statement issued in
Monrovia, BFF added that the
hub which would be a referral
medical think-tank would also be
used in enhancing the knowledge
and skills of local hospitals, health
centers and biomedical engineers
in the MRU countries.
At the same time, BFF has
expressed grave fear and disdain
relative to the establishment of
several Ebola Quarantine Centers
in Monrovia, Liberias Capital, by
the Government of Liberia.
The Foundation said while it
strongly supports sincere efforts
by the Liberian Government
and partners to establish Ebola
Treatment Units in the country,
it would be more prudent for
such treatment units to be
setup and operated outside
densely populated or residential
communities in Monrovia with
little or no effective waste
management and disposal system.
If this is not done, BFF
Calls On Liberia's President To Reopen Schools
furthered: We are afraid that the
entire population of Monrovia
would be at risk of the Ebola
Virus Disease which is also
spread from human-to-human
through body contacts and fuids
of infected persons.
Construction and operation of
Ebola Treatment Units outside
the Liberian Capital would go a
long way in making Monrovia
Ebola Free, the BFF statement,
signed by its President Augustine
S. Arkoi.
The Foundation, at the same
time, reiterated the need for the
Liberian Government to adopt
Smart Fight in the war against
the Ebola Virus Disease by
establishing a clear roadmap
including putting into place
the necessary safety measures
leading to reopening of learning
institutions in the country.
BFF criticized the indefnite
closure of schools nationwide
under the pretext of the fght
against Ebola while nothing
is being done by the Liberian
government for resumption of
classes.
It added that such approach
defeats the intents and purposes
of the Liberian governments
declared war against Ebola.
The Foundation pointed out
that the current approach by the
Government in the war against
the spread of the Ebola Virus
Disease without a well-defned
containment plan, coupled with
the abrupt imposition of a State of
Emergency and a Curfew must be
revisited.
According to BFF, the halting
of learning opportunities for
students throughout the country
is counterproductive, stressing
that It remains a cardinal factor
in subjecting the country to more
brain-drain.

r. Abraham Darius Dillon, a vocal critic of the Ellen
Johnson-Sirleaf led government and prominent voice
of the opposition Liberty Party has stepped down as
Senior Policy Advisor, citing personal reasons. It is
unclear whether Mr. Dillons departure will mean a less-vocal role
in the party which has been rated as one of the consistent voices of
reasoning in the volatile opposition.
In his resignation letter, a copy of which is in possession of
FrontPageAfrica, Mr. Dillon thanked party chairman Cllr. J. Fonati
Koffa for the opportunity to serve.
Mr. Chairman, I am tendering my resignation as Senior Policy
Advisor in your Offce for personal reasons. I wish to thank you for
the opportunity given me to have served your Offce in particular, and
our Party in general in said capacity.
Cllr. Koffa, expressed thanks to Mr. Dillon for his service but hoped
that he would remain a loyal partisan.
Thanks for your service to the Party through my offce. I hope and trust
you will remain a loyal and vocal advocate for ensuring that Liberty

Dillon, the administrator of the Darius Dillon Intellectual Exchange
which draws some 33,000 members on the social media medium
Facebook maintained to FrontPageAfrica Sunday that his resignation
is based on personal reasons but did not provide any further
explanation. But some party insiders say Dillons resignation could
be tied to recent statements attributed to him about football legend
George Weah, the political leader of the opposition Congress for
Democratic Change in which Dillons is quoted as defending the
leadership ability of Weah.
The Liberty Party is said to be unsettled by the comments which seem
to undermine the partys political leader Charles Brumskine.
Dillon was addressing a local political Haitai tea shop known as the
Center for the Exchange of Intellectual Opinions (CEIO) recently
he remarked that the leadership ability and qualities of Weah should
not be doubted by anyone, saying that the Ambassador has proven to
critics and the Liberian people that he has the qualities to lead and
transform the Liberian society.
Dillon has reportedly told some aides that he is resigning to save
the party the headache in what some say is a perceived silence by
the party over a number of burning issues in the government. Dillon
insists that his statement about Weah was taken out of context.
In contrast, party insiders counter that the party, has been vocal of late
against the Sirleaf administration. It is obvious that Liberty Party has
not been happy with the Government handling of the Ebola crisis, a
source within the party hierarchy told FrontPageAfrica Sunday. In
early April this year, shortly after the frst set of Ebola cases crossed
into Lofa, the party issued a press release calling for the closure of
the border and certain other containment measures. This led to a row
between party Secretary General Jacob Smith and Health Minister
Dr. Walter Gwanigale, who accused the party of playing politics
with Ebola. Recently, after the killing of Shaki Kamara, the party
issued a strongly-worded rebuke and condemnation, calling for more
organized approach to handling the crisis, including calling for the
president to relinquish leadership of the National Ebola Task Force.
But outside observers note that there appear to be serious tension
between the Liberty Party and the government right now, which may
have been allayed by the recent visit of Cllr. Brumskine to President
Sirleaf.
Dillon who ran successfully for the 2009 Special Senatorial elections,
took a breather from the party to support the second term candidacy of
President Ellen Johnson-Sirleaf but has since fallen out of favor with
the presidency, slamming allegations of corruption and expressing
frustrations and disappointment over the failure of the Sirleaf- led
government to deal with the issue of corruption in the country, noting:
"Corruption has won the war in Liberia."
He has previously worked as Special Assistant to the Solicitor General
of Liberia in the Ministry of Justice of Liberia, Chief of Staff in the
offce of the frst Speaker of the 52nd Legislature of Liberia andChief
of Staff to the Senior Senator of Bong County, Liberian Senate.
He was sent to jail in 2008 for six months at the Monrovia Central
Prison by the House of Representatives for exposing bribery among
some Members of the House but ordered released after fve days by
the Supreme Court of Liberia because the Court ruled the detention to
be unconstitutional because due process was not accorded. In 2010,
Dillon was suspended for three months without pay by the Leadership
of the Liberian Senate for exposing acts of corruption in the Senate.

