Yes, after all the purpose of doing this answerkey majoori is not cut-off speculation but to fine
tune strategy for next year.
1. NCERT Political science must be read. Even though no questions came from CSAT-2014),
but it has its utilities.
2. Indian Polity by M.Laxmikanth (Tata Macgrawhill Publication)
(http://www.flipkart.com/indian-polity-4th/p/itmdmmsnbhqfwj3a?
pid=9781259064128&affid=mrunalrugm) must be used as Base-book for polity theory. All
chapters, appendix must be prepared in thorough detail, all mock questions must be
solved. Although recent exams have been mainly focused President, parliament and DPSP
chapters and overall easier nature of question compared to last year. BUT you cannot take
anything for granted in UPSC.

3. India Yearbooks (http://www.flipkart.com/india-2014-english/p/itmdtatf88prbxmh?


pid=9788123019093&affid=mrunalrugm) Chapter 3 (Polity) must be read.
4. Polity Current affairs must be prepared throughout the year, from TheHINDU.
5. Because, even though current polity not asked in CSAT-2014, but Mains-2013 GS paper II
descriptive questions on polity, had the current flavor.
6. Besides Current Polity important for interviews and backup exams (SSC, CAPF) etc.
anyways.

We must use elimination method, otherwise there is good chance of making silly mistakes.

Reservation of bill for consideration of the President.
Recommendation of the imposition of Presidents rule.
Therefore, statement 1 and 3 are definitely right. Eliminate all choices, that donot have (1 and
3) together.

Now we are left with B and D. Lets focus attention to statement 2. Appointing the Ministers
As per Laxmikanth Chapter chief minister, Page 27.2, last section.

The chief minister enjoys following powers.Governor only appoints those persons as
ministers who are recommended by the Chief Minister.
In other words Governor doesnt have Discretion in appointment of the minister.
Therefore, #2 is wrong. Eliminate choices involving number 2.

Art 75 says that the Council of Ministers shall be collectively responsible to Loksabha. In
other words, Lok Sabha can remove them by passing a no-confidence motion. But the word

no confidence motion itself is not given in Constitution itself, it comes from Rule 198 of
LokSabha Rules. Therefore statement 1 is right, NCM not in Constitution.
Same chapter page 22.29. Rajya Sabha cannot pass cannot remove council of ministers by
passing no-confidence motion. Meaning- statement 2 also correct- no confidence motion
can be introduced, only in Lok Sabha.
Therefore, Answer C Both 1 and 2 correct.
Counter view:
No confidence motion can be introduced in Vidhan Sabha therefore statement #2 is wrong.
because it uses the word only Therefore, answer is (B) only 2.
Final Answer? UPSCs official answerkey. sometimes they drag the only logic, sometimes
they dont. (as ive observed in some of the economy questions in past exam, so pendulum can
swing either way.)

Hello, I have left my job for this exam and started preparing from 2013
onwards. I was waiting desperately for this exam and after matching with
the answer keys I got around 196 marks. Not sufficient I prepared well,
taken in depth knowledge of many subjects but still got screwed in the

end, some due to silly mistakes


and some due to lack in speed, was not able to attempt 9q in csat. But i
have no regrets, I learned and will go for 2015 attempt.
I can only suggest that do not underestimate yourself and failure is
always a lesson as it brings the best out of you next time.
Rest all is destiny and believe in yourself
and Kudos to Mrunal, you are really doing a great job, your articles are
worth reading and understanding
and helps in preparation a lot.
Wish you all Success and those who are getting above 210, do not waste
time start kicking up for Mains.

is it possible bye changing your cast in 10th certificate and in marksheet
and also father name in marksheet.
i have doubt but one of my friend had done this and now he is in obc
category although in reality he is general .
now i am confused how he changed his cast and taking advantage of
reservation policy

For the question on constitutional govt. The option C is correct, because


in a constitutional govt., Constitution is supreme. All the subjects be it
Government or the persons, all are subject to its supremacy. Thus in this
way Constitution can put restriction on both Govt and the citizens.

Under the reference source given by you, 1 must be correct. My logic is
same as logic for fundamental rights, we have freedom but not in
unlimited way, we have rights but not in such a way so that we can
disrupt law and order maintained by state. State can also put some
check and balances.

Conveniently left this most ambiguous question, its been 8 days


and still many cant arrive at a perfect logic any way UPSC doesnt
expect us to score 100%, few questions in UPSC are their to be left
out, no one else except upsc can give an unquestionable logic to

No, a number of reasons are mentioned in the constitution itself like for
security, public order etc. but not state authority
2. Places effective restrictions on the Authority of the State in the interest
of individual liberty Effective restrictions on Authority of State fine but is
it in the interests of Individual liberty? No. Lakshmikanth clearly says this
by comparing our constitution with British
So answer should be neither!

though its a big out of box thinking but just consider it.
question is given which of them is associated with the planning not which
of these is preparing or involved in planning.
my take is role of finance commission is taken over by the planning
commission.it means finance commission is associated with planning.
again on the recommendation of FC it is decided that how much of the
tax proceed will be appropriated to statesagain it says that president
can assign any work to FC which he thinks suitable for FC.
similarly every ministry sends their financial request to finance ministry
for the approval. routine grants are sanctioned by finance ministry but if
something new occurs then the finance ministry ask for the necessity of
the same. somehow it implies that every ministry prepare their plan.so
i think answer will be all 1,2,3,4,5.

a constitution ought not merely to confer powers on the various organs of
the govt. but also SEEK to restrain those powers, while constitutionalism

upon the govt. powers. constitutionalism envisages checks and balance
and putting the powers of the legislature and the executive under some
restrains and not making them uncontrolled and arbitrary. this makes
