ScheduleA:ScopeofServicesforPlanningand
EnvironmentalConsultingServices
ThisScopeofWorkdescribestheservicestobeprovidedbyLamphierGregory(LG)(Contractor),in
associationwithitssubcontractedentities(Team),toprepareaSpecificPlanandassociated
EnvironmentalImpactReportfortheColiseumArea.Contractorwillberesponsibleforallassignments,
tasksanddeliverablesandforallotherresponsibilitiesspecifiedfortheTeamorotherwisedescribedin
thisScope,unlessotherwiseexpresslynoted.
TheENATeamreferencedbelowreferstotheteamofJRDV,HKSandForestCity,whohaveaseparate
ExclusiveNegotiatingAgreementwiththeCitytoperformpredevelopmentworkattheColiseumsite,
andenvirons.ThisScopeofWorkprovidesforcoordinationoftheTeamandtheENATeameffortswith
theCity;however,theContractorandTeamshallworkatthesoledirectionandcontroloftheCityof
Oakland.Inaddition,theSpecificPlanandEIRpreparedpursuanttothisscopeofworkandtheother
termsandconditionsofthisProfessionalServicesAgreementmustreflecttheindependentjudgmentof
theCityofOaklandasthelegislativebodyandleadagencyfortheproject;therefore,alldeterminations
regardingthecontentandadequacyoftheworkproductliewithinthesolediscretionoftheCityof
Oaklandanditsdesignatedrepresentatives.TheCityshallreviewtheENATeamproductsbefore
directingtheTeamtoincorporatethoseproductsintotheSpecificPlan.TheCityshallbethedecision
makingbodyconcerningthecontentofallworkproductsprepared,includingresolvingdiscrepancies
betweentheContractor,theTeam,theENATeam,oranyotherparty,butCityshallnotberesponsible
formediatinganyseparatedisputesbetweenanysuchparties.

1.1 Citystaffmeeting
AtCitysdiscretion,staffwillcoordinateameetingbetweenTeam,Citystaff,andlocalmembersofthe
ENAteam.
2.0 PROJECTADMINISTRATIONANDASSUMPTIONS
2.1 ProjectAdministrationandTeammeetingswithCitystaff(2permonth).
AtCityandContractorsdiscretion,theseadministrativemeetingsmayincreaseinfrequencyduring
periodsofthecontractwhichrequireadditionalconsultationbetweentheCityandtheContractor.
2.2 DetailedWorkProcessandSchedule
TeamwillworkwiththeCitytodevelopadetailedworkprocessandschedule.Thisschedulewill
becomethebasisformanagementofalltaskanddeliverables.
2.3 Cityprovides:
Largequantityprinting,andmailingservices
Publicmeetingnoticesforhearingsandotherlegallyrequirednoticing
CityorotherTeammembersresponsiblefordatabasemanagement
CitywillcreateandeditaColiseumAreaSpecificPlanwebsiteontheCityswebpage,
withcontentcontributionsfromtheTeam(Envirocomwillcontributetocontent).City
willalsoberesponsibletoreview,editandpostallcontentonsocialmedia.
Envirocomhasaccesstotheinformationinordertodooutreach,publicrelations,and
/orpromotion.
3.0 COMMUNITYOUTREACHPROCESS
3.1 ProjectIntroductiontoKeyStakeholders
CityprojectstaffandTeamtocoordinateoutreacheffortswithENATeam,aswellas
withOaklandPublicInformationOfficer
Teammayparticipateinintroductionofearlyconceptstokeystakeholdergroupssuch
asEastBayRegionalParks,AirportAreaBusinessAssociation,AirportIndustrialArea
CommerceAssociation,HegenbergerBusinessParkGroup;PortofOaklandCommunity
Organizations;Coliseumusersandfanbasedorganizations,etc.(Assumes8such
meetings.)
InformationalOpenHousePlan,prepareandstaffopenhousetoallowlarger

webpage,andupdatestothewebpageandsocialmediawillbemadebytheCity,with
contentcontributionsfromtheTeam.Citystaffwillberesponsibletoreview,editand
postallcontentonsocialmedia.

4.1 BaselineConditions
4.1.1 CommunityHealthIndicators
Basedontheavailabilityofrelevantdata,LamphierGregorywillprepareaprofileoftheSpecific
Planarea,withrespecttoresidenthealthandbusinessfactors.Theinformationwillbecollected
accordingtotheHealthDevelopmentMeasurementToolmodel.ThistaskwillnotbeaCommunity
HealthAssessment,butadeterminationofwhichtypesofhealthindicatorsmayberelevantand
appropriatetobefurtheraddressedintheSpecificPlanfortheColiseumareaandtheAirport
BusinessPark.

4.1.2 RegulatoryFramework
TheTeam(particularlyLG)willassessallregulatoryjurisdictions,includingCity,JPA,Port,BCDC,and
BART.TheTeamwillevaluatelanduseandotherregulatorypolicies,conflicts,andbarrierstofuture
development.
4.1.3 EnvironmentalConsiderations
TheTeamwillprovideinputtotheENATeamregardingenvironmentalfactorsthatmayshapeor
influencedevelopmentopportunitieswithinthePlanningarea.Suchfactorsmayincludethe
presenceoftoxiccontamination,developmentrestrictionsrelatedtoairqualityconcernsandnoise,
importantknownculturalresourcesites,andsensitivebiologicalresourceareas.
4.2 BusinessMarketAssessment
4.2.1 AssessMarketOpportunitiesandConstraints
Team(particularlyHEG)willsummarizemarketopportunitiesandconstraintsfordevelopmentof
theinnovation/technology/businessparkusesintheSpecificPlanareas,andprovidethatinputto
theENAteam.
4.3 Retail,HotelandResidentialMarketAssessment
CCGwillprepareaninformalmemorandaandbriefingmaterialsforinternaluse.Performprimary
marketresearchonthecurrentandrecentperformanceofforsaleandrentalresidentialdevelopments
intheOaklandmarket.
4.4 RemainderofAnalysisofOpportunitiesandConstraintsIntegratedScenarioModelApproach

