RIVERHEAD CENTRAL SCHOOL DISTRICT BOARD OF EDUCATION
REGULAR BOARD MEETING
The Board of Education of the Riverhead Central School District will hold a regular meeting on
Tuesday, October 14, 2014 at 6:00 p.m. at the Pulaski Street School Faculty Room #111, 300
Pulaski Street, Riverhead, New York. After the meeting is opened to the public, the Board will
immediately recess to executive session until approximately 7:00 p.m. at which time they will
reconvene into open session in the Pulaski Street School auditorium, 300 Pulaski Street,
Riverhead, New York.
1. Executive Session

The meeting will be called to order by the President or Vice President of the Board of Education.

Recess to Executive Session for discussion involving the medical, financial, credit or employment history of a particular
person or corporation or matters leading to the appointment, employment, promotion, demotion, discipline, suspension,
dismissal or removal of a particular person or corporation; and, the proposed acquisition, sale, or lease of real property or
the proposed acquisition, sale, or exchange of securities, but only when publicity would substantially affect the value of
these things.

Those assembled will be asked to rise for the Pledge of Allegiance.

WHEREAS, Gene Siller, Special Education Teacher, will retire on October 31, 2014, after completing 30 years of dedicated and
caring service in her time in the Riverhead Central School District; and

WHEREAS, Gene Siller has been praised by her principal for being a concerned teacher who wants the very best for her
students by providing students with outstanding opportunities in the use of technology; and

WHEREAS, Gene Siller has demonstrated her ability to execute her duties with excellence while being willing to go the extra mile
to help students with homework help, tutoring, enrichment programs and summer science camps; and

WHEREAS, Gene Siller has shown her generosity beyond the classroom with donations for the book of the month club, supplies,
and other items, all while flipping pancakes at fundraisers and coordinating donations from outside agencies;

NOW THEREFORE, BE T RESOLVED by the Board of Education, that having accepted the resignation for retirement purposes
of Gene Siller, Special Education Teacher;

BE T FURTHER RESOLVED that the Board of Education takes great pleasure in recognizing Gene Siller, Special Education
Teacher, and, herewith, expresses its sincere gratitude of the invaluable effort and work she has done for the Riverhead Central
School District;

BE T FURTHER RESOLVED that this resolution be spread upon the permanent minutes of the Board and that copies be sent to
Gene Siller to share with her family.

Public Participation at Board Meetings:

All regular and special meetings of the Board shall be open to the public. Since the Board desires to be a good
listener and be responsive to the community, persons desiring to address the Board may do so during the time
so allotted on the agenda and according to established procedures.

During the audience portion of each Board meeting, patrons are invited by the president to speak for or against
any proposal on the tentative agenda or on any other school concern. The individual is asked to identify his or
herself, limit comments to a few minutes and avoid discussing personalities. The president reserves the right to
limit the number of presentations and/or length of comments, normally 3 minutes. At the discretion of the
president, patrons may be recognized at other times during the Board meeting.

WHEREAS, the Riverhead Central School District has determined that amount of State aid and other estimated local revenues to
be applied toward the 2014-2015 budget; and

WHEREAS, the voters approved a contract for library services between the Riverhead Central School District and the Riverhead
Free Library; and

WHEREAS, the voters approved a contract for library services between the Riverhead Central School District and the Baiting
Hollow Free Library; and

WHEREAS, the District has applied the New York State Office of Real Property Tax Services Equalization Rates to the final
assessed value of taxable land of the District's boundaries within the Townships of Brookhaven, Riverhead and Southampton to

RESOLVED, that the Board of Education of the Riverhead Central School District hereby sets the total tax levies for contract
services with the Riverhead Free Library, for contract services with the Baiting Hollow Free Library, and the Riverhead Central

AND BE T FURTHER RESOLVED, that because the STAR program will pay portions of the School Tax Levy that normally
would be borne by the property tax in the 2014-2015 school year, the School Tax Levy shall be further offset by the actual
amount received to STAR; and

BE T FURTHER RESOLVED, that under the provisions of General Municipal Law Sections 6-J, 6-M, and 6-R, the Board of
Education of the Riverhead Central School District hereby appropriates from the following reserve funds monies to be used as
revenue in the 2014-2015 school year, as presented to the voters in May 2014:

Retirement Contribution Reserve $200,000
Workers Compensation Reserve $200,000
TotaI $600,000

RESOLVED, that the Board of Education of the Riverhead Central School District hereby authorizes budgetary increases to the
following budget lines in amounts not to exceed:

A1620-198-99-1000 $12,609.23
A2250-158-99-1000 $38,726.40
A2830-198-99-1000 $ 2,827.13

To be offset by the Reserve for Employee Benefit Accrued Liability Reserve (EBALR) pursuant to General Municipal Law Section
6-P.

(1) RESOLVED, that the Board of Education of the Riverhead Central School District approves the Transportation Contract
between the Riverhead Central School District and Mattituck-Cutchogue Union Free School District for the purpose of the
Mattituck-Cutchogue Union Free School District providing transportation for one Riverhead student for the period of service from
Subject B. Approval of EBALR

September 1, 2014 through June 30, 2015 at a total anticipated annual cost of $4,400; and, authorizes the President of the
Board of Education and the Superintendent to sign such contact.

(2) RESOLVED, that the Board of Education of the Riverhead Central School District approves the ntermunicipal Agreement for
Emergency Preparedness and Evacuation Procedures and Provisions between the Riverhead Central School District and the
Town of Riverhead; and, authorizes the President of the Board of Education to sign such agreement.

WHEREAS, the Riverhead Central School District employs certain individuals who are not subject to the collective bargaining
process; and
WHEREAS, it is incumbent therefore upon the Board of Education to set the terms and conditions of employment for such
individuals,

NOW THEREFORE BE T RESOLVED, that the Board of Education of the Riverhead Central School District hereby approves an
annual employment contract, dated October 14, 2014, effective for the remainder of the 2014-2015 school year, with an
individual occupying the following non-aligned position: Director of School Safety; and

BE T FURTHER RESOLVED, that the President of the Board of Education and the Superintendent be authorized to sign said
contracts or contract amendments.

RESOLVED, that the Board of Education of the Riverhead Central School District declares as surplus the following equipment as
obsolete; and authorizes the disposal of the same in accordance with New York State Law and authorizes the Superintendent to
sign any necessary documents to dispose of the property.
