angladesh Small and Cottage Industries Corporation (BSCIC) is the prime mover organization entrusted with

the responsibility of development of small and cottage industries (SCI) in Bangladesh. It is an autonomous
corporation under the Ministry of Industries and was established by an ct of the parliament in !"#$. It is the

Bangladesh Small and Cottage Industries Corporation (BSCIC) is the prime mover organisation
in Bangladesh to promote small, cottage and rural industries in the private sector. BSCIC became the
successor organisation of the then East Pakistan Small and Cottage Industries Corporation (EPCIC). he
East Pakistan Small and Cottage Industries Corporation !ct. "#$% (EP !ct &'II of "#$%) (as passed on ")

ga:ette notification .o. 8; bifurcated BSCIC into t(o separate corporations namel,< Bangladesh Cottage
Industries Corporation (BSIC) and Bangladesh Small Industries Corporation (BCIC). +ater these t(o
corporations (ere unified in "#%$. +ater, t(o bodies (ere separated from BSCIC. Bangladesh 4andloom
Board and Bangladesh Sericulture Board (ere established.
BSCIC vests in a seven member Board of /irectors constituted b, the 3ovt. he Board administers and
manages overall activities of the corporation follo(ing the BSCIC !ct, govt. rules and polic, guidelines.
Chairman of the Board is the Chief E=ecutive 2fficer. Each member heads one functional division. he
divisions are< Promotion and E=tension /ivision, Planning /evelopment and 1esearch /ivision, Pro>ect
Implementation and *anagement /ivision, 0inance /ivision, /esign, *arketing and 4olding Companies
/ivision, and echnolog, /ivision.
he government deputes Chairman, /irectors and Secretar, to BSCIC. 2ther emplo,ees (officers and staff)
are corporation?s o(n emplo,ees. otal approved posts of BSCIC are 8@8#. In addition, there are some
posts under pro>ect setAup. BSCIC, (ith its head Buarter at /haka, have ) regional offices, 7) industries
service centres, %) industrial estates, "$ skill development centres and one training institute.
!fter its birth in "#$%, the then EPSIC started functions (ith commercial activities likeA import of plant and
machineries, ra( materials and distribution of the same to the private sector entrepreneurs. /uring that
period, the corporation also provided small loans in local currenc, to small enterprises. SubseBuentl,, the
corporation felt that the private entrepreneurs (ere needed continuous guidance and advice in selection of
viable pro>ects, preparation of machiner, specifications, dra(ing of la,out plans, supervising the
construction of factor, building, machiner, installation, implant counseling and e=tension services for
operation of the profitable ventures. hereafter the focus (as shifted from commercial to promotional and
development activities. !ccordingl,, development pro>ects like industrial estates, service and common
facilit, centres, small Industr, !dvisor, services, 1ural Industrial services, /esign Centre, +ight
Engineering Services and model production units (ere undertaken. !part from that BSCIC also in coA
operation (ith the financial institutions and commercial banks formed consortium for financing of SCIs in
local as (ell as foreign currenc, credit. 3raduall,, changes in BSCIC?s organisation structure occurred.
BSCIC distributed design protot,pe among entrepreneurs and has also allotted industrial plots to
entrepreneurs and has e=tended technical cooperation to salt producers of the countr,. Such assistance is
still being continued in different (a, and perspective. +ater more assistance in ne( dimension, like
providing recommendation to the government for industrial import license, trade based skill development
training and large scale entrepreneurship training programmes, organising fairs, e=hibition countr,(ide to
promote the industrial products are being successfull, carried out b, BSCIC.
BSCIC?s industrial estate programme has been contributing to the process of industrialisation since "#7@.
-pto !pril 8@@#, a total number of 9,9$8 industries have been established in %) industrial estates in
different districts. Ever, ,ear these industries produce goods and services (orth about k. 8,)7,;9@ million
and pa, about k. ",%;@ million as '!, ta= and other charges. 'alue of e=portable product is about k.
",99,8)@ million. !bout 9.)8 million people are directl, engaged in these industries.
2ne of the initiatives of BSCIC, the countr, has achieved selfAsufficienc, in salt production. otal demand
for salt is "9.99 lac * per ,ear. Production during the financial ,ear 8@@#A8@"@ is "%.@% lac *.