TheTeamwillstudyotherfactorsthatofferopportunitytoimprovetheareassustainability,including

Prepareasummarylevelmarketassessmentforretail,hotel,andresidentialuses(excluding
developmentoftheColiseumCitysite).Summarizekeymarkettrendsandthemarketopportunity
fordevelopmentofeachuseontheHegenbergerRoadsitesandSite2.CCGwillprepareaseparate,

4.4.2 DevelopmentImplementationAssessment
Product:TechnicalMemorandumpreparedwithCCGsummarizingthedatacollectedandofferinga
discussion/evaluationoftheavailablefundingmechanismsandhowtheycanbeappliedtothe
ColiseumCitySpecificPlan.
CCGwillcontributetoWilldanproductidentifyingpotentialelementsofaconceptualfinancingplan
thatincludingthetoolsmostlikelytobeusefulandhowthesetoolsmust/couldbeimplemented.
4.5 Product:PrepareAdministrativeDraftAssessment
TheTeamwillpreparenarrativeandmatrixchartsillustratingthefindingsoftheassessmentsintoan
administrativedraftfortheCitytoreview.Thesemaps,charts,andplanillustrationswillprovidethe
materialsformeetingsanddiscussionswiththecommunity.TheCityandtheContractorreservethe
righttoreviewandrevisethisfinalAssessmentuptotwo(2)times(includingascreencheckdraftand
publicreviewdraft).Interimproductssuchasthisareconsideredmeasurementsofprogresstowards
producingaSpecificPlanina1214monthtimeframe;assuch,thenumberofadministrativedraftsfor
interimproductsmightbelessthanfortheSpecificPlanandEIR.
4.6 Product:PrepareFinalAssessment
TheTeamwillcoordinatewiththeENATeamandtheCitytoprepareafinalversionoftheassessments
andplanoptionsandsummarizeallopportunitysites/opportunityareasdataandcommunityinputfor
useinthedevelopmentofadraftSpecificPlan.

5.0 LANDUSEANDURBANDESIGNALTERNATIVES
ReviewwithCityandStakeholdersoftheFrameworkforAlternativesEvaluationandAnalysis
5.1 TeamReview
TheTeamwillreviewwiththeENATeam,CityandkeyStakeholdergroupstheprocessandgoalsforthe
alternativesphasetoconfirmgoals,teamprocess,andparametersfordefiningtherangeofalternatives
andstrategyfordevelopingthepreferredalternative.
5.2 AssessDevelopmentAlternativesforSpecificScenariosforArea1andArea2
5.2.1 DevelopmentEconomicsandFinanceAssessment
TheTeamseconomistswillcoordinatewiththeENATeamtoassessthefinancialfeasibilityof
alternativesandprovidearelativeevaluationofthedifferencesbetweenalternatives.The
assessmentwillevaluate:theusesandbuildingtypesthatarelikelytobefeasibletodevelop,
identifyingthelandvaluestheywillsupport;theusesandbuildingtypesthatarelikelytoneed
subsidiestobedeveloped,andthemagnitudesoflikelysubsidyrequired;anoverallassessmentof
thefeasibilityofdevelopmentofArea1andArea2undereachalternative,therelativelevelsof
subsidieslikelytoberequired,andthepotentialsforcrosssubsidyamonguseswithinareasand
acrossareas;strategyoptionsforfundinginfrastructureandotherareawideimprovements.The

analysiswillbedoneataplanninglevelofdetailappropriateforevaluatingalternatives.All
estimateswillbeatasinglepointintime,in2012dollars.Theassessmentwillbeanintegrated
approach,andwillinclude:
DevelopmentCosts:(tobeprovidedbytheENATeam/ForestCity)Thecostsof
developmentofthedifferentbuildingtypeswillbeestimated,accountingforcost
differentialsduetositeconditionswithintheplanareas,assumptionsaboutfinancing
costsanddeveloperreturnalsowillbeidentified;
SportsRelatedRevenues:(tobeprovidedbytheENATeam/HKS)Revenueassumptions
forthestadiumandrelatedfacilitiesandparkingwillbeidentified.
RealEstateRevenues/LandValues:(HEGandCCG)Revenues,values,andtimingforthe
realestatedevelopmentofbusiness/technologyuses,research/educationinstitutions,
retail,andresidentialdevelopmentswillbeestimated.Therevenues/valueswillbe
combinedwiththecoststoestimatethesupportablelandvaluesineachcase.Itis
assumedthattheENATeamwillsupplysimilarinformationrelativetoentertainment,
sportsandhoteluse.
InfrastructureCosts:(F&P,BFK,HDR)Thecostsofinfrastructureandotherareawide
improvementssuchasstreetscapeimprovementswillbeestimated.
OverallDevelopmentFeasibility:(EconomicsteamwithENATeam/ForestCity)The
aboverealestateanalyseswillthenbecombinedwithareawidecostsforinfrastructure
andotherimprovementstoassessoverallfeasibilityandtheextentofpublic
financing/fundinglikelytoberequired.
Funding/FinanceStrategy:(CCGandWildan)Availableresourcestofundneeded
infrastructureimprovementswillbeevaluatedonanorderofmagnitudebasis.The
workwillidentifyavailablesitedispositionincomeforpubliclyownedsitesanda
mechanismtocaptureanappropriateportionoftheincrementallandimprovement
revenuefromprivatesites.
5.2.2 RevenueStream
Potentialrevenuefromrevenuemechanismssupportedbyinitiallandvaluewillbeestimated,as
willdeveloperandsportsteamequityinvestment.Potentialrevenuesfrommechanismssupported
byfuturelandvalueswillbeestimatedatthepointoffullbuildout.Onaconceptualbasis,theneed
forcrossbetweenArea1andArea2willbeassessed.Theanalysisalsowilladdressthedefeasance
oftheoutstandingbondissueattheColiseum,throughrefundingorrepayment,asapartofthe
overallfinancialstrategy.
5.2.3 PublicInfrastructureStrategy
TheTeamwilldefinetheoptimumconceptualapproachtoinfrastructurefinancingforthe
infrastructureimprovementsneededfortheplanalternatives.Infrastructurewillbedefinedbythe
teamasappropriatetomeetdevelopmentneedsandfinancecapabilityoftheproject.Theteamwill
evaluatestrategictimingoftheimprovementsthatmeetapayasyougoscenario,soinitial
developmentsarenotunnecessarilyburdened.
5.2.4 MarketFeasibilityAnalysis
TheTeamseconomistswillassesstheabilityofeachalternativetocapturemarketpotentialsfor
Area1andArea2.Arelativeevaluationwillbeprovidedofthedifferencesamongalternativesthat

