Each year the College oI Electrical and Mechanical Engineering looks Iorward to greet
new students who are entering this premier institution Ior the Iirst time. They bring with them a
sense oI anticipation oI great things to come, exciting new ideas, thrilling youthIul enthusiasm,
and a wonderIul rush oI energy that we hope will take them through not only their Iirst year, but
through their entire tenure with us.
It is my pleasure to extend a very warm welcome to each one oI you in the College
Iamily. This step marks a new phase in your lives and while we are here to guide you through
the Iew years ahead, much oI the responsibility will be with you in terms oI how your academic
career will evolve. There will be challenges ahead as you settle into your new surroundings and
classes, but we have a dedicated staII and Iaculty who will be there to provide you with requisite
advice, guidance and counselling. Work hard during your challenging engineering studies, but
do take advantage oI all the co-curricular activities that are also available to you in this

In the area oI culture, the College has a Society Ior Promotion oI Arts and Literature
(SPAL) encompassing around 12 clubs oI diverse nature to help you to develop your artistic
talents. Besides this, Sports and Adventure Society (SAS) also serves to bring a liIe Iull oI
energy to the college. Moreover, the events like COMPPEC and NERC diIIerentiate the College
oI Electrical and Mechanical Engineering Irom other institutions oI the country.

1. I congratulate you on your selection Ior the degree oI Bachelors oI Engineering at the NUST
College oI E&ME. The students oI Electrical and Mechanical Engineering disciplines are required to report
on Monday, 8 September 2014 and the students oI Mechatronics and Computer Engineering disciplines are
required to report on Tuesday, 9 September 2014 at 0800 hrs in the College. A copy oI the Joining
Instructions is attached Ior inIormation. These instructions are issued over and above any other instruction
issued to you by the NUSTAuthorities.
2. Parents can drop their wards at the NUSTCollege oI E&ME, they are also requested to ensure
that their wards Iurnish complete inIormation as required by the College as asked vide various Annexures /
Forms to these Joining Instructions. Areception program is given on the next page. Parents /Students are
also requested to adhere to the timings otherwise they may miss very important inIormation /

For Computer and Mechatronics Engineering Students
College oI E&ME is one oI the prime military institutions imparting technical
education oI diIIerent levels to the various ranks oI Pakistan Army. It is also the biggest
constituent College oI the NUST. This College oIIers Bachelor oI Engineering (BE)
programme in Iour disciplines i.e. Electrical, Mechanical, Computer and Mechatronics
Engineering. With NUST Ranking rising to 350 out oI 30,000 Universities world wide, the
degree has a weight that makes a diIIerence in all Iields oI liIe and we assure you a bright
Iuture Iollowing successIul completion oI studies at NUST.
This College has excellent Iaculty which includes 40 PhD and 59 MS qualiIied
teachers. The College achievements have only been possible due to the dedication oI the
Iaculty. The Iacilities at this College, which include library and laboratories are updated and
well equipped with the courtesy oI NUST. The College keeps a very close eye on the
emerging market challenges and keeps itselI abreast with the developments and leaves

In addition, Research and Development Cell also works with this group. It
coordinates and conducts research activities at the College. It has made many useIul projects
Ior Pak Army. Some oI them even gained international recognition and attracted huge supply
orders Irom other countries. This cell Iunctions independent oI the research work
undertaken at Undergraduate/Postgraduate levels in Academic Studies Group.
Furthermore, Workshop Technology Department is part oI Military Equipment
Group. It is responsible to train military personnel as well as the undergraduate students oI
the College in the use oI workshop equipment/machinery.

c. ERP Portal
College oI E&ME is moving at a Iast pace to automate the internal business processes
Ior Iacilitating the Iaculty, staII and students alike. As oI today, Iollowing Iacilities are in
place related to the students: -
(1) Registration System. On the Iirst day students will be registered and at the end
oI the registration process they will be issued an RFID Card which will be an
individual student`s identity Ior a variety oI purposes.
(2) Student e-Dossiers. Student inIormation is available to the management Ior any
Iaster processing.
(3) Hostel Management. All hostel allocations are done through this system Ior
Iacilitating the students. Once a student is allocated the hostel, he/she will be
issued Hostel Allocation Slip, which is required to be displayed in Iront oI the
hostel room.
(4) Main Gate Entry Control System. Once any student enters or exits the main
gate, he/she is required to swipe his/her RFIDCard on RFIDCard Reader at the
main gate. It is the responsibility oI everystudent to do it correctly.
(5) Exam Seating Plan System. This system randomly generates the seat numbers
Ior the students to ensure transparency in the conduct oI examinations.
(6) Mess Entry Control /Attendance System. The system manages the attendance
oI the dining members Ior billing purposes. RFIDCard is mandatory Ior utilizing
the Mess Facility.
(7) Learning Management System. Students` class attendance will be taken by the
teachers on computer by this system. Every student must maintain his/her class
attendance above 75.
(8) Transport Management System. Transport allocation and billing is
also managed by the system.
(9) SMS Facility. Students and/or their parents, oII and on, will receive messages
Irom teachers, class coordinators, college administration or class
representatives through this Iacility regarding routine or urgent matters
pertaining discipline, attendance, College activities and notiIications etc. All
students are instructed to provide their correct mobile numbers during
registration process.

