Moreover, it has also worked on another of its main targets, which is the rel ati onshi p wi th other standardi sati on and co- operation bodies and has proven to be especially efficient with partners like SWIFT. But all these references to the work of ECBS with regard to the year 2001 would not be complete if we missed to mention the relevant attention that several bodies have been putting into payment standards and the possibilities to move ahead from the current situation. The strong attention that standards have received from the European Central Bank, the European Commission and the three European Credit Sector Associations (ECSAs), together with the whole banking industry, has had a lot to do with the great expectation that the physical implementation of the Euro currency has created. In the new scenario brought by the Euro, we have all been wondering about which should be the way forward to enhance the European payments zone, aiming to meet the satisfaction of the consumer. In this endeavour, efficiency is the only driver that can guide our work. However, when efficiency becomes the final target, not only standards get involved, but also schemes, procedures and platforms for co- operation between banks will be affected. Considering this, there are three main dimensions that end up participating in the ambition to improve the efficiency of European payments, and that have been properly tackled by different committees and associations during last year. First, the definition of a strategic vision that would provide us with the direction to identify and meet the needed changes. The initiative to develop a blueprint for a single Euro payments area, which has been lead by the three ECSAs, fits clearly into this first dimension. Second, the alignment of the committees or organisations that deal, one way or another, with payments, to enhance the co-ordination of future work. It is in this respect that the three ECSAs established a Wise Men group to provide advice on how to improve the work of ECBS in line with the new perspective and vision. Finally, the production of standards must be linked to the other two mentioned dimensions. With this encouraging picture, we can say that the European banking industry has not only appreciated ECBS work and frequently referred to its standards, but also identified it as a main player to participate in the improvement of the current situation, taking advantage of its technical experience and skills. In this line, we will see promising changes in the near future. Agustin Marquez Dorsch, President 5 Message from the President 6 Last year, ECBS put efforts in contributing to the European constitution related to the introduction of the Euro currency. One of t he hi ghest p r i o r i t i e s wa s t h e implementation of the IBAN to promote straight t hr ough pr oc es s i ng (STP) of cross-border t ransact i ons. We have accordi ngl y updat ed and publ i shed sever al r el at ed documents and a marketing leaflet. The impressing high number of visits on our website proves that these publications serve as a useful information for banks that have to implement the EC regulation on cross-border transfers in Euro. ECBS is also focussing on future developments in payment systems and is participating in various initiatives working on issues like Secure IC card reader, El ect roni c Si gnat ure and Mobi l e Payments. Our important co-operation with SWIFT has been further intensified also throughout 2001. In addition, we approved a co-operation agreement with the European Telecommunication Standards Institute (ETSI) to fruitfully work together on smart card security and mobile payments. Resulting from this, ECBS adopted an Intellectual Property Rights policy that completes the Modus Operandi founding the work in the different committees. In 2001, due to the departure of the Technical Assistants, the ECBS Secretariat recruited two new ones, Ms Susanne Kuchmetzki and Mr Henrik Laidlow-Petersen, and we welcome Susanne and Henrik on board. We thank especially Mrs Martina Mac Greevy for the fresh vision she brought on the work done in ECBS. We wish her the best in her new duties. Further, the ECBS Secretariat would like to extend its thanks and appreciation to those members who left us during the year, and especially to Mr. Malecki, Mr. Stolwijk, Mr. Ledru and Mr. Wiedner from the Executive Committee as well as Mr. Dos Santos and Mr. Fabiani from the Technical Steering Committee. Most of these members worked with ECBS since the beginning. Special thanks goes also to Mr. Von Ssskind who retired from the European Association of Co-operative Banks. As representative of one of our founding members, he was always committed to fully support the ECBS work. In 2002, ECBS will reach its ten years of existence and its founding members will evaluate the results that ECBS could achieve until then. We are sure that this evaluation will be