couldaffectthemarketabilityofsites,therateandtimingofdevelopment,andthemixofusesand
buildingtypesintheareas.Theamountsofgrowthtobeaccommodatedineachalternativewillbe
identifiedintermsofjobs,gamedays/attendancepersport,andhouseholds/population.
5.2.5 InfrastructureandTransportation
Innovativetransitdesignwillbeanintegralpartofthealternativesanalysis,integrating
transportationintothedevelopmentplan,tocreatethehighestlevelsofutilization.The
transportationTeam(F&P,WrightandHDR)willdeveloparangeoftransitalternativesbasedonthe
City/Agencydevelopmentgoals,andlandusealternatives.Alternativesmayincludearangeof
transitoptions:
streetcar,
busrapidtransit,
expressbus,and
shuttles,
thepossibilityofafutureextensionoftheBARTAirportConnector,toincludeother
partsoftheSpecificPlanareas.
Criteriawillbeusedtoscreenthetransitservicealternativesandidentifythemostpromisingthat
meetsprojectgoals.DRMswillrefineridershipforecasts,whichwillbeusedtodeterminethecost
perriderforthetransitoptions.TheseforecastswillalsobeusedtoquantifytheVMTreduction
potential.Usingthelatestavailableresearch,theteamwilldevelopaparkingdemandmodelwithin
thedevelopmentmodeltoestimatetheparkingdemandoftheproposedprojectfortypical
weekdaymidday,weekdayevening,andweekendperiods.Themodelwillaccountforshared
parkingwithinvarioususeswithintheproject,proximitytoBARTstation,andtriplinkingdueto
mixeduseswithintheprojectarea.TheparkingmodelwillalsoaccountforeventsattheColiseum.
Themodelwillalsobeusedtoestimatetheeffectsofvariousparkingmanagementstrategieson
parkingdemand.
5.2.6 InfrastructureAlternatives
TheTeamwillfocusoncreatinginnovativeinfrastructurealternativesthatsupportsthegoalsofthe
landuseredevelopmentstrategy.Utilitydemandforecastswillbepreparedforspecificplanarea
basedonproposednewlandusestodetermineoptimalnewinfrastructureimprovementstrategy.
Basedonthedemand,theTeamwillmakerecommendationsonhowtoimproveutilitysystemsor
identifyfuturestudiesthatmaybeneededtomodel,analyze,evaluate,anddetermineimpactsto
thesystems.TheTeamwilldefinetheoptimumconceptualapproachtoinfrastructurefinancingthe
infrastructureimprovementsneededforthePlanAlternatives.Infrastructurewillbedefinedbythe
teamasappropriatetomeetdevelopmentneedsandfinancecapabilityoftheproject.TheTeam
willevaluatestrategictimingoftheimprovementsthatmeetapayasyougoscenario,soinitial
developmentsarenotunnecessarilyburdened.
5.2.7 RegulatoryFrameworkAssessment:
TheTeamwillassessalternativeregulatoryjurisdictionsandframeworkstofacilitatefuture
developmentstrategiesandamoreintegratedapproachtolanduse,entitlement,andfunding.The
TeamwillreviewwiththeCityandotheragenciesregulatoryoptionsandmakerecommendations
forchange.

