PREFACE

Gratitude belongs only to Almighty God, who has given his
affection to the authorfor taking the time to complete the task of Maritime
Economics field report. The authors also thank those who have
assisted in the completion of this paper.
The authors are aware that this paper is still far from

PART 1
Background
This field report held on 25
th
september . we have opportunitied to come to
PT.TPS , PT.DLH , and PELINDO III, we can see a new terminal base on green
technologies and it is called terminal teluk lamong , of course this chance we get after
we are invited by Mr. Saut Gurning as a lecture of our subject Maritime Economics . this
field report also to fulfill that task , what we do in our field trip. And for me it chances to
know more about port inovation and port science wich become our future challenge to
face AFTA in 2015.

Field report

Firstly we arrived at PT.TPS ( Terminal Petikemas Surabaya ) , and there we took
a shotly-tour by TPS authority we explained by the what activities happen there.

2.1 PT .TPS(Terminal Petikemas Surabaya)
PT. Terminal Petikemas Surabaya (TPS) provides container terminal facilities
either for domestic or international trade for the traders at the eastern part of
Indonesia. TPS also provides efficient and on time transportation service. Currently TPS
holds ISO 9001 (Quality Standard), ISO 14001 (Environment Standard), OHSAS 18001
(Occupational Health & Safety) and ISPS Code (Vessel Safety and Port Facilities
Standard). TPS is the only terminal operator in Indonesia who holds the Certificate of C-
TPAT and ISO 28000:2007 (Security Management System for Supply Chain).
From the Shareholders Agreement covering the establishment of PT. Terminal
Petikemas Surabaya dated 19 th April 1999, the following clause governs TPS
Community Development Fund:
"To the extent permitted by applicable law, the Shareholders and TPS agree to take such
actions as are necessary to cause TPS to contribute up to 1% of each of the Strategic
Partners (and its Affiliates) and Pelindo IIIs dividend entitlement each year in
furtherance pf community development projects to be established by TPS.

The Fund has now received the benefit of Dividend Declarations in 2000 up to
now. Under strict guidelines laid down by the Directors and approved by the
Commissioners of TPS, grants and loans have been awarded to a wide range of
recipients for a number of approved purposes. The object of this report is disseminate
information about the fund and its donations to the community at large.

Each year the Directors have laid down the guidelines governing the approval of
projects for which donations will be considered. In broad terms into four separate
categories, i.e. Social, Education, Regional Development, and Charity.
All donations are strictly audited by TPS staff to ensure that the funds are used
for the purposes for which they are given and every three months the Funds donations
are reviewed by the Board of Directors and the Board of Commissioners.

INTEGRATED POLICY

PT. Terminal Petikemas Surabaya is committed to be a trusted International Standard
Container Terminal :
1. Provide an excellent service to customers and stakeholders.
2. Meet customer requirements and applicable regulations and laws related to the
service, environment, occupational health and safety, security and continuously
improve the level of fulfillment.
3. Apply Integrated Management System of ISO 9001:2008, ISO 14001:2004, ISO
28000:2007, OHSAS 18001:2007 and PP RI No. 50/2012, communicate and review
its compliance periodically towards the system, targets and programs established
for the whole process and activities at PT. Terminal Petikemas Surabaya
consistently by involving all employees, business partners and other related
parties.
4. Create competent and professional human resources.
5. Create Zero Accident and Zero Harm (no accident and no danger) to all employees
and the environment of PT. Terminal Petikemas Surabaya
6. Implement Zero Tolerance to any condition and action related to drug abuse,
alcohol and other disciplinary breaches, either at the workplace or at the
surroundings which impacts to the Company business.
7. Ensure that the company vendors have met with the requirements of Integrated
Management System, including the implementation of the implementation of the
occupational safety and health management system before 2015, particularly for
the vendors who have a contractual relationship minimum 1 (one) year.
8. Ensure the relevance of the information systems control refers to the Corporate IT
Policy.
9. Ensure each company activity carried out in a responsible manner through the
initiatives to prevent occupational accidents, work related diseases and
environmental pollution by controlling the environmental aspects and impacts also
the hazards and risks to security and occupational safety and health.
10. Undertake initiatives for environmental conservation, such as, saving natural
resources in any operational activities.
11. Establish a harmonious relationship with customers and stakeholders/other
parties.
This Integrated Policy guides the Management and employees at all levels in the
organization to be focused to the customers and ensure the constant improvement of
the level of service to customers.

organization and it would be reviewed periodically according changes in the company
and the regulations.