$21.7 million from
two international fnancial
institutions. This contribution
will help support the increasing
need for food assistance amid the
worsening Ebola epidemic.
WFP will receive approximately
US$18.7 million from the
World Bank. The contribution
specifcally provides grants
to the governments of Guinea
(US$7.1 million), Sierra Leone
(US$6 million) and Liberia
(US$5.6 million). Separately,
the U.N.s International Fund
for Agricultural Development
(IFAD) has pledged US$3
million to help WFP address
food and nutrition security in
rural communities across all the
affected countries.
Together, these two contributions
signifcantly strengthen WFPs
ability to work in the Ebola-
affected region at a time of
worldwide calls for greater
humanitarian action.
The World Food Programme
welcomes this timely response
from the World Bank and
IFAD. We cannot adequately
meet the health needs of these
communities without addressing
the rapidly increasing hunger
and food security challenges,
says WFP Executive Director
Ertharin Cousin in Rome.
Medical treatment without food
and water will not effectively
combat the disease.
With this critical support, WFP
will help meet the pressing
food needs of the families and
communities affected by the
Ebola outbreak, while working
to address the wider impact on
the ability of people across these
three countries to access food in
the months ahead.
WFP is scaling up its ongoing
response to the Ebola emergency.
The organization will provide
assistance to about one million
people in Guinea, Liberia
and Sierra Leone, including
delivering food alongside the
health response. To date, across
the three countries, more than
147,500 people have received
food assistance from WFP.
The World Bank grants are part
of a larger $105 million Ebola
assistance package approved
by the World Bank Groups
Board of Executive Directors in
Washington on 16 September.
The IFAD pledge was
announced during the opening
of the organizations Executive
Board meeting in Rome on 17
September.
WFP is the world's largest
humanitarian agency fghting
hunger worldwide, delivering
food in emergencies and working
with communities to build
resilience. In 2013, WFP assisted
more than 80 million people in

he Press Union of
Liberia (PUL) has fled
a Writ of Prohibition
with the Supreme
Court of Liberia, requesting a
reversal of the continuous and
illegal closure of the National
Chronicle Newspaper by the
Liberian Government.
The PUL, in the petition fled,
prayed the Supreme Court,
to reverse the governments
decision to close the paper,
which followed the August 14,
2014 incident where heavily
armed police offcers barricaded
the streets, broke into the offces
of The National Chronicle
Newspaper and shut it down.
The huge police presence and
violent movement caused serious
fear across the city, with some
citizens taking to their heels
while other spread rumor of war.
Police had gone to arrest the
Publisher of the Newspaper
Philipbert Brown without a
writ or any other warrant in
connection with a story the paper
had published about an interim
government the paper claimed
was being established.
Two of the papers staff, Monica
Samuels and Philipbert Brown,
Jr. were beaten by state security
while two othersEmmanuel
Logan (IT personnel) and
Emanuel Mensah (Editor)
were briefy jailed and released
after their lawyers intervention.
The PUL, in the petition,
condemned the closure of the
paper as a violation of press
freedom and free speech as
guaranteed under Article 15 (c)
of the 1986 Constitution of the
Republic of Liberia.
The petition lamented that
the constitutional guarantee
of the unlimited rights of the
public to be informed is being
threatened, hijacked and
trampled upon by the arbitrary
and illegal closure order of the
offces of the national Chronicle
Newspaper
The PUL emphasized the
urgency of the petition ...to
inhibit, restrain and prevent the
unorthodox application of scare
tactics and martial law practices
adopted by the governmentto
prevent it from demonstrating
a callous and blatant disregard
for press freedoms, individual
rights as enshrined in the 1986
constitution of Liberia.
PUL Legal Counsel Syrenius
Cephus said by fling the
petition, the PUL has disagreed
with the government and is now
exploring judicial action to turn
over the illegality.
PUL President Abdullai Kamara
said the Writ of Prohibition
is the way to go now, given
that political recourses have
not yielded any positive and
agreeable responses.
Kamara noted that the
government is under obligation
to guarantee justice and ensure
that the rule of law prevails, and
expressed confdence that the
court is the available body to
interpret the law, and ensure that
justice is served.

Drugs to Aid Ebola Fight

of Liberia in the Dominican
Republic and Caribbean, led by
Ambassador Raphael Martinez
has donated an assortment of
drugs to Liberia, to assist with
the fght of the Ebola Virus.
Making the donation at the
Ministry of Foreign Affairs ,
Liberias former Ambassador
to the Court of St. James,
Ambassador Wesley Momo
Johnson, now the Chief
Executive Offcer of Access
Liberia Incorporated, a Liberian-
owned consultant frm, said
the drugs represent a form of
treatment that is effective for viral
infection in immune-competent
and immune-compromised
patients with Viral Hemorrhagic
Fevers such as Ebola.
The release went on to say that
with the prescribed dosage,
the treatment best application
and result is as a preventative
measure that acts as an antigen
without inducing the disease,
thereby, providing an immunity