5.2.8 ImplementationandPublicFinanceStrategy
TheTeamwilldefinetheoptimumconceptualapproachtoprovidingtheinfrastructureandother
improvementsneededfortheimplementationoftheplanalternatives.TheTaskwillbeperformed
asanintegratedteameffortinvolvingthetechnical,developer,planners,andeconomists.Tothe
extentpossible,improvementswillbedefinedonaphasedbasistoensurethatinitialdevelopments
arenotunnecessarilyburdenedwiththecostthatbenefitlaterphasecomponentsoftheplan.A
minimumupfrontbackboneinfrastructureandimprovementstrategywillbeidentified.
5.3 ReviewAlternativeswithCityandStakeholders:
TheTeamwillthoroughlyreviewwiththeCityallfindingstoensurethatthepreferredalternativesmeet
Cityandkeystakeholdervisionandgoals.Thedevelopmentalternativesanalysiswillbepresentedto
theCityandkeystakeholdersininteractiveandinformativesessions.TheTeamwilluseadevelopment
scenarioapproachthatintegrateseconomic,policy,socialandenvironmentalconstraints,and
opportunitiesintoeachalternative
5.4 Implementation,PhasingandFinanceStrategies:
AnimplementationandstrategydocumentwillbedevelopedandreviewedwiththeCityfor
opportunityareasandsites,focusingonspecificdetailsforimplementationoftheSpecificPlan.This
strategydocumentwillfocusonintegratedpolicies,regulations,publicfinance,privateinvestment,and
actionsthatprovideanactionableandrealisticframeworkfordevelopmentandchange.Specific
strategieswillbedevelopedforeachopportunitysitethatincludescomprehensivestrategiesand
recommendedpublicandprivateactions.
Forthepreferredalternative,theTeamwillcoordinatewiththeENATeamtodevelopaphased
infrastructureandimprovementplanaligningthecostsofrequiredimplementationactionswiththe
timingofrevenueflowsfromallsources.Thiswillbeintheformofaneconomicmodelcalculatedin
2012dollarsthroughouttheplanningperiod.Financingtechniquesandanyinstitutionalrequirementsto
usethesetechniqueswillbeidentified.TheTeamwilldiscusstheimpactoftimingonthebalance
betweenrevenuesandcostsandanyneedforbridgefinancingfromsourcesexternaltotheCASParea.
6.0 SPECIFICPLANPREPARATION
TheContractorandtheCityacknowledge,andnoteforclarityinthisscope,thatthetimeframefor
deliverablesfromtheTeammaybeaffectedbytheENATeamstimelyproductionofplans,proposals
andspecificdetailsabouttheproject.Forexample,theProjectDescription,aspreparedbytheENA
Team.MuchoftheworkinthisscopecannotbecommenceduntilafinalProjectDescriptionis
reviewed,revisedandapprovedbytheCity.
6.1 EstablishwithCitytheSpecificPlanElementsandScopeforArea1andArea2
TheColiseumAreaSpecificPlanwillincorporatetheelementsandwillbeconsideredinaccordancewith
therequirementsoftheCaliforniaGovernmentCode(seeCal.GovtCode65450,etseq.)andwill
include,withoutlimitation:
6.1.1 LandUse
TheTeam(particularlyHEGandLG)willprovideinputastotheregulatoryapproachthatwould
encourageandfacilitatethedesireddevelopmentintheplanareas.
6.1.2 StreetscapeStandardsandGuidelines

TheTeam(particularlyBKFandHDR)willprovideinputontheutilityoptionsrelatedtotheroadway
elements,andassistandreviewguidelinesrelatedtoutilityinfrastructure.
6.1.3 UtilitiesandPublicServices
TheTeam(particularlyBKF)willprepareutilitydemandforecastsforspecificplanareabasedonland
usessuppliedbytheENATeamfortheColiseumArea,andlanduseassumptionsdevelopedbythe
Team(primarilyHEG,CCGandLG)fortheremainderoftheplanningareatodetermineifthe
currentinfrastructureiscapableofaccommodatingthesesiteimprovements.TheTeam(BKF)will

TheTeam(ParticularlyF&P,incollaborationwithWrightandHDR)willpreparetheAccess,
Circulation,andParkingsectionoftheSpecificPlandocumentbasedontheresultsoftheprevious
tasks.ThesectionwillprovidethetransportationstrategyforthepreferredSpecificPlanalternative
andwillproviderecommendationsonimprovinglocalandregionalaccessandcirculationforall
travelmodes.
Thechapterwilladdressroadways,intersections,andotherareasastheyrelateto:
automobiles,bicycles,deliveries,emergencyvehicles,parking,pedestrians,transit(bus,ferry,
andrail),transportationdemandmanagement,transportationandparkingmanagementat
Coliseum.
TheTeamwilldevelopdesignstandardsforroadways,transitamenities(busstopandshelters),
sidewalks,crosswalks,bicycleparking,signage,andotherfacilitiesandamenitiesthatwillbe
usedtotravelintheprojectarea.Itwillalsoreviewandincorporateapplicabledesignstandards
suchastheCitysPedestrianandBicycleMasterPlans,ADA,anddocumentsbyACTransitand
BART.
Bestpracticesintransportationstandardsandguidelineswillpromoteandencouragenon
motorizedandtransittravelmodes;however,theywillalsoaccommodateautomobiles,
includingtrucks,totheextentfeasible.
6.1.5 ImplementationandFinancingElement
InfrastructureCosts:Aninitialglobalestimatewillbequantifiedearlyintheprocesstoestablisha
baselinebasedontheexistingconditionsandneedforrepairandreplacement.TheTeamwill
prepareaninfrastructureestimateforuseindetermininganorderofmagnitudeconstructioncost

fortheinfrastructureimprovements.Scheduleofvaluecoupledwithchangeorderandforce

Thepublicinfrastructureroadwaysandutilityestimateswillbebasedonaperlinealfootcostof
roadwaysandutilitiesalongwithlineitemsformajorfocusedwork(e.g.intersection
signalization,gatewayfeatures,etc.).Thesecostswillforecastbothreplacementofdecaying
utilitiesorretrofitshouldonlysegmentsbeindisrepair.
InfrastructureImplementationStrategies:Theteamwillprepareadraftmemorandumto
identifystrategiesforimplementingtheinfrastructurewithinthespecificplanarea,andwill
meetwithCity/Teamtoreviewandfinalizereport.Twomeetingsareincluded.Theeconomics
teamwillworkwithotherconsultantteammemberstodevelopthepublicandprivatesector
strategiesfordevelopmentofeachoftheSpecificPlanareas(Area1andArea2).
Phasingplanswillfirstfocusonthelikelysequencingofdevelopment,andthenonthephasing
ofinfrastructureandpublicimprovementsneededtoencourageandsupportincrementsof
development.Thefinancialfeasibilityanalysissetupfortheevaluationofalternativeswillthen
beexpandedtoincorporatethetimingof(a)revenueflows,(b)developmentcosts,and(c)
infrastructure/publicimprovementcoststomorefullyassessfeasibilityandrefinetheneedsfor
publicfunding/financingandrefinetheappropriatestrategies.
Theeconomicmodelsdevelopedintheearliertaskwillbecombined,expandedandrefinedto
modeldevelopmentcostsandrevenues(in2012dollars)throughoutthedevelopmentperiod.
Theelementwilldevelopaphasedinfrastructureandimprovementplanthatalignsthecostsof
requiredimplementationimprovementsandactionswiththetimingofrevenueflowsfromall
sources,publicandprivate.
Theappropriatefinancingtechniquesandfundingsourceswillbeidentifiedalongwiththe
institutionalrequirementsassociatedwitheach.Considerationwillbegiventotheimpactof
timingonthebalancebetweenrevenuesandcostsandtoanyneedforbridgefinancingfrom
sourcesexternaltotheSpecificPlanareas.

