1. Situation overview

Typhoon Haiyan, known locally as Typhoon Yolanda, has brought devastation to the island of
Negros particularly on the north eastern side where Sagay City and one of its barangays,
Molocaboc, are located. In response, Task Force Mapalad (TFM), with the support of ICCO and
ACT Alliance, provided emergency food packages and shelter materials to more than 300
households in the city of Sagay and Cadiz, and the municipality of Manapla, all in Negros
Occidental.

Barangay Molocaboc is one of the 25 barangays of Sagay City, Negros Occidental, one of the
hardest hit provinces in Region VI (Western Visayas). It is an island barangay 7.5 kilometers
away from the mainland and 30-minute ride on a motorized pump boat. The barangay is
composed of three islets namely Molocaboc Dako, Diot and Matabas. It has 980 households and
a total population of 4,693.

When super typhoon Yolanda (Haiyan) made landfall in the northern section of Negros
Occidental province in November 8, 2013, a total of 456 houses were totally destroyed.


2. Project Updates

On January 8-9, 2014, TFM has conducted field validation surveys prior to its conduct of food
and non-food relief distribution to typhoon victims in Cadiz and Sagay, northern Negros
Occidental. House to house surveys which covered 436 households were conducted in Sitios
Matabas and Diot, Barangay Molocaboc, Sagay City.

Since January 2014, TFM has distributed a total of 800 food and non-food packs to typhoon
Haiyan survivors in the municipality of Manapla, cities of Cadiz and Sagay. In Molocaboc alone,
440 food and non-food packs have been distributed since January 24; 2014

As of May 7, 2014. construction of 146 new shelters and repairs of 178 partially damaged
houses have been completed in Molocaboc, Sagay City. In Sitio Matabas alone, a total of 82
newly constructed shelters have been completed and 46 partially damaged houses have been
fully repaired.
- As of March 29, 2014, the project was able to construct and turn over 25 shelters to the
beneficiaries in Sitio Matabas.
- On April 21, 2014, the additional 57 shelters were fully constructed which shall be turned
over to the beneficiaries on May 9, 2014.
- On April 23, 2014, repairs of all the 46 partially damaged houses in Sitio Matabas were
completed.

In Sitio Diot, Molocaboc, 64 new shelters have been fully constructed and 132 partially
damaged houses have been repaired.

On May 4, 2014, TFM has conducted the Emergency Response Management planning
workshop for the residents of Sitios Diot and Matabas. Molocaboc, Sagay City. The workshop
was held in Sitio Diot, with 143 participants (106 females, & 37 males). Workshop participants
were able to learn how to illustrate the hazard map of their communities, identify needed
livelihoods, analyze seasonal livelihood, analyze disaster risks, conduct first aid, security
measures in time of disasters, & develop situation reports during disasters, and disaster
preparedness


3. Challenges

When super typhoon Yolanda (Haiyan) made landfall in the northern section of Negros
Occidental province in November 8, 2013, a total of 456 houses were totally destroyed. Thus,
more shelter assistance is still urgently needed by more Molocaboc residents, taking into
account the coming rainy season. Even though TFM was able to construct 146 new shelters
and repair 178 partially damaged houses Molocaboc, it still aims to construct 150
additional shelters to cover.

These emergency response and humanitarian efforts led by TFM, in partnership with ICCO,
Kerk in Actie, and ACT Alliance, faced challenges in the procurement of good quality shelter
construction materials which are not available in Negros Oriental and nearby provinces. This
left TFM without choice but to procure the needed construction materials from Mindanao
(Davao Oriental). Shipment schedules of construction materials are also frequently delayed due
to unavailability of supplies and failure to meet the shippers required minimum volume of
cargo.

The shipment schedules of relief goods and construction materials from Vito port, Sagay City to
Molocaboc, are always hampered by the daily sea low tide and availability of boats,
notwithstanding the limitation in boats load capacity.
