USA And Australia Drop Sanctions Against Fiji


Move Comes After Democratic Elections in Pacific Island Nation

The U.S. and Australia have removed


sanctions against Fiji following
democratic elections last month in the
South Pacific nation.
Australian Foreign Minister Julie
Bishop began a two-day visit to Fiji,
describing it as the start of a new era
in the relationship between the two
countries. She announced that Australia
had lifted all remaining sanctions,
including the sale of weapons.
U.S. Ambassador to Fiji Frankie Reed
said in a statement the United States was
lifting restrictions on financing
assistance to the government of Fiji and
has also lifted certain foreign-policy
based visa restrictions on leaders of the
coup and interim government.
We are also exploring opportunities to
resume engagement with Fijis military
to include training and cooperation
on issues of global concern, the
spokesperson said.
Fijis democratic government was
overthrown by the countrys military
in 2006, with retired Rear Adm. Voreqe
Bainimarama appointing himself the
countrys leader. The U.S. along with
New Zealand and Australia demanded
a return to democracy placing sanctions
on Fijis government until this occurred.
Last month the now-retired military
leader was democratically elected,
with his party Fiji First winning 59%
of the vote. The international observer
group said immediately following the
election that they felt it was on track
to broadly represent the will of the
Fijian voters.

Fiji Welcomes Business


Market

FIJI is open for business. And there


are great opportunities for those with
the enterprise and foresight to take
advantage of this new era of prosperity,
says Prime Minister Rear Admiral
(Ret) Voreqe Bainimarama.
Speaking at the Fiji-Australia,
Australia-Fiji Business Council forum
Mr Bainimarama says there are now
more new opportunities - given that the
Government is making more state land
available for investment.
He said there's a significant amount of
untapped potential in Fiji's traditional
areas of trade.
"While it's true that we have had a
long history of trade with Australia
and Australia remains one of Fiji's
top export destinations, it's also true
that the total trade with Australia has
reduced in recent years, which for us,
has been made up for by new trading

relationships with countries like


Malaysia, Indonesia and China," Mr
Bainimarama said.
"Even before this recent slump,
though, for decades the trade balance
has been grossly slanted we import far
more from Australia than we export to
her.
"The vast majority of Fijian exports
to Australia are of garment and gold,
which if discounted, put our exports
to Australia on par with our exports to
New Zealand, which has an economy
seven times smaller than Australia," he
said.
"We believe that Australia can change
this imbalance by providing Fiji with
better market access.
"There are huge opportunities for
Fijian businesses in the Australian
marketplace that could produce gains
for both the nations."

DIVERSIFICATION of the sugar


industry is necessary if Fiji is to expand
its market sources overseas.
This was the comment by Ministry of
Sugar permanent secretary Lieutenant
Colonel Manasa Vaniqi during a press
conference in Lautoka.
The establishment of a $17million
refinery and cogeneration plants are
the first steps towards this, he said.
Lt-Col Vaniqi also said they were
working on building partnerships with
market sources as the EU's preferential
sugar quota comes to an end in 2017.
"There are plans in place; we cannot
rely solely on raw sugar export because
of the competition," he said.
"A few years back, Government put in
place a reform agenda that we should

The boiler at the Labasa mill is also
being looked at to produce electricity
from biogas.
"So hopefully when that comes, the
Northern Division may be relieved
of having to import diesel fuel from
abroad.
"If we don't diversify or widen our
market base, then it's very difficult to
compete."
Meanwhile, Lt-Col Vaniqi said $4m
had been put towards the purchase of
special equipment.
"It was not that easy because FSC needs
professional people to come and do the
installation. There are other scientific
requirements to these things in the final
process, particularly the mill area."

New Processing Facility


Boosts Exports

In the past three years, Tavua-based


Maqere Exports Company Ltd exported
about 420 tonnes of fresh and frozen
agricultural produce, raking in about
$1.9million in foreign exchange earnings.
And this signifies the importance of the
company to the country, says assistant
Agriculture Minister Commander Joeli
Cawaki.
During the opening of the company's
$340,000 processing facility in Tavua
on Wednesday, Cdr Cawaki said
farmers within the Ra to Sigatoka
corridor supplied Maqere Exports while
seafood and ginger was purchased
from as far as Labasa and Tailevu.
He said this was a reliable market outlet
for about 230 farmers in the Western
Division.
Through the assistance of the Ministry
of Agriculture, Ministry of Trade,
Secretariat of the Pacific Community,

about 33 different commodities while
employing 21 trained local staff.
"The opening of this new processing
facility is opening new opportunities not
only for the company but the economy
as a whole. It is the opportunities for
growth and raising the economic
performance to another level. This
is one of the focuses of our newly

to improve the economic status
through developing agriculture and
other sectors."
He said the development would further
increase employment opportunities
and means of getting foreign currencies
into the economy.
"It will increase export earnings as
well contributing to the national output
of our economy."

Dont Leave Elderly In Care Homes

An emotional Minister for Women,
Children and Poverty Alleviation is
pleading with all Fijians to look after
their elderly instead of leaving them in
care homes.
Rosy Akbar made the comments
at Suvavou Village, Lami where
she was invited to a senior citizens
thanksgiving lunch.
Thirty-three senior citizens were
treated to lunch at the village by
younger members of the village.
We went around the Western Division
visiting senior citizens in the care
homes that Government looks after.
Its sad to see that some elderly
members of society have ended up in
homes, Ms Akbar said.
I plead with those out there who have
left their parents in the homes, please
theres still time, go back and ask for
their forgiveness and get them back
into the family.
Please! Ive seen tears in the eyes of
the elderly. My team also cried.
That is not the place for our senior
citizens. This is where they belong.
They belong with us. They belong in
our homes and in our communities.
Once they are gone its too late to beg

for forgiveness.
She urges that we must cherish the
times we have with our elders.
Lets care for them because they are
the ones who cared for us. They gave
birth to us. They fed us.
They lived their lives for us. How
can we forget about them? I fail to
understand that.