and equipment in support of
Sierra Leones efforts to fght

With funds from the World
Bank, UNICEF has procured
and facilitated the delivery of
100 metric tons of urgently
needed drugs and equipment
worth more than $1.7 million
for the treatment of people who
have contracted Ebola in Sierra
Leone.
This is the second delivery in
Sierra Leone in less than two
weeks and it more than doubles
the frst delivery of supplies.
The drugs and equipment
arrived early this morning on a
chartered 747 UN cargo aircraft
at Lungi International Airport.
The supplies include 90,000
coveralls, and 125,000 other
personal protective gears such as
boots, gloves, aprons, sprayers,
body bags and bio-hazard bags.
In addition, there are 708,266
units of assorted antibiotics and
intravenous fuids and chlorine.
The surge in the supply of these
essential drugs and equipment
reinforces the World Bank
Groups commitment to fght
Ebola. We are working closely
with the Government to prevent
the shortage of these crucial drugs
and supplies, which will help
protect health workers and save
the lives of people in treatment
centers, said Ato Brown, the
World Banks Country Manager
in Sierra Leone.
The funding from the World
Bank comes from its more than
$200 million pledge last month
to help Guinea, Liberia and
Sierra Leone contain the spread
of Ebola, help their communities
cope with the economic impact
of the crisis, and improve public
health systems throughout West
Africa.
The supplies have been
transferred to the Central
Medical Store in Freetown for
immediate dispatch to multiple
Ebola holding/treatment centres.

greatly needed relief during one of

nutritional assistance was made
by Des Moines resident, Walter

A
European Union High Level Envoy has met H.E. Madam
Ellen Johnson Sirleaf, President of the Republic of Liberia,
to present the EU additional measures to support Liberia's
fght against Ebola and to bring a message of EU solidarity
to the Liberian people.
Mr. Marcus Cornaro, Deputy Director General for Development
Cooperation at the European Commission, has been visiting Liberia
from the 18th - 19th of September 2014. "My visit is a mark of the
European Union citizens' solidarity and support to the Government
and the people of Liberia facing a crisis of unprecedented magnitude",
Mr Cornaro said during his visit.
Mr. Cornaro has also met key members of the Liberian Government
and the International Community and discussed with them the
challenges and needs created by the outbreak in Liberia. He presented
the EU's support measures, notably the recently approved 140m
(approx. 181M USD) regional package in response to the Ebola virus
outbreak, most of which will be used in Liberia.
Mr Cornaro visit takes place following the European Union Heads of
State Council Summit of 30th August that concluded on the need to
provide a comprehensive EU response to address the crisis.
The EU support to Liberia has so far focused on providing Doctors
Without Borders (MSF), the IFRC (International Federation of Red
Cross and Red Crescent Societies) and the World Health Organization
(WHO) the fnancial means for their daily frontline fght against
Ebola. In addition, a payment of 7,9m (approx. 10m USD) was
recently made to the Government of Liberia as direct budgetary
support. This disbursement will be followed by others up to a total of
approximately 50 million EUR (65M USD) in an effort to mitigate the
impact on Government's fnances of the loss of revenues caused by
the Ebola outbreak and also to specifcally support the health sector
in general.
During his visit Mr Cornaro reassured the Government that all
current and planned EU fnanced development cooperation actions
will remain in place. These include the on-going programmes in areas
such as budget support, infrastructure, health and forestry as well as
the planned new programmes in the education, energy, governance
and agriculture sectors for which the EU will make available
approximately 279 million over the next seven years.
On the 5th of September the European Union Commission announced
a 140m (approx. 181M USD) package of funding for the countries
currently affected by the Ebola virus in West Africa: Guinea, Sierra
Leone, Liberia, and Nigeria.
38 million of the new package is specifcally designed to help
those governments bolster their health services (for example through
reinforcing treatment centres or support for health workers), both
during the crisis and in the recovery phase. It will also provide support
in the areas of food security, water and sanitation, which are essential
in terms of safeguarding the health of the population.
The total package of 140 million will be split as follows:
38m to strengthen healthcare systems, including in the
areas of healthcare provision, food security, water and sanitation
5 million towards providing mobile laboratories for the
detection of the virus and training health workers (as part of the
Instrument contributing to Stability and Peace, or IcSP)
97.5 million will be spent in Budget Support (BS)
operations to Liberia and Sierra Leone, to reinforce governments
capacity to deliver public services in particular health care - and
macro-economic stability
3 additional million was later announced to support the newly
established mission of the African Union (AU) "Support to Ebola
Outbreak in West-Africa" (ASEOWA) that will join the ongoing
efforts to contain the spread of the disease in the region.
In addition to the substantive funds they channel through the EU,
EU Member States have provided bilateral funding and in-kind
contributions totalling 10 Million.
Some Member States such as France, the United Kingdom and
Italy have seconded experts and established medical facilities in the
countries affected by the outbreak.

Wiah, the 2009/2010 Miss
Liberia who succumbed this
week to circumstances relating to
the deadly Ebola Virus.
Toose died on Sunday, August 31,
2014 at about 5:28 PM and her
remains deposited at the Samuel
A. Stryker Funeral Home in
Monrovia. A funeral was held on
Thursday, September 11, 2014 at
10:00 am and she was buried at
the 1st Baptist Church cemetery,
oldest Congo Town Back Road.
Her Sister, Shurina shockingly
died on Tuesday, September
15, 2014. Shurinas mother Rev
Mother Rosie Dillon-Wiah told
FrontPageAfrica Tuesday that her
daughter had not died from Ebola
as was widely speculated on the
social media Facebook and in
Monrovia. She did not die from
Ebola.
The mother explained that
"Shurina had not eaten for a
week, thats why she was weak
and she died. When they came
for the body, they asked whether
she had sore mouth, I said no. She
was not vomiting, not bleeding.
Then they told us that we had
called the wrong rescue team and
they took the body away, but there
was no sign of Ebola on Shurina,
I swear. They collected the body
and never tested the body. They
said we called the wrong team,
the burial team when we should
have called the testing team frst,
Mother Rosie lamented.
A day later, Deputy Minister
of Information Isaac Jackson
reiterated the mothers sentiments:

Not at Risk

the United States of America,
Associate Justice Yuoh, who was
among several dignitaries who
attended Tooses funeral, said she
reported herself to the hospital as
soon as she learned of Shurinas
death. "I reported myself when I
got here and I have no symptoms
for ten days. Im running no
fever, my life is not at risk, and
my childrens lives are not at risk.
I have been walking every hour
by the grace of God I am fne."
Monrovia was in a scare after
Shurinas death Tuesday. The
situation took a different twist
Thursday after several members
of her family, including the
mother, who had earlier denied
that her daughters death was
tied to Ebola; a brother and her
sister Toose Sieanyene Yuohs
two sons, were quarantined with
many fearing that those who
attended the funeral could also be
at risk.
Shurinas Mom Rev.
Mother Rosie Wiah had told

had been ailing in the past year
and the death of her sister, Toose
Sieanyene Yuoh, really took a
toll on her. Toose reportedly
died from complications of an
appendix surgery. She and
Toose had been just like mother
and daughter. After Toose died,
she stopped eating and never
really recovered. She went to the
funeral, but passed out. She was
taken to the SOS Clinic and they
treated her and said she has low
blood. When she saw the body of

her sister, she dropped again. "

But later FPA learned that she
was cremated, raising eyebrows
that she might have died from
Ebola.
The speculations surrounding
Shurina and many others
is prompting a massive
stigmatization of Ebola,
prompting many people not to
come forth and be tested even
though medical experts say early
reporting and detention increases
a person chances of beating the
deadly virus. Early detection is
critically important to saving
lives and stopping the spread to
other innocent persons.
The virus has so far infected
more than 5,000 people in West
Africa, mostly in Guinea, Sierra
Leone, and Liberia, and over half
those infected have died. Liberia,
which accounts for half of the
infected cases among nations
affected, is now the epicenter
of the outbreak, the worst since
the disease was discovered in
1976 and the World Health
Organization has projected the
number to grow exponentially in
the coming weeks.
All this in a week the Obama
administration has pledged to
send 3,000 troops to combat the
epidemic, to build 17 treatment
centers that have over 1700
beds. The troops began arriving
in Liberia. Two C-17 jets are
due in on Saturday, one in the
morning bringing in supplies
and a few soldiers and one late
Saturday evening bringing in an
undisclosed number of troops,
military sources confrmed to

BACKGROUND
The Liberia Municipal Water Project (LMWP), funded by the USAID, is supporting water supply infrastructure improvements in
the secondary cities of Robertsport, Sanniquellie and Voinjama. The works is being implemented in a partnership with the LWSC,
the State Government Authorities, who has the mandate to operate and maintain the Water improvement infrastructure projects. The
Project Objective is such that, after four years, over 90% of the population in each city will have improved water supply access. The
improved water systems will provide substantial health benefts and increased business opportunities in the three cities. LMWP has
decentralized country offces in three (3) cities that work with communities on Communication and Outreach/Awareness (Behavior
Change Communication (BCC)) and Institutional Strengthening.
The Project seeks to develop and integrate Social and Commercial marketing concepts with other approaches to infuence
behaviors that beneft individuals and communities for the greater public good. It seeks to integrate best practice to inform the
delivery of services and social change initiative that are effective, effcient, equitable and sustainable. As an attempt to use marketing
to address social issues, this will include integrating consumer marketing campaign with active point of sale promotion; and, using
communication and outreach(BCC) and social marketing in health promotion campaigns, and the provision of basic water supply
services under the project public outreach efforts. That is, using the marketing strategy; and social change campaign which attempts
to persuade others (the target adopters) to accept, modify, or abandon certain ideas, attitudes, practices or behavior to enhance
sustainability of the water utility.
LMWP/LWSC is soliciting suitably qualifed Communication/Outreach(BCC) and Social Marketing Specialist for the design
and development, and to serve as the overall lead on implementation in collaboration with the LWSC and in consultation with COP
the LMWP Communication/Outreach (Behavior Change Communication (BCC) and Social Marketing) Strategy and Plans. This is,
a community outreach, public information and awareness initiative calculated to infuence the acceptability of social ideas, while
considering product, communication, distribution, and marketing .That is, a social marketing strategy and plans where the focus is on
achieving specifc behavioral goals with specifc audiences in relation to topics relevant to social good (e.g., health, sustainability).
REPORTING
The Communication/Outreach (BCC) and Social Marketing Specialist works under the supervision of the LMWP Chief of Party
(COP). He/she is expected to spend the majority of his/her time embedded within Liberia Water and Sewer Corporation (LWSC),
working from their offces. He/she will work closely and directly with LWSC Senior Management and department staff, in addition
to LMWP staff including the DCOP.
JOB SUMMARY
The Communication/Outreach (BCC) and Social Marketing Specialist will predominantly support the development and
implementation of LMWP Communication/Outreach (Behavior Change Communication (BCC) and Social Marketing) Strategy
and Plans as refected under LMWPs Task 5 (Transitional Management) and Task 6 (Capacity Building). His/her ultimate goal is
to help ensure that requisite CAO/BCC/SM frameworks/systems, and human and institutional capacity are in place within LWSC
headquarters and the outstations to ensure the sustainability and cost recovery water infrastructure improvements in the three target
cities. In the LMWP strategic period particular emphasis is on sensitization and raising awareness on the health, socio-economic
benefts; and social marketing of safe water to enhance fnancial sustainability. There is a need to involve expert on design and
implementation of an integrated BCC and social marketing plans of actions. The Specialist will focus on areas of work that are
strategic to LMWP with a view to generate community interest, promote behavioral change and social marketing of safe water.
The CAO(BCC)/Social Marketing Specialist will develop concrete communication products, provide advice and supervision
on sensitization campaigns (local), and facilitate local teams on campaigns implementation; and conduct training. He/she will
collaborate extensively with colleagues and Stakeholders including the LWSC. S/He will work closely with LWSC staff and LMWP
project technical staff, particularly the Chief of Party, Deputy Chief of Party, Water Supply Engineer, Field Offce Staff, the M&E
Specialist, and Program Manager/Water Quality Specialist and the Water Utility Operations and Institutional Specialist. Within the
broad parameters set in LMWPs approved related strategies and policies, the Specialist responsibilities include, but are not limited
to, the following:
1. Review the existing joint LMWP/LWSC COA strategy. Work closely with the LMWP and LWSC staff to develop, fnalize and
operationalize an integrated Communication and Outreach/Behavior Change Communication (CAO/BCC) and Social Marketing
of safe water Strategy and Plans of Actions. The Strategy Toolkit includes mission statement, communication style, visibility, and
resources.
2. Support and facilitate the implementation of the COA/BCC and social marketing of safe water strategy, and plans of action.
3. Develop in collaboration with the LWSC the COA/BCC/Social marketing of Safe water promotional materials for the awareness
campaign (regional). Effective communication and promotional materials for the sensitization/ awareness campaign and social
marketing are developed in accordance with the Strategy Toolkit. Campaign materials are fnalized after the pretesting; shared and
agreed with stakeholders and national partner.
4. Facilitate development and implementation of the regional campaigns; oversee quality of the campaign products and
implementation; and Local workshops on social marketing products development and implementation are conducted. Overseeing
and facilitation is provided to local teams to ensure development of quality communication products in accordance with Strategy
Toolkit.
5. Working with LMWP WUS and M&E Specialist and his/her counterpart at LWSC, support LWSC's development of a COA (BCC)
and Social Marketing unit and procedures for Outstation operations and performance enhancement.
6. Support the development and implementation of joint LWSC/LMWP communication and outreach Plans of Action designed to
improve service delivery and cost recovery.
7. Work closely with LWSC Headquarters, the Outstations and Local Steering Committee to develop and implement a Community-
based COA/BCC and Social Marketing plans of action.
8. Improve capacity of the national partner on development of effective health communication materials. Workshop on development
of effective social marketing materials is conducted for LWSC and national partner.
9. Provide ongoing technical support related to CAO/BCC and social marketing strengthening arrangements. Based on observations
and direct experience working within LWSC, make recommendations on ways to improve LWSC headquarters and outstation CAO/
BCC and social marketing strengthening, including organization, policies, and technical aspects.
Qualifcations/specialized knowledge/experience
The profle of the Specialist should include the following credentials and competencies:
Required qualifcations
University degree in the social sciences, demography or related equivalent professional qualifcation/feld
3-5 years working experience in social marketing or related feld of expertise
Knowledge and proven extensive experience in formative research and behavior analysis, followed by communication and