limited number oI vacancies in the hostels. These
students will be required to abide by the rules and
customs oI the Mess. Accommodation
will be granted on FIRST COME FIRST SERVE

A well equipped medical Iacility 'Shaheed
Mushtaq Baig Medical Centre is available at the
Campus which is attended by Medical OIIicer (AMale
and a Lady Doctor). It is equipped with X-Ray
Machine and blood test Iacility. Medical Specialist and
Pediatrician also visit the Medical Center Iortnightly

Certain Clubs/Societies have been established at the College Ior the beneIit oI
students. These clubs provide healthy environment Ior extra curricular activities.
Students are encouraged to actively participate in the activities oI various

2. DOCUMENTATION
On arrival at the College, students are required to deposit Iollowing documents at the
reception desk:-
a. Medical Fitness CertiIicate duly signed by a legal medical practitioner, certiIying
that the student is not suIIering Irom any contagious disease including hepatitis
and Iit to undergo engineering course.
b. Blood group CertiIicate Irom a clinical laboratory.
c. Original Matric / O` Level, FSc / A` level certiIicates and their equivalences /
Provisional equivalencies along with Iive attested copies oI each.
d. A certiIicate oI service duly signed by CO/Head oI Department Ior all wards oI
serving Army / Navy / Air Iorce or DeIence paid persons or a copy oI Discharge
CertiIicate/Pension Book duly attested by CORO / DAS Board Ior the wards oI
Shuhada / Retired persons.

As a policy, the result oI every student (Technical Cadets/NUST Students / Paying
Cadets) Ior each Semester, is sent at the home address oI the student provided by him / her
at the time oI joining . Postal address for this purpose will be the Present Address. You
are requested to kindly intimate Cadets Battalion/NUSTStudents AIIairs Wing iI there is a
change in the home address provided at the time oI joining. II the semester result is not
received within Iour weeks oI the next Semester, Iollowing authorities may be

whether on or oII campus premises will lead to disciplinary action which may ultimately
lead to withdrawal oI the student Irom College/NUST.

3. HAIR CUTAND SHAVE
All male students are required to have a proper haircut as borne by gentlemen,
Iailure oI which may lead to imposition oI Iine. They are required to be properly shaved
on daily basis. In case a student has to keep a beard, he has to inIorm the College
authorities so that his RFIDCard may be changed and his record may be amended in the
College documents /dossier.
4. DEPARTMENTALFUNCTIONS/EXCURSION TRIPS
Attendance in all College or Academic Studies Group Iunctions like inter company
or inter-departmental competitions, various conIerences/seminars etc held during the day
or evening etc, is mandatory Ior all students.
Excursion trips are planned during the term break which are optional Ior the
students. Parent`s permission where necessary will be sought.
5. COLLEGE RFID CARD
All students will be issued with the College RFIDCard. They will be responsible for
its safe custody. The students whether inliving or outliving will have to swipe their RFID
Cards at the College Main Gate at the time oI entry/exit. Moreover, the card has to be worn
with appropriate departmental colour in the Campus.

a. In case a student needs to proceed on leave, he/she will put Iorward leave
application on Students Request Form (which is available inthe Training
OIIice/Cadets Battalion Headquarters) to his Head oI the Department. He/she will
not proceed on leave unless leave has been sanctioned by the Competent
Authority. Detailed aspects are covered in Leave Instructions attached asAnx P`
b. Leave application should be submitted at least 24 hrs prior to the commencement
oI leave.
c. In case oI emergency the individual/Iamily must inIorm Head oI
Department/Senior Instructor or Dean on telephone.
d. Once leave has been sanctioned by the competent authority, all in-living students
must book-out in the IN/OUT register oI the hostel and Mess as well as inIorm
concerned warden.
e. As per the NUST Policy, a student must have minimum 75 attendance in each
subject to sit in Ior Iinal exam. Leave, no matter how much justiIied, Ior the
purpose oI attendance will be counted as absence.
I. No IN/OUT oI students is allowed beyond 2100 hours. Violation will be strictly
dealt with.
G. Hostel Wardens are not authorised to sanction leave.

reason is not conveyed in time, then on resuming the classes, individual will be
required to produce the discharge slip/necessary supporting documents Irom the
doctor/hospital to the respective Head oI Department.
c. A Lady Doctor and a Nurse is also available Ior girl students in College MI Room.