As a newly elected minister it saddens
me. They are not supposed to be

begging on our streets.
It is our responsibility to ensure their
welfare. We need to give them the
respect that they deserve, Ms Akbar
said.
She said she understood what the
elderly went through because she also
had a mother.
We cannot forget the elderly and the
senior citizens. They are the ones who
have laid the foundation of our society.
Its their hard work, their love and
prayers that have made sure that we are
where we are today.
We may be leaders, we may be very
modern, we may be very fast but one
thing is clear that we will always
have respect for them, Ms Akbar
said.

The visit to the New Zealand Parliament


is being facilitated by the United
Nations Development Programme
(UNDP).
Since January 2014, UNDP has been

Parliament of Fiji through a project
funded by the European Union and
the Governments of New Zealand,
Australia and Japan.
The delegation is made up of Deputy

Sharon Smith Johns Leaving


Department Of Information

Sharon Smith Johns is leaving the


Government after more than four years
in the position of Permanent Secretary
for Information and National Archives.
Her resignation was announced by
the Attorney General and Minister
responsible for Information, Aiyaz
Sayed-Khaiyum, who thanked Ms
Smith Johns for her service and wished
her well on behalf of the Government.
"Sharon Smith Johns has played an
important role in the transition to our
new democracy in Fiji and carries our
very best wishes for the future", the
Minister said.
In a separate statement, the Prime
Minister and former Minister for
Information, Voreqe Bainimarama,
paid a fulsome tribute to the outgoing
Permanent Secretary.
"Sharon has been a trusted colleague
during some of the most testing periods
in our recent history and I personally
want to thank her for her dedication
and loyalty", the PM said.
For her part, Ms Smith Johns said that
it had been an immense privilege to be
part of the Government over the past
four years.

"I especially want to thank the Prime


Minister for his confidence in me and
my team in the Department and former
Ministry and in the National Archives.
They are a wonderful group of people
and I will miss them", she said.
Ms Smith Johns said she intends to
pursue opportunities in the private
sector.

Police Officers Abused


Detainees Meal Allowance

Police officers on duty used meal


allocation set aside for detainees, the
Auditor General noted in his 2013
report.
The norm is such that detainees held in
police stations awaiting court hearings
or for further interrogation on reported
crimes would be provided meals by the
force which is charged to the prisoners
meal allocation in the Fiji Police
Forces budget allocation.
However the audit noted that some
officers on duty abused these privileges
for detainees by also including in the
claims order, meals taken by them.
The audit noted that officers would use
the names of detainees to acquire their
meals.
The report stated that though
documentation and approval pertaining
to the payments were in order the
discrepancies were shown in the meal
order books.
It is apparent that senior officers

authorising the payments are not


properly verifying the vouchers and
the supporting documents which
have resulted in the discrepancies,
Bolavanua said in the report.
He said it also highlighted that poor
internal control existed for the supply
of meals to Prisoners at Totogo Police
Station and this resulted in abuse and
corrupt practices.

that
disciplinary measures be instigated
on officers who consumed meals
provided for those detained on forces
expense, that the forces accountants
ensure payments are only authorised
in accordance to section 2.8.4 of the
Finance Manual and that the Station
sergeant, Station officer and the Officer
in Charge responsible for signing off
the Prisoners Meal Payment certificate
first inspect and verify the Prisoners
Meal Order Book to ensure no extra
meal is claimed.

rights development to the Human
Rights Council in Geneva at which a
number of countries congratulated Fiji
on the receptive and apolitical manner
in which the delegation presented and
responded to the dialogue.

of the Fijian Delegation - Attorney
General and Minister for Justice
outlined Fijis significant achievement
in the promulgation of the Constitution
in September 2013 which has a robust
Bill of Rights. The Bill of Rights
includes not only civil and political
rights but unprecedented social and
economic rights. The Attorney General
also informed the Council that the
Constitution has created substantive
equality complemented by legal and
policy implementation.

barriers experienced by the Judiciary in
its functioning after the events of 2009.

Fiji Commitment To
Gender-Equality Policies

Fiji's Ambassador and permanent


representative to the UN Peter
Thomson has reiterated the country's
commitment to align itself to UN
policies to provide the best gendersensitized peacekeepers in efforts to
rebuild post conflict communities.
In his address at the UN Security
Council open debate on Women, Peace
and Security, Thomson said Fiji was
endeavoring to make its contribution
to the global effort.
He said Fiji recognised that that
national implementation would be
crucial in meeting the objectives of
resolution 1325.
The involvement of women in
peace and security requires a multi
dimensional approach and Fiji is
guided by the Regional Action Plan
on Women, Peace and Security which
supports our national efforts to ensure
women are active participants at
all stages of national life including
conflict prevention, resolution and
peace-building, Thomson said.
He said in Fiji, the 2013 Constitution
encompasses a comprehensive range
of human rights, including the right
to freedom from unfair discrimination
based on sex or gender.
On the eve of International Womens
Day this year, Fiji launched its National
Gender Policy, which has become the

guiding document for mainstreaming


gender issues across all sectors and
within all spheres of national life.
Fiji is committed to increasing womens
participation in decision-making and in
political, social and economic processes
at all levels, he said.
He also called on the UN Security
Council to accept that climate change is
a security issue and that vigilance must
be applied to ensure that vulnerable
women and girls are safe-guarded.
It is widely accepted that the first to
bear the negative impacts of climate
change are the vulnerable groups,
particularly the women and girls.
Climate change not only affects our
land and food resources, but sea-level
rise forces the displacement of our
coastal communities."
While acknowledging the efforts by
member countries in the implementation
of resolution to address climate change,
Thomson also said there was still so
much more to be achieved to ensure
that the dignity, peace and security of
women is realised globally.
He further expressed the country's
plea to the UN systems and agencies,
in partnership with member states and
regional organisations to support the
development and implementation of
national action plans so that greater
progress could be achieved.

