Further to our teleconference on April 15, 2014 and as requested, a re-assessment of the
Keremeos slide area was performed by Rockwork Engineering using a helicopter on April 17, 2014.
We offer the following updated information on rock fall history, potential rock fall sources and
options for rock fall control. The preferred option is presented herein.
In addition to Options 1 to 7 presented in an email dated March 7, 2014 we present four additional
Options 8, 9, 10 and 11.
Options 8 and 9 were considered in response to
the do nothing to the road suggestion at the April 15, 2014 meeting. Option 10 is presented as a
reduced toe excavation option limiting the length of excavation from 700 m to 200 m.
Rock Fall History:
Rock falls continue to occur at this site. The rock fall history has been updated as follows:
December 6, 2003 a 4 m3 rock fall resulted in 4 vehicles damaged
January 27, 2014 a 500 m3 rock fall resulted in 2 vehicles damaged
January 28, 2014 a 20 m3 rock fall on road during cleanup before berm constructed on
January 30
February 19, 2014 small number of rocks on road
March 5, 2014 small number of rocks contained by temporary berm
April 16, 2014 small number of rocks contained by temporary berm

The above rock fall history does not include several rock fall events that were contained on the
talus slope and did not reach the highway.

Potential Rock Fall Sources:

During the April 17, 2014 reassessment of the Keremeos slide area, potential rock fall sources were
identified as shown on the attached photo sheets. Sources include the talus slope and the rock
slope above the talus. The source area of the most recent rock fall event on April 16, 2014 is
probably near the bottom of a large 250 m3 fractured mass where there are recent signs of activity
which have resulted in some loss of toe support. This fractured mass and various other potential
rock fall sources adjacent to and below the January 27, 2014 source area are identified on the
attached photo sheets.

Options for Rock Fall Control:

The following options for rock fall control were developed with associated cost estimates. Options
1 to 7 were previously presented on March 7. We present four additional Options 8, 9, 10 and 11.
Cost estimates do not include re-paving which
is estimated at
Option 1 Remove temporary berm, no change to slope or highway cost
does not include cost of restoring site to original configuration)
Option 2 Construct bench B on slope, no change to highway cost
Option 3 Excavate toe of slope and deepen ditch to 2 m where possible (200 m long),
highway is 4 lanes cost
Option 4 Excavate toe of slope, deepen ditch to 3 m and remove one lane (200 m long),
highway reduced to 3 lanes -- cost
Option 5 Excavate toe of slope, deepen ditch to 1.5 m, remove one lane (200 m long) and
construct wall (100 m long), highway reduced to 3 lanes cos
Option 6 Excavate toe of slope, deepen ditch and construct wall without removing a lane
(200 m long). There is very little room to place a wall between S6 and S8 resulting in
minimal catchment width without removing a lane cost
Option 7 Excavate talus to the top of the talus slope (130 m high) by excavating about
52,000 m3 to a depth of 4 m between sections S6 and S8 (100 m long), and excavate toe of
slope about 10,000 m3 between S5 and S10 (200 m long). Removal of talus to the top is
estimated to cost The result is

We would like to have proposed excavation volumes based on typical sections attached.

Volumes are required for two lengths of highway: (refer to sections S1 to S15 previously defined)

200 m long Sections S5 to S10
700 m long Sections S1 to S15

We need excavation volumes for each of the following options (see attached sketches):

Option 3 Excavate toe of slope and deepen ditch to 2 m (200 m and 700 m long)
Option 4 Excavate toe of slope, deepen ditch to 3 m and remove one lane (200 m and 700 m long)
Option 5 Excavate toe of slope, deepen ditch to 1.5 m, remove one lane (200 m and 700 m long)
and construct wall (100 m long)

Please use the following assumptions:

Excavation commences at elevation 500 m for sections S3 to S15.
Excavation commences at elevation 480 to 490 m for sections S1 to S2.
Excavated slope angle is 37 degrees and shoulder is 1.25:1.
Wall is between sections S6 and S8.

So I need 6 separate volumes.