signifcant contribution and impact to reducing poverty in Liberia through the provision of sustainable water

REPORTING
The incumbent will work assisting the LMWP (COP/DCOP and the LMWP Monitoring and Evaluation
Specialist), and the LWSC in the IDAMC implementation and M&E activities. He/she will work under the
direct supervision of the LMWP M&E Specialist with secondary reporting commitment to the LWSC/LMWP
Project Manager.
JOB SUMMARY
The Monitoring and evaluation Offcer support project activities in Development of M&E Systems and
revision, Facilitate and support M&E processes, baseline Survey and evaluations; develop the capacity of
program team on M&E Program/Project, and on documentation & dissemination.
He/She is responsible for management of the Internally Delegated Area Management Contract (IDAMC)
implementation assisting the COP/DCOP and the LMWP Monitoring and Evaluation Specialist in the areas of
planning, implementation, monitoring and evaluation to ensure that programs make a signifcant contribution
to reducing poverty in Liberia.
ESSENTIAL FUNCTIONS (Duties and Responsibilities)
The incumbent of post will be responsible for the following specifc tasks:
Facilitate the review of the project documents and the IDAMC ensuring adequate provisions for M&E;
development of M&E Plans, Project Performance Monitoring Plan, M&E Guide
Design data collection instruments to monitor outputs, outcomes and impact of the project to be used at both
community and project level
Develop performance tracking tables and reports
Assist to develop and submit quarterly and monthly work plans to ensure timely and successful implementation
of project M&E activities
Provide orientation for staff and project benefciaries on Project Performance Monitoring
Assists in the development and capacity-building of the project benefciaries on M&E skills necessary for
data collection
Coordinate and oversee all activities leading to the establishment of a robust M&E unit/system at the Liberia
Water and Sewer Corporation (LWSC).
Design questionnaires to be approved by LMWP to conduct a full LWSCs M&E capacity needs assessment;
ensure questionnaires are pilot tested and validated before the exercise.
Conduct a full M&E capacity needs assessment including desk review of LWSCs operational and
management protocols and procedures aim at informing the M&E unit set up and system design.
Producing comprehensive capacity needs assessment report with recommendations to inform M&E training
module and system design.
Planning and organization of meetings and discussion events with authorities of LWSC and LMWP to
facilitate decision making; ensuring outstation management performance and operation procedures are
inclusive of M&E procedures.
Designing comprehensive M&E module based on M&E needs assessment outcomes for training and follow
up trainings for staff of LWSC.
In close consultation with LMWP and LWSC, design LWSCs M&E system including tools and databases
ensuring clear data collection and reporting protocols and graphically depict the LWSCs information
dissemination channel/map.
Plan and host M&E unit set up/system validation session with authorities of LWSC and LMWP
Perform other duties as may be assigned.
Qualifcations:
University degree in the social sciences, demography or related feld
3 years of progressive work experience in M&E unit set up and M&E system design for donor funded
projects and Government Institutions.
Competency:
Experience in M&E system design for Government Institutions and other development partners.
Experience in institutional strengthening and capacity building.
Excellent verbal and written communication skills highly desired
Flexibility and ability to consistently meet deadlines
Acute attention to detail and strong work ethic ensuring the full participation of all stakeholders
Knowledge of Excel(required), including analyses and presentation using PowerPoint

