PROCEDURE FOR RECRUITMENT TO TECHNICAL & PARA-MEDICAL POSTS (CLASS-III)

1. INTRODUCTION:
The Government of Maharashtra has decided to recruit competent and
efficient candidates with the help of competitive written examination. This
examination for the selection to fill vacant Class III Technical cadre posts in
various Government Institutions detailed in Annexure A in this brochure under
the jurisdiction of DMER shall be conducted by the Competent Authority
appointed by Government of Maharashtra. Separate State Merit List shall be
prepared for each type of post. The selection process shall be based on this
State Merit List and shall be carried out at a later date by the Competent
Authority. This procedure shall be governed by the rules, regulations and
directions specified by the Govt. of Maharashtra from time to time.
Honble High Court in W.P. No.70/2002, order dated 07.09.2006 has
directed the State Govt. as follows:- " Until the backlog of reserved posts for
handicapped persons as on 30th June 2006 is filled up by the State Govt. in
Toto, the State Govt. and its 27 departments are restrained from the
recruitment on any post on which a disabled/handicapped person may be
appointed ". As per above order, backlog of the Physically Handicapped posts
shall be filled first the on basis of State Merit List of MEDSS-CWT 2014
examination,

2. DEFINITIONS
2.1
"Online Application Form" means prescribed online application form
available on website www.dmerexam.com filled up by the candidate for
appearing for MEDSS-CWT 2014.
2.2
Appeal Committee means the Committee setup as per rule 8.1 under the
chairmanship of the Competent Authority.
It shall deal with the
representations submitted by the candidates/parents relating to grievances
of the candidates with regard to MEDSS-CWT 2014 examination and the
selection process
2.3
Competent Authority means the Authority appointed by Govt. of
Maharashtra to conduct MEDSS-CWT 2014, to declare the results and to
carry out further selection process. The Competent Authority will supervise
and control all activates related to the examination and act as a chairperson
of the Appeal Committee for representations submitted by the candidates.
The Competent Authority will issue necessary executive instructions for
implementation and provide relevant information to be published or
communicated.
2.4
Divisional Authority means the Deans/Officer(s) of specified Govt.
Medical Colleges who will be responsible to carryout the directions and
instructions of the Competent Authority.

Grievance Redressal Committee: A Grievance Redressal Committee means


committee appointed as per the rule 8.2 to deal with the representations
submitted by the candidate related to the conduct of examination

"Nomadic Tribes (NT) means Nomadic Tribes as specified and laid down by
the Government of Maharashtra.

2.8

Other Backward Class (OBC) means Other Backward Class as specified


and laid down by the Government of Maharashtra.

2.9

Physically Handicapped (PH) means physically handicapped candidates


as per the directions of Govt. of Maharashtra as per G.R. MES1202/(81)MES-1, Mantralaya, Mumbai-32 dated 19/08/2005 as may be
amended from time to time.

2.10 Qualifying examination means examination on the result of which a


candidate becomes eligible to appear at MEDSS-CWT 2014 selection
examination as per Recruitment Rules given in Annexure A.
2.11 Scheduled Castes (SC) means Scheduled Castes as specified and laid
down by the Government of India and as recognized in the State of
Maharashtra.
2.12 Scheduled Tribes (ST) means Scheduled Tribes as specified and laid
down by the Government of India and as recognized in the State of
Maharashtra.
2.13 Special Backward Class (SBC) means Special Backward Class as specified
and laid down by the Government of Maharashtra.
2.14 Vimukta Jati (VJ) means Vimukta Jati as specified and laid down by the
Government of Maharashtra.
3. SCHEME OF EXAMINATION
3.1

Date, Time & duration of Examination will be published on website


www.dmerexam.com. Candidates who have filled up the application form
and paid exam fees in stipulated date are eligible for the examination.
Candidates have to appear for the examination on their own cost.

3.2

Schedule & Test Design: The MEDSS-CWT 2014 examination will be


conducted for Class III posts in Govt. Medical/Dental Colleges and Hospitals
on the establishment of Directorate of Medical Education and Research.
These vacant posts are sub grouped into Group A and Group B. The
Examination for Group A shall be conducted in the morning session and that
for Group B shall be conducted in afternoon session. Candidate as per his/
her eligibility should apply for the post for which he/she is eligible and
should appear for the related examination session.
Exam Morning Session:-Examination for Selection to the post/s (Group A)
requiring basic qualification of having passed
SSC or HSC examination and the course
related to posts applied for (Annexure A).
Exam Afternoon Session:-Examination for Selection to the post/s (Group
B) requiring basic qualification of Graduation/
postgraduation examination and the course
related to posts applied for (Annexure A).

