Working Group Progress Report
Renewal of the Cadet and JCR Programs
This is a bi-monthly progress report that will be updated regularly
and will be published on the Renewal Web page,

3.1 Governance
Develop an optimal governance structure for the Cadet and JCR Programs.

Progress

The proposed governance model is in the last stages of review, refinement and
approval by the National Cadet Council (NCC)

Approval of the governance model by the NCC is anticipated in fall 2014

Regarding the model:
The NCC has been refined and now more purposefully engages a wider network of key
stakeholders (e.g., Environmental and Regional Commanders);

Additional national governance bodies have begun to meet (e.g., Cadet Program
Management Board on 26 Aug 14) while others continue to come on stream this fall
(e.g., Cadet Program Management Council, Operational Program Coordination Board); and

Details on regional and local governance bodies will be developed this fall and winter and
these levels would come on stream in 2015

3.2 Command & Control
Develop an optimal Command and control (C2) structure for the Cadet and JCR Programs.

Progress

The proposed Support Group command and control structure was agreed to by the
Vice Chief of Defence Staff

It involves a more centralized command under one national commander for Cadets
and JCRs and decentralized program delivery by RCSUs/CRPGs with cadet corps and
squadrons and JCR patrols

Directorate Defence Force Planning is in the process of submitting the proposed
structure to the Minister of National Defence (MND) for authorization

The effective date for Transfer of Command Authority of the Support Group is still
being determined
Status: Yellow Behind Schedule.
Support Group request in staffing, functional analysis behind.
Status: Green On Track

3.2 Master Implementation Plan
The development of an master implementation plan for the new C2 and Governance model.

Progress

Authorization to stand up a National Cadet and JCR Support Group is still pending
Minster of National Defense's (MND) approval

The OPI and A/OPI are just getting underway with planning this task and striking a
working group to carry out the work

The work would proceed over this fall and winter

The Master Implementation Plan would layout the steps involved in standing up the
Support group and the transfer and sharing of responsibility across the Canadian
Armed Forces (CAF) for delivery of the Cadet and JCR Programs

3.2.1 Organization & Establishment
The development and implementation of an optimized organizational structure
and supporting business processes for the new C2 and Governance model.

Progress

A core Organization & Establishment (O&E) working group has been established and conducted
their initial meeting / work in June 14. It has representatives from D Cdts & JCR and RCSUs

Work on the first of two Business Process Redesigns is underway.
It is called Coordinate and Deliver Training Programs
It involves a review of how Cadet and CIC training is developed, delivered, coordinated and supported
Much of this work is being done with the core working group with help from subject matter experts
from Directorate Change Management

Work on the first of several Business Process Improvements got underway late Aug 14.
It involves a review of how Class A pay and travel claims are administered
Much of this work is being done by teleconference, videoconference and online

Two other parts to note:
D Cdts & JCR and RCSU HQ staff we asked to complete a questionnaire
A Team will be visiting RCSUs over the fall months to conduct interviews and process mapping

5.1 Program Support Model
Identify and promulgate effective support models that ensure a majority of resources are
geared toward the delivery of community-based programming.

Progress

The Working Group carried out significant work last winter and spring and conducted
several meetings

Initial work was presented to the Renewal Steering Committee in May and Jul 14 and
feedback was provided for refining the work

Work continues over the fall period with sub-working groups scheduled to meet to
further flush out a new support model. The focus is on:
o Additional analysis for optimizing resources for the CSTC/NDA/RDA programs
o Additional analysis for improving service and support to the corps and squadron
o Refine the JCR model to include parameters for Enhanced Training Session (ETS)

We anticipate circulating draft support models for review and comment towards late
fall (Nov/Dec)

1.4 Staff Capacity Establishments
Develop a plan to increase the number of COATS members at select urban corps & sqns and
increase the number of paid days for COATS members at select rural corps & sqns.

