ment. The City Council appoints a full time City Administrator to implement Council
policies and executive functions of government, which
includes day-to-day operations, functions and projects
of the City.
In establishing city policy, the Council
works with advisory committees made up of citizens appointed by the Council, and
receives input from the pubMayor, Linda Dahlmeier

meetings. The Councils business meetings are scheduled for the 1st and 3rd Tuesday of each
month. The Council meets at 7:00 P.M. and the Redevelopment
Agency Commission meets immediately following the Council
Meetings.
The Council Chambers are located at 1735 Montgomery St,
Oroville, CA. The City Council meetings are rebroadcast on the
local cable channel. Other special or study session meetings are
scheduled as needed and are open to the public. The public is
always invited and encouraged to attend.
Members of the Council also serve on Boards, Commissions
and Committees important to the City. Council members serve
on the Butte County Association of Governments (BCAG), the
Sewerage Commission - Oroville Region (SCOR), Lake Oroville
Joint Powers Authority and may serve on the Local Agency Formation Commission (LAFCo), Supplemental Benefits Fund
(SBF). The Council has a number of Ad hoc and standing committees that are designed to solve public policy. Furthermore,
the City Council sits as the Commission for the Oroville Redevelopment Agency and Board of Directors for the Oroville
Public Financing Authority. The City Council welcomes your
interest in community affairs. If you wish, the Customer Service
Department can assist you by explaining items on the Council
agenda, or help in contacting members of the City Council (5382535).
Public Participation
Often, there are public hearings at Council and Commission
meetings. A public hearing is when the public can speak, comment, or question certain government policy items. This is a
good way for the public to influence the policy decision process
and outcome of the policy. Also, the City Council encourages
residents to bring concerns to the public policy process. For assistance in participating at a City Council meeting, and/or for a

Orovilles Advisory Commissions and Committees are
appointed by the City Council to
provide information, research,
and direct public participation
in shaping the Citys policies.
Meetings of the Advisory Commissions and Committees are
open to the public and your participation is encouraged. There
are two formal advisory bodies
required by the City Charter: the
Planning Commission and Parks Commission. Other advisory
committees are appointed and created by the Council (i.e. Historical, Housing and Economic Development Loan).
Planning Commission
The Planning Commission plays a substantial role in shaping the future growth and development of the Oroville community. The Commission acts as an approval board on zoning

City Government
CITY DEPARTMENTS
The Oroville City government is managed by the city
administrator. The city administrator manages the executive
management team, called department heads, which consist
of the Chief of Police, Fire

Development, Public Works,
Director of Parks and Trees,
Director of Business Assistance and Housing Development and
the Director of Finance Director. The management team is appointed by the City Council. The City Administrators role is to
control and operate day-to-day management of public services
and programs under the policies and direction of the City Council. The City Administrator, like the department heads, serves at
the pleasure of the City Council. Oroville is a Charter City and
therefore is allowed under California State Law to adopt a charter by popular vote of the electorate for certain provisions (which

the Citys official recorder at all City
Council meetings. Also, the Clerks office maintains the Citys
official documents and provides public access for their review
by community residents. The Clerks office conducts municipal elections every two years, and assists residents in filing for

Police Department
Oroville Police Department has adopted a set of five core
values (integrity, character, competency, commitment and caring)
that guide them in their daily delivery of services to the public.

Recology of Butte & Colusa County provides residential and
commercial waste collection and disposal for the City of Oroville,
Colusa County, and Butte County. The company operates a Materials Recovery Facility which removes recyclable items before
waste is transported to the landfill. The Hazardous Waste Transfer Facility began operations in 1993, accepting paints, pesticides
and other hazardous materials which require special handling.
The facility is open the first and third Friday of every month from

paper recycling programs, further reducing the amount of
refuse sent to the landfill. Norcal Waste Systems provides,
at no charge, convenient containers to collect the paper for
recycling. Arrangements can be made to have these materials picked up on a regular basis.
Natural Gas and Electric Service
Pacific Gas & Electric Company provides electricity
to all of Butte County and natural gas to the urban areas of
Oroville.
Telephone Service
AT&T provides telephone service to all of Butte
County.
Internet Access
The internet is accessible through telephone modem, ISDN,
cable and DSL telephone lines in many of Orovilles neighborhoods. High speed commercial lines are also available.
Cable TV
Comcast Cable television is available throughout Oroville
and the area.
Water Supply
Oroville is served by three water purveyors: California Water Service Company in much of the urban area, South Feather
Power and Water District on the east side and foothills, and Thermalito Irrigation District on the west and north sides.

