The Minister of Immigration for Canada has suspended receiving Federal Skilled Worker applications for
permanent residence until January 2013 unless:
- you have a positive arranged employment opinion [AEO] .
- or an employer has a positive Labour Market Opinion. [LMO].
Note that after January 1, 2013 for the Federal Skilled Worker program, only LMOs will be accepted and
'arranged employment opinions' will cease to exist.
The current regulations are not final. However based on the prepublication of Regulations, this is what they are
expected to look like, subject to some minor changes.
If there is any conflict between this guide and the Act or Regulations, the Act or Regulations shall prevail.

To qualify in this category you must be experienced in specific trades.
You must have a qualifying offer of employment from one or more Canadian employers of at least one year, or, a Certificate of Qualification from a provi
territorial Apprenticeship Authority.
You must have sufficient language skills. The Minister of Immigration sets the language level.
You must have at least twenty four months of experience [after certification where applicable] in the same skilled trade in the last five years.

You must meet the employment requirements of the job as specified in the NOC, except for certification or licensing requirements which are difficult to ob
