Call to Order
Pres Laborte declared the meeting as quorum. The meeting started with a prayer led by Mr
Guzman.

Review and Approval of the Previous Minutes
Sec Tecson presented the minutes of the previous meeting held last 1 August. She noted some
factual and grammatical errors. The Executive Cabinet, then, unanimously approved the
previous minutes.

Implementing Guidelines for Project Collaborations with Non-XU Entities
Sec Dapanas proposed to craft a working draft of implementing guidelines for project
collaborations with entities outside Xavier University. He added that this draft, together with a
memorandum of understanding/ agreement, can also be used by other organizations aside from
CSG. The body then agreed to arrange a special session with the other organizations to further
discuss this proposal in order to get some insights and other suggestions.

Fortune IGP Partnership
Mr and Mrs Colin Torres of Fortune General Insurance Corp discussed an income-generating
partnership with CSG. They explained their companys intention in including the process of
availing this insurance. Some details were also discussed including the annual payment, age
bracket (18-65 years old), and the benefits. The Executive Cabinet then agreed to partner with IGP
in promoting their insurance company through information dissemination but it will start on the
second semester of this academic year and will undergo further study.

XU-URO Overview
Prior to Ms Jamitos presentation, Pres Laborte informed the Executive Cabinet that this overview
is for CSG to identify which activities can be partnered with XU-URO. Ms Jamito then presented
the overview of the nature of each organization and their respective activities. The Executive
Cabinet agreed that CSG will take part on the promotion of XU-URO activities.

Test Run: Advance Inventory and Archiving Program System
In the previous cabinet meeting held last 1 August, Mr Noriga of DRS presented an overview of a
more efficient inventory and archiving system. It was decided during the meeting that the cabinet
will have to test this system. Mr Noriga then presented the sample archiving system that he made
and showed the body how to manage it. The body then approved this new inventory and

archiving system but will still be presented to SACDEV-OSA to agree whether it will be operated
through LAN or online (in collaboration with CISO).

Issue Discussion: FOI Bill
The Freedom of Information Bill is a bill passed last 10 March 2014 on third and final reading
with 22 affirmative votes, no abstention, and no negative votes. According to the Philippine
Government Gazette (www.gov.ph) the proposed Freedom of Information (FOI) Act aims to
mandate the disclosure of public documents. Said proposed bill also outlines the exceptions for
public disclosure and the procedures for accessing public documents. Pres Laborte then opened
the discussion for this issue. These are some concerns, queries and questions raised by the body:
o Sec Dapanas: Leftist kaayo ni siya na bill, guys. Kasagara ga-agree jud. Actually para ani na
bill kay naa may mga exemptions. Like, mga documents nga dili dapat iapil ug publicize. For
example, any document na maka-harm sa atong country like mga borders, national
security, etc.
o Sec Neri: Ang mga disadvantages ra man jud kay naa ra sa mga government officials
themselves. Kay ma-divulge ilang mga personal money, identity, mga inana bitaw?
o Sec Meneses: Pero diba naa may law nga ga-state na resbonsibilty jud sa officials na i-
disclose ilang mga documents, etc.?
o In response to Sec Meneses, Sec Neri: By constitution, I doubt. Kay ang SALN
(Statement of Assets, Liabilities and Net Worth) kay limited ra kaayo siya sa mga recorded
files. What about those unrecorded ones?
o In response to Sec Neri, Sec Dapanas: Yes, like mga [government officials] accounts na
dili imohang pangalan. Katung Jose Velarde for Joseph Estrada, for example.
o Sec Meneses: Pwede raman gud japun nila ma-conceal ilang identity. Mawala ang pulos sa
FOI.
o Sec Dapanas: Its on its final reading pero wala siya gi-mention ni PNOY sa SONA.
o Sec Neri: Actually, tsada jud ang bill. But ang problema jud nato kay Ako man gud, naa
man gud koy general thinking when it comes to Philippine laws nga naa man gyud laws sa
Philippines kay its good as it gets in paper but on implementation, its not. With that, if
the FOI bill will be implemented, there are some questions that will arise. Number one,
what is the scheme of response? Like for example, kita mga taumbayan naka-kita sa
documents, then after that nay anomaly, what shall we do? Unsay process? Second, how
do we know na di ma-apektuhan atong security? How do we give a delineation given that
strong kayo atong social media? Third, unsaon nato pag-segregate ang information? Like
asa ani ang pang-public ug asa ani ang safe na i-divulge?
The FOI bill was then scrutinized by the body and more concerns were discussed. Pres Laborte
then explained to the body that this discussion is encouraged every Executive Cabinet meeting to
develop socio-political awareness on local, national, and international issues. He then asked the
body to share their stand on the bill presented. With a unanimous decision, the body is in
agreement with the bill.

Other Matters/ Announcements
CSG Shirt, Lanyard, and ID The DIA secretary (or any of his representatives) was not around,
so the body agreed on informing him that the Executive Cabinet should already have their shirts
during the Intramurals for recognition purposes. Further, payments for the other unclaimed
shirts (Cabinet members) should already be collected on 25 August, 12:00 PM. Names of those
who have not paid should be posted in the office.
LGBTQ Forum 24 August at Seda Hotel, 2:00 to 4:00 PM.
OMM Week Pictures of activities showcasing CSG activities, projects, and initiatives as a
student government should be passed to Ms Jessa Dugenio, SACDEV Program Coordinator.
For 27 to 31 August The officer-in-charge will be Sec Tecson since Pres Laborte and Sec Neri
will travel to Davao for the ASEACCU (Association of Southeast and East Asian Catholic
Colleges and Universities) Conference in Davao City.

Adjournment
Having covered all items for discussion, Mr Badong led the closing prayer. Pres Laborte formally
adjourned the Ninth Cabinet Meeting at 9:59 PM. The whole duration of the meeting was 2 hours
and 10 minutes only.
