Failure of a permittee to provide funding for proper
operation and maintenance of the system.
Timeliness of physical infrastructure replacement and
maintenance is an issue. PS building maintenance and
replacement when necessary, is being deferred at the
expense of protecting the integrity of the system. For
ex., as noted in the May 2003 DEP inspection report,
the borough was planning on replacing the Coles Mills
PS and a replacement was being designed. In the
6/21/04 DEP report it was noted that design was
complete and the boro was waiting for a TWA permit.
To date, the project was not implemented, there is no
formal timeframe and the station is in a deteriorated
condition.

Specifically, procedures have not been instituted to

Aware of residential inflow (sump pumps) sources in
some areas and owners are not being required to
remove it. The borough has installed so called sump
pump collector pipes (6") on each side of parts of three
streets, Westminster, Road & Woodlynne Aves,
without requiring residents to remove the sump pump
discharges from the PWCS or the underdrains by tying
into these stormwater connections.
