Guy Fawkes Day the Kiwi spin on Diwali

ifth of November is celebrated each year

with fireworks, lighting of bonfires and
family gatherings . Known as Guy Fawkes
Day, this celebration is in commemoration of
a significant event in history. Ever wondered
what this is all about ? Who was Guy Fawkes
and what is the historical significance of this
day? Read on:
After the demise of Queen Elizabeth-1 in
1603, James-1 ascended the throne of England.
Catholics in England, who at that time had been
persecuted under the rule of Queen Elizabeth-1,
looked forward to better tolerance of their faith
under the rule of King James-1 who was the
son of a Catholic mother. However, this was
not to be. King James turned out to be equally
intolerant of the Catholics as his predecessor
had been.
In 1605, a group of young men decided
that recourse to violence alone could alleviate
the problems facing the English Catholics.

Accordingly, they decided to blow up the
Houses of Parliament along with King James-1
and possibly the Prince of Wales as well. A
modern day act of terrorism, one may say.
As the detailed planning of the plot
progressed, a few of the conspirators started
having second thoughts about the killing of
innocent members of Parliament as also those
who had promoted more freedom for the
Catholics. By then, to carry out their plan, the
conspirators had managed to store 36 barrels of
gun-powder in a cellar hired by them directly
below the House of Lords i.e. The Upper House.
However, one amongst the conspirators,
wrote an anonymous letter to his friend, a
member of the House of Lords, to refrain
from going to the Parliament on the fifth of
November under all circumstances.
The news and the letter reached the
King, who ordered his forces to unearth the
conspiracy. In the early morning hours of

November the Fifth, the Kings forces stormed

the cellar. Guy Fawkes, one of the conspirators,
was apprehended, guarding the cache of
gunpowder, slow burning fuses and matches.
Under torture, he revealed the names of the
other conspirators who were executed after trial
on 27 January 1606. Guy Fawkes was executed
later on 31st January 1606.
The saving of the King was viewed as
Divine Intervention by the public. Bonfires
were lit in celebration and effigies of Guy
Fawkes burnt across England. Over a period
of time, fireworks were introduced to the
celebrations; the tradition there after spread to
other territories and colonies under the Crown.
Today, the reigning monarch enters the
Parliament just once a year on the opening i.e.
State Opening of Parliament . Traditionally,
to this day, the Yeomen of the Guard search the
cellars of Westminster.

alloween marks the end of summer and

harvest, and the beginning of the cold and
dark days of winter. The Celts associated the
day with human death. Although this is also the
beginning of a new year for them, on the last
day of the year gone-by the boundaries between
the living and the dead also got blurred.
This is the day the dead came back to earth
and possessed the bodies of the living. So
the ritual of Halloween is supposed to scare
them away by wearing ghoulish costumes and
lighting up the darkness.
Over the years, the historical references
have been redefined several times over. In New
Zealand, we dont celebrate it in as big a way as
it is in the US and European countries. However,
in the past couple of years the hype seems to
be picking up. Primary schools organised for
school discos in the city, while adults crowded
around dollar stores buying costumes and
makeup to look their scariest best.
In the evening, residential houses were lit
up with fairy lights. The children skipped from
door to door for trick n treats. The loot at the
end of the day was envious never mind the
fact that they ate them till they felt sick. All
said, a good time was had by all.

Deputy Prime Minister and

Finance Minister
Bill English is the Deputy Prime Minister,

Deputy Leader of the National Party, Minister of
Finance, Minister for Regulatory Reform,and
MP for Clutha / Southland. He was first elected
to Parliament in 1990 as MP for Wallace, a large
rural electorate covering the deep south-west
end of New Zealand. Bill was born in Dipton,
Southland, and farmed in the area.
He completed a Bachelor of Commerce
degree at Otago University, followed by a
Bachelor of Arts (Hons) in English Literature at
Victoria University in Wellington.
Bill held ministerial posts in education,
health, revenue and finance and he was leader
of the National Party from October 2001 to
October 2003.
Bills wife Mary is a General Practitioner
and they have six children, Luke, Thomas,
Maria, Rory, Bartholomew and Xavier.