I am sending this information without updated excavation volume information so that you have
something preliminary for the March 12 meeting. I hope to include more accurate excavation
volumes from Design and Surveys next week or the week after.

Three
more options were considered (Options 3, 4 and 5). All of the options are described below, with
associated estimates of rock fall reduction and cost. Two additional (impractical or costly) Options
6 and 7 are referenced further down.
A 200 m length of highway was selected between sections S5 and S10 where the recent rock fall
activity has occurred and rock fall frequency is expected to be highest. For comparison purposes
the cost of improvement to a 700 m length of highway between sections S1 and S15 is also
provided on the attached spreadsheet.

Option 1 Remove temporary berm, no change to slope or highway
Option 2 Construct bench B on slope, no change to highway
Option 3 Excavate toe of slope and deepen ditch to 2 m where possible (200 m long),
highway is 4 lanes
Option 4 Excavate toe of slope, deepen ditch to 3 m and remove one lane (200 m long),
highway reduced to 3 lanes
Option 5 Excavate toe of slope, deepen ditch to 1.5 m, remove one lane (200 m long) and
construct wall (100 m long), highway reduced to 3 lanes

Reductions in rock fall frequency onto Highway #3 are estimated from a combination of field
assessment and rock fall simulation (see attached outputs) as follows:

Attached are examples of rock fall simulation results for one section only (S7) for options 1 to 5.
Section S7 was chosen as an example because it is located in the centre of the January 27 rock fall
area. Actual pavement elevation is 460 m (not 700 m shown on the sections).

Options 6 and 7 were also considered and rejected because they are impractical or costly (see
attached spreadsheet). Preliminary cost estimates are provided below.

Option 6 is excavate toe of slope, deepen ditch and construct wall without removing a lane
(200 m long). There is very little room to place a wall between S6 and S8 resulting in
minimal catchment width without removing a lane, so this option

Option 7 is excavate talus to the top of the talus slope (130 m high) by excavating about
52,000 m3 to a depth of 4 m between sections S6 and S8 (100 m long), and excavate toe of
slope about 10,000 m3 between S5 and S10 (200 m long). Removal of talus to the top is

Attached are cross sections showing the lock block wall as per option 5 but with a four lane
highway template. I shifted the highway towards the river to gain the distance needed for the
other lane. The cross section shows that I can build the fourth lane by building a three lock block
high wall (from station 7+00 to station 9+60) or construct the fill slope with the excavation material
from the project. To build the fill slope requires about 20,000 m3 of material and the total
excavation from the project is about 85,000 m3. If you look at the section I may be able to reduce
the excavation at some of the stations.

I will discuss with more detail at the meeting tomorrow.

As discussed with you on site, I would like to summarize results of our helicopter assessment of the
rock fall site and future plans as follows.
An aerial assessment was done today between about 11 am and 12 pm when cloud cover lifted. There
does not appear to be any major residual stability problem in the area of the J an 27 rock fall. This
assessment confirms the photographic analysis that was carried out previously. There has been no rock
fall activity since J an 28.
Given the latest assessment results and lack of any visible rock falls, there is no reason to delay
opening the highway to traffic. It may be prudent to continue with the proposed risk reduction
measures as planned, including temporary berm, two lanes closed, spotter and flag people. As cold
temperatures and inactive slope continue, a reduction in the number of on site personnel may be
considered starting tomorrow at the discretion of the District.
The previously established traffic shutdown criteria appear to be reasonable:
- basketball size triggers half hour closure
- 2 m3 on the pavement triggers closure and re-assessment
Re-staffing the site is reasonable should warmer temperatures be expected that could trigger more
activity. After a day or two of above freezing weather and noticeable thawing of the slope without rock
fall activity, re-opening to 4 lanes should be considered.

We would like to have proposed excavation volumes based on typical sections attached.