Terminal Operations System
TOPS System has been operated since 1999, provided by Realtimes Business
Solutions from Sydney Australia. This software is used for operational activity and
invoice.TOPS consists of TOP-X (For X Windows) and Top-O (for Oracle), therefore
container movement can be monitored real time by TPS Officer and container
owner.TOPS provided actual condition from planning and controlling container system
and provided modern electronic data exchange.

2.2 PT.PELINDO III

Secondly after we know abour PT.TPS(Terminal Petikemas Surabaya ) we move
out to PT.PELINDO III to see presentation about new development , about invention ,
technologies , and new state plan for new port was presented by PELINDO III.
First one PELINDO III said about plan for development and they are :

And development capacity of port


They want develop capacity of pessenger until 4000 pessenger each day
Growth the area of passage until 13.273 m

And make movement of the ship incrase until 30 movement each day .

And then they announced JIIPE , what is JIIIPE ?
JIIPE aims to provide services directly to the sea port industrial area to minimize
logistics costs which usually occurs when the seaport is located away from the
industrial area. JIIPE also act as a sea port to serve the multi-service delivery,
containers, general cargo, automobile / vehicle, dry bulk and liquid.
Real sea port will be equipped with a dock. Some supporting facilities will be
built near the sea ports including open field, warehouse, vehicle, tank farm to the

terminal, liquid storage tanks for storing liquid bulk, container yard coal, wood logs,
workshop and office / public facilities.
In the area, a total of 371 hectares of the area will include all elements of the
development in the sea port. About 80% of them are for operational purposes and the
remaining 20% for utilities, green and circulation.
Industrial Estate (industrial area)
Industrial area of 1761 square JIIPE hectares divided into three types of
industries, ranging from Light Industry, Secondary Industry and Heavy Industry.
Regional maximum sale industrial area is 70% of the total area, to meet the provisions
of the Ministry of Industry and Trade No. 35/2010 on the technical standards of the
industry. County non-sale of around 30% is allocated to green zone (10.57%), roads and
channels (12.30%), and facilities (7.03%).
The residential area covering 765 hectares is the residential area developed by
combining three main activities namely residential, commercial and entertainment /
sports while maintaining a sustainable environment as possible.
Residential development aims to: create new developments 'icon' in the north of
Gresik, developing residential areas with the best potential to acknowledge the natural
condition as much as possible to maintain the quality of the environment, providing
several facilities that have the potential to attract the market segment to the site, to
provide support facilities for industrial activities such as residential, commercial, hotels,
public facilities, entertainment centers, etc..
And than, we discover about terminal teluk lamong , so what is that ?
As the implementation of development of Tanjung Perak Port, it is equipped with
adequate loading and unloading technology. As an effort to support the flow of goods
from the teritory of eastern indonesia to anticipate the increasing of containers traffic
and bulk as a result of global market in the port of Tanjung Perak. To avoid stagnation in
Tanjung Perak Port of Surabaya so it does not bring negative impact to indonesian Port
Image Globally.
Construction of Lamong Bay Terminal , is included of Indonesian Economic
Development Aceleration and Expansion (MP3EI),particulary in java coridor.by
developing and operating Lamong Bay Multipurpose Terminal.
2.3 ON BOARD WITH PT.DLU AND UGM REASEARCH DEVELOPMENT
When we on board with PT.DLU we take a seminar about Indonesia as world
maritime industries and Indonesian sea highway.
They present about economics growth wich set as background to support
maritime industries. And they said they want reform about rules of port and rules
statuory , because we know now , birocration wich located at sea is too complicated and
it affects investor think twice to invest on our country.

Indonesian Sea highway.

Indonesian sea highway is deep port sea , wich future all indonesian port
can take mother vessel , background from The facts on the ground. Expensive
transportation costs. Cement in Papua New Rp 700 thousand - Rp 1.2 million. In
our up to Rp 60 thousand (Java). Sense of justice must be built sea highway , to
accordance maritime transport all of indeonesia , and make it grows indonesian
economy until 7%.

COMMENT AND SUGGEST

COMMENT

PT.TPS

At PT.TPS we had no much time for field report , we was explained by
authority about structure and how PT.TPS operation , and we was explained
about blok of container storage.


PT.PELINDO III
At PT.Pelindo III we had a time for watch presentation about
development PT.Pelindo III , and how the accepted future challenge. But I
think PELINDO must explained more detail about their plan.

PT.DLH

We had experienced on PT.DLH by take a short trip on board at KMP
TRUNOJOYO. And when we on board such a beautiful momment when we see
SURMADU bridge from board.


SUGGEST

From all of destination we get , we had a lot of experinces , but list for us ,
explained from authority are in hurry so we cant note all about information .