Paula raised her daughter single-handedly. She

worked in hospitality, secretarial and retail
roles. Realising her opportunities were limited
without an education, Paula went to Massey
University as an adult student. Although she
originally studied social work, she ended up
with a degree in social policy.
Paula has worked in human resources and
recruitment with a variety of clients across
various industries, from banking and finance
to manufacturing. Her rapid promotion saw
her managing an Auckland human resources
company before resigning to pursue a career in
politics.
Her mantra? Self-belief - with a dose of
hard work - can make anything possible.
Paula became a National Member of Parliament
in September 2005. After three years in
Opposition as a list MP, the public of Waitakere
- her Westies chose her as their electorate MP
and representative in Wellington.
Paula is passionate about ensuring a brighter
future for all New Zealanders. As the Minister
for Social Development, she believes shes
been given a great opportunity to affect positive
change in peoples lives, the lives of their
families and their communities.

Review after the 2002 election, and a full
reorganisation of the Party in April 2003.
He then took on the role of being the Partys
first General Manager, and managed the
2005 election campaign for the Party.
He retained an involvement in the business
sector, serving as a director and then Chief
Executive of Jasons Travel Media, and as
a director and then Chairman of Taranakibased hospital bed manufacturing and export
company Howard Wright.
Steven chaired the National Partys
successful 2008 national election campaign
and was elected as a list MP at the same
election. He was appointed directly to cabinet
as Minister of Transport and Minister of ICT
and associate Minister of Finance. Major
projects in that first term included the Roads of
National Significance, the Kiwirail turnaround,
the Ultra-fast Broadband and Rural Broadband
packages, and a series of road safety initiatives
that helped reduce New Zealands road toll.
In early 2010 Steven was also appointed
Minister of Tertiary Education, where he has
led changes to improve results and performance
across the tertiary sector, re-launched
apprenticeships and industry training, and put
an increased emphasis on relevant skills for
employers.
After chairing the 2011 election campaign
for National, Steven was given responsibility
for Economic Development, Science and
Innovation, and Skills and Employment while
retaining tertiary education. In those roles he
has led the Governments Business Growth
Agenda, and developed projects as diverse as
the National Science Challenges, Callaghan
Innovation, the NZ International Convention
Centre, and international education marketer,
Education New Zealand.
Steven spends any spare time he has
developing his seven acre lifestyle property at
Albany, north of Auckland, where he lives with
his young family, Gemma the Retrodoodle, and
assorted ducks, geese and wild rabbits.

After completing a zoology degree at

Massey University, Steven started his first radio
station, Energy FM, in his home town of New
Plymouth, aged 21. Along with two business
partners, he built up RadioWorks over 17 years
until, as a listed public company, it consisted of
22 local radio stations and four national radio
networks with 650 staff in twenty branches
around New Zealand.
Along the way he developed nationwide
music brands The Edge and The Rock.
In 2000 RadioWorks was purchased by
Canadian company Canwest. Steven retired as
Managing Director in April 2001 on his 38th
birthday.
Steven then entered politics, chairing
Peseta Sam was born in Apia, Samoa and

moved to New Zealand with his family when
he was a child. He grew up in Mangere and
was educated at Mangere Central School and
Auckland Grammar School. He graduated from
the University of Auckland with a Masters in
Commerce (Hons), Bachelor of Commerce and
Bachelor of Law degrees.
After graduating, he joined Russell McVeagh
McKenzie Bartleet & Co. as a solicitor, working
in the area of corporate and commercial law. He
later moved to England, where he worked for
Bankers Trust as a financial analyst. While in
England he graduated with an MBA from the
University of Cambridge (Queens College).
He has worked as an executive consultant
with Macquarie Bank in Sydney before
returning to New Zealand to work as
a management consultant and advisor.