its response
to the deadly
Ebola epidemic on Sunday,
with Sierra Leone uncovering
scores of dead bodies during a
72-hour shutdown and Liberia
announcing 1,000 hospital
beds.
The outbreak has killed more
than 2,600 people in the
countries and neighbouring
Guinea this year, cutting a
swathe through entire villages
at the epicentre and prompting
warnings over possible
economic catastrophe.
Most of Sierra Leone's six
million people were confned to
their homes for a third straight
day Sunday, with only essential
workers such as health
professionals and security
forces exempt.
Deputy Chief Medical
Offcer Sarian Kamara said
the authorities had received
thousands of calls but only
a handful of new patients in
the Western Area covering
Freetown and its surroundings.
"We were... able to confrm new
cases which, had they not been
discovered, would have greatly
increased transmission," she
said.
"Up to this morning, we had
22 new cases. The response
from the medical (teams) has
improved and the burial teams
were able to bury between 60
to 70 corpses over the past two
days."
Liberia announced plans
Sunday for an increase in
beds for Ebola patients in
its overwhelmed capital
Monrovia, raising the number
from around 250 to 1,000 by
the end of October.
The move comes two weeks
after the World Health
Organization (WHO) warned
the country, worst-hit in the
outbreak with more than
1,450 deaths, was about to
see a huge spike in infections,
with thousands of new cases
imminent.
"Patients are being rejected...
because there is no space. So
the government is trying its
best to fnish the 1,000 beds so
we can accommodate all the
patients," Information Minister
Lewis Brown told AFP.
The announcement came ahead
of the opening of a 150-bed
unit, the largest government
facility in the country, on
Sunday in Monrovia's western
suburb of Duala.
- 'Publicity stunt' -
The latest WHO fgures show
Liberia reporting 2,710 cases,
but they were given a week
ago, and the government's two
Ebola units in Monrovia say
they have been deluged by
patients in recent days.
"I am here since this morning, I
was here yesterday and the day
before, but they keep telling
me to go and come back,"
Fatima Bonoh, 35, told AFP
on Sunday, shivering at the
entrance of the Redemption
hospital, an Ebola referral unit.
Ebola fever can fell its
victims within days, causing
severe muscle pain, vomiting,
diarrhoea and -- in some cases
-- unstoppable internal and
external bleeding.
The widespread fallout from
the outbreak was underlined
by India's decision Saturday to
postpone plans for a summit in
New Delhi to be attended by
representatives of more than
50 African nations.
In Madrid, offcials said a plane
was being dispatched to fy a
Catholic missionary infected
with Ebola home from Sierra
Leone.
Independent observers in
Freetown have voiced concerns
over the quality of advice being
given out during the country's
shutdown, complaining of poor
training of 30,000 volunteers
giving out soap and advice.
Aid organisations and medical
experts have questioned the
feasibility of reaching 1.5
million homes in three days
and have argued that confning
people to their homes could
erode trust between the
government and the people.
Joe Amon, health and human
rights director at New York-
based advocacy organisation
Human Rights Watch,
described the shutdown as
"more of a publicity stunt than
a health intervention".
The government has said
however that the campaign is
"on track" in its objective to
educate the entire population
on how to prevent Ebola
spreading.
- 'Still in denial' -
Health offcials in Liberia said
action to halt the spread of the
disease was being hampered
by traditional communities
still ignoring advice on staying
away from highly infectious
dead bodies.
"Some people are still in
denial. Because of that they
are not listening to the rules,"
said Gabriel Gorbee Logan, a
health offcer in Bomi County,
northwest of Monrovia.
"And there is still ongoing
burial rites -- rituals that
citizens are carry out. They're
in the habit of bathing dead
bodies because tradition
demands.
"Religion demands that they
need to bathe these dead bodies
before calling the health team,
and by the time we get there,
a couple of people have gotten
into contact."
Health authorities have placed
tribal and religious leaders
at the centre of awareness
campaigns, giving them
the lead in advising their
communities on preventing
Ebola's spread.
"The people trained us not to
bathe bodies, not to play with
vomit and not to eat bush
meat," said Boakai Sanoe, the
imam of a mosque in Bomi's
Dewein district.
"And that's the same thing
we're telling our people in the
environment -- to avoid all of
those things."
TURKISH PRESIDENT SAYS NO RANSOM PAID
FOR RELEASE OF HOSTAGES HELD BY ISIS

Erdogan said on
Sunday no ransom was
paid for the release of
Turkish hostages held by Islamic
State in Iraq and that it was the
result of diplomatic and political
negotiation.
Turkish intelligence agents
brought 46 hostages seized
by Islamic State militants in
northern Iraq back to Turkey on
Saturday after more than three
months in captivity, in what
Erdogan described as a covert
rescue operation.
"A material negotiation is totally
out of the question ... This is
a diplomatic success," he said
before leaving for the U.N.
General Assembly.
Security sources told Reuters
on Saturday the hostages had
been released overnight in the
town of Tel Abyad on the Syrian
side of the border with Turkey
after being transferred from the
eastern Syrian city of Raqqa,
Islamic State's stronghold.
Offcials declined to give details
of the rescue operation.
The hostages, including
Turkey's consul-general,
diplomats' children and special
forces soldiers, were seized
from the Turkish consulate
in Mosul on June 11 during a
lightning advance by the Sunni
insurgents.
Erdogan also said he had
discussed a buffer zone on
the Syrian border with U.S.
President Barack Obama and
NATO allies at the NATO