12. DUES CLEARANCE
a. SemesterFee
Abank draIt in the name oI HQNUSTSector H-12 Islamabad , on account oI new
semester Iee, must be deposited with NUST Accounts by the 1st week oI every
new semester. Following penalties will be imposed Ior late payment oI
Iee:-
(1) AIter Iirst IiIteen days up to one calendar month, 5 oI tuition Iee.
(2) AIter one month oI commencement oI classes, 10 oI tuition Iee.
b. Monthly Fee
All students are required to clear their monthly mess bills by 10th oI each month. In
case oI delay, Iine will be imposed till the clearance oI the bill.
c. Penalty fornot Clearing Dues
AIter two months oI non-payment oI all dues, the student will be
suspended I r om t he col l ege. The st udent may, however, be
reinstated aIter payment oI admission Iee and all outstanding dues with
15 late Iee.
A student will not be allowed to appear in the Iinal exam iI he/she carries any
outstanding bills Ior the previous months. His/Herresult may also be withheld.

All students are required to be present in the class rooms as per weekly training
programme. II they leave the class room without permission, they will be marked as
ABSENT. Moreover, iI their overall attendance Ialls short oI 75 at the end oI the semester,
they will not be allowed to take their Iinal exam .
We would like to remain in communication with the parents/guardians regarding
student`s progress. The semester results are invariably sent to the parents through Courier
Service. ThereIore, students must ensure that the College authorities are immediately
intimated about any change oI address oI parents, change oI telephone numbers etc. Any such
request Ior change must be authenticated by the parents in writing.
Politics in the College oI Electrical and Mechanical Engineering is strictly Iorbidden
and all students will give a written undertaking at the time oI admission that they will abstain
Irom any such activity during their tenure oI studies at the College. It is clariIied that the Rector
NUST has Iull powers to terminate registration oI any student when so recommended by the
College Commandant. CertiIicate Ior Non Involvement in Political Activities is attached as
Anx J`.
College authorities reserve the right to Iine any student on any violation oI NUST /
College Code oI Conduct / Rules & Regulations, iI considered necessary. Students checked on
improper dress, improper haircut or shave, gender mixing, smoking, visiting/sitting in the
prohibited areas, littering the College premises, late Irom morning Iall-in/Quranic study period
(whenever held), late or absent Irom classes etc would be Iined. Repetition oI such oIIences
may cancel their inliving status. In addition College can recommend their case to concerned
authorities Ior expulsion Irom the College.

emergency. The students, or their relatives should not call the Commandant directly

ACADEMIC STANDARDS FORAWARD OF DEGREES
The basis Ior determining a student's grade in a course is leIt at the well considered discretion oI the individual
Iaculty/Departmental Board oI Studies. Since some courses are purely theoretical, some are purely practical and
some have a theoretical as well as a practical portion, the grading scheme in the Iormat given belowis Iollowed
by each department Ior the purpose oI uniIormity.
GRADING SCHEME PER SEMESTER
For purely theoretical and purely practical courses the grading scheme is evident in the suggested
Iormat. However, Ior subjects which have the two categories (theory and practical) combined, the Iinal grade
is computed by multiplying the number oI credits assigned to each category with percentage marks obtained
in the category and dividing the sum oI the two by the total credits in that subject. For example: -

