Follow the procedure below to activate feature RAN1011: HSDPA Layering for UEs in Common Channels.

The basic HSDPA must be configured before this feature can be activated. For instructions, see Activating Basic HSDPA with QPSK and 5 codes.
Feature RAN1011: HSDPA layering for UEs in Common Channels transfers the User Equipments (UEs) to the correct layer (according to UE HSDPA/HSDPA & HSUPA capabilities, source and target cell HSDPA/HSDPA & HSUPA
capabilities, and load situation) in state transition from Cell_FACH to Cell_DCH.
Dependency with directed RRC connection and Directed RRC connection setup for HSDPA layer feature has to be present.
Ensure that you have a valid licence. This feature is under licence key management.
Before licensed features can be activated, the licence (a file containing the feature information) must be transferred to and installed in the RNC. The licence can be installed with NetAct or with a local MML interface. If NetAct is
used for the installation, the state of any feature covered by the licence is automatically set to ON. If the MML interface is used, the user must set the feature state (ON/OFF/CONFIG) explicitely. In new installations, the default state
is OFF. For more information on feature states, see Installing licences in the network element in Licence-based Feature Management .
All the cells used for this feature in the WBTS must have the same Sector Identifier.
The two cells used in the following example should belong to the same sector under the same WBTS. One cell is HSDPA-capable and one is non-HSDPA capable. The following cell parameters should be identical for the cells
used:
Sector ID (SectorID)
Ptx Primary CPICH (PtxPrimaryCPICH)
Offset of the CPICH (CPICHtoRefRABoffset)
PLMN ID (MCC + MNC)
The feature is activated in the RNC and NetAct.
Use the ZW7M command to activate the license for the feature with the feature code 628.

1. Start the RNC RNWObject GUI.
2. Open the RNC object.
3. Select the HC&PC tab and scroll down to Handover control configuration. Set the DRRC Connection setup for HSDPA layer enhancements(DirectedRRCForHSDPALayerEnhanc) parameter to Enabled.
4. Scroll further down in the tab to the heading Services for DRRC connection setup for HSDPAlayer (DRRCForHSDPALayerServices) and check that the chosen services are correct.
5. Scroll further down and check if the following parameters are set to default:
6. Open the WCEL object that will be the Rel99-enabled cell and select the HC tab.
7. Set DirectedRRCEnabled to Enabled.
8. Set DirectedRRCForHSDPALayerEnabled to Enabled.
9. Set HSDPALayeringCommonChEnabled to Enabled.
10. Select the AC tab and check if HSDPAEnabled is Disabled.
11. Set the Sector ID parameter (SectorID) to a value greater than 0.

12. Select the PS tab and check if HSUPAEnabled is Disabled.
13. Open the WCEL object that will be the HSDPA-enabled cell.
14. Select the AC tab and scroll down to AC-related HSDPAparameters. Check that the HSDPA enabled (HSDPAEnabled) parameter is set to Enabled.
15. Select the HC tab and scroll down to Miscellaneous HC parameters. Set the Directed RRC connection setup parameter to Enabled.
16. Scroll further down and set the (HSDPALayeringCommonChEnabled) parameter to Enabled.
17. Scroll further down and set the Directed RRC connection setup for HSDPA layer enabled (DirectedRRCForHSDPALayerEnabled) parameter to Enabled.
18. Set the same value for the Sector ID parameter (SectorID) as was set in step 11.