Fiji Airways Opens China


Distribution

FIJI Airways has signed up with


the International Air Transport
Association's (IATA) billing and
settlement plan for China.
In a recent statement, the airline said
this opened up new distribution options
and means that 1623 registered IATA
agents in China could directly sell Fiji
Airways' fares to customers and issue
tickets.
The airline also signed a new extensive
contract with Amadeus to distribute

Fiji Airways fares through its global


distribution system.
Fiji Airways CEO and managing
director Stefan Pichler said getting
the plan in China was critical to their
efforts to penetrate the Chinese market.
"We will work with partners on the
ground in China to make our presence
felt and get more Chinese visitors to Fiji."
He said Fiji Airways Group brought
in more than 64 per cent of all visitors
who flew to Fiji.

The Ministry for Women, Social


Welfare and Poverty Alleviation has
revealed there will be some changes
on how recipients will receive their
monthly benefits.
Speaking to villagers of Nadakuni
in Naitasiri while opening their new
extension center, Minister for Women,
Rosy Akbar says that from January,
social welfare recipients will be given
their money in their respective villages.
Akbar says that after the consultation
in Navua they have made the decision
that this will be the best way to assist

those who receive their services.

our social welfare visiting you as most
of you are in remote areas and the best
way is for our officers to visit you,
Hon Akbar said.
She assured villagers that her Ministry
will go out of their way to provide any
assistance they need.

13-Year Old Son Gives Evidence

Tourism stakeholders from around the


country gathered at the first Tourism
Industry Day.
This was organised by the Ministry of
Tourism and Tourism Fiji.
The day provides a unique opportunity
for industry players to strategize future
plans with Government, and to also

Tourism Minister Faiyaz Koya in opening
the forum, reaffirmed the Bainimarama
Governments commitment towards

Fiji Committed To Make Changes, Ratify Human


Rights Treaties

Fiji's Attorney General and Justice


Minister Aiyaz Sayed-Khaiyum says
the country will ratify human rights
treaties and committed to make
changes, where needed, to align local
rights laws and policies with accepted
international standards.
In his opening statement at the
interactive dialogue on Fiji's second
human rights universal periodic
review before the UN Security Council
in Geneva, Sayed-Khaiyum also
informed members that the country
has endorsed and met 97 of the 103
recommendations made out in the first
cycle of review.
He also promoted the 2013 Constitution
at length, describing it "as an expression
of will of the people" that reflects
values that provides for, protects and
promotes rights of all its citizens and
should be aspired to universally.
Sayed-Khaiyum said while the country
has not acceded to the International
Covenant on Civil and Political Rights
or the International Covenant on
Economic, Cultural and Social Rights,
the 2013 Constitution provides for and
promotes these rights under the Bill of
Rights.
Womens rights in Fiji
He said these are consistent with
the Convention on the Elimination
of Discrimination against Women
(CEDAW) which Fiji ratified in 1995.
"Our Constitution protects all Fijians
from unfair discrimination including
on the grounds of sex, gender identity
and expression, pregnancy, marital
status, culture, religion, social origin,
conscience and social or health status.
"These grounds that I have just read
out are all new grounds and werent in
any of the previous constitutions."
Translation of 2013 Constitution
He told the council that the constitution
is currently being translated in the
Hindi language after having been
translated in the Braille language in
English and iTaukei.
This he says ensures access, equality
and inclusiveness.
"Fundamentally, the Constitution
establishes the principle that every
Fijian is equal.
"It does not define or divide Fijians
by ethnicity and bestows the title of
Fijian on every citizen while equally
recognizing their different cultures."
Ratification
of
international
instruments on human rights
Sayed-Khaiyum also assured the
council about the ratification of
international instruments on human
rights including the United Convention
Against Torture (UNCAT) saying it
will be the prerogative of the newly
elected Parliament which is provided
under the Constitution of Fiji.
He was responding to concerns
and interest raised by Mexico and
Belgium in Fijis progress on ratifying
international instruments on human
rights, and requests by UK and

