energy sources
to meet its rising
power demand,
the representative
of the 3rd District
of the province re-
cently said.
Renewable energy is not
just an option, it is the fu-
ture, Rep. Leni G. Robredo
said during the Renewable
Energy Forum held at the
Villa Caceres Hotel here over
the weekend as part of the Bi-
col Business Week activities.
Robredo said the bullish
turn of the countrys econo-
my, driven by a strong manu-
facturing sector, correspond-
ingly mean greater power
demand.
She noted that the govern-
ment had long anticipated
this situation with the Re-
newable Energy Act of 2008
as well as the recent agree-
ment between the Climate
Change Commission and the
Department of Energy which
supports widespread use of
renewable energy sources by
local government units.
The systems are in place
and we just need strategic
and cost-effective implemen-
tation and cooperation, she
stressed.
She cited the countrys
potential in terms of generat-
ing power from environment-
friendly sources like wind
and sun.
We are a tropical country

Sarion the challenge for
them now is how to sustain
these gains to make a dif-
ference in the lives of their

where we are good at. Volleyball is
another sport which has been in the
limelight lately. The V-Games on
TV are now very popular, featuring
beautiful ladies with pretty legs and
killer capabilities Like basketball
this sport gets viewing mileage, but
we dont have any assurance that our
volleyball players can win international
matches, say against China, Japan,
Russia, Cuba and Brazil. For local
games, yes but for global, no way!
CREDIT CARDS: The Bangko
Sentral ng Pilipinas issued Circular
No. 845 explaining the meaning of
Pre-Approved Credit Cards. All acts
leading to issuance of pre-approved
credit cards by credit card companies
(many of which are banks or quasi-
banks) are prohibited and subject to
penalties. Prior documented application
is required before issuance of credit
cards. Campaigns to secure improved
credit cards sans application are also
punishable.

It was President Ramon Magsaysay who said that
those who have less in life, should have more in law.
Clearly taking off from this oft-repeated Presidential
quote, 3rd District Representative Leni G. Robredo
posed the challenge to the private sector (who have
more in life) to help in footing the bill for the capital
intensive investments in renewable energy ventures;
and thus eventually helping those who have less and
who cannot afford the costly alternative power sources.
The challenge is how those who have more in
life can change the situation for the less fortunate,
Robredo said during the Renewable Energy Forum
held as one of the activities of the recently concluded
Bicol Business Week in Naga City.
Indeed, the private sector can do so much to help
change the current renewable energy situation.
While the country is located in a geographically
advantageous position in terms of alternative and
renewable energy sources, these potentials are not
fully taken advantage of for our gain and growth.
Admittedly, the reason is cost and here is where the
private sector should come in to augment government
initiatives along this line, for instance, the Renewable
Energy Act of 2008.
Continually relying on traditional fossil fuel, which
scientists say will be depleted, is clearly not the logical
direction to take.
Renewable energy, indeed, as Rep. Robredo
argued is the way to go.
That will not only be sustainable and environment-
friendly, but equitable and just as it will fguratively
distribute power to the majority who in our society,
have long been deprived of at so much cost.
One of the most impressive statement Chief Justice
Sereno said in her second meet-the-media conference
(which is equally impressive in terms of transparency
and frankness) was about lessening the Courts carbon
footprints.
It is indeed unreasonable and not environment-
friendly if a lawyer will have to drive hundreds of
kilometers just to fle a pleading in Faura; when we are
already in a wired world and age.
By trying to reduce the amount of energy and thus,
what the justice system leave in the environment in
terms of carbon emission through the utilization of
the electronic media, CJ Sereno showed a forward-
looking vision, quire rare in a legal mind.
The metaphorical clogging of our justice system,
however, can also be explained by our central
government set-up, that is, all roads lead to Manila.
This situation can, of course, be remedied by
a decentralized Court, i.e. spread both men (and
women), materials and money downward in the
countrys archipelagic geography.
If that is done, we may have a justice system in
the future that will not be heavily bound by place,
processes or procedures, but by a vision of ensuring
justice for all.

save will go into the mainstream of
our national endeavors. Every kwh
of power and every liter of water we
economize will be worth millions
of power costs and water bills.
Our savings will not just be ours
alone but they will mean added
supply to those who really need