n scaling up its support in the fght against the deadly Ebola
virus in Liberia, the United Nations Entity for Gender
Equality and the Empowerment of Women (UN Women)
has presented several anti-Ebola materials to the Ministry of
Gender and Development of Liberia (MOGD).
The National Project Manager for Womens Economic Rights and
Livelihoods Project at UN Women Ramon Garway who presented
the consignment of materials said the donation was one way
the organization is contributing to the fght against the virus by
augmenting the efforts of its partners especially the Ministry of
Gender and Development.
Mr. Garway said, as part of the UN in Liberia and as a strategic
partner to the Gender Ministry, UN Women is supporting
the ministry with supplies to enable it reach out to affected
communities and vulnerable women and girls.
These efforts are part other interventions including both technical
and logistical supports in combating the epidemic, he said.
The UN Women donation to the fght against the spread of Ebola
contained several cartoons of sanitizers, boxes of Clorox, chlorine,
buckets and hundreds of bottles of mineral water.
According to Mr. Garway, UN Women along with the Ministry of
Gender and Development is working with its network of women
organizations around Liberia to prevent the spread of the virus and
respond to the needs of women and girls affected.
He further explained that as the UN agency dedicated to gender
equality and the empowerment of women and girls, UN Women is
actively supporting efforts to cater to the welfare of those affected
by such a national health crisis.
As a global champion for gender equality, UN Women was
established to accelerate progress on meeting the needs of women
and girls worldwide.
He assured the Minister of Gender and Development, Julia
Duncan Cassell of supporting communities through the Ministry.
Receiving the items, Minister Julia Duncan-Cassell expressed
thanks and commended UN Women for supporting the Ministry
and working with affected communities in containing the virus.
She explained that on Friday, the Ministry will conduct Training
of Trainers (ToT) workshop for women in supporting the fght
against the deadly Ebola virus.
We will train heads of organizations and expect them to go back
in their various communities to provide training also, she said.
According to the Gender Minister, the Ministry is carrying out a
Jehovah Witness campaign to combat the Ebola virus, adding
that, We will be giving good packages to our community women
and ensure that Ebola is contained.
Few weeks ago, UN Women in partnership with the Ministry of
Gender and Development presented a consignment of food and
non-food items to the ELWA Ebola Treatment Unit for patients
at that center.

to receive international
assistance in its
fght against the deadly Ebola
virus. The government on
Friday received budget support
assistance from the United
States Agency for International
Development, European Union
and commitment of assistance
from the German government
through the German Mission to
the United Nations.
European Union High Level
Envoy Mr. Marcus Cornaro,
Deputy Director General for
Development Cooperation at
the European Commission,
on Friday revealed additional
measures the EU is taking to
support Liberia's fght against
Ebola.
"My visit is a mark of the
European Union citizens'
solidarity and support to the
Government and the people
of Liberia facing a crisis of
unprecedented magnitude",
MrCornaro said during a news
conference in Monrovia
Unveiling the EU package for
Liberia Mr. Cornaro said the EUs
support to Liberia is threefold to
help it during the Ebola outbreak
and also assist in recovery
efforts. He said one aspect in
which Liberia is benefting from
the EU is accelerated budget
support payments.
For Liberia we have just in
fact paid US$10 million in this
case a few days ago. Altogether
by the end of the year it should
be 25Million Euros and Ive
discussed this morning with the
minister of fnance that we could
also accelerate preparation of
a new program to put a similar
amount, another 25 million
payment in 2015, he said.
Then we have an important
package from regional funds,
which a package combining
humanitarian work, with what
we call relief and rehabilitation.
Mr. Cornaro also met key
members of the Liberian
Government including President
Ellen Johnson Sirleaf and
presented the EU's support
measures, notably the recently
approved 140m (approx.
181M USD) regional package
in response to the Ebola virus
outbreak.
The EU is providing Doctors
Without Borders (MSF), the
IFRC (International Federation
of Red Cross and Red Crescent
Societies) and the World Health
Organisation (WHO) fnancial
support for health and relief
efforts during the Ebola outbreak
according to Cornaro.
The EU he said also made a
payment of 7,9m (approx.
10m USD) recently to the
Government of Liberia as direct
budgetary support.
This disbursement will be
followed by others up to a total
of approximately 50 million
EUR (65M USD) in an effort
to mitigate the impact on
Government's fnances of the
loss of revenues caused by the
Ebola outbreak and also to
specifcally support the health
sector in general, he said.
USAID Support To Salaries
The United States Agency for
International Development
(USAID), on Friday signed a pact
with the government of Liberia
for the payment of salaries of
healthcare workers who are on
government payroll, something
that has consistently been a
challenge for the government.
This funding will support
basic salaries for approximately
3,000 healthcare workers whose
salaries are paid through direct
banking process, said Acting
USAID Liberia Chief Barbara
Dickerson.
Today, Im very proud to
announce that the government
of the United States of America
will donate through USAID,
US$5Million to assist the
government of Liberia and the
ministry of health and social
welfare pay its healthcare
workers during the next fve
months period.
She said USAID is a signifcant
contributor to Liberias Ebola
response efforts and that
on September 4th, USAID
announced US$75Million worth
of new funding to support the
Ebola response.
She said the US$5Million
budget support is the result
of discussions between senior
members of the government
of Liberia and USAID adding
that President Sirleaf personally
asked for help.
Dickerson said the grant is just a
portion of total US government
resources that is being given to
fght Ebola.
An urgent component of US
Agency relief is a contribution
to ensuring that salaries can be
paid to government of Liberia
Healthcare workers, she said.
Extremely thankful
Finance Minister Amara
Konneh, signing on behalf of
the Liberian government said the
budget support could not come at
a better time.
This grant of US$5 million
is going to help us pay basic
salaries; not hazard pay, but basic
salaries for healthcare workers
who have direct deposit, he said
at the signing ceremony held on
Friday at the ministry of Finance
in Monrovia.

of health under the leadership
of Dr. Walter Gwenigale, is
working with the civil service
agency, to understand those
health workers that are not on
direct deposit with the ministry
of fnance, so that we can bring
them on direct deposit. This is
basically budget support if you
will. The government is going
to pay and the US is going to
reimburse the government. That
will free up resources for us to do
other things in the health sector
especially with the decline in
revenue.
He said the Liberian economy
has undergone undue stress due
to the impact of the deadly Ebola
outbreak that has claimed over a
thousand lives to date.
He said it has been a very
diffcult year for Liberia adding
that the last six months have
particularly been more diffcult
with the Ebola epidemic.
I reported last week during my
press conference at MICAT, that
we are observing a decline in all
sectors of our economy; meaning
that the Liberian economy is
expected to decline by 50%,
said Minister Konneh.

