Attendees:

David Cranor (wrote minutes)
Randall Myers
Jonathon Weidman, Owner of Two Wheel Valet.

I'm still waiting to hear back from some people with questions, but one aspect of the meeting is
a bit time critical.

The DC bike parking regulations
(http://www.dcregs.dc.gov/Gateway/NoticeHome.aspx?NoticeID=4797734) are open for comments but
only until the 19th. If you have not looked at them, please do so, and get comments back to my by the
15th. I want to consolidate our comments by the 16th, with a vote by the 18th so that I can post the BAC's
comments then.

1. We had a question about whether or not an exemption given to a building was permanent or if
residents could ask DDOT to revisit the issue as circumstances change. Right now it does not seem they
can.

2. We wanted to know if DDOT had the leeway to extend the 30-day limit to comply with a
request if they were unable to move that fast or if they could allow, by waiver, for parking
somewhere other than +/- 1 floor from ground level.

3. We decided to recommend that the "motion-activated security light enclosed in a tamper-
proof housing" that is required for indoor parking also be required for outdoor parking.

In addition, we decided to resend the letter we sent in support of the Transit Benefit Act of 2013
in support of the Sustainable DC Omnibus Act of 2014..

Finally Jonathon Weidman of Two Wheel Valet was there. His company does bike parking for
large DC events like the Cherry Blossom Festival. He said that in San Francisco, large events
are required to include a bike valet as part of their transportation demand management plan,
and suggested that DC change their laws to do the same. The committee requested that he find
a copy of the San Francisco regulations and that we would bring this up at the BAC meeting in
May.

Here's a link to the law that required the San Francisco valet regulations (monitored bike
parking)

SEC. 2.76. MONITORED BICYCLE PARKING AT PUBLIC EVENTS. The
Interdepartmental Staff Committee on Traffic and Transportation (ISCOTT), or other
applicable permitting authority, is authorized and encouraged in its discretion to require,
and develop guidelines regarding, monitored bicycle parking at appropriate large
permitted public events. The sponsor of the public event may provide such monitoring
service or ensure that such monitored bicycle parking is available in local garages or
other similar facilities. If the sponsor provides monitored bicycle parking, the sponsor
may charge a nominal fee for such service. The amount of such fee shall be included as
part of the sponsor's permit application. If the sponsor is unable to ascertain the fee
amount at the time of the permit application, the sponsor may submit a fee schedule to
ISCOTT, or other applicable permitting authority, as soon as possible but no later than
10 days before the event.

But I haven't found the regulations yet. Still, maybe that isn't necessary yet.