Candidate may appear for both session (morning & afternoon) if he


satisfies the eligibility criteria for both, provided that the candidate has filled
separate application form for post in each group. The question paper in each
session has 50 Multiple Choice Questions (MCQs) of two marks each. All
questions are compulsory.
The Question paper shall have two sections, Section I and Section II.
Section I will contain 25 MCQs pertaining to the test of Aptitude and General
Knowledge and Section II shall contain 10 MCQs of level of basic
qualification (SSC/HSC/Graduation) and 15 MCQs of level of qualifying
course for concerned post (Annexure A).
Question will be of single best response type with four options
including one key answer. The candidate will be required to mark the correct
answer by blackening the corresponding circle against the serial number of
the question, in the answer sheet with black ink ballpoint pen only. Out of
four circles provided for selection of answer against a question, the candidate
should fill up one circle only. Each correct answer will be given two marks.
There shall be no negative marking for wrong answers. Scratching,
overwriting, tick mark and multiple answers will be considered as wrong
answers and no marks will be allotted to it.
3.3 Syllabus of Examination:-Details of syllabus and distribution of marks for the
examination to various posts shall be as given in the Annexure A.
3.4 Exam Morning Session:- For Group A Posts Exam Afternoon Session:- For Group B Posts 3.5 Language of Examination Paper: The medium for examination shall be
English except for the post of Driver (in Marathi medium) (Annexure -A, Group
B Sr.No - 22).
4. ELIGIBILITY FOR MEDSS-CWT 2014 AND SELECTION TO VARIOUS POSTS
4.1
The candidate must be an Indian National and Domicile of Maharashtra.
4.2
Age:-The candidate, on 24th July 2014, should have completed 18 years of
age and should not be more than 33 years of age for Open category
candidates, 38 years for reserved category and 45 years for Physically
Handicapped candidates. The Secondary School Certificate i.e. SSC or
equivalent examination certificate endorsing the date of birth will constitute
a valid proof.
4.3
The candidate must be medically fit and must submit a certificate of medical
fitness at the time of verification. A candidate must be medically fit to do the
work required for the post which he/she has applied to, in the application
form.
The Medical fitness must be certified by a Registered Medical
Practitioner in the prescribed proforma as given in Annexure E.
4.4
The candidate must have passed the SSC or equivalent examination from an
Institution situated in the state of Maharashtra.
4.5
The candidate must have passed the Higher Secondary Certificate
(HSC/12th Standard) or equivalent examination, from an Institution
situated in the State of Maharashtra.
4.6
All candidates for all posts must have passed computer Exam specified time
to time by government of Maharashtra within 2 years the date of
appointment.

Valid registration certificate, if required, is specified against the posts in


Annexure A.
The details of vacant posts including name of the posts, number of category
wise posts available, eligibility criteria and syllabus for the examination for
the concerned posts are given in the Annexure-'A'.
The candidates must have acquired the minimum qualification and
minimum required experience on the last date of filling up of the
Application Form. Candidates acquiring minimum qualification &
experience after the last date of filling of online application form should not
apply for this MEDSS-CWT 2014. If applied and appeared, then they will not
be considered for selection irrespective of merit.
Those who are claiming B.P.M.T. ( Bachelor in Para Medical Technology)
Degree course of respective subjects, then only these qualification will
be considered subject to approval of Government. (If Government
approval is not received till the date of allotment of seat, their claim
will not be considered.)
The candidates appearing for two different posts should submit to separate
medical fitness certificate (As per Annexure-E) required for each post.
The Candidate will be selected to a post on the basis of State Merit List for
that post.
Cut off date for the eligibility and age is 24/07/2014:- The eligibility of the
candidate shall be determined and/or decided for all purposes including for
applicability of all these Rules and Regulations by considering the last date
of submissions of online Application Forms as the cutoff date. It is made
abundantly clear that if a candidate is found ineligible as on the last date of
submission of Application form, in terms of these Rules and Regulations,
and if such an ineligible candidate acquires the requisite eligibility after the
aforesaid cutoff date (i.e. the last date of submission of online Application
form), such subsequent acquisition of eligibility will not make an ineligible
candidate eligible for any purpose whatsoever, much less for the purpose of
Selection.
For Eligibility to Selection under Physically Handicapped specified
reservation - Refer Annexure D. Physically handicapped candidates should
have minimum 40% disability. However, such a candidate will be required to
undergo medical examination by a Special Medical Board constituted for this
purpose by the Competent Authority. The Medical Board after ascertaining
his/her disability must be satisfied that the candidate has stipulated
disability percentage acceptable as per the Government Resolution.
Candidate is required to submit the proof of his/her disability by way of a
certificate in prescribed proforma from Civil Surgeon of a District
Hospital/Medical Board/Medical Superintendent of a Government Medical
College/Hospital in Maharashtra; or from the Director of All India Institute of
Physical Medicine and Rehabilitation, Haji Ali, Mumbai; (as per Prescribed
Proforma) at the time of verification of disability. Verification of the disability
will be carried out by Special Medical Board constituted for this purpose by
Competent Authority. The Special Medical Board will be conducted for
Group A and for Group B posts, the dates of which will be declared later
after the declaration of the result. The candidates who have claimed
reservation under Physically Handicapped Quota in the Application form and
have appeared for the MEDSS-CWT 2014, should remain present on the