very positive and will confirm the important role that ECBS played in the past also for the future. Lon Peeters, Secretary General Welcome from the Secretary General 7 The European Committee for Banking Standards (ECBS) was formed in December 1992 by Europes three credit sector associations, the Banking Federation of the European Union, the European Association of Co-operative Banks, and the European Savings Banks Group (collectively known as the European Credit Sector Associations (ECSAs)). The ECSAs represent the interests of the European banks from the countries of the European Union (EU) and the European Free Trade Association (EFTA). Poland and Hungary have observer status. Other observers include the European Central Bank, the major payment schemes (MasterCard/Europay International, and Visa International), SWIFT, and the Euro Banking Association (EBA). Mondex International participates in the work related to plastic cards and other devices. Moreover, ECBS approved a co-operation agreement with ETSI (European Telecommunication Standards Institute). ECBS primary aim is to enhance the European technical banking infrastructure by developing standards when clear business and commercial interests have been identified. ECBS also produces technical reports and standard implementation guidelines that further assist the European banking sectors application of relevant standards. It is the body for creating awareness of the European banking sectors opinion on relevant matters to the various standards and industry bodies. Introduction to ECBS Organisational Structure Compri si ng ECSA members, determi nes and oversees the overal l pol i cy Exerci se control over the work carri ed out i n the di fferent subj ect areas Compri si ng banki ng sector country representati ves and observers, provi des techni cal di recti on and manages the work programme Resourced wi th experts i n the speci fi c fi el ds, carry out the actual work Executive Committee Technical Steering Committee Technical Committees Working Groups There are four tiers within ECBS as follows: Four Technical Committees (TCs) report to the Technical Steering Committee (TSC) as follows: I Payment Cards and Related Devices (Technical Committee 1); I Automated Cross Border Payments (Technical Committee 2); I Security (Technical Committee 4); and I Electronic Services (Technical Committee 6). The Central Secretariat is responsible for the day-to-day management of ECBS and provides the Secretariat to the Executive Committee and the Technical Steering Committee. The European banks continued to work on implementing the International Bank Account Number (IBAN) and ECBS updated the IBAN information leaflet to further assist them in their efforts. In line with the IBAN implementation, the IBAN standard was updated. Towards the end of 2001, four new areas of interest emerged and resulted in active working groups: Embedded FINREAD, Protection Profiles, Bank Trust Services and Mobile Payments. The Technical Committees continued to monitor and support the European Electronic Signature Standardisation Initiative (EESSI), various ISO and CEN workgroups, and other relevant standards bodies and initiatives. In 2001, ECBS approved the co-operation agreement with the European Telecommunication Standards Institute (ETSI) in the areas of security and mobile payments. 8 Achievements during 2001 INTERNATIONAL PAYMENT INSTRUCTION (IPI) INTERNATIONAL PAYMENT INSTRUCTION (IPI) International Bank Account Number (IBAN) International Bank Account Number (IBAN) March 2001 A list of all ECBS publications is available on page 14. Publication Updates The reports that were updated during the year are: I Alpha Mapping on Numeric (123) PIN Pads (EBS100 V 2) I Banking Sector Requirements for an Electronic Purse (TR103 V 2) I Register of European Account Numbers an overview of the various ways of identifying customer bank accounts throughout European countries is presented in this technical report. For each country the national account number structure and the structure of the nationally defined IBAN is described (TR201 V2.2.14). I IBAN Standard Implementation Guidelines (SIG203 V 3) IBAN International Bank Account Number (EBS204 V 3) IBAN Leaflet (LFL9204 V 3) Those three documents were updated to support the promotion of the International Bank Account Number which is necessary to obtain straight through processing of cross-border credit transfers. I Financial Sector Cross Border Direct Debit a technical report that provides the basis on which cross-border, automated direct debit services may be developed using national direct debit schemes, which will remain unaffected (TR205 V 2.2). I International Payment Instruction (IPI) Standard (EBS206 V 2) Country specific requirements and specifications for the International Payment Instruction (IPI) (TR202 V 1.1) Those two documents are prepared to facilitate cross- border credit transfer by the use of a paper form to be combined with cross-border invoices. I Guidelines on Algorithm Usage and Key Management a technical report, which provides guidance to the European banking industry in the field of cryptographic algorithms and related key management issues (TR406 V 2). 