BASKETBALL: I have just watched
the FIBA game between Croatia and
the PHL Gilas, which we almost won!

the Philippines because power and
authority emanates from the people. It

An anti-dynasty law will limit the

I have noticed that the Senate
is being used nowadays by some
senators not in aid of legislation but for
trial by publicity and demolition.
Nacionalista senators Allan Caye-
tano and Antonio Trillanes are doing
everything to demolish the Binay family
using the Senate as forum because
Vice President Jejomary Binay will run
for President in 2016. Both Cayetano
and Trllanes have announced that they
will also run for a higher position such
as President and Vice President. They
belong to the Nacionalista Party which
has an alliance with the Presidents
Liberal Party. So they have a
common political enemy. The people
should know how to distinguished
what is politicking and legislating.
They should also try to listen to both
sides.
I saw Kris Aquino say on TV that
the Binay family is very close to them
and practically expressed support for
VP Binay. She said she speaks for
him and her sisters. Why did she say
this at this time? It made me wonder.
But in a later statement, after being
called by her brother, the President,
she added, if he will continue the
reforms of the President.
Two weeks ago, Ex-Senator
Butz Aquino publicly said that they
are supporting VP Jojo Binay. They
mean the other uncles Jose Peping
Cojuangco and Paul Aquino, the
political advisers of former, Pres.
Cory Aquino and father of Sen. Bam
Aquino.
This week the Governor of
Cavite who is a Nacionalista,
Jonrie Remulla, has started to be
the spokesman of VP Binay. What
do these all mean?

The feast of Our Lady of
Peafrancia is fast approaching.
Lets prepare ourselves mentally and

for our friends and guests who may

and intercession.
I mourn the passing of Archbishop
Leonardo Z. Legaspi of Caceres. He
was not a Bicolano but was very pro-
Bicol. He was a good leader of our
church and a strong defender of our faith
especially of our regional Patroness,
Our Lady of Peafrancia. He stood frm
and unwavering on matters that will
diminish devotion and support to our
Ina. With too much democracy and
modernism in our midst, he led and did
not allow our faith to be eroded by it.
His wisdom and prudence guided our
church. He was not a political priest.
That is why he was well respected.
I recall that in one of his speeches
to media practitioners, he urged us to
make balanced reporting; write not only
bad news but also good news and
always the truth.
As a member of the coordinating
council of the Ecclesiastical and
Archeological Museum here in Naga
City located at the Holy Rosary Minor
Seminary, I remember he wanted us
Bicolanos and everyone to know about
our historical past and to appreciate our
own culture not only as Bikolanos but
as Filipinos.
Archbishop Legaspi was also
development oriented and pro-poor.
In one of his pastoral visits, he saw a
place needing a road badly. He talked
to Cong. Noli Fuentebella about it and
that road was constructed. Thank you,
Lord, for lending Archbishop Leonardo
Legaspi to us Bikolanos.

Scholar names roots of
countrys language mess
QUEZON CITY - A
Bikolano scholar has point-
ed out two causes of the
national language contro-
versy in the country, lin-
guistic loyalty and fear of
linguicide.
These two explains why
in August, during the Buwan
ng Wika celebration, we go
to war with each other over
the national language issue,
Jesus Frederico C. Hernan-
dez, a University of the Phil-
ippines professor said during
the Dap-ayan ng Bayan at
the State University over the
weekend.
Hernandez, a scion of the
University of Nueva Cac-
eres founder, said speakers
of regional languages tend to
cling to their own and the im-
position of the national lan-
guage policy stirs in them a
fear of the death of their own
languages.
He said, languages tend
to metastasize or spread out,
thus ensuring their survival.
So language erasure can-
not really totally happen, he
pointed out.
Dap-ayan, an Ifugao word
for a place where elders of the
tribe converge and converse,
was applied to the language
conference which centered
on the theme: Mga Wikang
Rehiyonal Tungo sa Pagpa-
paunlad ng Wikang Filipino.
Other speakers in the fo-
rum included Dr. Jovy M.
Peregrino, who argued on
the unity despite the diver-
sity in Philippine languages,
Dr. Elizabeth A. Calinawa-
gan, who spoke on the link
between Filipino and the
regional languages, Rod-
olfo Rodil of Mindanao, Dr.
Rosalina A. Mendigo, who
shared the varieties of the
Pangasinan languages; and
H. Francisco V. Penones Jr.
who read: An Banwa Bilang
Imahinasyon kan Namaman-
waan o Kun Tano ta Lain and
Laing sa Katnga.

