CAT Citizenship Advancement Training - is a restructuring of the Citizenship Army

Training I, and is a component of the MAPEH in the Fourth Year


Objectives of CAT
! To enhance students socia" responsi#i"ity and commitment to the de$e"opment of
their communities
% To de$e"op students a#i"ity to upho"d "a& and order as they assume acti$e
participation in community acti$ities
' To de$e"op students readiness in assisting the mem#ers of the community,
especia""y in times of emergency
2 Components
A. Military Orientation dea"s &ith the introduction and e(posure of the "earner to the
#asic )no&"edge, unfami"iar situations and e(perience as &e"" as acti$ities re"ated to
mi"itary and citizenship training
. Comm!nity "ervice * refers to any acti$ity that he"ps achie$e the genera" &e"fare and
the #etterment of "ife of the mem#ers of the community, or enhancement of its faci"ities
especia""y those de$oted to impro$ing hea"th, education, safety, recreation and mora"e of
the citizenry
The program is a re+uirement for graduation for a"" fourth year high schoo" students in

nationa" ser$ice re+uirements for a"" Fi"ipino citizens for the guidance and comp"iance of
a"" concerned/

recreation and mora"e of the citizenry, and the protection of the en$ironment

maintenance of peace and order, enhance pu#"ic safety, and encourages
o#ser$ance of and comp"iance &ith "a&
d Military "ervice 5M.6 refers to ser$ice that enhance mi"itary preparedness for
nationa" defense and security
e Trainee sha"" refer to indi$idua" undergoing instruction, education and;or
practice in any of the nationa" ser$ice programs and mentioned a#o$e
f Optional sha"" refer to the choice among the three 5'6 program components of
the -ationa" .er$ice Program 5-.P6, the student;trainees se"ect to undergo

Section 2 App"ica#i"ity these ru"es and regu"ations sha"" app"y to a"" citizens of the
Phi"ippines &ho are o#"igated #y "a& to render >-ationa" .er$ice? in one or any
com#ination of the three main programs as stated in ,u"e ! hereof, &hich the citizen may
choose pro$ided that such ser$ice sha"" #e credited in his;her fa$or for the purpose of
fu"fi""ing educationa" and other re+uirements esta#"ished #y "a&
Section 3 Constitutiona" Precepts it is the prime duty of the go$ernment to ser$e and
protect the peop"e The @o$ernment may ca"" upon the peop"e to defend the .tate and in
the fu"fi""ment thereof, a"" citizens may re+uired to render persona" mi"itary or ci$i"
ser$ice .uch as mi"itary or ci$i" ser$ice sha"" a"so contri#ute to the countryAs a#i"ity,
de$e"opment and &e"fare
Section 4 Program Integration the -ationa" .er$ice Program is aimed to ensuring
defense preparedness #y enhancing respect for the "a& and de$e"oping ci$ic
consciousness especia""y among youth &hi"e undergoing training in any of the three 5'6
components As part of the program, a"" citizens particu"ar"y the youth, &i"" #e moti$ated,
trained, organized, de$e"oped empo&ered and uti"ized in regard to their responsi#i"ities as
citizens In this connection, the -ationa" .er$ice Program sha"" #e incorporated into the
nationa" defense and security program :rganizationa" "in)ages for the integration of the
"a& enforcement program and the ci$ic &e"fare programs of the -.P into the nationa"
defense program as &e"" as the ci$i" defense preparedness program of the country sha"" #e
esta#"ished at the 4epartment of -ationa" 4efenseB
Section 5 ,esponsi#i"ities the 4epartment of -ationa" 4efense 54-46 sha"" ha$e the
responsi#i"ity for o$era"" direction, p"anning and integration of the -ationa" .er$ice
Program 5-.P6 It sha"" a"so ha$e the responsi#i"ity for the direction, p"anning and
coordination of the Mi"itary .er$ice Program 5M.P6 .imi"ar"y, the 4epartment of
Education 54epE46, the commission on Higher Education 5CHE46 and the Technica"
Education and .)i""s 4e$e"opment Authority 5TE.4A6 sha"" ha$e responsi#i"ity for the
direction, p"anning and coordination for the Ci$ic <e"fare .er$ice Program 5C<.P6 in
their respecti$e areas of concern in coordination &ith the 4epartment of .ocia" <e"fare
4e$e"opment 54.<46, And the 4epartment Interior and 7oca" @o$ernment
54I7@6;-ationa" Po"ice Commission 5-APA7C:M6, together &ith the Phi"ippine
-ationa" Po"ice 5P-P6, the 7oca" @o$ernment Cnits 57@Cs6, and the Mani"a
Metropo"itan 4e$e"opment Authority 5MM4A6 and other agencies concerned, for the
7a& Enforcement .er$ice Program 57E.P6 in the respecti$e areas of concern These
agencies sha"" harness their respecti$e programs to ma(ima""y contri#ute to rea"ization of
the nationa" de$e"opment goa"s and o#Decti$es The 4-4, in coordination &ith a""
concerned agencies sha"" #e responsi#"e for the integration of a"" graduates of the -.P
into the -ationa" .er$ice Force 5-.F6
Section 6 Citizenship Training citizenship training sha"" recei$e emphasis in a"" three
5'6 nationa" ser$ice programs The 4epEd, CHE4, and TE.4A sha"" incorporate into the
curricu"a, concepts re"ating to the constitutiona" duty of e$ery citizen to contri#ute to the
countryAs de$e"opment in order that this may ser$es the orientation to nationa" ser$ice
Section 7 Citizenship Ad$ancement Training 5CAT6 * a"" a#"e*#odied senior secondary
students, ma"e or fema"e sha"" undergo the current Citizens Army Training 5CAT6 &hich
sha"" henceforth #e ca""ed the Citizenship Ad$ancement Training 5CAT6 the 4epEd sha""
pro$ide the guide"ines for the said training
Section 8 Minimum .er$ice Period ,e+uirements a"" citizens sha"" render nationa"
ser$ice for a minimum period as prescri#ed #y the program This sha"" inc"ude the
orientation and citizenship training modu"e, and the re+uisite CAT for senior secondary
students
Section 9 Incenti$es go$ernment agencies may de$ise appropriate incenti$es in
accordance &ith "a& for those &ho ha$e rendered o#"igatory nationa" ser$ice