Sewer service is provided by the City of Oroville, Lake
Oroville

District. Sewage treatment is provided by the Sewerage Commission-Oroville Region (SCOR) which has a daily capacity of
6.5 million gallons per day (mgd) with peak wet-weather capacity of 25 mgd. Current wastewater flows are less than 3 mgd. In
1997, a major sewer pipe replacement project was completed.

Several area firms offer north/south service daily, with overnight delivery to Sacramento, San Francisco and Los Angeles as

COMMUNITY FACILITIES
Recreation
In addition to the enormous Lake Oroville State Recreation
Area, and numerous parks maintained by the City of Oroville,
there are three golf courses within the greater Oroville area. The
Feather River Recreation and Park District operates extensive
recreation facilities including an auditorium with a capacity of
1,000 persons which also provides basketball, volleyball, dance
and exercise classes. FRRPD also maintains tennis courts, a
bike path and two swimming pools as well as a smaller multi-use
recreation center. The Lake Oroville State Recreation Area, in
addition to the 15,000-acre lake with houseboating and floating
campgrounds, includes the Thermalito Forebay and Thermalito
Afterbay plus the only 500-meter rifle range in Northern California. The recreation area also includes a model airplane land

The Union Pacific Mainline provides service to the greater
Oroville area with daily east-west freight trips into the Union
Pacific rail yard.
Air
Oroville Municipal Airport, located just three miles from
downtown Oroville on Highway 162 at Larkin Road, encompasses 921 acres and has undergone extensive upgrading in recent years. The two runways are 6,000 and 4,000 feet, and the
airport accommodates private planes, charter flights and private
jets. General Aviation and charter services are provided on a 24hour basis. Sacramento International Airport is sixty miles south
of Oroville, is served by several commercial carriers.
Public Transit
The Oroville Area Transit System (OATS) operates Monday through Thursday from 7 a.m. to 6 p.m., Friday 7 a.m. to
7 p.m., Saturday 8 a.m. to 7 p.m. and Sunday 8 a.m. to 5 p.m.
throughout the greater Oroville area. Oroville Express provides
door-to-door service for elderly and disabled passengers 7 days a
week, 7 a.m. to 10 p.m. Butte County Transit links Oroville to its

and aquatic facility (one of only three in the state), an 18-mile
hiking and horse riding trail, an equestrian center (with campsites), swimming beaches, picnic areas, campgrounds, an aquatic
sailing center, and a bike trail stretched around the forebay and
afterbay, and following along the Feather River over the dam
completing a scenic 41-mile loop.
Education
The Oroville, Thermalito, and Palermo Elementary School
District are comprised of twelve elementary schools and one
middle school (grades 7-8). Two schools are in year-round session. Saint Thomas the Apostle and the Oroville Christian School
offer the community private education. The Oroville Union High
School District is comprised of two four-year schools plus an
alternative school, independent studies, and the Oroville Adult
School.

Oroville Hospital is a modern 153-bed facility with a 24-hour
emergency center including a helipad. In addition to specialized
inpatient and outpatient care, Oroville Hospital offers industrial
medicine and community wellness programs. There are 75 physicians and 21 dentists in Oroville, plus 6 optometrists and 11
chiropractors. Ambulance and paramedic services are available.