In 2008, Peseta Sam was elected as the MP for

Maungakiekie and has held the seat since. He is
an active leader in the Pacific community and
holds the high chief (alii) title of Peseta.
Locally, Sam is patron of the Maungarei
Cadets, the Dolphin Theatre and the Onehunga
Bowling Club. He is an active member of the
Royal Oak Baptist Church and belongs to the
Rotary Club of Penrose.
Prior to parliament, Peseta Sam was
elected to the Tamaki-Maungakiekie seat on
the Auckland City Council and was appointed
Chairman of the City Development Committee.
In January 2014, he was appointed as Minister
of Pacific Island Affairs and Associate Minister
of Local Government.
Peseta Sam is currently the Minister of
Corrections, Minister for Ethnic Communities
and Minister for Pacific Peoples (formally
Minister of Pacific Island Affairs). He
is also the Associate Minister of Health.
Peseta Sam lives in Onehunga with his wife
Jules and daughter Hope.

NIKKI KAYE

Nikki Kaye was elected as the Member of

Parliament for the Auckland Central electorate
in 2008, winning the seat for the National Party
for the first time in New Zealands history. She
was re-elected as the MP for Auckland Central
in the 2011 election. Following her re-election
in 2011, Nikki held the role of Chair of the
Education and Science select committee.
In April 2012 she successfully called for a
Parliamentary inquiry into Digital literacy and
21st century learning environments, the select
committee reported back to Parliament in
December 2012.
In January 2013, Nikki was promoted to
the National Governments Cabinet and given
responsibility for Ministerial portfolios of
Food Safety, Civil Defence and Youth Affairs.
She was also made Associate Minister of both
Immigration and Education. Nikki is proud to
have been given these portfolios and to have

been promoted into Cabinet.
While
assuming
this
additional
responsibility, she remains determined to be
a strong voice for Auckland Central. She
has established a track record for being very
active in her electorate, having handled more
than 11000 constituency cases between 2008
and 2012. Since being elected as a Member of
Parliament, Nikki has been a strong advocate
for environmental and local government issues
and has delivered a number of projects locally
in Auckland central. She was an integral
member of the Select Committee that reformed
Aucklands Local Government system.
Prior to entering Parliament as an electorate
MP, Nikki worked in both the public and
private sector. She has held roles in the United
Kingdom at the Halifax Bank of Scotland,
Transport for London, and in Social Services.
She also worked as a researcher in the Office of
the Leader of the Opposition in New Zealand
while still studying at university.
Nikki was born and educated in Auckland.
She attended Corran School where she was
Head Prefect. She gained a Bachelor of Science
from the University of Otago, majoring in
Genetics. She has also completed a Bachelor
of Laws in 2009. Nikkis interests include
reading and films, and she is a keen participant
in sporting events, she has completed several
marathons and the Coast to Coast in both 2008
and 2013 a 240km multi-sport race from the
West Coast to the East Coast of New Zealands
South Island.

Great expectations: What people want?

New Zealand
managed to
barely escape the
economic downturn, could, aside from being
hugely just lucky,be also in part attributed to
efforts made by the state.
In their new term the government should
primarily focus on overhauling and oiling the
economy. Eco-industrialisation could be New
Zealands next niche and an example could be
a big boost to renewable energy sector. This
land is rich with wind and water and can well
use these resources to carve a global niche.
Such activities will not only boost economic
growth and local employment but also attract
expertise and talent from overseas.
There are in place some financial help
policies for migrants, say from India. However,
better incorporation of the skilled migrant
category in the work force will essentially help
in turning the economy as well as creating
employment for others.This would mean
considering migrant overseas qualifications
and experience and recommending local
industry to acknowledge these. The Education
Ministry could look into better accreditations

with various overseas institutions to be able to
accept degree/ certificate courses on a par with
NZ institutions.
Extending easy loans for entrepreneurial
ventures to migrants is also an initiative that
will promote economic activity and attract
foreign funds.

let foreigners buy the country. Then the local
people will get poorer and the rich people
even more richer. To counter this, it will be
a good idea to introduce capital gains tax.

agree to work under minimum wage and most
of them leave NZ because they cannot find a

So it should be discouraged at first instance
by not permitting international admission
programmes in these institutes. It is time to
limit the number of visas issued per year.
IELTSshould be strictly implemented for
all students. This is for the greater good of
Indian students who can plan their overseas
career with long term vision, and also for their
parents back in India.