Mexico about the ratification of United


Convention Against Torture (UNCAT).
He told member countries, that
although the UNCAT, ICCPR and
ICESCR are not ratified, they have
been incorporated into Fijis domestic
law and "which in fact goes beyond
the requirements of these international
instruments and are applied directly by
the Fijian judiciary."
Sayed-Khaiyum
also
reaffirmed
the country's commitment to the
International Criminal Court (ICC) and
efforts to ensure any further amendment
to the Rome Statute is reflected in the
country's Crimes Decree.
Death penalty in military code
Sayed-Khaiyum told the council that
in the next session of Parliament in
the new year the Military Code will
be amended as a matter of priority to
remove the reference of death penalty
altogether.
Allegations of assault in police
custody
Sayed-Khaiyum said where evidence
of such assaults have been shown to be
sufficient for prosecution as determined
by the Director of Prosecutions, "such
persons have been prosecuted and
some are currently serving terms of
imprisonment for such acts."
He told the council that under the
constitution, police procedures have
been modernised and made more
transparent to address and avoid acts
of assault in police custody.
Independence of state institutions
Sayed-Khaiyum said the autonomy
and independence of State institutions
is guaranteed under the constitution,
particularly the Human Rights and Anti
Discrimination Commission which
serves as the predominant enforcement
body for the Bill of Rights under the
constitution.
He told the council that the government
will work with development partners to
ensure adequate funding and resources
is provided to the commission to
effectively exercise its powers and
perform its functions and duties and
ensure compliance with the Paris
principles.
Section 45 of the Constitution
empowers the Commission to enforce
and monitor the compliance of human
rights instruments ratified by the
Government. The Commission is
further constitutionally empowered to
bring proceedings before the Courts.
Violence against women
Sayed-Khaiyum said the country has
made efforts via putting in place legal
framework and policies including the
National Gender Policy to address and
curb violence against women.
However, he said it would need the
united effort of all the stakeholders to
ensure any real progress is made.
Sayed-Khaiyum highlighted the new
provisions in the Crimes Decree
for the offence of rape and sexual
assault based on the Australian model,

including the abolition of corroboration


and questioning on previous sexual
history, providing for special measures
for vulnerable witnesses, the passing of
the Domestic Violence Decree, judicial
training, the approving by cabinet of
the National Gender Policy, removing
systemic
discrimination
against
women in employment practices and
laws and providing for recruitment and
promotion on merit and merit alone,
gender training of the civil service,
and increasing the participation and
visibility of women in all spheres of
life.
"These measures will only be
meaningful if all stakeholders involved
play a part in shaping society's
attitudes towards zero tolerance for
discrimination and violence against
women.
"Importantly,
the
effective
implementation of the Domestic
Violence Decree requires the training
and preparation of police, civil society,
judiciary and prosecutors."
Public Service

He told the council that the Fijian


Public Service policy is now based on
meritocracy, after he Fijian Government
has done away "with discriminatory
policies for the public services put in
place by previous governments" which
introduced policies that "only further
advanced an elite agenda and clique."
"In light of this experience, all
appointments in the public service are
now made on the basis of qualification
and performance alone. The public
service is currently undergoing reforms
which will ensure that the systemic
prejudice based on race, ethnicity,
gender identity and religion
is eliminated."
Meanwhile, Chief Justice of the
judiciary of Fiji, Anthony Gates, also
made a presentation to address matters
pertaining to the judiciary, Director of
Public Prosecutions Christopher Pryde
addressed matters pertaining to the
administration of the criminal justice
system and Chairman of MIDA Ashwin
Raj to address matters pertaining to
media freedom.

Ministry Of Education
Wants More Funding

Despite receiving the lump of this


years budget allocation, the Education
Ministry hopes for an increase in
certain areas of the ministry.
The Ministry was allocated 370 million
dollars out of the 541 million dollars
this year.
Minister Dr Mahendra Reddy says the
submissions are based on the Fiji First
Manifesto.
About increase in teacher student
ratio, definitely you will see more

allocation in that area; talking about


establishing technical colleges so you
will see allocation for that. So these are
some of the areas, Hon Dr Reddy said.
The Ministry, he says based its
submissions in consideration of
the limited amount of funds with
government.
Dr Reddy, however could not reveal
how much of this years allocation had
been utilized.

Elections Office Final Report Outlines Spending

The Fijian Elections Office has released


its final report on the September general
elections.
The 37 page report puts the overall
voter turnout at 84.6 percent or just
over 500,000.
With a budget allocation of close
to $40 million, the Supervisor of
Elections Mohammed Saneem says it
was taxpayers funds well spent.
The report states that only 3,714 or less
than one percent of 500,078 ballots
cast were invalid.
The Fijian Elections office spent 2
point one three million dollars in the
procurement of materials from local
suppliers.
The largest procurement for the Office
was the purchase of polling station kits
from local company Kriz Signs valued
at over 785 thousand dollars.
The Elections Office received a total

fund of 39.28 million dollars out of


which 17.97 million dollars was from
government and 21.3 million dollars
from donor partners.
Papua New Guinea contributed the
largest sum of 18.5 million dollars.
A total of 5,508 Fijians living abroad
also registered to vote.
Only 7,948 postal ballots out of 12
thousand 190 were returned to the
Office.
A total of 387 media personnel were
accredited representing 34 media
organizations.
The local media also cashing in.
All told, just over $4 million was spent
on radio and television advertising with
a total of just under 12 thousand ads.
For newspapers and magazines, the
Elections Office put up 348 advertisements
valued at 1.3 million dollars.
In his concluding remarks, the

The Reserve Bank and the Fiji Bureau


of Statistics together with the Pacific
Financial Inclusion Program have
started an eight week National Demand
Side Survey.
This will see over a thousand adults
randomly selected from different
households across Fiji.
According to the RBF, the main purpose
of this Survey is to help Government
and other stakeholders gain a better

understanding of the needs of Fijians


when it comes to financial services and
products.
The Survey will establish baseline data
that will provide useful information
on access, usage and quality of
the financial services and products
currently available.
The results of the Survey will be used
to monitor financial inclusion.