Housing Rehabilitation
The City of Oroville offers lowinterest loans with flexible repayment
plans for major and minor home repairs
that may include, but are not limited to,
new energy efficiency appliances, Lo E
windows, new roofs, etc. Low- income
residents who own & occupy their homes
within the city limits of Oroville are eligible to apply for low-interest housing rehabilitation loans. The funds provided by
Lease To Purchase Program
The City of Oroville has created the
Lease to Purchase Program (LPP) that is
designed to assist low and moderate-income families achieve home ownership
that might otherwise not have the opportunity (a familys gross income may
not exceed 120% of the Butte County
area median income). The LPP can help
individuals, many of whom have less
than ideal credit and/or circumstances,
purchase a home using RDA funds,
maintain it, and remain a homeowner.
Eligible applicants would lease a Redevelopment Agency (RDA) owned home
for a period of approximately 3 years,
purchasing the home at the end of the
lease period. An earnest money deposit
is required. Fifteen percent of all the
lease payments made would be applied
to either closing costs or the purchase
price of the home, at the time of pur-

The mission of the Oroville Downtown Business Association is
to improve business in the Historic Downtown area through an ongoing program of promotional activities designed to increase public
interest and promote the downtown environment. Any person, business, group or organization devoted to the betterment of downtown
Oroville is eligible for membership.
The ODBA lobbies the City on behalf of business to improve
the business environment, it coordinates events on a nearly monthly
schedule, it buys advertising to benefit members and provides Christmas decorations. The organization plays a vital role in communication
through its newsletter and by being a spokesperson and focal point for
communication.
Some of the events the organization helps organize and produce
include: the Antique Show & Sale, Farmers Market, Feather Fiesta
Days Gold Rush Car Show, Salmon Festival Street Faire, Perry Mason Days and 1st Friday events.

Small Business and Microenterprise Business
Revolving Loan Fund (RLF) programs,
along with the City of Orovilles Enterprise RLF Program, have been
established to provide critical
capital needs of businesses and
real estate projects that will create and /or retain jobs as well as
to provide the funds necessary
to bridge the financial gap that
allows a business project to move
forward. The RLF Programs are designated to provide up to one-half of the
projects total financing needs. The RLF Programs assist businesses and projects with start-up and expansion capital for items
such as working capital (inventory, supplies, wages, advertising/
marketing) equipment purchases, fixtures, real property acquisition, construction and rehabilitation for businesses located in or
expanding to the City of Oroville. There is no minimum loan
amount; however loans may require approval by the State Dept.

business (a business defined as having five or fewer employees
of which one or more is the owner and is a below median area
income household) is limited to a maximum loan of $50,000.00.

Olives have been a part of the Oroville area for over 100 years starting with Mrs. Ehmann in 1898. Climate and
soil are particularly adapted to olive culture.
Butte County olives are known the world over.
Oroville, the birthplace of commercial California olive production, claims a distinct regional
flavor and style to its oil. Several local growers
produce world class olive oils.
Franco Giannecchini, owner of Giannecchinis Sunset Olive Grove farms 40 acres (1700
trees) that have been growing in the area for
over a 100 years. Sunset grows both Manzanella Franco Giannecchini
(25%) and Mission olives (75%) and some oil is Sunset Olive Grove
a blend of the two.
The roots of Butte View Olive Company go back to 1935 with
85 acres of olive trees. Since then, another 65 acres of trees have been
acquired. The orchards consist mainly of Mission, Ascolona Manzanella
olives. Today Butte View Olive Company produces up to 1,000 cases of
oil annually and also presses for other growers in the area.
Lodestar Farms started ten years ago when Jamie Johansson purchased
40 acres containing 2,500 olive trees. Originally he sold all of his fruit, but
today bottles under the Lodestar Farms label selling less fruit. Lodestar produces regular and lemon-flavored extra virgin olive oil.
Mission Harvest Olive Oil is cold pressed from 100-year-old olive
trees. The orchard includes 20 acres of mission olive trees that produce
herbaceous fruit with a slightly buttery flavor and scent.
The Berkeley Olive Grove 1913 spans 500 acres of mission olive
trees that were planted by the University of California in 1913. The 500acre site was chosen for its unique volcanic soil and climate.
Chaffin Family Orchards is a five generation family farm located
in a warm air belt that wraps around the town of Oroville, California.
The farm has been harvesting and producing olives and olive oil for
over 75 years. For over 50 years the farm has produced beef cattle, citrus, stone fruits, and avocados. The farm has raised sheep and poultry
for over 20 years and the meat goats were begun in 2006.
The farm direct markets many of its products, providing a quality,
local food source. The ranch stand is open 7 days per week on the
honor system. Chaffin Family Orchards uses a combination of Organic,
Natural, and Biodynamic Farming methods. These methods are combined with the best of each used to produce farm products that are as
healthy as possible for both the consumer and the land.
Founded in 1998 on 733 acres, California Olive Ranch, a privately
held company, is Americas largest grower and processor of olive oil.
California Olive Ranch pioneered a relatively new farming method
from Spain called Super High Density Planting. Employing this
method, over a million Spanish and Greek varietal olive trees grow in
hedge rows 570 to 670 trees per acre vs. traditional plantings of 100 to
150 trees per acre.
Harvesting is accomplished using high speed harvesting machines
reducing the picking time from hours and days to minutes then moving
the fruit to state-of-the-art milling facilities where fresh, flavorful, aromatic extra virgin olive oil is produced.