FundingforthefuturedevelopmentenvisionedbytheColiseumAreaSpecificPlancouldcomefrom
Federalsources.TheNationalEnvironmentalPolicyAct(NEPA)establishesnationalenvironmental
policyandgoalsfortheprotection,maintenance,andenhancementoftheenvironment,andprovidesa
processforimplementingthesegoalswithinthefederalagencies.TheNEPAreviewprocessconsistsof
anevaluationoftheenvironmentaleffectsofafederalundertakingincludingitsalternatives.Thereare
threepossiblelevelsofanalysis:
categoricalexclusiondetermination;
preparationofanenvironmentalassessment/findingofnosignificantimpact(EA/FONSI);
preparationofanenvironmentalimpactstatement(EIS).
TeamwillcoordinatewithCitystaffandCityAttorneysofficetoensuretheColiseumAreaSpecificPlan
EIRincludesthecorrectlevelofanalysisrequiredbyNEPA.TheCityrecognizesthattherewouldbea
scopeandbudgetadjustment,asnecessary,toconformtheEIRtoNEPA.
6.4 Product:PrepareFirstAdministrativeDraftSpecificPlanArea1andArea2:
TheTeam(particularlySWA)willassembleandeditthevariouselementsoftheSpecificPlanintoa
unifieddocumentforCityreview.Elementswillhavebeenpreparedbythoseconsultantsidentified

jurisdictionsthathaveamorerobustdiversityofhigherandbetterusebusinessparks,moresimilar
innaturetothatenvisionedbytheCityandasrecommendedundertheplan.TheTeamwilluse
thosecomparisonstoidentifypotentialconstraintsthatthecurrentzoningmayhave,aswellasto
identifymoreproscriptiveregulationsthatseektofosterhighqualitybusinessdevelopmentover

substantiallightorglare.Visualsimulations,renderings,sketches,andotherillustrationsprepared
fortheSpecificPlanwillbeusedtoillustratethevisualcharacterofproposedlandusesandcatalyst
projects.
9.1.2 Shadow
Theteamwillrelyonillustrationspreparedbythedesignteamtoconductananalysisoftheextent
towhichshadowscastbyexpectedfuturedevelopmentmayhaveadverseeffectonpublicplaces,
historicstructures,andsolarenergyfeatures.
9.1.3 Wind
Additionally,becausestructureswithintheplanareawilllikelyexceed100feetinheight,andwillbe

throughtheCitysCEQAThresholdsofSignificanceGuidelines(August24,2011),oralaterversion,if
soadvisedbytheCity.Toxicaircontaminants(TACs)fromInterstate880,railroad,andmarinevessel

assessments.TheCityhasthresholdsforcancerandnoncancerousriskandPM2.5
concentrationsatsensitivereceptors,thosepopulationsmostsusceptibletopoorair
quality:children,theelderly,andthosewithpreexistingserioushealthproblems
affectedbyairquality.Examplesofsensitivereceptorsforwhichriskevaluationis
requiredincluderesidences,schoolsandschoolyards,parksandplaygrounds,daycare
centers,nursinghomes,andmedicalfacilities.TheEIRwilldescribethehealthrisks
associatedwiththeconstructionandoperationoffuturedevelopmentofhotels,higher
densityresidential,majorretail,commercial,andindustriallanduseonexistingsensitive
receptorsinadditiontothehealthriskimposedonthesitingofnewsensitivereceptors
fromexistingsourcesofTACs.
9.2.1 EnvironmentalSetting
Thissectionwillidentifythephysicalprojectsettingasitpertainstoairqualityandthecurrent
regulatoryenvironmentforbothairqualityandclimatechange.Topicstobeaddressedforphysical
settingincludetopography,climate,meteorology,andexistingairquality.Forbothairquality
(criteriapollutantsandairtoxics)andclimatechange,theregulatorydiscussionwillcoverrelevant
federal,state,andairdistrictstandards,rules,andprograms.TheEIRwillalsoidentifytheCitys
ordinancesandprogramsthatarerelevanttominimizingemissionsfrommotorvehicletripsand
constructionactivities.Thesectionwillconcludewithadiscussionofsignificancecriteriaunder
CEQAforairquality.ExistingsourcesofTACswithin1,000feetofthespecificplanareawillbe
identifiedincludingtheindustrialstationarysourcesandtheexistingtransportationinfrastructure(I
880,railroads,andmarinevessels).ThiswouldbeaccomplishedwithapublicrecordssearchofARB
andBAAQMDdatabasesandaliteraturereviewofstudiesonhealthrisks,includingtheDiesel
ParticulateMatterHRAfortheColiseumarea,andtheOaklandAirportSupplementalEIR.
9.2.2 ImpactAnalysis
Theimpactanalysiswillfollowthefollowingsteps:(1)emissionsestimationofcriteriapollutantsand
TACs,(2)calculationofTACconcentrationsbydispersionmodeling,(3)determinationifprojectwill
createsubstantialodors,effectingsensitivereceptors;and(4)healthriskassessment.
Landusebasedcriteriaairpollutantforconstructionandoperationalsourceswillbe
quantifiedusingCalEEMod(CaliforniaEmissionsEstimatorModel).Emissionsfrom
mobilesourceswillbeestimatedusingtherecentlyupdatedEMFAC2011fromARB.
Emissionsfromexistingpermittedsourceswillbeobtainedfromapublicdatarequestto
theBAAQMD,identifiedthroughtheirGoogleEarthCEQAtoolforAlamedaCounty.The
TeamassumesthatemissionsandairqualityimpactsfromthePortofOaklandandthe
OaklandInternationalAirport,ifneeded,willbeobtainedfrompreviouslypublished
studiesandthatnoadditionalanalyseswillberequiredforthesetwomajorsources.
Theteamwillperformdispersionmodelingofstationaryemissionsourceswith
AERMOD,theUSEPAspreferredairdispersionmodel.Dispersionofpollutantsfrom
highwaysandhighvolumestreetswillbeperformedusingCAL3QHCR,aGaussianair
dispersionmodelapprovedbyUSEPA,ARB,andBAAQMDforuseinpreparing
environmentaldocumentationfortransportationprojects.TheTeamassumesthat
meteorologicaldatawillbeavailablefromBAAQMD.Ifpublicallyavailablemodelready
meteorologicaldataarenotavailable,thentheteamcanpreparemeteorologicaldataat
additionalcost.