Looking into the future of our current government, let us round-up the
promises and rein-in the surprises in the next three years

Disclaimer
Reforms or the impact of changes brought
in by governmental policies can be measured
or manifested only over the span of a decade or
more. Three years are too less a time to arrive at
conclusive statements.
The present
The two main elements that work in favour
of the current government led by Prime
Minister John Key: firstly, for the first time
in about 20 years a government has come to
power with an almost majority; secondly, the
same government continues to be in power for
the third consecutive term.
Both of these factors together make for a
strong and stable government. It gives them
immense potential to implement changes than
any other government could achieve in the
recent past. Being able to continue with the
same policies for almost a decade strengthens
the implementation of those decisions. Even
though there might be dissention, stable policies
bring stability to the nation. There will be few
surprises for the people to deal with.
Key has already warned his elected
colleagues against complacency. The entire
Cabinet of ministers who have been allotted
their portfolios have a legacy to uphold a
legacy of policies for which the government
will be known by and revered for, irrespective
of their political affiliations.
As such, there is little doubt that the current
government will jeopardise this hard-earned
position. And thats the hope we live for.
Room for improvement
New Zealand has a geographical advantage
in relation to all its island neighbours in South
Pacific region. The current government should
ensure policies that make the most of it, over
other competitors. Kiwis share cultural ties
with their South Pacific brethren, which helps
empathise with their neighbours. Foreign
investors will find this barrier difficult to
overcome.
The government also needs to increase its
funding for tertiary education. Else, the local
skills will continue to look for opportunities
outside of the country. The consequent braindrain is not going to help the economy.
There is need for investment in research and
development, and not rely on the US to come
up with innovations. The national government
potentially has a key role to play in shaping
policy-decisions to cater to this gap.
Broadly speaking, the country needs to look
beyond its agricultural and farming industries
for long-term returns. Any investment in
technological, transport and supportive
infrastructural industries will be a legacy the
government will be reckoned with.
The future
If we look back in history, Aotearoa
is primarily an immigrant country and its
economy is shaped by migrant investments.
Many of these migrants, over the course of
years, have made New Zealand their home.
The British arrived on this land about 250
years ago. But, in more recent times, it is
to immigration laws. Making them clearer and

transparent can keep the confusions at bay.
Housing Adequate housing facilities can
bring down the unrealistic price of properties.
With the current rate of employment, young
Kiwis will seldom find the financial means to
buy their first property. Thats a crucial area for
improvement.
That apart, for its existing residents and
citizens, the government will have improved
policies and increased investments on the
welfare system (to minimise abuse), make
health facilities more affordable and convenient,
and ensure eco-friendly measures to maximise
natural energy resources.
Of course, three years of tenure of the
current government will not be enough to
notice the changes.

the Chinese and Indian migrants who are the
dominant migrant communities here. Keys
government needs to come up with policydecisions that would not only involve the
migrants but also continue to attract skilled
migrants to the shores of this island nation.

Some of the time-tested means to achieve
this is by concentrating on the following
industries: Education Attracting skilled
migrants through quality education comes
with a lot of promise. But these students need
to be given opportunities to continue living in
the country. Otherwise, it leads to brain drain,
which is quite rampant at present.
Trade Forging trade relationships with
the home countries of the migrant community,
helps the migrant settle down in their newfound home. The trade relations manifest
at mass level in the form of local stores and
cultural exchange between the two countries,
giving the migrant an option to find familiar
and comfortable surroundings to settle in.
Immigration Keys government can
perhaps iron up the recent hiccups with regard

community in New Zealand. It will work
in favour of the government to develop a
relationship with Kiwi-Indians who can, in
return, forge ties with the Indians back in India.
What helps is that the current government in
India is extremely trade-friendly. Working
towards a Free Trade Agreement with the
Indian government will be promising.
This will not only make the Kiwi-Indians
feel valued on this land, but also boost the
economic development of the nation as well as
attract quality immigrants to its shore.
Indian Prime Minister Narendra Modi is
diaspora-friendly, as was evident from his
Madison Square Garden speech in the US,
where he promised all Persons of Indian Origin
(PIO) cardholders a life-time visa. This means
India will engage with its diaspora in NZ
constructively and productively.

