This presentation provides an overview of Australia’s relations with the Association of South East Asian Nations (ASEAN) from 1974, when Australia became ASEAN’s first dialogue partner, to the present. Australia engages with ASEAN through a number of multilateral forums including the ASEAN Post-Ministerial Conference + 1; the ASEAN Regional Forum, the ASEAN Defence Ministers’ Meeting Plus, and the East Asia Summit.
Over the past forty years, the agenda for cooperation between Australia and ASEAN has steadily expanded. This presentation addresses three main areas of cooperation: (1) economic and development, (2) political-security, and (3) socio-cultural; it highlights major milestones. For example, in 2005 Australia signed the ASEAN Treaty of Amity and Cooperation. In 2007, both parties signed the Joint Declaration on ASEAN-Australia Comprehensive Partnership. In 2009, ASEAN signed an agreement establishing a Free Trade Area with Australia and New Zealand. In 2010, ASEAN and Australia held their first ‘stand alone’ summit meeting. In 2012, Australia and five other dialogue partners entered into negotiations with ASEAN on establishing a Regional Comprehensive Economic Partnership. In 2013, Australia appointed its first Ambassador to ASEAN. And in 2014 ASEAN welcomed Australia’s New Colombo Plan. A Commemorative Summit will be held in October in Myanmar to mark the 40th anniversary of ASEAN-Australia dialogue relations.

ASEAN values consensus and process, Australia strives for results and progress. ASEAN is inherently committed to multilateralism, while Australia prioritizes bilateral relationships with the major Asian powers: China, Japan and India. Questions for Discussion Question 2: On the basis of your personal experience how would you evaluate the benefits and the downsides of student exchanges for ASEAN-Australia relations? ASEAN and Australia have placed a good deal of stress on the importance of people-to-people exchanges and contacts.