TheTeamwillalsoidentifysensitivereceptorsbothonsiteandwithin1,000feetofthe
planboundary.
Itwillestimatecancerrisk,chronichealthindex,andacutehealthindexforall
potentiallyexposedpopulationsusingriskassessmentguidelinesfromCal/EPA(2003)
andBAAQMD(2010).
TheanalysiswillalsoaddressconsistencyoftheSpecificPlanwiththeBAAQMDs2010
CleanAirPlanandcomparetheSpecificPlansprojectedvehiclemilestravelled(VMT)or
vehicletrips(VT)totheprojectedpopulationincrease.Additionally,theteamwillcheck
consistencyoftheSpecificPlanwithOaklandsdraftEnergyandClimateActionPlan.
9.2.3 Mitigation
Mitigationwillbeconsideredandidentified,ifneededtominimizesignificantimpacts.Optionsmay
includelimitingnewresidentialorrecreationaluses;increasingpublictransportation,pedestrian,
andbicycleaccess;improvingenergyefficiencyandtransportationmodeshiftsawayfrommotor
vehicles.MitigationmeasureswouldbederivedfromCAPCOAsModelPoliciesforGreenhouse
GasesinGeneralPlans,QuantifyingGreenhouseGasMitigationMeasuresandairtoxicsmitigations
specifiedinBAAQMDCEQAAirQualityGuidelines.
9.2.4 TechnicalReport

9.3 BiologicalResources
TheOaklandColiseumandbusinessparkarelocatedinanurbanizedwaterfrontthathasalonghistory
ofdevelopmentanduse.Theterrestrialenvironmentprovidesverylimitedsuitablehabitatforwildlife.
ThekeybiologicalissuestobeaddressedforboththeColiseumshorelineandtheColiseumbusiness
parkarerelatedtothewaterfrontandthehydrologicalconnectionstoArrowheadMarsh.Thenatural
resourcesoftheSanFranciscoBayandtheestuaryreceivecriticalscrutinybyregulatoryagenciesand
thepublic.Strongsurveyandassessmentdataplayakeyroleincommunicatingthepotentialeffectsof
aprojectonbiologicalresourcesandaidindevelopingthereasonableandeffectiveavoidanceand
minimizationmeasuresthatreducethepotentialimpactstoresultinaprojectthatisrecognizedas
beneficialtoallstakeholders.Therearealargenumberofregulatoryagenciesthatmaypotentially
commentonanEIRfortheproject,andinformationtoaddresstheirareasofjurisdictionmustbe
preparedforinclusionintheEIR:theUnitedStatesFishandWildlifeService(USFWS),theNational
OceanicandAtmosphericAdministrationsFisheriesService(NOAAFisheries),theUnitedStatesCoast
Guard(USCG),theCaliforniaDepartmentofFishandGame(CDFG),theBayandCoastalDevelopment
Commission(BCDC),andtheRegionalWaterQualityControlBoard(RWQCB),aswellasnearbyopen
spacemanagers,andtheEastBayRegionalParkDistrict(EBRPD),whichmaybeconcernedaboutthe
proximityofArrowheadMarsh.

resourceswithintheareaofanalysisandtakesnotesandphotographsforinformation
tocompleteatableofpotentialresources.
TheTeamwillalsoacompleteadesktopgeoarchaeologicalanalysisoftheareaof
analysisinordertoassessthesensitivityoftheareaforthepresenceofburied
prehistoricsoilsordeposits.Ultimately,thisinformationwouldbecombinedwithan
understandingofthepreviouslevelofgrounddisturbance,proposedparametersof
grounddisturbanceintonativesoils,andtopographytoprovidetheCityofOaklandwith