Germany Commits 100 soldiers
On Friday the German Mission
to the United Nations announced
that in view of what it termed
a dramatic situation in West
Africa, an inter-ministerial
meeting on Germanys
engagement in the fght against
the Ebola outbreak was held
at the Federal Foreign Offce
onSeptember 19, 2014, headed
by State Secretary Markus
Ederer.
The German Mission revealed
that, the country in conjunction
with the French Army, the
Bundeswehr plans to establish
an air bridge to the countries
affected by the Ebola outbreak
at short notice and set up an air
transport base somewhere in
the wider region. One possible
location for such a base could be
Dakar, Senegal.
An initial two Trans-all aircraft
can be made available for this
purpose, and up to 100 soldiers
are intended to establish the air
bridge and run the air transport
base. Other countries may take
a role in the supply chain,
stated the German Mission in a
statement on Friday.
The German Government will
support the German Red Cross
both fnancially and logistically
in establishing a mobile hospital
with more than 200 beds as well
as two primary healthcare clinics
in the region. The Bundeswehr is
also prepared to transport to the
region a sick bay/feld hospital
for up to 50 patients and help set
it up if required.
The German Government
also stated that it intends to
increase its staff of essential
medical auxiliaries to create
the conditions for a functioning
rescue chain.
If necessary, the Federal Offce
of Civil Protection and Disaster
Assistance can make extensive
medical equipment available
at short notice from its existing
stock, stated the release.
The Mission stated that the
German Government is prepared
to support additional preventive
measures as well as to provide
medical supplies and food, as
required and in liaison with
the United Nations and the
international community.
Transport options that may be
used for this purpose include
those already in place as part
of Germanys development
cooperation, stated the release.
The Federal Agency for
Technical Relief will play a
role in logistical support for
aid measures as required, both
in Germany and in the region.
This will include assistance
with transport and storage of
relief supplies in Germany
and support for a civilian air
bridge and coordination among
international actors.
The German Government stated
that it also intends to play a
greater role in the training of
medical personnel on the ground.
The German Mission disclosed
that present at the meeting was
Prof. Rolf Horstmann, Chairman
of the Bernhard Nocht Institute
for Tropical Medicine, and
Professor Reinhard Burger,
President of the Robert Koch
Institute.

addressing the weekly Ministry
of Information, Cultural Affairs
and Tourism news briefng said
the government of Liberia
specifcally the armed forces of
Liberia requested through the
US Embassy to have technical
support, on the disaster
preparedness plan that was
already developed over a year
and a half by the government
of Liberia.
The government of Liberia
has a national disaster
infuenza pandemic response
plan that already detailed the
activities that all the ministries
and agencies should be tasked
with; same thing with the
military. The military supports
the civilian authority.
Col. Harris said the national
pandemic infuenza
preparedness and response
plan will not be adjusted to
the Ebola plan. The Ebola
plan of any disaster; theres a
disclaimer inside of the national
plan is that in any infuenza or
infectious disease, you use the
same plan. The military plan is
not going to be changed to an
Ebola response plan.
Harris said the team on the
ground has four primary
objectives while we are
here. We were requested to
provide technical support to
facilitate the utilization of the
national pandemic infuenza
preparedness and response
plan and to show how that
plan can be used in any type
of infectious disease and any
type of disaster and using your
current crisis as that example
case to be able to pull it out.
Harris added that the second
objective is to provide technical
support for the utilization
of the military support to
civil authorities disaster
contingency plans, because
as you know the military is
always there to support civil
authorities. That plan outlines
that. Were here to update
that plan, that plan will still
show that the civil authorities
are always in charge and the
military goes to places and
does the things that they do.
The third objective, he said is
to provide technical assistance.
To provide the methodology
of familiarization of the
military support to civilian
and civil authority disaster
contingency plan across all
governmental agencies. Like
a lot of countries that weve
worked with when the military
and civil authorities work
together, some agencies may
not know or some of their
activities are not used to having
those types of interactions.
Continued Harris: Part of our
strategy here is to go ahead
and talk to them about how the
various ministries are familiar
with the way the military work
and how it is really trying to
conform to civil authorities and
how it actually works together
as a very fne machine and
then the fourth objective is to
provide that technical support
for the government of Liberia
efforts to address any gaps
and shortfalls in their existing
disaster management.

Cleaning Services plant in Bardnersville speaks confdently as
he gives a visitor a tour of the facility he says will redefne the
dry cleaning business in post-war Liberia.
This is where we take all the dirt out, he says, pointing to a steam machine, one
of several recently-brought in equipment he says will add new dimension to the
cleaning industry in Liberia.
The facility in Kebbah, Bardnersville has a variety of cleaning, steaming and
drying machines that Kpolleh says, goes all out to make sure that customers leave
with the satisfaction many businesses are lacking in Liberia today.
Uncle Zeh opened its doors to the public last week with a drop off location
on Crown Hill Broad Street and the actual plant for washing and drying in
Bardnersville.