dates mentioned for Special Medical Board on the address mentioned in the
notification.
No separate individual intimation shall be sent about the Special Medical
Board. Those candidates who remain absent either for Examination or for
the Special Medical Board shall not be considered for selection to above said
posts reserved for Physically Handicapped candidates.
5. ONLINE APPLICATION INFORMATION BROCHURE:
5.1
Mode of Application: - Online application form will be available on
www.dmerexam.com. The cost of examination fee is Rs.500/-for open
category and Rs.400/-for reserved category candidates. This amount is not
refundable. Candidate has to pay exam fee in any SBI branch through
computer generated challan.
If candidate is eligible to apply for examination to a post either in Group A or
Group B, he may apply by filling two separate Application Forms. However,
the candidate is eligible to submit application form for only one Group-code
within Group A or Group B. A candidate can apply to separate post (Group
Code) within Group A & Group B.
5.2 An incomplete application form will not be accepted by online system.
Application form sent in any other mode will be rejected.

The candidates desirous of claiming the constitutional and / or
specified reservations must have claimed the same in the original
online application form, failing which the claim will not be entertained
subsequently. A candidate belonging to backward class from Maharashtra
state only is eligible for claiming seat under reserved category. A candidate
belonging to backward class from other than Maharashtra State is not
eligible for claiming the seat under reserve category.
Admit Card will be available on website www.dmerexam.com.
The candidate must preserve the Fees Paid challan and must bring it at the
time of MEDSS-CWT 2014 examination as well as at the time of verification
of documents for selection and if selected, at the time of joining the institute.
Please note that the issue of Admit Card is just an enabling provision for
appearing at MEDSS-CWT 2014 and does not imply that the candidate is
eligible for selection.

6. CERTIFICATES: A set of attested photocopies of all original certificates should


be attached along with printed online application form at the time of
joining. Original and their attested photo copies must be submitted at the
time of scrutiny.
6.1 Nationality Certificate issued by District Magistrate/Addl. District
Magistrate or Metropolitan Magistrate (Competent Authority for issue of
such certificate) or valid Indian Passport.
6.2 Domicile Certificate (Tahasildar/District Magistrate/Addl.
Magistrate or Metropolitan Magistrate) of State of Maharashtra.