identifiedandwillprovideinformationregardingidentifiedorpotentialculturalresourcesintable
format.TheTeamwillalsomakepreliminaryrecommendationsregardingareasofpotential
archaeologicalsensitivitywithintheareaofanalysisandanyadditionalworkrequiredtocomplete
theidentificationofarchaeologicalresourceswithintheprojectarea.TheTeamwillpreparethe
culturalresourcessectionoftheEIRincludingadescriptionofthepotentialimpactsand
recommendedmitigationmeasures.
9.4.3 ProjectAssumptions
Theareaofanalysiswillbeapproximately750acres.
TheCityofOaklandwillmakeallaccessarrangementsandnotificationstoproperty
ownersandresidentspriortothefieldwork.Itisassumedthattheprojectareawillbe
accessibleforfieldsurvey.
NositeswillbeformallyrecordedonDPRformsunderthisscope.Ifrecordablesitesare
located,acostestimatewillbepreparedbasedonthespecificsofthepreliminary
observations.
EvaluationofculturalresourcesforeligibilityforlistingintheNationalRegisterof
HistoricPlaces(NRHP)andtheCaliforniaRegisterofHistoricalResources(CRHR)isnot
includedunderthistask.Ifreconnaissancesurveyslocateanypotentiallyeligible
resources,acostestimatewillbepreparedbasedonthespecificsofthepreliminary
observations.
TheTeamwillconductthisinvestigationtocomplywithCEQA,andassumesthatitisnot
necessarytocomplywiththefederalrequirementsofSection106and36CFR800.This
scopeofworkaddressesonlytheidentificationofarchaeologicalresources,andnot
historicperiodbuiltenvironmentresources,features,orstructures.

TheTeamwillprovideanassessmentoftheproximityoftheplanareatoknownearthquakefaultsand
willevaluatethelikelihoodofexposingpeopleorstructurestopotentialadverseimpactsrelatedto

locatedwithintheplanarea(i.e.,EDRreports,PacificInstitutedocumentation,EnvirostarDatabase,
GeotrackerDatabase,andCityofOaklandEnvironmentalHealthDepartmentandothersources).These
recordswillberelieduponinevaluatingoftheplanareaforpotentialhazardousmaterialconstraints.

recommendedmitigationmeasures.CityStandardConditionsofApprovalwillbeidentifiedandany
otherspecialmitigationmeasuresnecessaryfortheareawillbeidentifiedasnecessary,suchas
followupsamplingandremediationactivities.
9.7 Hydrology/WaterQuality:
TheTeamwilldiscussthepotentialhydrologyimpactsassociatedwithfutureredevelopmentoftheplan
area.MeansbywhichfuturedevelopmentcancomplywiththeC.3regulationsoftheNPDES(National
PollutantDischargeEliminationSystem)willbeidentified,andtherequirementsofaStormwater
PollutionPreventionPlanwillbedeveloped.Mitigationmeasureswillbeidentifiedforanysignificant
impacts.
9.8 LandUseandPlanning:
TheTeamwillevaluatetheconsistencyoftheproposedSpecificPlan(s)withCitypolicyandregulatory

TheTeamexpectsthattheSpecificPlanmaydevelopnewlandusecategories,collapselanduse
categoriesanddesignations,and/orrearrangelandusedesignationstomeetlandusegoalsforthe
area.TheTeamalsoanticipatesthattheplanwilldevelopnewlanduseregulationsfortheplanarea.As
partofitsanalysis,theTeamwillcompareandcontrasttheSpecificPlanwiththepolicies,regulations
andlandusesascontainedinexistingpolicyandregulatorydocuments.
Itwillalsoassesswhethertheplancoulddivideanyestablishedcommunityorconflictwithany
applicablehabitatconservationplan.
9.9 Noise:
Noisemeasurementswouldbemadetoquantifytheexitingnoiseenvironment.Majornoisesourcesin
thespecificplanareaincluderoadways,raillines,aninternationalairport,andsportingevents.Oncethe
noiselevelshavebeendocumented,thestudywouldfocusontheassessmentofimpactsbasedonboth
existingandprojectedfuturenoiselevels.Keyaspectsthatwillbeaddressedinthestudyinclude:
9.9.1 Compatibilityofnewresidentialdevelopmentwithexistingandfuturenoisesources
Theanticipateddevelopmentofresidentialandmixeduseprojectswilllikelyexposenewusesto
noisesfromavarietyofsources.Thenoisefromthesesourceswillneedtobeevaluatedwith
respecttoexistingCityandstatestandards(e.g.,OaklandCEQAthresholds/CriteriaofSignificance
Guidelines).
9.9.2 Increasednoiseatexistingnoisesensitivelanduse
Trafficvolumeincreasesandchangesinpatternsresultingfromtheredevelopmentmayincrease
noiselevels.TheextentoftheseincreaseswillneedtobequantifiedforcomparisonwiththeCity
andstatestandardstodetermineifexistinglanduseswithinandaroundthestudyareawouldbe
adverselyaffected.
9.9.3 OaklandAirportBusinessPark
Thelandusepoliciesintheplanwillneedtotakeintoaccountanyopportunitiesandconstraints
relatedtonoise.Theseissuesincludesensitivityofpotentialusestotransportationnoisesources
andthepotentialfortenantstodisturboneanother.TheSpecificPlancanaddresstheseissuesby
settingappropriatepolicies(ormitigationmeasures)thatprovideclearandpredictableguidelines
forpotentialtenantsanddevelopers.
9.9.4 CumulativeNoise:
Thepotentialfortheotherprojectsthatareplanned,butnotpartoftheproposedproject
(cumulativegrowth),willneedtobeconsideredintermsoftheirpotentialtoincreasenoise
(typicallytrafficortransportationrelated).AsperCEQA,theTeamwoulddetermineiftheincrease
innoiseduetotheproposedprojectiscumulativelyconsiderablewhencomparedwiththeoverall
increaseduetocumulativegrowth.
9.10 PopulationandHousing
TheTeamwillevaluatetheextenttowhichtheproposedSpecificPlanwouldinducesubstantial
populationgrowthwithinthecontextofexistingcitywideandregionalplanningefforts.TheTeamwill
preparethissectionoftheEIR.Itwilldescribethesettingofpopulation,housing,businessactivities,and

