2 Overview
2.1 Feature Introduction
A network can be expanded by adding sites and carrier frequencies, which results in the
increase of investment and network re-planning. The half rate (HR) is provided in the
BSS and can be used to increase the capacity of speech subscribers conveniently, that
is, only modify the configurations. The HR is a service bearer in the GSM, with the
support of the network and terminal at the same time. Hence, the usage of this function
is related to the number of MS that supports the HR.
With the contrast to the full rate (FR), the HR increases the capacity and spectrum
efficiency through reducing the bit rate. The speech subscriber capacity of one
transceiver is doubled if 100% of it is used (the prerequisite is that terminals support the
HR function).
In the HR Speech mode two subscribers share one timeslot. Thus, spectrum resources
are used more effectively. In the allocation of the HR, the ZTE iBSC avoids the
occurrence of HR fragmentations to reserve continuous and complete timeslot for FR
allocation and data services In addition, the iBSC can gather the fragmental HR

channels by internal cell handover, which is re-packaging mechanism for ongoing half
rate calls.
Two HR subscribers share 16 kbps transmission of Abis interface; therefore, the
transmission in Abis interface is not affected.
In poor radio environments, the speech quality of the HR decreases. The ZTE BSS
monitors the strength of radio signals and speech quality to dynamically switch between
the HR and FR for a subscriber. In this way, the network capacity increases with the
satisfying service quality.
2.2 Correlation with Other Features
BSC tries to allocate high-quality FR when distributing traffic channels according to MS
and network configurations; if MS and network configuration support AMR, and network
busy level hits AMR threshold, AMR HR channels will be allocated; if MS and network
configuration support HR, and network busy level reaches HRR threshold, HR channels
will be allocated; during gradually releasing traffic channels, due to HR channels, lots of
fragmental channels will appear on timeslot, which impacts offering high-quality FR and
PS services. Collect HR channels by defragmentation to eliminate fragmental channels,
packing up more valid FR channels.

3 Technical Description
GSM is a TDM system, 1 frequency includes 8 physical channels, and 1 GSM TDMA
frame includes 8 TS. 1 speech channel TCH include 26-frame multiframe, time is 120ms.
The 13

frame is idle.
With HR scheme, the frame structure will remain unchanged, the odd number frame is
assigned to one user and the even number frame is assigned to another user, previous
idle frame-26

frame is assigned as the second users SACCH. Thus the channel for
one user now can support 2 subscribers and the channel capacity doubles. The
negative effect is that with HR coding the speech quality decreases as HR codec
contains less capacity for redundancy and error correction functionality.
If network devices and terminals support HR speech mode, the HR function can be
used. In the HR mode, the capacity of speech subscribers is doubled. In the FR code
mode, one carrier frequency supports 8 speech subscribers. In the HR code mode, one
carrier frequency supports 16 speech subscribers.

3.1 HR Speech Codec
The HR speech codec is the Vector-Sum Excited Linear Predictive coding (VSELP)
mode. The final speech rate is 5.6 kbps, that is, each speech frame lasts for 20 ms, with
112 bits, which contains class-1 bit (95 bits) and class-2 bit (17 bits).
HR speech encoder takes its input as a 13 bit uniform Pulse Code Modulated (PCM)
signal either from the audio part of the MS or on the network side, from the PSTN via an
8 bit/A-law or U-law (PCS 1900) to 13 bit uniform PCM conversion. The encoded speech
at the output of the speech encoder is delivered to the channel coding function as
defined in GSM 05.03 [3] to produce an encoded block consisting of 228 bits leading to
a gross bit rate of 11,4 kbit/s. In the RX direction, the inverse operations take place.
GSM 06.20 describes the detailed mapping between input blocks of 160 speech
samples in 13 bit uniform PCM form into encoded blocks of 112 bits and from encoded
blocks of 112 bits to output blocks of 160 reconstructed speech samples. The sampling
rate is 8 000 sample/s leading to an average bit rate for the encoded bit stream of 5.6
kbit/s. The coding scheme is called Vector Sum Excited Linear Prediction (VSELP)
coding.
3.2 HR Channel Code
The 112-bit HR speech frame outputs 228-bit data (k=0-227, k is index) after external
codes (packet code) and internal codes (perforated convolutional code). Then, adding 4
frame stealing bit (k=228-231), the HR speech frame outputs 232-bit data and maps to
four burst impulses after rearrangement and interleaving.
The coding and decoding mode of the FACCH/H in the HR channel is the same as that
of the FACCH/F channel. The interleaving and deinterleaving are slightly different. In
FACCH/F, the interleaving is in eight BURSTs. In FACCH/H, the interleaving is in six
BURSTs.
The coding, decoding, interleaving, and deinterleaving of SACCH/TH in the HR speech
channel are the same as those in the SACCH/TF.
3.3 Rate Adaptation
In the uplink, 112bit HR speech frames plus the synchronization and control information
constitute 160bit TRAU frame. Then, the TRAU frame is sent to the TC. The TC unit
implements the conversion from the HR coding to 64 k PCM coding.
In the downlink, the TRAU frame from the TC unit is converted to the 112bit HR speech
frame. Then, it implements the channel coding.
3.4 HR Channel Allocation
iBSC needs Ms and network support to allocate HR channels for CS service. Firstly MS
has to support HR speech version, channel strategy in MSC part supports HR, and
preferred channel types and speech version configured in iBSC configuration
management which is able to activate HR.