Education For Pre-Schoolers Looks To Set Up Suva Office
The government has also revealed
its plan to extend the current free
education programme to pre-school
students from next year.
Prime Minister Voreqe Bainimarama
says this will be available one year
before admission to primary school at
recognised and accredited pre-schools.

and we believe that improving access to
education all the way up to the university
level is one of the best ways to achieve

this, Bainimarama said.

office in Suva.

country on their first Pacific mission,
is led by Dr Imran Habib Ahmad,
the Director East Asia Pacific Green
Growth Planning and Implementation.
Dr Ahmad informed Ratu Inoke that
the Pacific office would look after its
regional members, which includes
Papua New Guinea, Kiribati and Fiji.
Ratu Inoke assured the delegation that as
a member of GGI, the Fijian Government
would assist in whatever way it could to
enhance the GGI's objectives.

Fiji's Minister for Social Welfare Rosy


Akbar has urged the public to be more
responsible in looking after the older
family members to allow the ministry
to look after the "poorest of the poor"
and the disadvantaged in the society.
Her comments come in the wake of
concerns over terminated assistance raised
during the round of public consultation at
Ro Kuruduadua Hall, Namosi Provincial
Council Building in Navua.
"So far cases of terminated assistance
have been coming up and we are trying
to assess and explain to the people as to
why," Akbar said.
"One thing I would like to tell the
people that the ministry is trying to
reach out to the poorest of the poor.
And when we have cases of elderly
coming up and they are staying with
their children and in extended families,
we'd like to advise the families to take
up more responsibility.
"Of course, we are here to help the
elderly, but it will be greatly appreciated
if the other members of the family look
after the interest of these elderly and
the disadvantaged in the society.
"We really want to make a difference in
the lives of these people."
Another issue that was brought to the
attention of the ministry and one that
concerned the minister was the amount
of misinformation about welfare
schemes offered under the ministry.

"The information is not going down to


the people as to the kinds of welfare
scheme we have in place," Akbar said.
"A lot of them are misled by hearsay
so we are also trying to clarify doubts
with them."
The minister also met with would-be
recipients and recipients who wanted
more information on the schemes
whilst others wanted to meet Akbar in
person since she took up the ministerial
portfolio.
Overall, Akbar said she was happy with
the turnout, looking forward to similar
big numbers in future consultations,
date and venues for which will be
confirmed at a later date by the ministry.
"The whole objective of holding
consultation throughout Fiji has been
to connect with the people," Akbar
said. "Through that we are able to
deliver our services to them and address
their concerns. And like the Navua
consultation, the Labasa consultation
was quite fruitful."
The Navua talks is the second
consultation by the ministry following
on the Labasa talks earlier this month.
The public consultation is expected to
continue around the country over the
next 3-4 months.
Akbar said assessing and processing
requests that have come through the
consultation would take up to six

Student Jailed For Rape


A 26-year-old tertiary student who
raped a Class eight student in 2012,
impregnating her as a result, has been
sentenced to 11 years in jail by a high
court in Suva.
Justice Prabaharan Kumararatnam said
Dennis Mark Hazelman will not be
eligible for parole until he has served a
minimum of nine years.
The victim gave birth to a baby boy.
Court papers show that between August
17, 2012 and December 3, 2012 the
victim was taken by a Senimili to a
spot in Samabula where Hazelman was
waiting who later raped her.
In handing down the sentence, Justice
Kumararatnam said the accused did

not show any remorse and made the


victim re-live the horror in court and
he had caused adverse psychological
trauma which was hard to assess by the
psychologist and a sociologist.
The accused has instilled a sense of
fear into the victim which may affect
her whole life, Kumararatnam said.
Considering
mitigating
factors,
Kumararatnam said the accused was
a first offender supporting both his
mother and step father.
Kumararatnam started with a 10year sentence and later added five
years for the aggravating factors
and deducted four years for the
mitigating factors.

Passport Scam
FAKE Fijian passports were among
those of other nations seized in a
raid in Lahore in Pakistan two weeks
ago.
According to Pakistani media, the
country's Federal Investigation Agency
raided a printing press in Lahore and
seized equipment used for printing
fake passports.
The FIA team seized hundreds of
Pakistani, American, Fijian, Bruneian
and Cypriot passports from the
suspects along with American visas,
fake traveller's cheques valued at
hundreds of thousands of US dollars,
blank holographic images, stamps,
printing materials and printers.
But Immigration Minister Timoci
Natuva says Fiji is safe as the fake
passports could not be used to gain
entry into Fiji.
"Our passport has been quite technically
designed," Mr Natuva said.
"There is an electronic security feature
in Fiji passports which is scanned

when people enter into our country


with Fijian passports," Mr Natuva said.
"I can't say the same for ports of entry
in other countries and if they are able to
detect fake passports or not.
"But as for Fiji, no matter who and
with whatever intent, can not enter Fiji
on a fake passport."
The Pakistan authorities seized
printing plates, UV lights, UV ink,
three computers, two laptops from the
printing press.
The key suspect in the case is Javed
Yousaf Hamdani who is also wanted in
the United States and Canada.
He was arrested in the USA as well
as Canada on charges of fraud and
forgery.
Canadian police had deported Hamdani
in 2008.
Hamdani had moved to Canada in
1994. In 2003, the Federal Bureau of
Investigation accused Hamdani of
helping five people enter the US from
Canada on fake travel documents.

Fiji $2 Coins In Circulation


Next Week

The Reserve Bank of Fiji has


announced that a new $2 coin will be
issued from November 3rd.
This will replace the existing $2 coins.
This change is in response to earlier
public calls regarding the difficulty
experienced in distinguishing between
the existing $1 and $2 coins.