The Butte County Office of Education
[BCOE] www.bcoe.org plays a major role in effecting quality educational programs for all students
in Butte County. School districts receive assistance
through the administration of educational programs,
administrative services, personnel services, library services, technology
and information services, curriculum development, staff development,
teacher services including the BTSA [Beginning Teacher Support and
Assessment] program, and student support services.
Butte County Office of Education also provides programs aimed at
meeting the needs of students through the Regional Occupational Program [ROP], Independent Study, Migrant Education, Special Education,
Charter Schools, Preschool Programs, Afterschool Programs, Juvenile
Hall School, Child Welfare and Attendance, and California Mini-Corps.
BCOE also administers a variety of state and federal programs designed
to enrich the educational offerings for children.
The goals of Butte County Office of Education are: to provide opportunities for students to develop the academic competencies and necessary skills to succeed; collaborate with partners to support all students,
educators, and learning communities; employ and retain exemplary staff
and support professional development for all employees; and provide
quality educational, administrative, and comprehensive support services.
We also want to respond to the needs of our districts in order to improve
our resources and services to better meet the needs of the children in
Butte County.

(Palermoschools.org) serves approximately 1500 students from preschool through eighth grade. The District implements a standards based
curriculum that is aligned with Californias State Standards. Multiple
assessments are used to test students at each grade level in the various
subjects, especially in reading/language arts and mathematics and algebra.

All classrooms and computer labs are
connected to the internet. Students use the
internet as part of the regular curriculum,
and computer literacy is a major goal.
The schools implement intervention
plans and offer after-school tutoring for students who are at-risk of
retention. Students are tutored in reading/language arts, mathematics, and
algebra grade level skills. A latch-key after school program is available,
keeping the schools open until 5:00 p.m. on most school days.

Oroville Dam
The dam spillway releasing water from Lake Oroville down the Feather River
Oroville Dam is the tallest and one of the largest earthen dams
in the USA. The dam, completed in 1968, stands 770 feet high
with a crest (top of the dam) 6,920 feet long. Over 80 million
cubic yards of material were needed to build the Oroville Dam.
There is enough material to build a two-lane highway around
the earth in the Dam.
The dams inner core is a thin layer made of clay material which
resists seepage. Gold dredger tailings (sand & gravel left from the
early 20th century gold dredging along the Feather River) make
up the remainder of Oroville Dam.
Beneath the dam a giant cavern almost as large as the State
Capitol Building has been hollowed out to house six power generation units. Coupled with four additional units in the Thermalito
Power plant, they will generate more than 2.8 billion kilowatthours of power annually.
Other facilities in the State Water Project are the Thermalito
Forebay and Afterbay, holding reservoirs located downstream
that enable utilization of a pump-back procedure whereby
water released from Lake Oroville to generate power during
peak need periods, will be pumped back into the lake during
off-peak periods for recirculation through the powerplants.