community will be immense. And that is a
potential as yet untapped. In return, this will
not only strengthen trade and economy of
the country, but also increase support for the
government in power.
Let us look at some statistics. Kiwi-Indians,
the second largest Asian ethnicity, form five per
cent of the national population, but contribute

more than eight per cent to the countrys
economy. The current population of Indians in
New Zealand stands at 1,55,000. Hindi is the
fourth most spoken language after English,
Maori and Samoan. Needless to mention, Indian
takeaways, restaurants and spice stores are very
popular among the local people. The presence
of the community is felt in business, medicine,
engineering, information and technology, small
business owners, art and culture.

The present composition of the government
shows that Kiwi-Indians are ready to transfer
their professional success to political
representation. This can be harnessed via trade
relations between the two countries. New
Zealand as a country has to improve its exports
ratio, which is currently half of its neighbour,
Australia (after accounting for the size of the
economies). The current governments vision
is to double exports and increase the ratio of

exports to GDP from 30 per cent to 40 per cent
by 2025. Forging economic ties with India will
help further this mission.
The icing on the cake is perhaps the fact that
a strong and stable Prime Ministerial tenure
of Key overlaps with the tenure of an equally
trade-friendly Prime Minster in India. Thus
said, bilateral relations can only improve under
the Key-Modi partnership.

of over 200 people, who had come to hear her
inaugural professorial address at AUTs City
Campus recently.
Pio is Professor of Diversity at AUT
University, New Zealands first. Her research
is focused on the intersections between work,
ethnicity, religion and pedagogy. Her latest
book, Work and Worship: Religious diversity

at workplaces in New Zealand, explores the
sacred and secular divide in the workplace,
especially with minority religions.
Pio says, While the religiously unaffiliated
continue to increase, so too do the number of
people who consider aspects of religion and
spirituality an important part of their daily life.
Organisations need to push beyond
conventional frameworks and challenge
themselves to engage with work issues in novel

ways, particularly keeping in mind the halal
markets and the major emerging economies of
Brazil, Russia, India, China and South Africa.
New Zealands increasingly diverse
workforce has naturally brought about many
benefits and challenges for employers. Whilst
many organisations have taken steps towards
greater inclusiveness in gender diversity,
Professor Pio says that religion is still being left
out of the conversation.
Many organisations in their need or greed
for ever higher and quicker economic profit
margins fail to factor in the rhythms of nature .
. . including our relatedness with one other and
the fusion of the sacred and secular for many
individuals in their working life.
Her research has revealed that visible
expressions of religious diversity, for example
wearing a burkha or growing a beard, can mean
unemployment or slow career progression for
individuals whose religion differs from the
norms of the familiar Western Christianity and
Anglo-centric worldview.
The AUT Professor of Diversity says this
needs to change.
She says, Businesses need to have a
deeper understanding of religious diversity and
incorporate this in their policies and practices.
A successful business is one which is open to
multiple perspectives.

ustoms Comptroller Carolyn Tremain says,

the duty-free limit for bringing tobacco
into New Zealand has reduced from 200 to 50
cigarettes or 50 grams of tobacco products.
From 1 November anyone exceeding the
50 cigarettes or 50 grams limit will have to
declare it on their passenger arrival card and
pay duty and GST on the excess or place it in a
tobacco disposal bin, says Ms Tremain.
Travellers should be aware that if they
do not declare their excess tobacco, it will be
seized. They could also face prosecution if
theyre found to be deliberately trying to evade
duty.
Now there also will be no duty free
concession available for tobacco sent by mail
or cargo, meaning anyone sent tobacco from
overseas will have to pay duty and GST on the
entire amount when it arrives, regardless of
quantity.
In the past, people receiving parcels
from overseas may have qualified for a gift
concession but this concession no longer
applies to tobacco and people should let their
family and friends overseas know about the
change.
The drop in the duty-free limit aligns New
Zealand with Australias duty-free tobacco
allowance, and is another step towards reducing
the harm caused by smoking.

last week made a decision to postpone
the passing of the Air Quality Bylaw. The
proposed bylaw aims to manage indoor fires
to reduce air pollution and meet National
Environmental Standards for Air Quality
(AQNES).
Councillors agreed that further discussion
was needed with the government to meet their
legislative requirement and garner support for
the large number of Aucklanders this bylaw
will affect.