9 The work of the four Technical Committees for 2002 is described in the Work Programme Overview 2002, which is available from ECBS. In this section, we provide a brief insight to the key, cross- committee working areas for next year. Outlook for 2002 Taking the preparatory work done on mobile commerce in 2001 as base, a working group on mobile payments will further elaborate this topic. Existing work in this area like e.g. ETSI M-Commerce project, the Mobile Payment Forum or the Mobey Forum will be closely monitored and considered. Today, within Europe, many electronic banking standards exist and to avoid a further fragmentation of electronic banking throughout Europe, our Electronic Services Committee (TC6) has developed an European Electronic Banking Standards Framework to be used as a guideline for electronic banking standards developers. A version 2 of this report will be developed this year. In the world of information society, banks may lose their traditional role as trusted third party for payment products. This new working group in a joint effort (Electronic Services and Security) will define a model through which banks would be able to handle trusted services. They aim at agreeing on a common position on electronic trust focusing on interoperability and customer confidence in trust infrastructures. SWIFT will work closely with the ePI working group to develop a standard data container that may be used in multiple scenarios. The ePI is a set of minimum data (STP data) that is required to initiate and execute a payment. The SWIFT message models will be used as the basis for the ePI. The production of implementation guidelines and a marketing document will complete this work. Mobile payments and electronic commerce electronic Payment Initiator (ePI) Bank trust services 10 Known as Technical Committee 1 (TC1), its aim is to represent the European banking interest in the payment cards domain. It works closely with the major card schemes to avoid duplication of effort and monitors and participates in the work of relevant ISO and CEN work groups, and other standards- making bodies. The United Kingdom provides the Chair and Secretariat for this Technical Committee. Plastic Cards and Related Devices TC1 continues to provide input to this workshop and to assess the impact of the results of this CEN/ISSS workshop on the European banking sector. The aim of the Embedded FINREAD workshop is a continuation of the FINREAD initiative to produce a set of technical specifications for a secure integrated circuit card (ICC) reader extending from PCs and other ICC-accepting devices to PDAs, mobile phones, set top boxes and so on. A joint effort (Security and Plastic Cards and Related Devices) will evaluate existing protection profiles relating to integrated circuit cards and recommend their acceptance by ECBS. A protection profile as defined by card schemes (i.e. the user of the protection profile) is a high level description of security requirements to be used as the basis for developing the security features of an IT product. During 2000, TC1 embarked on a joint working effort with ISO TC68/SC6/WG6 to undertake the drafting of a common standard that focuses on the requirements and techniques for off-line Personal Identification Number (PIN) verification. ECBS has had a major influence on this work and this is a good example of the importance of the European banks working together. TC1 continues to work at an international level and represents the interests of the European banking sector in the ISO/TC68/SC6/WG1 working group dealing with the review of ISO 8583, which is the standard that homogenizes the financial messages exchanged between card issuers and card acquirers. This work currently focuses on issues related to electronic commerce. Related CEN activities Embedded FINREAD monitoring Related ISO activities Protection profiles for the banking industry 11 France provides the Chair and Secretariat for this Technical Committee (TC2), which is responsible for facilitating automation of cross border means of payments other than card based. Their work is designed to enhance the business opportunities presented to banks as a consequence of the single market and the European Monetary Union. Their primary aim is to facilitate straight through processing (STP) transactions, i.e. without the need for manual intervention. Automated Cross Border Payments During the year, TC2 has been working closely with Eurostat on Codification, Unilateral Reporting, and Asymmetries. As a result of this co-operation, CMFB (Committee on Monetary, Financial and Balance of Payments