Section 10 :rientation of In*.choo" Youth the orientation of in*schoo"
students;trainees sha"" #e conducted #y the respecti$e agencies concerned The 4epEd
sha"" continue to inc"ude in their #asic curricu"um, concepts re"ating to the constitutiona"
duty of e$ery citizen to contri#ute to the countryAs de$e"opment and security
Section 11 :rientation of :ut*.choo" Youth the 4I7@ and .ocia" <e"fare
4e$e"opment :ffice of the 7oca" @o$ernment Cnits or any other go$ernment
department;agency desiring to a$ai" of out*of*schoo" youth nationa" ser$ice trainees for
any of its nation*#ui"ding and de$e"opment programs sha"" Doint"y or independent"y
conduct orientation seminar on nationa" ser$ice program for a"" its prospecti$e
trainees;$o"unteers
Section 12 Program .upport a"" training and seminars for program
trainors;coordinators conducted #y a particu"ar department or agency in connection &ith
the imp"ementation of the -.P sha"" #e supported out of the regu"ar appropriations of the
said department;agency, and from the fees co""ected for such training in accordance &ith
"a&
Section 13 Preference .ur$ey a"" trainees at the start of their nationa" ser$ice
in$o"$ement sha"" #e re+uired to indicate their chosen -ationa" .er$ice Program
component in the order of their preference for purposes of training
Section 14 Common Easic Training Modu"e there sha"" #e a #asic training modu"e
initia""y common to a"" the -ationa" .er$ice Program components The 4-4 sha"" #e
responsi#"e for the design of this modu"e The imp"ementation;conduct of this #asic
modu"e sha"" #e primary responsi#i"ity of the program imp"ementers &ith the AFP
pro$iding assistance as appropriate CHE4, and TE.4A sha"" #e responsi#"e for the
super$ision of the imp"ementation of the said modu"e in tertiary and technica";$ocationa"
"e$e" institutions respecti$e"y
The .ecretary of -ationa" 4efense upon the recommendation of the imp"ementing
agencies sha"" imp"ement changes in this common modu"e to respond to percei$ed pu#"ic
needs and in the interest of pu#"ic &e"fare
.ection F :rganization there sha"" here#y #e organized a -ationa" .er$ice Force 5-.F6
administered #y the 4epartment of -ationa" 4efense It sha"" consist of a""
graduates;trainees of the nationa" ser$ice program components in accordance &ith their
proDected emp"oyment;uti"ization pursuant of the nationa" defense and security program
a M. graduates;trainees &i"" #e a#sor#ed into the AFP ,eser$e Force They &i""
ser$e as the #ase of e(pansion of the regu"ar AFP in times of &ar in$asion or
re#e""ion
# The graduates;trainees of 7E. #ecome po"ice reser$ist &ho may #e tapped #y the
P-P for "ine and;or au(i"iary ser$ices and #arangay #rigades In times of &ar or
disorder, their main function is to perform norma" po"ice functions secure interior
"ines and maintain order in the area or non com#at areasA
c @raduates;trainees of C<. may #e emp"oyed in $arious ci$ic &e"fare
organizations such as fire #rigades, disaster #rigades;4isaster Coordinating
Counci" operating units at $arious "e$e"s en$ironment #rigades, "iteracy #rigades,
etc in times of &ar, conf"ict or disaster;ca"amities 5man made or natura"6, they
&i"" function as ser$ice support and au(i"iaries to assist in tota" effort and in
mitigating the "oss of ci$i"ian "i$es and properties
.ection !9 Accreditation Mechanism the go$ernment agency responsi#"e for the
conduct of a particu"ar nationa" ser$ice training program sha"" issue appropriate
certification to trainees &ho ha$e comp"ied &ith the o#"igatory nationa" ser$ice
re+uirements of their respecti$e programs A report of these certifications sha"" #e
pro$ided;su#mitted to the 4-4 Appropriate "ega" sanctions sha"" #e ta)en against any
person or GGGGGGG &ho issue s a fa"se certification in connection &ith the imp"ementation
of the program
.ection !3 7in)ages e(isting inter*agency "in)ages sha"" #e uti"ized for the purpose of
these imp"ementing ru"es and regu"ations :ther administrati$e and operationa"
arrangements #et&een and among agencies deemed necessary may #e prescri#ed #y
appropriate memorandum of agreement among concerned agencies