Progress

The staff work is ongoing and linked into the Program Support Model working group

The preliminary research is completed and the initial plan has been developed. It is
currently being refined

1.4 Staff Capacity Training
Develop an education and training package aimed at giving adult staff and volunteers a better
understanding of youth issues and delivering a positive youth development program.

Stakeholder meetings were held from January to May 2014 to shape the package

Writing boards were conducted from May to August 2014 to develop the package

The package is entering the review and approval stage during the fall months

Relevant information on the roll-out will be provided over the fall months

Implementation would start in 2015 and be conducted over a 2 year period

1.5 Public Awareness / Outreach
Develop an Outreach Strategy/Plan to reach and engage community leaders, OGDs, NGOs and
private sector bodies to raise awareness of and obtain support for the Cadet and JCR Programs.

Progress

The Working Group met and worked regularly during the winter and spring by phone
and online

An initial brief on the work was given to the Renewal Steering Committee in Jul 14

A catalogue of agencies and engagement approaches have been researched and
identified and outline of an action plan has been drafted

Work continues this fall to draft the strategy / plan

We anticipate being able to circulate the draft plan for review and comment later in the
fall period

1.6 Communications Strategy
Develop a PA Approach/Communication Strategy/Plan that builds communications capacity in
the Cadet and JCR Programs and helps build community support for corps, squadrons and patrols.

Progress

The Working Group has held a meeting and teleconferences during the winter and
spring

They have developed a draft plan and continue some additional work round out the
plan

There is a working group meeting occurring in Oct 14

We anticipate being able to circulate the draft plan for review and comment later in
the fall period

1.3 Risk Matrix
Develop a d Risk Strategy/Matrix that clearly defines risks for each activity (vs. lumping in a
common group) and strives to devolve responsibility and accountability to the lowest level.

Progress

The initiating directive for this working group was released in Aug 14

The whole working group held its initial meeting on 17 Sep 14

The focus now is on Step 1 Risk Identification. It involves coming up with a
comprehensive list of risk areas that the two programs face

As part of Step 1, people across the Cadet and JCR Programs will be asked over the
fall (Oct/Nov) to help identify the risk issues that the two programs regularly face

The working group is planning to meet in late Nov or early Dec to finalize the Risk
List

4.3 Growth Cadets
Develop a Population Growth Plan that identifies opportunities to improve retention, emerging
youth demographics (sub-populations) and new geographic areas (urban and rural).

Progress

The Working Group has been struck and working through online gatherings during
spring and summer

Work has been slower over the summer period as members have been busy with
summer training and leave

The work will continue during the fall period and circulation of any draft plans
would occur early in 2015

4.3 Growth JCR
Develop a Patrol Growth Plan that identifies and actively
engages potential communities for opening a new JCR Patrol.

Progress

The Working Group is well underway and has been meeting by teleconference
over the winter and spring

They have developed a proposed list of 17 JCR Patrols that could be open in the
next 4 years

Currently they are socializing some aspects of the work among CRPGs

They will brief the Renewal Steering Committee in Sep 14

5.2 Manage Resources
Balance and more effectively manage resource impacts to Cadet and JCR Programs

Progress

This tasking is closed and the objective is completed

The realignment of the D Cdts & JCR 2 Section and adjustments in the business
planning and budgeting processes will address budget pressures and Renewal
reinvestments as part of that sections regular functions

4.2 Close Out Initiatives
Close-out other major program initiatives

CIC OPI - LCol A. Arseneault, A/OPI Maj A. Glinas

Progress

This tasking is closed and the objective is completed

CANCADETGEN on the close-out of the Cadet Program Update (CPU), the Cadet
Program Growth Initiative (CPGI) and the CIC Change Management Project (CIC
CMP) has been released and posted online

Cadet and CIC program development and delivery staff at D Cdts & JCR are now
managing the work as part of the programs normal evaluation, validation and
continuous improvement processes
