time.Lengthyperiodsofdemandexceedingacceptanceratearenormallya
resultoftheairport'sacceptanceratebeingreducedforsomereason.The
mostcommonreasonforareductioninacceptancerateisadverseweather
suchaslowceilingsandvisibility.

FlightsthataredestinedtotheaffectedairportareissuedExpected
DepartureClearanceTimes(EDCT)attheirpointofdeparture.Flightsthat
havebeenissuedEDCTsarenotpermittedtodepartuntiltheirExpected
DepartureClearanceTime.TheseECDTsarecalculatedinsuchawayas
tometertheratethattrafficarrivesattheaffectedairportensuringthat
demandisequaltoacceptancerate.Thelengthofdelaysthatresultfrom
theimplementationofaGroundDelayProgramdependsupontwofactors:
howmuchgreaterthantheacceptanceratetheoriginaldemandwas,and
forwhatlengthoftimetheoriginaldemandwasexpectedtoexceedthe
acceptancerate.
