The consequence of fire is lightly addressed. Further best
practices could be enhanced for fire prevention as well as
fire mitigation. The intensity of the arc hazard should be
quantified and appropriate personnel protective equipment
used based in incident energy levels in use or possible.
This should include gas generation or even tank rupture in
the event of a catastrpohic event.

Note IEEE 62-1995 provides a section specific to safety, while there is not a dedicated section for safety in
PC57.93 D10.
Consideration should be given to adding a section on safety to C57.93 for topics that include:
(CSE) Confined Space Entry , Spill Containment Kits, Material Safety Data Sheets (MSDS), Lock Out -Tag
Out Procedures (LOTO), Protection from Voltage Hazard, and Protection from Arc FlashHazard.
IEEE 62 C57.93 Topic Discussion
6.1.1 4.11e Winding Resistance C57.93 only states comparison to factor data, whereas
IEEE 62 also includes comparison to winding phases or
terminal pairs depending on winding connection.
6.1.1.1 4.11.e Measurement Techniques C57.93 only states Kelvin Bridge, whereas IEEE 62 also
includes micro-ohmmeter for <1ohm and Wheatstone
bridge >1ohm.
6.1.2.3 4.11d Turns Ratio Test C57.93 states ratio on each tap (DETC); if LTC - on all load
tap positions - it is unclear but could be construed as all
combinations of DETC and LTC; IEEE 62 is clearer - it
states it load taps present - with DETC in one position such
as nominal or maximum turns position on all LTC tap
positions, and on other DETC positions with LTC at neutral.

6.1.3.2 4.11.j Exciting Current - Test Methods C57.93 states at reduced test voltage, whereas IEEE 62
states at the highest possible test voltage without exceeding
the voltage rating of the excited winding. The test voltage
should be similar what is stated in 6.1.6.5 - i.e. as in the
field the test is usually performed at 10kV or lower voltage.