Channel allocation process is as follows:
The allocating of HR channel is controlled by many aspects. The detail is as follows:
At first, MS sends the channel allocation request to MSC. The request contains the
information that the HR is supported by the MS.
Then, MSC delivers the allocation request to iBsc through A interface, the request
contains the information that what channel type is supported by the MSC.
Finally, the iBsc decide whether the new channel will select the HR speech mode,
depending on the conditions including: MS supporting, MSC supporting, and the
configuration of the iBsc configuration management. The configuration includes the
channel preferred strategy and speech version supporting, and the channel type
selection of A interface.
In the channel preferred strategy, you can choose between 2 types: HR PREFER, HR
ONLY.
If the result of the iBsc decision is HR and also there are available channel resources,
then directly allocate HR channel for subscribers.

This parameter defines combined types of timeslot channel.
The correlation with the following parameters is as follows:

CBC supported (SmsCbUsed).
If CBC Supported (SmsCbUsed)is No,that is, CBC is not
supported, the system automatically finds all timeslot
channel combinations in the cell. If CBC channel
exists, it is changed to SDCCH. If CBC Supported
(SmsCbUsed)is Yes, that is, CBC is supported, the system
automatically finds all timeslot channel combinations in the
cell. If a non-BCCH channel is found for a carrier, it is
changed to SDCCH+CBCH.

Support GPRS (PsSupport)
If GPRS Supported (PsSupport)is No,that is, GPRS is not
supported, the system automatically changes all timeslot
channels whose type is PS in the cell to TCH.

Common control channel configuration
(CcchConf)
If CcchConf is configured as CCCH uses one physical
channel, combined with SDCCH,then in the channel
parameters, channel combination of timeslot 0 must be one
of the following two combinations: BCCH+SDCCH/4
and BCCH+SDCCH/4+CBCH. When CcchConf is

6 Engineering Guide
6.1 Application Scenario
Activating this feature realizes fast expansion of wireless network, relieves network
intense capacity, effectively solving partial traffics congestion, and can be supplement
for urgent expansion solution.
Activating this feature has no bad impacts on network indices, but it will reduce the
speech quality during conversation to some extent. Hence it needs to prudently consider
using this feature in high-value traffic areas or expansion solution in areas where
requires high speech quality.
The following respects should be taken into consideration for deploying HR feature:
1. Proportion of the handsets supporting HR codec
Today most cell phones support HR feature. According to domestic statistics in China
mainland, over 80% of Handsets supporting HR Codec.
2. Radio Propagation Environment
Using HR will lower the speech quality during conversation in worse radio C/I areas, so
deactivation of this feature is recommended in such areas.
3. Characteristics Of Local Mobile Network
This feature suits for low-value areas with outburst heavy traffics, including suburbs
(non-dense-urban areas), outburst heavy traffics areas and areas starving for tackling
traffic absorbency problems.
This feature can also be used in urban areas with the scarcity of base stations fluctuant
traffics areas where always emergency traffic happens In these areas, all subscribers
are open to FR speech service during normal low traffic periods. HR is only for heavy
traffic periods.

6.2 Configuration Description
This feature does not involve iBSC and BTS hardware configuration adjustment.
6.3 Network Impact
Impacts on network performance from this feature can be analyzed by STS(Statistic &
Traffic Measurement System) (such as call drop rate, congestion level, access indices
changes, and data channel allocation in speech channel), MRR(Mean Reciprocal Rank)
and DT(Drive Test) test. Specifically, this feature influences the network in following
aspects:
It would increase network capacity in double approximately
In better radio environment, dynamic HR has no impact on call drop rate and traffic drop
rate; it enhances call success rate and handover success rate a little, apparently
decrease congestion ratio;
dynamic HR This function provides intelligent HR and FR/EFR channel conversion.
When user sets the decision threshold for channel conversion in OMCR, the system will
automatically adjust the number of HR channel and FR/EFR channel in the Abis
interface if condition is satisfied.
By DT test, SQI(speech quality index) and RXQUAL(Received Signal Quality) become
worse obviously after activating dynamic HR under the same radio environment, and
speech quality during conversation is decreased ; in poor C/I environment, compared
with FR, HR speech quality;
After all FR channels are occupied, UE not supporting HR will fail to access into network.
Therefore, HR can effectively resolve the heavy traffic problems. But if it desires to keep
better performance, current radio environment needs to be optimized, especially for
interference (after activating HR, encoding type of HR and FR is different, which causes
worse channel decoding and decreased capacity with the same environment), then
requirements on network planning such as frequency planning and coverage control are
more strict