Volumes are required for two lengths of highway: (refer to sections S1 to S15 previously defined)

200 m long Sections S5 to S10
700 m long Sections S1 to S15

We need excavation volumes for each of the following options (see attached sketches):

Option 3 Excavate toe of slope and deepen ditch to 2 m (200 m and 700 m long)
Option 4 Excavate toe of slope, deepen ditch to 3 m and remove one lane (200 m and 700 m long)
Option 5 Excavate toe of slope, deepen ditch to 1.5 m, remove one lane (200 m and 700 m long)
and construct wall (100 m long)

Please use the following assumptions:

Excavation commences at elevation 500 m for sections S3 to S15.
Excavation commences at elevation 480 to 490 m for sections S1 to S2.
Excavated slope angle is 37 degrees and shoulder is 1.25:1.
Wall is between sections S6 and S8.

So I need 6 separate volumes.

Hi Steve

We can quickly respond with some information for your report.

Rockfall Hazard: The site is located within RHRS section number 137074 which is from 2.619 and
3.045 km east of the Lucky R Campground (landmark #7080). The centreline of the January 27,
2014 rock fall is located within the RHRS section at 3.002 km. This RHRS section is rated an A
hazard which has a high potential for rock fall, with a hazard score of 426 points and a risk score of
126 points. It is ranked among the top 10% of slopes identified in the Province and is a good
candidate for rock fall hazard reduction.

Rockfall History: We have had no rock fall records from the maintenance contractor for this area.
However, the maintenance contractor may have more information about any unrecorded rock falls
that do not meet recording criteria. At this site, the historical activity has consisted of low
frequency, high volume rock fall events which have had high consequences. There have been a
total of 6 vehicles damaged here, which is a relatively high number for historically few rock fall
events. On December 6, 2003 a 4 m3 rock fall resulted 4 vehicles damaged. On January 27, 2014 a
500 m3 rock fall resulted in 2 vehicles damaged. From January 28 to March 12 a total of 6 more
rock falls were either on the pavement or contained behind a temporary berm on the pavement.
Therefore a total of 8 recorded rock fall events have occurred with potentially serious
consequences.

Increased Rockfall Activity: As a result of the January 27, 2014 event there has been an increase in
rock fall activity in this area, and rock falls are continuing to occur. Not all the rock fall debris
reached the highway, and some of the remaining debris may continue to ravel down to road level.
Future Risk: Increased rock fall frequency increases the risk of more vehicle accidents. Rock falls
are originating from well beyond the highway right-of-way at high elevation, about 400 to 500 m
above the highway.

Funding for Proposed Remediation: Normally Rockwork Engineering funds rock slope stabilization
in high hazard areas. However, the remedial solution for this site involves some slope
reconstruction that is typically not a function that is funded or carried out under the Provincial
Rockwork Program. Our funding is dedicated to on-slope stabilization work such as scaling, bolting,
blasting, slope mesh etc. We also fund barriers and catch fences for rock fall control. Rockwork
Engineering is willing to fund the construction and material costs of the proposed rock fall
protection wall, because this is a fairly common remedial measure that we have used and funded
in the past. Any slope excavation or lane removal work is outside of the normal mandate for
Rockwork, so funding for this work would have to come from another source. Funding for guardrail
and drainage work would also need to be obtained elsewhere.

I am going to need to put together a brief report on the slide and option to justify the funding. I
was hoping you could provide me some information on a few items:
Rank of this area on the rock fall hazard(I know you had said this was a high ranked area)
I will need to explain what has changed here since last spring that warrants us to now
undertake these improvements
o Data on previous rock fall in this location?? If available. I will also talk to our MC
o Why the site is now unstable enough to warrant a potential wall and reduction of a
lane?

Hi Wayne

We need to make some adjustments to reflect constructability. Between STA 8+40 to 9+10 the cut
line goes too high when we use a 37 degree cut angle. This is a problem for construction and long
term stability because the upper slope in this area will be disturbed too much.

So for STA 8+40 to STA 9+10 we need to increase the cut angle to 38 degrees.

Please update sections and excavation volumes accordingly.

The pdfs are in the following folder for the three and four lane options. Estimate for the option
should be in the folder at the end of the day.