Rehas livelihood program,
probably the frst ever in the
history of DOLE, is an ef-
fort spearheaded by DOLE
Camarines Norte Field Of-
fce thru its provincial head

ship with the Bureau of Jail
Management and Penology
(BJMP) in its Labo and Daet
District Jail respectively.
Its aim was simple, pro-
vide inmates a source of in-
come so that they may feed

For some, being locked-
up is the end of the world
not just to the person but the
entire family. Everything is
cut-off especially income.

thaniel V. Lacambra said
during the actual livelihood
awarding last July 25 at the
Labo Camarines Norte Dis-
trict Jail.
The programs 30-ben-
efciaries were composed
of inmates with 26 coming
from the Masayang Tahan-
an of Labo District Jail and
4 from Brgy. Nagkakaisa
of Daet, District Jail. Each
received a complete set of
tools for electricians, auto
mechanic, cosmetology, ma-
son and carpentry, sewing
and food preparation. The
tool kit ranges from P5,000
-P6,000 for a total grant of
P179,999.00 funded under
the DOLE Kabuhayan Start-
er Kit (DKSK) Program.

It is also because of this
program that former District
Jail Warden J/INSP Freddie

twist. One of the benefciary,
Eden Manay Eden Escal-
ante, 44-yrs. old, of Tulay
na Lupa, Labo Camarines
Norte, is not an inmate but
she received a food prepara-
tion package in lieu of her
husband Renato Kuya Ato
Escalante, 52 yrs. old, who
had been an inmate for about
2-years now while his case is
still under hearing.

liness of Mount Mayon, the
icon of Bicol, as well as the
panoramic view of the Albay
Gulf down to Misibis Bay
Resort and Casino, where
the NBA delegation will be
temporarily housed while in
Albay.
In the resort, they were
treated to sea foods and the
regions delicacies.
The Misibis Bay Resort
and Casino is a private tropi-
cal hideaway built on a pris-
tine stretch of beach along
the southern tip of Cagraray
island in Bacacay, Albay,
which is considered a luxury
island playground in the Phil-
ippines which the famous and
rich frequently visit.
Legazpi City and Misibis
Bay are fantastic places in the
world with mouth-watering
food. I love it here, very beau-
tiful! Marion said in an inter-
view with the PNA.
Rapper-singer Doc Evans
said he will come out with a
composition to promote the
wonders of Cagraray Island,
specifcally the Misibis Bay,
and the beauty of Manila.
I will compose a song cit-
ing Misibis Bay and Manila
as these places are very beau-
tiful, specifcally Mayon vol-
cano -- without equal! Evans
said.
Marion and his company
will be toured by local of-
fcials to different tourist
attractions in Albay before
heading back to Manila, then
to Tacloban City to bring with
them the fully built, pre-fabri-
cated houses for the typhoon
"Yolanda" victims from the
Hoops Care Village in the
United States.
Operation Hoops Care is a
US-based, non-proft organi-
zation which will extend help
to the victims of Yolanda and
share their own experience
with Hurricane Katarina,
which caused destruction in
New Orleans in 2005. -PNA

During the forum, students
and faculty of the U.P. issued
a statement rejecting CHED

The statement said the
current number of units need-
ed for General Education is
just the right number to con-
tinuously shape and develop
the national language in the
academic and professional

national language and in ac-
cordance with the Mother
Tongue-Based Multilingual
Education policy of the De-