Final Grade. The grade earned by a student in home assignment, quizzes, laboratory work,
mid semester/one hour tests, end semester examination etc, are Iormalized into Iinal result by the
concerned Iaculty. It is ensured by the Iaculty that all examination answer sheets including end
semester examination are shown to the respective students prior to Iinalization oI the results. The
Iaculty prepares the Iinal results oI the students on the standard grade sheet in duplicate and
submits it to the Departmental Board oI studies (DBS). The grade sheets oI each course duly
approved by the DBS are sent to the Deputy Controller oI Examination.
Computation and Approval of Results. AIter the results are revived Irom each
Department, the exam Branch oI the College compiles the Iinal results oI each class. The Iinal
results showgrades obtained in each course oI the semester, the Sem GPAand the CGPAoI each
student. The result sheets also indicate the tentative disposal (probation, warning, relegation,
withdrawal) oI students Iailing to achieve required standard. The College shall hold the Faculty
Board oI Studies (FBS) meeting within Iirst two weeks oI the next semester and approve the
result. The Iinal result shall be Iormally announced by the Exam Branch aIter it is approved by
the FBS.
Record of Results. The Iinal result is recorded on the provisional semester transcript oI each
student . The Exam Cell oI the College prepares Iour copies oI individual student semester
transcript. The original copy is sent to sponsoring authority (where applicable) second and third
copy to the student and their parent/guardians. The Iourth copy is retained in the student's
permanent Iile at the college/Institute. The complete semester result oI each course is sent to
Examinations and Academics Director NUSTIor scrutiny and Formal notiIication.
Issue of AcademicTranscript/Detail Mark Sheet. Astudent desirous oI obtaining academic
Transcript/Detailed Mark Sheet may apply to D (E&A) NUST through the College alongwith
prescribed Iee, as per the policy issued on the subjects. AIorm is available in the training oIIice on
which he/she can apply Ior the issue oI transcript provided he/she does not has any outstanding
bills.

RULES FOR IN LIVING STUDENTS
All NUSTStudents / Paying Cadets residing in NUSTHostels are required to adhere to the points given
below. Violations will lead to disciplinary action against the individuals:-
1. No Student to leave Hostel Premises aIter 2100 Hours.
2. Once a room has been allotted to a student, he is not allowed to shiIt the room at his own. In case
oI a genuine problem, he may request to the Hostel Authorities Ior change oI room.
3. All the students will sign the room inventory once they take possession oI the room. Later iI
some damage is detected in Iurniture, door oI room or any other item placed/available in the
room, the repair / replacement charges will be borne by the occupant. Any other sort oI damage
to Hostel / Items oI the Hostel will be borne by the student who has caused the damage.
4. Playing Cricket / Hockey/Football etc inside the Hostel or within premises oI the Hostel is
strictly Iorbidden.
5. Damage to Plants / Flowers beds oI the Hostel is not allowed. Besides, cutting oI trees is
strictly Iorbidden.
6. Students are not allowed to keep TV / VCR, Electric Room Heaters, iron, teapot and air
conditioners in their rooms. Laptops and expensive Mobile phones to be kept in saIe custody.
7. No one is allowed to cook anything in his room.
8. Pornographic material oI any kind is not allowed in the rooms.
9. All students are required to keep their rooms neat/clean and will prepare their rooms Ior
inspections carried out by their Hostel Warden / Asst Hostel Warden and Appointment Holders
Irom time to time.
10. Being a Non Smoking Campus, smoking, use oI Sheesha, Naswar/Narcotics and drinking oI
prohibited beverages is strictly Iorbidden in the College Campus and Hostels. Upon Iirst
instance, parents will be inIormed with imposition oI Iine and upon second, hostel Iacilities
will be withdrawn.
11. Students are not allowed to keep more than Rs 2000/- in their rooms. Extra money should be
deposited in the bank. College authorities will not be responsible Ior any loss.
12. No one is allowed to keep any type oI weapon/ammunition in his room or anywhere in the
College premises.
13. No in Living NUST Student/Paying Cadet is allowed to keep a car/motorcycle in campus or
hire a car Irom 'Rent a Car' organization.
14. All NUST Students / Paying Cadets will attend the night Iall-in (at 2200 hrs in summer and
2100 hrs in winters). It is mandatory Ior all. Moreover, students are not allowed to stay outside
the hostel without permission. II a student leaves the Hostel without permission/out pass, he
will be treated as absent and the College authorities will take disciplinary action against him
including cancellation oI hostel Iacilities.
15. The record oI being absent Irom the night Iall-in will be compiled in the dossiers oI the students
as well as parents / guardians will be inIormed. On Iirst such instance the student will be
warned and repetition will lead to cancellation oI Inliving status.
16. All Inliving NUST Students / Paying Cadets are allowed to receive their guests only during
the weekends and oIIicial holidays during the prescribed time in College caIe, Kiosk .
17. Under no circumstances a guest is allowed to visit or stay in the students accommodation. Cars
oI guests are not allowed to move beyond the General Car Park oI College.