The excavation for the three lane option is about 76,500 m3 but that is using mostly a 5m wide
ditch 1.5m deep. The quantity could be less if the ditch width is reduced at some of the stations
but that will be a geotechnical call.

The excavation for the four lane option is about 78,000 m3 but that is using a average 3m wide
ditch 2m deep. Embankment needed could be up to 40,000 m3 depending on R/W and pole lines.
If a wall is required because of R/W and hydro lines the embankment needed will be less and there
would be a cost for the wall.

I was on site yesterday afternoon with Dave Swales on my way back to Kamloops from a rockfall
inspection at Vaseaux Lake.
While we were on site
yesterday, we observed several large boulders falling and bouncing around the top of the talus
fan. The boulders were probably in the 1 to 1.5m diameter range, size wise, as we could both see
and hear them at road level. They did not make it down to the highway, and there were also
several large dust clouds flying around up on the rock faces above the talus slope, indicating fall
that we were not seeing

Hi Dave

As requested, we have reviewed all of the available information and offer the following assessment
of the stability of the site following a rock fall that occurred on January 27, 2014. Initial
assessments were performed by Southern Interior Regional Geotech on January 28 and by
Rockwork Engineering on January 29. Analysis of recent photos was also done. While follow-up
assessments may be made at a later date, at this time further on-site assessment is not considered
to be beneficial.

Initial Rock Fall and Subsequent Activity: The January 27, 2014 event resulted in full closure of the
highway and subsequent re-opening to two lanes with spotters on January 30 following
construction of a temporary berm in the westbound fast lane. Two additional rock falls have
occurred after the initial rock fall, resulting in two brief highway closures to permit cleanup. A
number of other rock falls occurred that were contained behind the berm or did not affect the
highway. While there may be indications of a gradual reduction in rock fall activity since the initial
January 27 event, the site remains more active in general now than it has in the last 10 years. It
may be too early to say whether the rock fall activity has now reduced to a normal level.

Location: The site is located along Highway #3 between Princeton and Keremeos by the LKI and RFI
as follows:

Rockfall Accident History: Historically a rock fall occurred on December 6, 2003 consisting of 4 m3
on the highway and resulting in damage to four vehicles. We have had no other rock falls reported
for this site between 2003 and 2013. Rock falls in 2014 have occurred on January 27, February 12
and February 14. The January 27 event consisted of 500 m3 on the highway and resulted in
damage to two vehicles. The remaining events occurred with a temporary berm in place on the
westbound fast lane and did not result in accidents. Other on-slope activity was observed to be
contained on the slope or behind the berm.

Rockfall Hazard Rating System (RHRS): The site is identified as section# 137074 in RHRS with a
preliminary A rating a detailed rating numerical score of 426 points. This score indicates this
section of slope has a high rock fall hazard on a Provincial basis.

Weather Conditions Affecting Rockfalls: The weather at the time of the initial rock fall event on
January 27 was generally dry with temperatures fluctuating around freezing. A small amount of
moisture visible near the top of the source area had dried by the next day. Since the initial event,
temperatures dropped below freezing and snow precipitation occurred. No additional rock fall
activity occurred when the slope was frozen, until temperatures rose again to around freezing on
February 12 and again on February 14. It appears that weather currently may be a factor in the
rock fall frequency at this site. It is possible that more activity may occur as temperatures continue
to fluctuate and/or rainfall occurs.

Assessment of Rock Fall Source Area: There are short term and long term considerations in
assessment of the rock fall source area. In the short term, rock falls are expected to consist of
small volume events which may continue to affect the highway, mainly depending on the source
height. In the long term, rock falls may be larger volume and are more likely to affect the highway.

Rock Fall Source Stabilization: Stabilization of the rock face in the rock fall source area is not
considered a viable or safe option. Access to the site would require a large and costly stabilization
effort above the source area, which would have to commence over 500 m above highway level.
There is a risk that scaling may be ineffective and may result in more stability problems. Scaling
probably would not completely eliminate the rock fall problem and is not recommended, as other
more expensive measures would likely be required in addition to scaling. Difficult access and loose
material on the slope could make worker safety an issue.