7. DECLARATION OF RESULT & PREPARATION OF MERIT LIST
The Competent Authority shall arrange to conduct the examination and
evaluate the answer sheets. Provisional State Merit List shall be prepared for each
type of post on the basis of marks scored by the candidate in descending order.
7.1 Tie-breakers
In case of equal marks at the MEDSS-CWT 2014, the following procedure
shall be adopted for deciding inter-se meritFirst level (Wherever applicable): A candidate holding preferential
qualification/experience as per the recruitment rules.
Second level: A candidate with higher marks in Section II of the MEDSSCWT 2014 examination shall be preferred, if the tie still persists then:.
Third level: A candidate with higher marks at HSC (or equivalent)
Examination shall be preferred, if the tie still persists then:
Fourth Level: A candidate with higher percentage of aggregate marks at the
SSC (or equivalent) Examination shall be preferred, if the tie still persists,
then:
Fifth Level: An older candidate shall be preferred over a younger candidate.
7.2 Merit List:- The provisional Merit List will be prepared on the basis of marks
scored in the MEDSS-CWT 2014 Examination and information given by the
candidate in online application form. Final State Merit List Number will be
given only to the limited number of candidates in the proportion of available
seats, in 1:5 ratio. This final Merit List will be prepared only after scrutiny of
the documents & verification of claims made by the candidate in the
application form. If the available candidates as per the above ratio from the
Final State Merit List are exhausted then further candidates from the
provisional Merit List will be called for scrutiny & verification of claims to
prepare subsequent Merit List.
7.3 Legal jurisdiction: All disputes pertaining to the conduct of examination and
selection shall fall within the jurisdiction of Courts, at Mumbai only. The
Competent Authority shall be the legal person in whose name the Government
of Maharashtra may sue or may be sued.
7.4 In case of Driver selection actual driving test will be conducted by separate
intimation at appointment.

8. CONDUCT AND DISCIPLINE


8.1
Appeal Committee:- Appeal Committee means the Committee setup
under the chairmanship of the Competent Authority. It shall deal with the
representations submitted by the candidates/parents relating to grievances
of the candidates with regard to MEDSS-CWT 2014 examination and the
selection process

8.2 Grievance Redressal Committee:- A Grievance Redressal Committee will be


constituted at each sub-centre comprising following member:

The committee will function from 8.00 am to the end of the examination on the
day of examination. If there is any grievance during this period (regarding loss
of time due to administrative error or any other examination related important
matter), the candidate will report it to the invigilator of his/her examination
block. It will be communicated to the Sub-centre Incharge through Supervisor.
The Committee will examine the Grievance on the spot and take necessary
decision regarding the Grievance/s
8.3 Failure of the candidate in making full and correct statements in the online
application form and/or suppression of any information would lead to
disqualification of the candidate for MEDSS-CWT 2014 or even at later date.
Such a candidate will be debarred from the examination / entire selection
process.
8.4 Adopting a unfair means or engaging in malpractice in the examination shall
render a candidate liable for punishment under, Maharashtra Prevention of
Malpractices Act, Universities, Board and Other Specified Examination Act,
1982 and disqualify him/her for MEDSS-CWT 2014 examination.
8.5 If any person(s) or officer(s) dealing with the conduct of the MEDSS-CWT 2014
are found engaged in act(s) that would result in the leakage of question paper
or attempt to use or help in the use of unfair means in this examination he/she
shall be liable to prosecution under Indian Penal Code.
8.6 Any issue not dealt here-in above will be dealt with, when arising, fully and
finally by the Competent Authority.

Certificate is issued by Divisional Caste Scrutiny Committee of respective Divisional
Social Welfare Office (Mumbai, Pune, Nashik, Aurangabad, Amravati, Nagpur and Latur).
b) For Candidates belonging to Scheduled Tribe the Tribe Validity Certificate is issued by
Commissioner/Jt. Commissioner, Tribe Scrutiny Committee of respective Region [Kokan
(Thane), Pune, Nashik, Aurangabad, Amravati, Nagpur, Nandurbar and Gadchiroli].
5) The candidates who have claimed the Constitutional Reservation in the original
Application Form must submit Caste Validity Certificate at the time of scrutiny failing
which the category claim, will not be granted.
6) NON-CREAMY LAYER
A candidate belonging to Creamy Layer amongst the categories (iii), (iv), (v), (vi) and (vii) must
note that the provision of reservation is NOT applicable to him/her. A candidate claiming benefit
of reservation under the categories (iii), (iv), (v), (vi) and (vii) above will be required to produce
Non-Creamy Layer Certificate in the name of candidate as specified in the Government
resolution No. lhchlh 10$2008$iz-dz-697$ekod] fnukad 13$01$2009- The certificate in
prescribed proforma issued on or after 24/7/2013 should be submitted at the time of scrutiny. The
Non-Creamy Layer Certificate is issued by Sub-Divisional Officer/Deputy Collector/Collector of
the district.
(Such a Non-Creamy Layer Certificate must be produced in any case at the time of
Scrutiny of Documents, Preference Form filling & Counselling failing which the category
claim will not be granted.)