Governor Barry Whiteside said that


the new $2 coin will be slightly larger
and thicker than the existing $1 and $2
coins.
It will have an inside cut edge
which will also serve as an effective
differentiating feature for the visually
impaired.
Whiteside says both the existing
and new $2 coins are within the
internationally accepted guidelines of
coinage dimensions.
But the new $2 coin size has been
designed in consultation with the
suppliers to ensure concerns raised by
the public are fully addressed.
The new $2 coin will be made from
Multi-ply Bronze Plated Steel instead
of the Multi-ply Brass Plated Steel of
the existing coin.
The coins have been produced by the
Royal Canadian Mint.

Pacific Islands Forum Lifts


Fiji's Suspension After
September Polls

The Pacific Islands Forum says Fiji's


suspension has been officially lifted
following its return to democracy.
The regional body suspended Fiji's
interim government in 2009 after it
seized power in a military coup.
Forum chair and president of Palau,
Tommy Remengesau, said the group's
leaders had agreed to reinstate Fiji's
membership following September's
polls, the country's first general election
in eight years.
"I requested the Forum secretariat to
deliver my letter addressed to the prime
minister of Fiji [Frank Bainimarama]
conveying the decision of the Forum
leaders to fully lift the suspension of
Fiji from the Forum forthwith," Mr
Remengesau said in a statement.
"Forum leaders were unanimous in their
decision to lift Fiji's suspension from
the Forum based on a recommendation
to leaders by the Forum Ministerial
Contact Group (MCG) on Fiji."
Mr Remengesau congratulated the
Fijian government on its historic

election and said he looked forward to


Fiji's participation and contribution in
all Forum activities.
In 2012, Prime Minister Frank
Bainimarama set up the rival Pacific

said the country's refugees laws apply to
anyone who committed a serious crime
outside Canada prior to asking for
refugee status, whether or not the seeker
served time or is a fugitive.
The specific court challenge came from
a 59-year-old Cuban citizen, who was
striped of his refugee status in the U.S.,
entered Canada illegally in 2008 and
applied for refuge status.
Luis Alberto Hernandez Febles had
pleaded guilty twice in the U.S. to
violent crimes.
He blamed alcohol for hitting someone
in the head with a hammer, and for
pointing a knife at another person years
later and uttering threats. He was given
a two-year prison term in 1984 and in
1993; he completed both sentences.

Stephen Harper Announces Family Tax Credit, Child


Care Benefit Boost

Prime Minister Stephen Harper has


announced a new family tax credit, a
version of the family income-splitting
promise he made during the 2011
federal election.
The tax cut comes in the form of a
non-refundable federal tax credit
meaning it will have no effect on
provincial income taxes. The credit is
capped at $2,000.
Harper made the announcement at a
campaign-style event at a community
centre north of Toronto. He was joined
by Finance Minister Joe Oliver and
other Conservative MPs, including
several from the Toronto area.
Harper also announced the limit on
the child-care expenses deduction for
working parents will be raised by $1,000.
And he announced a boost to the
universal child care benefit, to $160
a month per child up to age six from
the current $100 per month, and is
introducing a credit of $60 per month
for children aged six to 17 years.
The new credits go into effect on Jan.

1, 2015, but the government will wait


until July to make the first payments
and make them retroactive.
That means every Canadian family
with children under 18 is set to receive
$420 per child just three months ahead
of the next scheduled federal election
plus regular monthly cheques as the
campaign nears.
Harper said the measures being
introduced would save Canadian

families on average $1,100 a year.


Harper has already announced the
federal children's fitness tax credit will
be doubled immediately, to a maximum
credit of $150 per child from $75, and
made fully refundable as of 2015. A
refundable credit means parents whose
incomes are too low to pay taxes will
still get money.
Harper's 2011 promise on income
splitting was contingent on a balanced

budget, a goal that will officially be


met with next spring's budget and one
that many observers believe is already
a fact.
The 2011 proposal promised couples
the ability to transfer up to $50,000
from one spouse or partner to the other
to take advantage of lower tax brackets,
a move the government projected
would cost $2.7 billion per year.
Thursday's announcement puts a cap
of $2,000 on the tax savings for each
couple, which will reduce the cost of
the program and free up money for the

Whole Family Paralysed After Eating Deadly

Eleven members of the same family are


in hospital after unwittingly cooking
and eating a poisonous pufferfish for
dinner.
The Souza family, from Rio de Janerio,
were given the fish by a family friend
who had recently returned from a
sea fishing expedition off Dubque de
Caxias, on the Brazilian coast.
Unbeknownst to anyone, the present was a
deadly pufferfish which contains a toxin
1,200 times more lethal than cyanide, a
drop of which can kill in 24 hours.
Only seconds after taking their first bite

aged three to five, were paralysed

Cristiane Souza described to Brazil's
RJ TV how her husband Jose Augusto,

"My husband was the first to say he
couldn't feel his tongue, then his face,
and then his arms. Then his legs went

"My brother-in-law was the same. He
didn't even make it out the door. We
had to carry them out and rush them to
hospital in a car," she said, explaining
they had invited the entire family round

"We had no idea it was a pufferfish.
They're all in a critical condition. My
grandson, my daughter, and my sonin-law, they are all in hospital. We're
praying for a miracle.
"We put the fish on the table in the yard
outside and everyone dived in. They
were all saying how delicious it was. I
didn't eat it because I was waiting until
everyone had tried it."
Pufferfish, or "fugu", is a delicacy
in Japan. It is strictly controlled and
only chefs who have qualified after
three years training can prepare a meal
featuring the fish.

