AKP RULE WANTS ALL THE POWER

In the internal security package brought to the agenda in recent days,


the demilitarization of Coast Guard Command is also added quietly to the
process although not in the forefront so much besides the demilitarization of
Gendarmerie General Command who has performed very important tasks in
the fght against terrorism up to date. It is being hidden from public that the
work, which is shown as if introduced to the agenda for the frst time as a
result of the events on !" #ctober $%&' under the name of (Internal
Security Package) with undue haste, is brought in front of the General *ta+
warming over and over for ' years and every time it is re,ected.
It has been tried to complete the process with $ draft laws written in
$%%" and $%&& years for the creation of Integrated Border Manageent
Policy within the scope of compliance to -. and establishment of a law
enforcement agency responsible for the borders in this conte/t, however a
state decision has been established on that it is required to strengthen and
protect the existing structures of both the Gendarmerie General Command
and the Coast Guard Command in order to protect the national interests.)
-specially after &"!$0 1ecember corruption process, the capacity of
2urkish 3ational 4olice to fght against corruption is eliminated by the
government.2hen, with the unlawful appointments, a law enforcement
agency supporting the government is created. 2he target of taking
Gendarmerie General Command and Coast Guard Command which may do
operations similarly, under the control of the government is pulled forward. 5t
this point, the demilitarization issue is brought to the agenda again due to
especially the (2ruck #peration) performed by the Gendarmerie General
Command and the protection of commanders by Gendarmerie General
Command about whom the dismissal instructions given by the 564 7ule and
the completion of the process with internal security package is inevitably
wanted.
2he possible losses that may be incurred upon the demilitarization of
Coast Guard Command is specifed below in articles.
2here are said more than 8% institutions such as 9inistry of
-nvironment, 9inistry of 2ransportation, 9aritime 5+airs and
Communications, 9inistry of 5griculture and 7ural 5+airs whose duties
are currently undertaken by Coast Guard Command in maritime
,urisdiction areas. In case Coast Guard Command is transformed to a
general directorate responsible for only the border security, each
institution will have to organize :personnel, ship;boat, repair facilities,
etc.< in maritime area for the fulfllment of these tasks. 2his will bring
additional fnancial burden to the budget that is already vitally
vulnerable.
It is known that a large ma,ority of smuggling is done by the sea with
in 2urkey. =esides Coast Guard Command is the only law enforcement
agency in charge at seas. In case it is demilitarized as the government
aims, its becoming an institution that is open to the political inputs will
be inevitable and the activities and potential of fghting against
smuggling will get a great wound.
It is e/pressed that the most leading Coast Guard organization in the
world is .* CG #rganization whose the most prominent feature and
power is its military structure.2he .* Coast Guard is one of the fve
armed forces of the .nited *tates and the only military organization
within the 1epartment of >omeland *ecurity. 5nd in .* there is not a
such debate whether the CG should be inferior to military or civil
agency. In 2urkey and every country the question should be ( is current
CG organization meets all the maritime needs of 2urkey? 5ccording to
2urkish Coast Guard specialists, .nited *tates Coast Guard@s
organization and the missions are the the most e+ective and the
desirable ones for 2urkey@s maritime needs. It@s really weird that

eliminate all the contributions made by its own coast guard. 2here are

=esides there are also civil coast guard agencies under the border
management organizations of && countries especially former eastern bloc
countries such asD 7ussian Bederation, 5zerbai,an, Eatvia, .kraine, -stonia
etc. Bor e/ample according to prominent 7ussian oFcials, 7ussia which had
abandoned the military structure and adopted civil structure which is
pro,ected to be implemented in 2urkey, are feeling serious displeasure for the
e/isting civil organizational structureD an absolute retrogression is occurring
in their organizations on issues such as mission e+ectiveness, discipline,
training, maintenance, etc. and they want to return to military structure again
and they considered this issue vitally important for the sake of country@s
maritime interest.
Coast Guard Command which will be under the order of 2urkish 3aval
Borce on the crisis and wartime is performing military training and
e/ercises with 2urkish 3aval Borce from peace time. Coast Guard
Command is providing the ma,ority of its personnel needs from the
oFcer and petty oFcer training schools which are in the structure of
2urkish 3aval Borce. 2he cooperation between both institutions on both
personnel and training feld is constituting a basis for the tasks that will
performed in war time. In case Coast Guard Command is abolished and
a civil institution is established instead, also great defciencies will
occur in war readiness level of 2urkey.
It is aimed to restrain the Coast Guard Command, which is progressing
on the track to become proactive force on maritime ,urisdiction areas
by the facilities and capabilities it improved today, with the regulations
that will be made and block it on the issue of fghting against
smuggling.
=esides, it is required for 2urkish 3aval Borce, whose primary task is to
become ready to war on peace time, to e/ert suFcient time and e+ort
on these tasks. Coast Guard Command, with its developing force
structure, has reached the power of assuming the duties that are
currently performed by 2urkish 3aval Borce on peace time. In case
Coast Guard Command, which had fulflled the duties of protecting the
national interests of 2urkey on 6ardak rocks and ensuring the isolation
of the terrorist leader in AmralG, is demilitarized, these duties will have
to be assumed by 2urkish 3aval Borce and as a result its readiness to
war will get a great wound.
Eastly, according the all above mentioned, 2he 564 7ule ,ust wanted to
take all the measures to take control of all frstly law enforcement agencies
and then all the armed forces on its own plans to establish and realize
totalitarian rule with islamic radicalism which will be detrimental not only for
2urkey but also for the world.
