Job Description

Job Title : Lead Quantity Surveyor FPO/X

Purpose of the Job

Managing /Leading the QS team to provide post contract quantity surveying services in all
Engineering, Operations, Construction and Maintenance contracts including LCC contracts,
Integrated Estate Service contracts and Provision of Quantity Surveying Services contract in
order to safeguard short and long term companys commercial interests and to ensure proper
Contracts Commercial Controls and Assurances and system, processes and tools are
adhered to.

Dimensions/Critical Interfaces

Approximate contracts value: USD 2.6 Billions with an average annual turnover of USD
300 millions
Various PDO Contract Holders, Project Engineers, Site Personnel and CP staff and
Contractors
Interface with Contract Holders, Contract Owners, Project Engineers, CP team and
contractors personnel
Support incentivization schemes in contracts
Organisation










Experience/Qualifications Needed

BSc in Quantity Surveying
Minimum 10 Years quantity surveying experience of which at least 3 years in a
management or supervisory position, preferably in Oil and Gas industry.

Principal Accountabilities (The outputs of the job)

Maintain HSE as a First Priority to ensure zero LTIs and no harm to people and the
environment through compliance to PDO house rules, PDO HSE Golden rules and PDO
LSR (Life Saving Rules).
Managing QS Team on Post Award Contracts Management in order to maintain expected
performance & ensure company commercial interests/targets are safeguarded including
the smooth running of the contracts.
Ensure adherence to procedure, policies and guidelines through utilizing companys
standards, commercial guidelines & procedures to uniformly align a structured way of

working (conformity and consistency) amongst all QSs throughout companys concession
areas.
Review, approve and authorise monthly Valuations on all Engineering and Maintenance
Service contracts, Integrated Service contracts & Provision for Quantity Surveying
Service contract on all monthly reflected/submitted volume of work done in order to make
sure that contractors are paid on time for the actual value of work done thus creating
continuity (financial flow) of the ongoing and future work of the contractors.
Liaise and challenge the Contract Holder team and other concerned stakeholders on
Contract Post management; execution of contract changes, variations and claims in order
to avoid progress interruptions, extensions of time, failure to meet contract obligations
and avoid unnecessary cost overruns and assist Section Head, contract(s) management
team(s), C&P manager and other stakeholders on interviews for new Quantity Surveyors.
Participate in various meetings, review/approve disputes and claim resolution, assist
Contract Engineers on star rates and Variations to Contracts preparation and develop
and follow up on KPIs.
Maintain close liaison with all customers e.g. engineering, Operation, Maintenance and
FD directorate in order to work effectively and collaboratively with staff from different
disciplines to form a unified view and share knowledge on subject matters of common
interest for improvement with the aim of protecting companys interests.
Identify areas of improvement in CP process implementation in general, contracts
management in particular and value identification and realization and actively participate
in meetings with customers and contracts related workshops in order to keep track of all
the processes and drive improvements.
To assess and evaluate the performance of QS team members, identify areas for
improvements, training required as well as ranking individual performances to ensure the
QS team is provided with the required skills, knowledge and experience and all the
necessary tools to meet current and future challenges.