Later that evening, Christian collapsed
in one of the haunted attractions. As

on staff immediately aided her mother

transported to Atrium Medical Center,
where she later passed away.

of his spine at Whangarei Hospital after

due to an emergency surgery.
The mistake is within one of two patient
stories presented in the Quality and
Safety Governance Summary Report
to the Northland District Health Board
in minutes released earlier this month.
Reported alongside the incident
was a patient praising the "safe"
and "professional" service they
encountered after being admitted for a
hernia operation.
Chief medical officer for the Northland
DHB, Dr Michael Roberts, said the
reporting of both positive and negative
patient stories to the board was an
example of increased transparency.
When Mr Roberts started his career, 28
years ago, there was a tendency to not
publicly acknowledge mistakes such as
this incident, he said.
"Things go wrong but what matters is
that you don't cover it up and you do
tell the patient," Dr Roberts said.
The incident was reported in the

minutes of the August 25 meeting,


which were publicly released at the
following meeting on October 6.
A patient was to receive a steroid
injection to the side of their spine earlier
this year when the orthopaedic surgeon
accidently injected the wrong side.
They had to repeat the uncomfortable
procedure, to address a pinched nerve
root for back pain, on the correct side.
The surgeon immediately told the
patient, who was very understanding of
the mistake and who had experienced
some milder symptoms on that side
anyway.
The procedure was performed with
less staff than usual as the theatre was
being prepared for an emergency case,
Dr Roberts said.
The
checklist
was
incorrectly
completed and there was no arrow
marked for which side was to be
injected. While Dr Roberts did not
make excuses for the mistake, he said:
"If someone was going to have a more
serious procedure then it would always
be checked".

Partly due to a perception that coronary


artery disease is a "man's disease",
women are more likely to delay seeking
care when heart symptoms strike, a
research has found.
"The main danger is that when
someone comes to the hospital with
a more severe or advanced stage of
heart disease, there are simply fewer
treatment options available," said lead
study author Catherine Kreatsoulas
from Harvard School of Public Health.
The study included patients with
suspected coronary artery disease, just
prior to undergoing their first coronary
angiogram test.
In the first part of the study, the
researchers interviewed cardiac patients
about their experience of angina and
their decision to seek medical care.
Angina is the pain that occurs when
your heart does not get as much blood
and oxygen as it needs because of a
blockage of one or more of the heart's
arteries.
This pain is often described as a

pressure, tightness or burning feeling.


It is a warning signal that you are at
increased risk of a heart attack, cardiac
arrest or sudden cardiac death.
"Women stayed in the denial period
longer than men. While men would
consult with a friend or loved one more
readily about the symptoms, women
would wait for others to tell them they
looked horrible," Kreatsoulas said.
"Women displayed more of an
optimistic bias, feeling that the
symptoms would pass and get better
on their own," she said.
This finding was substantiated in the
second part of the study where women
were one and half times more likely
than men to wait for symptoms to
become more severe and more frequent
before seeking medical attention.
Other priorities could be taking
over, Kreatsoulas suggested, such as
women's focus on caregiving roles or
even risk aversion.
Coronary artery disease is a leading
cause of mortality for women.

than 1.6 million cardiovascular-related
deaths per year can be attributed to
sodium consumption above the World
Health Organization's recommendation
of 2.0g (2,000mg) per day, researchers
have found in a new analysis evaluating
populations across 187 countries.
Dariush Mozaffarian said that high
sodium intake is known to increase
blood pressure, a major risk factor
for cardiovascular diseases including
heart disease and stroke, however,
the effects of excess sodium intake on
cardiovascular diseases globally by
age, sex, and nation had not been well
established.
The researchers, who collected and
analyzed existing data from 205
surveys of sodium intake in countries
representing nearly three-quarters
of the world's adult population,
found the average level of global
sodium consumption in 2010 to be

recommended levels, with regional
averages ranging from 2.18g per day
in sub-Saharan Africa to 5.51g per day
in Central Asia. In their meta-analysis
of controlled intervention studies,
the researchers found that reduced
sodium intake lowered blood pressure
in all adults, with the largest effects
identified among older individuals,
blacks, and those with pre-existing
high blood pressure.
The study found that four out of five
global deaths attributable to higher
than recommended sodium intakes
occurred in middle- and low-income
countries and programs to reduce
sodium intake could provide a practical
and cost effective means for reducing
premature deaths in adults around the
world.

Obesity A Leading Cause


Of Liver Damage

Little did 52-year-old Sheila Joshi

obesity-related uncontrolled diabetes
knows that her condition was leading
to a damaged liver.
Joshi is not the only one, say health
experts, adding that Indians largely
remain unaware of the condition and
wake up to it very late.
"Indians are of the primitive ideology
that liver diseases are mainly a problem
of the alcoholic population and does not
easily affect non-drinkers. But recent
studies and awareness of Non Alcoholic
Fatty Liver Disease (NAFLD) clearly
state that this disease is not only linked
with drinking alcohol," Tarun Mittal,
general surgeon, Laproscopic, Robotic
and Bariatic surgeon, Sir Ganga Ram
Hospital, said.
Explaining the causes, Vikas Singhal,
executive consultant, minimal access
surgery, Gastroenteritis and Bariatric
surgery, Jaypee Hospital, Noida said:
"Obesity and diabetes are major risk
factors for NAFLD. In fact, NAFLD is
so closely associated with obesity and
diabetes, it can be used as a marker for
patients who are at risk of developing
diabetes, heart disease and stroke in
the future if they do not start taking
preventive measures early."