nor Harold Imperial on the
celebration of the National
Language Month held at the
Peoples Hall of the Albay
Capitol on Thursday after-
noon, Salceda said the na-
tional language aims to make
the Filipino understand and
express what is in his mind,
heart, spirit and soul.
He said the tuwid na
daan (right path) of Presi-
dent Benigno Noynoy
Aquino was expressed in the
Filipino language, like his re-
cent State-of-the-Nation Ad-
dress.
The provincial chief ex-
ecutive said the Linggo ng
Wika became Buwan ng
Wikang Pambansa and is
being celebrated every Aug.
1-31 by virtue of Proclama-
tion No. 1041 on July 15,
1987 of former president Fi-
del V. Ramos.
Former president Manuel
L. Quezon is the Ama ng
Wikang Pambansa or the
Father of the National Lan-
guage, he said.
On March 26, 1946, then
president Sergio Osmea is-
sued Proclamation No. 25
Designating the Period from
March 27 to April 2 of Each
Year as National Language
Week.
Proclamation No. 25 des-
ignated March 27 to April 2
every year Linggo ng Wika
in line with Commonwealth
Act No. 570 mandating the
government to implement
necessary measures towards
the development of a national
language.
The National Language
Week is a way to stress the
signifcance, advance and de-
velop the national language.
The proclamation wanted
the entire machinery of the
government and the people to
actively participate in mak-
ing the objectives of the 1935
Constitution and Commnon-
wealth Act No. 570 succeed.
The culmination of the
celebration of National Lan-
guage Week was made to
coincide with the birthday of
Francisco Balagtas Baltazar
and the government asked
all public and private schools
up to colleges and univer-
sities -- to conduct the nec-
essary activities during the
week, aside from implement-
ing effective measures to pro-
mote the national language of
the Filipinos.
The celebration of the Na-
tional Language Week was
moved to March 29-April
4 by Proclamation No. 12
of former president Ramon
Magsaysay on March 26,
1954.
The proclamation was
written in Filipino.
But Magsaysay again
transferred the celebration
to Aug. 13-19 of every year
for the reason that the previ-
ous period of celebration was
outside the schoolyear.
The present period of cel-
ebration is inside the school-
year and, therefore, more will
be able to participate in the
celebration, Salceda said.
Raffy Banzuela, a journal-
ist and professor who was the
guest speaker, said the na-
tional language is the key to
freedom and nationalism of
an Albayano, Bikolnon and
Filipino.
Banzuela stressed that the
ability of Filipinos to speak
well in English shows their

is no less than the Associate
Justice of the Supreme Court
of the Philippines Hon. Ar-
turo D. Brion. Brion took his
oath as member of the highest
court in the country on March
17, 2008. He specializes in
Labor Laws, Public Law, Oc-
cupational Health and Safety.
He continues to be an active
member of the IBP.
Aside from Justice Brion,
Justice Zenaida N. Elepano
will also join the line of lec-
turers and speakers. Deans
Jose A. Grapilon, Ma. Sole-
dad Deriquito-Mawis, Em-
erson B. Aquende and Ferdi-

serving time due to illegal
logging, Manay Eden was
left with their 6-kids, fve
boys and a girl. With the
youngest aged 7 and the el-
dest aged 19. With t he bread
winner out, Manay Eden
needed to fnd a way to feed
her family. First, she ran to
family members and friends
to ask for help, basically for
food and money, for them to
at least survive a day.

She knew that sooner
or later, all the help would
eventually fade and she must

P2,500 salary per month.
Her salary would give the
family food but what about
other expenses.

Ato said.
Armed with a stove, an
LPG, and some cooking
utensils from the DOLE Ka-
buhayan Package and some
training on how to do busi-
ness from the BJMP, Manay
Eden opened a small Turo-
Turo stand in front of their
house offering lutong ba-
hay ulam.
Now, Kuya Ato and
Manay Eden can survive
the family from the proft of
the turo-turo and is not wor-
ried about food anymore.
Kumikita na po ng konti
tapos siguradong may pag-
kain pa. Parang kalian lang, ni
hindi ko alam kung anong ga-
gawin ko para mabuhay ang
pamilya ko. Ngayon po, sala-
mat sa Diyos sa pagbigay ng
DOLE at ng BJMP sa tulong
na ito. Kuya Ato added.
Manay Eden estimates
a P150 P200 per day or
about P4,000 P5,000 net
proft from the turo-turo al-
most doubling her P2,500
salary per month from being
a canteen help. Aside from
the income, the 6-children
can also enjoy an unli-food
anytime of the day.

la said that this story of Kuya
Ato and Manay Eden is about

With the recent tie up
between the American In-
surance Group (AIG) and