18. No student other than the students having Inliving status is allowed to stay in the Hostel. II an out
living student is desirous oI staying back, he will get his request approved on proIorma Irom Cadets
Battalion / NUSTAIIairs Wing.
19. No student will indulge in any sort oI activity which is prohibited during his stay in the Hostel. II
someone is Iound involved in political activities his registration will be terminated.

21. No NUST Student/Paying Cadet should write slogans on the walls/doors or spit in the walk ways.
Moreover, they are themselves responsible Ior general cleanliness oI their rooms / corridors etc.
22. In case any NUSTStudent/Paying Cadet Iails to abide by the College rules, he will be given a warning,
subsequently his in living status will be cancelled without any Iurther notice.
23. Students are required to enter their IN/ OUTtimings in the register placed at the hostel main doors.
24. Telephone will be used Ior incoming calls only. Outgoing calls will not be made.
25. Un-necessary lights will be switched oII immediately. Lights oII timing will be observed strictly.
26. Students will proceed on weekend only aIter weekend register is signed by the competent auth and
leave pass obtained Irom the Cadets Battalion / NUSTAIIairs Wing.
27. Strict water discipline will be observed.
28. Students are not allowed to sit/sleep on the rooI.
29. Students will themselves ensure saIe custody oI their belongings and vehicles. College authorities will
not take responsibility oI loss oI any valuable / cash.
30. Sitting / standing unnecessarily outside the hostel is prohibited.
31. The religious or political gatherings in the Campus or Hostel rooms are not allowed.
32. Keeping oI pets is not allowed.
33. It is the duty oI all students to ensure that all the saIety instructions are Iollowed especially
in case oI electricity and gas usage.
34. Students are required to keep themselves aware oI the inIormation being communicated via Notice
Boards, Bulletins and Website etc.
35. All the students are expected to Iully cooperate with the hostel staII.
36. Prohibited places as indicated by the Sign Posts or Notices will not be visited or made use oI Ior any
purpose.
37. Gender mixing is prohibited and the parents will be inIormed on Iirst occurrence alongwith imposition
oI Iine. Second instance will lead to cancellation oI their in living status.

LEAVE INSTRUCTIONS FOR STUDENTS AT THE COLLEGE OF E&ME
INLIVING STUDENTS
These instructions will be read in conjunction with the 'Leave / Out Pass Policy Ior Students oI
College oI E&ME.
a. The student is required to initiate the leave request Iorm to the Cadets Battalion / NUSTAIIairs
Wing.
b. The student can obtain his leave pass Irom any oIIicer oI the Cadets Battalion / NUSTAIIairs
Wing.
c. In no case the Leave Form oI the student will be signed by the Student Appointment Holders or
the Hostel Warden.
d. The students will be required to enter their leave on the leave register.
e. In case the student on leave has to stay inside the College premises, he will inIorm his
concerned hostel warden or any oIIicer oI the Cadets Battalion/NUST AIIairs Wing Ior
cancellation oI his leave.
I. The students will leave the College premises beIore 1900 hrs Ior proceeding on weekend / Out
Pass (or as per the instructions oI the College authorities). However, a student on leave can
proceed aIter 1900 hrs but not later than 2100 hrs.
g. The students will Iall back beIore 2100 hrs on the day oI termination oI their leave/out pass /
weekend.
h. Three copies oI the leave pass will be made, each copy will be duly stamped and signed by the
oIIicers oI the Cadets Battalion/NUSTAIIairs Wing .
i. The student will deposit one copy to the warden / Cadets Battalion / NUSTAIIairs Wing oIIice
and the other copy at the main gate while exiting the main gate.
j. The third copy will be retained by the student as the student's copy and will be submitted on the
main gate on Ialling back Irom the leave.
k. It is the responsibility oI the student himselI to ensure RFID Card swiping both while exiting
and entering the College. In case oI system / power Iailure, the students will make necessary
entry in the record registers maintained at the main gate.
l. In case oI any query, the security staII at the main gate will contact the security oIIicer or any
oIIicer oI the Cadets Battalion/NUSTAIIairs Wing.
Note: All the inliving Students oI College oI E&ME will get Iall in Ior roll calls daily at 2200 hrs in
Iront oI their respective Hostels. The roll calls will be supervised by respective Hostel Wardens. In case the
Hostel Warden is not available, the Senior NUST Student will supervise the head count. Absence report, iI
any will be Iorwarded to Cadets Battalion/NUSTAIIairs Wing immediately. In case oI violation oI this SOP
by any student, including absenting himselI without suIIicient cause, he will be liable to disciplinary action
including cancellation oI his Inliving status.