reasons are malnutrition, pregnancy
related acute fatty liver, drugs, toxins
and some other inflammatory bowel
diseases and even HIV and Hepatitis C.
According to Pradeep Chowbey,
vice chairman, Max Healthcare and
director, minimal access, metabolic and
bariatric surgeon, fatty liver disease are
often diagnosed on ultrasound when
done for "unrelated symptoms" such as
pain in abdomen or pregnancy.
"Some people with excess fat in the
liver simply have what's called a fatty
liver. Although this is not normal,
it's not serious if it doesn't lead to
inflammation or damage. However,
NAFLD, if not managed properly,
specially associated with obesity
can lead to very serious liver problems
known as nonalcoholic steatohepatisis
(NASH). The liver may enlarge and,
over time, liver cells may be replaced
by scar tissue," Chowbey said.
Health experts said that an enlarged
liver due to fat deposition is being

diagnosed incidentally in 30 to 40
percent of ultrasound scans done
for other reasons. It usually starts in
middle age but now has even been
noted in children.
They add that in around 10 to 15 percent
patients it progresses to further stages
of liver damage ranging from Non
Alcoholic Steato-Hepatitis (NASH)
- which is essentially inflammation
of the liver - subsequently fibrosis
(scarring) and eventually cirrhosis.
So, how can the condition be best
treated?
"Regular exercise, brisk walk, proper
control of diabetes and obesity are
some measures. Surgery for obesity
also improves fatty liver. The current
best treatment of NAFLD and
nonalchoholic steatohepatitis is weight
reduction.
"Bariatric surgery is accepted as a
treatment for obesity and results in
better control of metabolic factors,
including diabetes, than does medical
therapy alone," Ashish Bhanot, senior
bariatric surgeon, Nova Specialty
Hospital, said.
Chowbey added that "in severely
obese people with fatty liver disease,
endosurgery (minimally invasive
surgery) is the only treatment known
for cure".
"The treatment is change in dietary
habits and exercise before irreversible
liver damage. Weight loss with a
healthy diet high in protein and low in
carbohydrate and fats is the key.
"Adequate management of diabetes,
hypertension are other factors. Stopping
alcohol is also a must as alcohol can
compound liver damage. For patients
who meet criteria for bariatric and
metabolic surgery, bariatric surgery
has been seen to cure NASH in over 80
percent of patients," said Singhal.
Suggesting precautionary measures,
he said a healthy diet, which is high in
proteins, low in carbohydrates and fats.
"Eat raw fruits. Avoid fruit juices, coke,
pepsi and other sugary drinks. Eat
three healthy meals and two healthy
snacks in between. Reduced alcohol
consumption not more than one to two
drinks, no more than once or twice a
month. Exercise daily for minimum 60
minutes. It doesn't have to be done at
one sitting," he said.

Why Medication Only Works When Taken On Time


A new study has suggested that one
should take the prescribed medication
at the right time of day or it might
not work as different drugs work at
different times on human body clocks.
Scientists for the first time mapped
the daily and nightly patterns of gene
activity in a dozen organs and tissues
around the body and found wide
unexpected variations that could affect
any drugs targeted at those parts of the
body, as reported.

The scientists, who conducted the


research on laboratory mice, found that
the activity of about half of the genes of
the mouse oscillated predictably over
a 24-hour schedule. Meanwhile, most
of the best-selling prescription drugs
are designed to target the proteins
controlled by these oscillating genes,
and yet have only a relatively short life
once inside the body.
The scientists said that while 43 per
cent of genes were found to show a

24-hour rhythm, the scientists found


56 of 100 top-selling drugs and 119
out of 250 of the WHO's "essential
medicines" work on the products of
these oscillating genes.
Taking a drug at a particular time of the

day or night might therefore be critical


because the medicine may have only a
relatively limited time-span to overlap
with the activity of a target organ,
said Professor John Hogenesch of the
University of Pennsylvania.

by following these five tips from

If your tummy is not looking as trim as
it should be, a few dietary changes can
help you beat the bloat.
1 Avoid sugar
Bacteria and fungus feed directly
on sugars. They multiply when the
environment becomes acidic and the
digestive pH levels are affected. Sugar

Hrithik Roshan has reportedly decided to defer his divorce
hearing

through on by the end of this month with
the hearing date scheduled for October

may not be able to present ourselves in
the court as it is not convenient to us.

Sources say the man, estimated to be
in his mid 30s, was spotted outside
Ekta's house on Sunday. "He had
been following her for some time. He
is mostly seen outside her office and
residence," the source adds.
Ekta is learnt to have told her security
personnel to keep an eye out for the

MGM In Preliminary Talks Burrows Suspended 3 Games

Resorts International said Thursday
the company has held discussions with
a group looking to bring a National
Hockey League team to Las Vegas, but
the talks were preliminary.
The casino operator is building a $350
million sports arena and event center
behind New York-New York on the
Strip. The companys partner in the
arena, AEG, owns the NHLs Los
Angeles Kings.
In an interview following MGM
Resorts
third-quarter
earnings
conference call, company CFO Dan
DArrigo said preliminary discussions
had taken place with a group interested
in housing an NHL team at the MGMAEG arena, which will have 20,000
seats, along with luxury boxes and
other amenities.
DArrigo didnt go into details on
the talks and whether the group was
looking to move an existing NHL team
to Las Vegas or seeking an expansion
franchise.

team coming to our arena, DArrigo

said. Were highly interested and we


have been in discussions with a group.
National media outlets have reported
in recent months that an NHL team
would land at the new arena, which
began construction earlier this year and
is expected to open in 2016. The NHL
has denied the reports.
MGM Resorts will have three arenatype facilities on the Strip; the new
project, the MGM Grand Garden and
the Mandalay Bay Events Center.

the 2018 World Cup logo with the help
