fallenintothepublicdomainintheUSbecauseofafailuretocomplywithUSformalities.OneoftheauthorsoftheworkhadtobeanonUS

publicationswereineffect"unpublished"intheUS,andhencehavethesamecopyrighttermasunpublishedworks.Thedecisionhasbeen
harshlycriticizedinNimmeronCopyright,theleadingtreatiseoncopyright,asbeingincompatiblewithpreviousdecisionsandtheintentof
Congresswhenitrestoredforeigncopyrights.TheCopyrightOfficeaswellignorestheTwinBooksdecisioninitscircularonrestored
copyrights.Nevertheless,thedecisioniscurrentlyapplicableinallofthe9thJudicialCircuit(Alaska,Arizona,California,Hawaii,Idaho,Montana,
Nevada,Oregon,Washington,andGuamandtheNorthernMarianaIslands),anditmayapplyintherestofthecountry.