Statistics) agreed that a uniform exemption threshold of EUR 12,500 would be applicable in 2002. In addition, a project on a harmonised code list for reporting transactions was also agreed upon. The Financial Sector Cross Border Direct Debits technical report was updated. This report (TR205) contains information on national direct debit schemes in 17 ECBS member countries. ECBS is in the process of reformatting this report. The document will be split in three parts: TR 210: Cross border direct debits TR 211: National schemes EBS 212: Cross border direct debit returns/revocations Cross border direct debits Balance of payments regulatory reporting International Bank Account Number (IBAN) and International Payment Instruction (IPI) TC2 continued its efforts in promoting the International Bank Account Number (IBAN) across Europe. The IBAN information leaflet was updated as well as the associated standard and standard implementation guidelines. The Register of European Account Numbers (TR201) was also updated. The IPI has been updated by including a two-dimensional bar code. In addition, TC2 published a technical report defining the country specifications for the IPI. 12 Technical Committee 4 (TC4) focuses mainly on information security. Its aim is to provide guidelines on security matters for the banking industry and to act as an advisory body to the other Technical Committees. It monitors the developments relevant to the approved work items in the public domain standardisation bodies by participating in or producing position papers as input to these bodies. Austria provides the Chair and Secretariat for this Technical Committee. Security Certification authorities Secure banking over the Internet Work commenced in 2000 on revising the technical report on secure banking over the Internet. The first result of the working group is a two-part technical report that describes secure emails for banks as users (TR408 Part 1) and secure emails for banks as infrastructure providers (TR408 Part 2). Algorithms, key management and digital signatures In response to the EU Directive on Electronic Signatures, TC4 has updated the technical report on algorithm usage and key management (TR406), which provides guidance to the European banking sector on cryptographic key management. The updated report takes the work of ISO and EESSI into account and recommends international standards. In 2001, TC4 actively participated in the European Electronic Signature Standardisation Initiative (EESSI), monitored and commented the output of the work relating to certification authorities. Further, TC4 monitored the work of SWIFT, Identrus and GTA. Apart from supporting TC6 in working on bank trust services, TC4 will now prepare a recommendation paper for the relevant areas within ETSI/CEN and ISO, reflecting the banking perspective. 13 Technical Committee 6 was established at the beginning of 2000 and takes a business view of electronic services. It represents the European banking requirements in this domain and is in the process of establishing working relationships with relevant groups and national banking organisations. The Chair and Secretariat for Technical Committee 6 resides with Germany. Electronic Services In 2001, an expert team has been identifying common European electronic banking requirements. The result of their efforts is a European Electronic Banking Standards Framework (EEBSF) that acts as a guideline for electronic banking standard developers. Closely liaising with SWIFTs modelling project, TC6 foresees to develop an updated version of the framework for the upcoming year. Work started in 2001 to develop a standard data container that may be used in multiple scenarios. The ePI is a set of minimum data that is required to initiate and execute an STP payment. The SWIFT message models will be used as the basis for the ePI. The aim is to produce an implementation guide and a marketing document on an ePI standard in 2002. Electronic banking electronic Payment Initiator (ePI) TR402 V 2 recommends the banking industry to take a lead in the area of electronic trust. That was the starting point for TC6 to further work on this topic. A working group on bank trust services started their activities in 2001 and aims at agreeing on a common position on electronic trust. A common model through which banks will be able to handle trusted services will be developed . Bank trust services Based on the preparatory work on mobile commerce that has been made available to the banking industry mid 2001, a working group on mobile payments has been created to continue and intensify the work on this subject. This group aims at further elaborating the requirements of the banking community and producing a technical report on Business and Functional Requirements for Mobile Payments. The multitude of approaches makes the documentation of a banking standard in the field of mobile payments inevitable.