*oreover BSCIC, in coAoperation of -.ICE0 has been implementing the pro>ect CControl of Iodine
/eficienc, /isorder through -niversal Iodations of Salt in Bangladesh?. Credential of this program flashes
that the prevalence of iodine deficienc, disorder fell to 99.;@ percent in 8@@$, (hich (as 7# percent in
"##9.
!fter liberation, ne( dimensions (ere added to BSCIC activities as it has taken up a mission to accelerate
development of the SCI sector through d,namic polic, interventions. It has introduced entrepreneurship
development and skill development trainingD subAcontracting linkage bet(een small and largeAscale
industriesD establishing back(ard and for(ard linkage bet(een small and large industries. Besides BSCIC
(as also involved in semiAintensive Shrimp Cultivation, BeeA5eeping and *IC12C1E/I Programme
for P2'E1E alleviation.
BSCIC has several 4uman 1esource /evelopment Institutes. hese institutes (ork for capacit, buildingA
enabling potential entrepreneurs and enterprises, speciall, engaged in small and cottage industries. In "#;$,
BSCIC established Small and Cottage Industries raining Institute (SCII). he institute, a change driven,
proactive and pragmatic one, has been providing entrepreneurship development training and consultanc,
services. It has pioneered innovative solutions to entrepreneurship and enterprise development.
SCII has its o(n building (ith all facilities for holding (orkshops, conferences and other functions. It
houses a librar, (ith a collection of development related books and periodicals. he Institute maintains a
lean staff (ith interdisciplinar, e=pertise, particularl, in pro>ect management, entrepreneurship and
enterprise development. BSCIC has "$ Skill /evelopment Centers, (hich provide skill development
training to the unemplo,ed ,outh, school and college dropouts on different trades.
BSCIC?s /esign Centre is a centre of e=cellence (orking for development of crafts and craftsmanship in
the countr,. It imparts training to the artisans and craftsmen on different trades. It develops designs and
protot,pes for handicrafts and distributes these among the craftsmen and artisans. he 4uman 1esource
/evelopment Institutes, since their inception, have trained more than ),78 thousand people. BSCIC started
facilitating small industries to establish linkages (ith large and medium industries since "##". -nder this
arrangement, small industries have been able to market products valued about k.$@ thousand crore.
BSCIC started implementing special programmes in the Chittagong 4ill racts 1egion since "#%) through
t(o pro>ects< SocioAeconomic /evelopment of Chittagong 4ill racts 1egion (2riginal)D and Special
pro>ect SocioAeconomic development through promotion and e=tension of small and cottage industries for
the under privilege inhabitant of Chittagong 4ill racts region. ! total number of 88,@@@ ,ouths have so far
been imparted training on different trade under these pro>ects. hese have has created emplo,ment
opportunities for 8@,$@@ persons. Fith the support of BSCIC %7,@@@ small industries and 7,8$,@@@ cottage
industries have been established in the countr,. hese industries have created emplo,ment for 98.8; lac
persons.
BSCIC is a leading public body, doing the job on Small,Medium and Cottage
industries for expediting on CEFE (Competency based economy for

BSCICs Vision-2025
Bangladesh Small , Cottage Industries Corporation (BSCIC) was established in recognition of the need for
a specialized agency to promote the development of Small- Medium , Cottage Industries (SMCIs) in the
manufacturing sector through the provision of advisory services- fiscal and financial assistance-
infrastructural facilities- mar+et access and other support programme. BSCIC strives to create resilient and
efficient SMCIs- able to compete in a liberalized mar+et environment. SMCIs have to be efficient and
+nowledge'driven- including using IC) to be globally .connected/ and accessible. )he Corporation will
promote SMCIs to be an integral part of the country/s industrial development capable of producing high
value'added manufacturing product , services. BSCIC will serve as the national focal point for the over all
development of SMCIs in the country. )he principal goal of the Bangladesh 0ovt. economic policy is to
reduce poverty which is coherent with the M*0s. 1or achieving the above goal- economic growth policy is
adopted by the 0ovt. in the macro'economic policy. In view of the above the BSCIC 2ision- Mission- 0oal-