employmentinthespecificplanareas,innearbypartsofeastOakland,intheCityofOaklandoverall,
andinthesurroundingregion.Itwillidentifycurrentconditionsandtrends,includingfutureforecastsby
ABAGasincludedintheregionaltrafficdemandmodel.Thesectionalsowilldescribethecontributions
ofthespecificplanstocitywidegrowth.
Consistentwiththecityssignificancecriteria,theassessmentofimpactswilladdressthepotentialfor
theSpecificPlanstoresultindisplacementofexistinghousingandresidentsand/orthedisplacementof
businessesandjobs,andwhetheranysuchdisplacementwouldinvolvesubstantialnumbersofhousing,
people,businesses,and/orjobs,necessitatingtheconstructionofreplacementhousingorbusiness
facilitieselsewhere,inexcessofthatcontemplatedintheCitysgeneralplanandhousingelement.
TheassessmentalsowilladdresswhethertheSpecificPlanswouldinducesubstantialpopulationand
employmentgrowthdirectly(bythenewdevelopment)orindirectly(byinfrastructureandother
improvements),andwhethersuchgrowthwouldexceedthatcontemplatedintheCitysGeneralPlan
andtherebygenerateimpactsnotpreviouslyconsideredoranalyzed.
TheTeamwillalsoassesstherelativepopulation,housing,andemploymentimpactsassociatedwiththe
CEQAalternativesrelativetoimpactsoftheproposedSpecificPlans.Theassessmentwillbea
qualitativediscussionofcomparativeimpacts.
9.11 PublicServices
TheTeamwillconductresearchandperforminterviewswithCityserviceprovidersincludingtheOPD,
theOFDandotherrelevantserviceproviderstoascertainhowredevelopmentwithintheplanareamay
affecttheirabilitytoprovideadequateserviceratiosandresponsetimes;anynewphysicalfacilities
neededbysuchserviceproviderswillbeassessedforphysicalimpacts.
9.12 Recreation
Therecreationalopportunitieswithintheplanareawillbedescribed,includingpublicparksand
recreationfacilities,aswellastherecreationalbenefitsassociatedwiththesportsfranchisesandtheir
operationsattheColiseumarea.Potentialrecreationalimpactsassociatedwiththeplanwillbe
identifiedandmitigationstrategies,ifnecessarywillberecommended.
9.13 TrafficandTransitImpactAnalysis
TheTeamwillconductthisanalysisinaccordancewithCEQAandCityofOaklandCEQAThresholdsand
guidelines,forthepurposeofcompletingtheTraffic,TransportationandCirculationchapteroftheEIR
Totheextentfeasible,thistaskwillrelyondatacollectedandanalysiscompletedforprevioustasks.
ThistaskassumestheenvironmentaldocumentwillbeprojectbasedusingintersectionanalysisforArea
1;forArea2,intersectionanalysiswillbestudiedtotheextentfeasible.Roadsegmentanalysescould
alsobestudied,inadditiontotheintersectionanalysis.Thetransportationsectionoftheenvironmental
documentwillcontainallthenecessaryelementsasoutlinedbytheCitysguidelines.Futurebaseline
trafficvolumeswillbedeterminedusingthelatestavailableACTCModelfor2020and2035.Projecttrip
generationwillbederivedusingtheMXDandDRMmodels.Itiscurrentlyanticipatedthatupto40
intersectionswillbestudiedfortheweekdaycommuteperiodsandforaSundayColiseumevent,but
thatnumbermaybeadjustedbasedontheresultsofthetechnicalmemorandumdescribedbelow.A
CMPanalysiswillbeconducted;andparking,althoughnotrequiredforCEQA,willbedescribed.Transit
andnonmotorizedtravelmodeswillbeanalyzed.

requestedoftheContractor,theCitywillpayfortheadditionalanalysisfromtheCityscontingency
funds.

OaklandsEnergyandClimateActionPlanassumingitisfinalizedinearly2012.
9.15.3 Mitigation
Mitigationwillbeconsideredandidentified,ifneededtominimizesignificantimpacts.Optionsmay
includelimitingnewresidentialorrecreationaluses;increasingpublictransportation,pedestrian,
andbicycleaccess;improvingenergyefficiencyandtransportationmodeshiftsawayfrommotor
vehicles.MitigationmeasureswouldbederivedfromCAPCOAsModelPoliciesforGreenhouse

10.1 ReviewwithCityOtherProjectstoIncludeinCumulativeAnalysis:
TheEIRwillevaluatecumulativeimpactsinaccordancewithCEQAsrequirements.Section15130ofthe
CEQAGuidelinesrequiresthatanEIRevaluatepotentialenvironmentalimpactsthatareindividually

ThefiveCEQAbasedalternativestobeanalyzedintheEIRarelistedbelow.Thesefivealternativesare
intendedtomeettheCEQArequirementthatanEIRdescribearangeofreasonablealternativestothe
projectthatwouldfeasiblyattainmostofthebasicobjectivesoftheproject,butwouldavoidor
substantiallylessenthesignificanteffectsoftheproject.Atitsdiscretion,theCitymayrequire
examinationofotheralternatives.

andimpactconclusionsfortheprojectareconsistentwithotherenvironmentaldocuments.Where
appropriate,consultantshallcoordinateanddiscusssuchwithotherconsultantsworkingonother
environmentaldocuments.ContractorshallcontactCitystafftoobtainalistofotherrelevantprojects.
CityshallprovidetoContractorallexistingenvironmental,geological,engineeringandotherreports
withintheCityspossessionorcontrolpertainingtotheconditionoftheproperty.