Regulatory and Bylaws Committee says, We
have over 80,000 households in Auckland that
currently use open fires and old wood burners.
We would like the government to work
with us in providing people with clean heat
alternatives and support the more vulnerable
in our community whose only form of heating
is open fires.
Cr Penrose recognised that the proposed
bylaw needs to be put through to meet the
AQNES and also for the overall health of
the wider Auckland community 110 people
dying a year from illnesses due to fine particle
emissions from indoor fires is another vital
reason to rectify this problem.
The proposed Air Quality Bylaw will go
back to the Regulatory and Bylaws Committee
in February 2015 with further clarification on
support for alternative heating options. The
overall timeframe of an indoor fire ban in late
2018 is not expected to change.

to Auckland Councils rating policy
for its upcoming Long-term Plan 2015-2025,
in light of recent changes in property values
across Auckland.
The latest revaluation figures in Auckland
have altered the balance between business
and residential ratepayers. While the average
capital value in
the business sector
rose 15.8 percent,
residential properties
rose by an average of
34.8 percent.
The increase
in the value of
Auckland properties
makes no difference
how much money

receives
in rates, but the
resulting distribution of the payment of rates
would mean business pays 8 per cent less,
while residential ratepayers face an average
5 percent increase this doesnt seem fair to
me, says Mayor Brown.
The Mayor is proposing to offset the impact
of revaluations by holding the business sector
contribution to rates at the same proportion as
2014/2015 (33.3% of $1.4 billion), this will
prevent additional rates being transferred to
residents.
From 2016/17 this proportion will start to
decline again until it reaches 25.8 percent in
2025/2026.

important funding debate Auckland has
ever had: whether or not Aucklanders are
willing to pay for the transport system this
city desperately needs to keep it moving, says
Mayor Len Brown.
Auckland faces a $12 billion transport
funding gap to build the new roads, rail,
ferries, busways, cycleways and supporting
infrastructure needed to cope with a
population set to hit 2.5 million in the next
three decades.
Two reports were released to Auckland
Councils budget committee. The first from
the Independent Advisory Body (IAB)
presents two alternative funding pathways for
Auckland to raise $12 billion to achieve the
fully-integrated transport network promised
in the Auckland Plan.
The second report, from Auckland Council
group, presents two different transport
budgets: onewhichshows the limited number
of transport projects the city can afford using
current revenue streams, and a second budget
that would use alternative funding pathways
to build the Auckland Plan transport network
Aucklanders have said they want.

Aucklanders from January 2015 on which
transport budget option they want - the basic
or the full Auckland Plan network - and if
they choose the Auckland Plan network,
how they would prefer to pay for it. The final
decision will be made during the Long-term

Prime Minister John Key and Australian

occasion in Albany, near Perth, where that first
contingent of troops left from. It was the first
time New Zealand and Australian troops had
ever deployed together.
On 1 November 1914 nearly 8500 Kiwi
men were aboard the convoy of New Zealand
and Australian ships that departed for Egypt.
The Albany Convoy Commemorative Event

honours them and the more than 90,000 other
troops and nurses who later followed in their
footsteps during the 1914-1918 First World
War.
The Australians and New Zealanders
from this first convoy went on to fight on the
Gallipoli Peninsula. More than 2700 New
Zealanders lost their lives serving as part of the
Australia New Zealand Army Corps (ANZAC)
that landed at Gallipoli on 25 April 1915.
Anzac Day next April will be a key milestone
of New Zealands centenary commemorations
for World War I, which was one of the most
significant events of the 20th Century and had
a deep and lingering impact on New Zealand
society. Ten percent of our population of one
million served overseas more than 18,000
died and over 40,000 were wounded or fell ill.

Nearly every New Zealand family was affected.
Our centenary commemorations include the
opening next year of the Pukeahu National War
Memorial Park in Wellington. The park will be
our lasting legacy to all service men and women
who have fought for this country.
To date, there are almost 500 projects
and activities scheduled over the course of
the centenary from re-enactments of troop
departures, theatre and musical performances,
museum and art gallery exhibitions to academic
lectures, digitisation of family mementoes, and
television documentaries and dramas.
The centenary is not only an opportunity to
remember and reflect on all New Zealanders
service and sacrifice during World War I, it is
also a time to better understand what we stood
for and why.

Through our experience in this conflict,
New Zealands identity and values became
more distinct at home and abroad.
I encourage all New Zealanders to take
part in the centenary programme to better
understand our past and how it still shapes us
today whether you reflect on the nature of
war, remember family members who served,
visit a memorial, or think about how your
community was affected by events long ago.
It is also an opportunity to pay tribute to
our more contemporary veterans, recognising
the courage and commitment of all men and
women who have served for our country.

here is no government plan to improve

housing for all New Zealanders.
The government has put the Housing
portfolio under three ministers and we now
have a confused state of affairs.
The Ministers have been waffling and
talking new jargon but it is all a disguise. The
real purpose is to cash up state assets. Thats
Nationals real agenda, not housing new
Zealanders.
We had the big show at Budget time of a
surplus, but that was manipulated. Now the
government is focusing on another asset sale to
raise easy money.
The Minister of Finance Bill English has
refused to specify how money from the sales
will be used. He has not declared whether sales
income will be put into building more houses
despite long waiting lists.
Minister for Social Housing Paula Bennett
has been making a lot of media appearances but
what she is saying is anyones guess.
There was a secret plan before the election
to sell off houses, but nothing was said. After
all, the Prime Minister had promised Genesis

was the last state asset sale.
There was no goal for the betterment of
housing Kiwis, and that is why the Housing
Ministers can now only talk in a confused
and minimalist manner. If any other political
leader had similar vague notions they would be
railroaded.

The Funny Bone @ Indian Weekender
The 31st of October is celebrated as the National Unity Day in commemoration of

the birth anniversary of Indias Iron Man Sardar Vallabhai Patel who is considered
to have been the key person in keeping India united. Needless to say, the postIndependence India would have been rife with various issues and the top amongst
them would have been the issue of disunity as a result of years of divide and rule
that the British had subjected us to. It was at that time that Sardar Patel stood like a
rock behind Gandhi and Nehru and kept the country together, putting aside his own
interests. It is heartening to see that his selfless spirit is being celebrated in India and
the new generation is learning from it.
Unity is emerging as the big need of the hour as India stands at the helm of
unleashing its potential to the world. The age-old saying of united we stand and
divided we fall is in fact true. But the rising Indian now seems to be able to see
beyond petty differences and is rising like a global phenomena. Much of the credit
goes to the fearless leader that India has found in Narendra Modi that does not spare
a second to constantly remind each Indian, in India or abroad, of his or her own
potential.
Indian Weekender too is endeavoring to express its own potential in providing its
readers an improved reading experience. Although this is still work in progress and
we think we have miles to go, we are grateful to our communities that have received
our weekly issue with open arms. We thank you for your appreciation and promise
to keep working harder to meet your expectations.
The newly elected government in New Zealand now is settling into its new
term and we thought it was an opportune time to update our readers on who got
what in the distribution of portfolios with the spotlight on Paula Bennett, who
inaugurated the first issue of Indian Weekender six years ago, and Sam Lotu-liga,
the representative of the ethnic communities.
In the mean time, Indian Weekender is preparing to bring an exclusive limited
edition for our readers in our next issue with some exciting announcements. While
we constantly give you something to look forward to, we also bring you something
new in each issue in this issue we bring you our new spot called Kiwiana this
will feature all that is 100 % pure New Zealand. There are numerous things specific
to Kiwis and its important that we embrace and cherish each one of them and
Kiwiana is a step in that direction. You will be able to find this on the editorial page
of every issue, going forward.
As spring slowly creeps in and days are becoming brighter and longer, heres
hoping that all our readers are looking after their health and preparing for a beautiful
summer. Although our lives may tend to get busier, lets not compromise with our
own and our familys health, so that we can enjoy this beautiful country every
minute this summer. We have also started to bring you specific topics on health and

Ki Baat from the Prime Minister Narendra
Modi where he pledged in his radio address, to
bring back every bit of unaccounted wealth
stashed abroad and said his Clean India drive
had become a mass movement.
Speaking on a variety of subjects in the
20-minute programme, the prime minister said
that Khadi Gram Udyog Bhavan authorities had
reported a hike of 125 percent in sales since he
urged people earlier to go for khadi.
Addressing the nation for the second time
in a month on All India Radio -- the address
was heard on Doordarshan too, Modi said his
government was on the right track to bring
back black money and there would be no bias.
I reiterate that, as far as black money is
concerned, please have faith on this pradhan
sevak (prime servant) of yours, and it is an
article of faith for me.
Every bit of the money of the poor that
has been stashed abroad has to be brought back.
This is my commitment, he said.
Modi said there could be different opinions
on the process to bring back the unaccounted
wealth. But based on my knowledge and
understanding of the subject, I can assure you
that we are on the right path.
Modi touched upon a range of subjects
including on peoples feedback on the Swachh
Bharat or Clean India campaign and on the
human resource development ministrys effort

to help disabled children in the wake of his
reference to them in his last radio talk Oct 3.
Modi said he would discuss the effects of
drugs in his next radio address. He asked people
to share information with him on the subject.
He also said that citizens who do not have
access to social media and the internet can write
to him at Akashwani and he would seriously
consider various suggestions.
The prime minister said his reference to the
needs of the specially-abled children during
his last radio address had inspired the human
resource development ministry to think of
schemes to help such children.
One scheme was to provide 1,000 such
meritorious children with scholarships to study
in technical institutes. The other was to provide
Rs.1 lakh to each Kendriya Vidyalaya and
central university to create infrastructure for
the disabled such as ramps and special toilets.
He referred to his visit to Siachen on Diwali
Oct 23 and congratulated an Indian Army team
for winning the gold medal at the Cambrian
Patrol event in Britain while competing against
more than 140 teams.
Saying that a new change was sweeping
through Indian society, Modi said that when
people come to visit him, they speak a lot about
the problems of the society and how they can
help -- and less about their own matters.

hile the two lascars who came on board

a French ship in 1769 were the first
Indians to visit New Zealand, the first settler
was another lascar who deserted his ship City
of Edinburgh in 1810, married a Maori woman
and settled down in the Bay of Islands. He was
followed by six others who also jumped ship
in 1814 from Matilda and settled in the South
Island.
The number of Indians settling down in New
Zealand in the nineteenth century remained
small. We know of Edward Peters from Goa
who came in 1853. Locally known as Black
Peter, he was the first person to discover gold
in Otago, although credit for that is usually
given to the celebrated Gabriel Read. The other
early settlers for whom we have historical
records are the two brothers, Bir Singh Gill
and Phuman Singh Gill who arrived in New
Zealand in c.1890 from Punjab.
In the twentieth century the number of
Indians coming to New Zealand gradually
increased. They came mainly from Gujarat
and Punjab and were therefore a homogenous
community.
It was predominantly a male
population, who did mainly manual jobs, like
scrub-cutting, bottle collecting and hawking,
serving communities in some of the remotest
parts of the country. In other words, they
contributed to the colonization of the land.
Gradually they moved into small retail trade
and market gardening and thus contributed
further to its economy.
So when we talk about New Zealands
national identity, we need to keep in mind that
Indians were a part of that national community
from historical times.

While during the inter-war period migration

of Asians remained limited because of a
restrictive immigration law, Indians continued
to come, as they were the subjects of the
British Empire. Professional skilled migration
increased after immigration restrictions were
lifted in 1987, reaching 155,178 or 3.9% of the
national population in 2013. To them we must
also add the 10,929 Indo-Fijians.
Hindi is now the fourth most commonly
spoken language in New Zealand, spoken by
66,309 people.
But more importantly, Indians are now
a successful minority ethnic group in New
Zealand. It is not just we find people of Indian
origin in high profile public positions, from
Governor-General, Members of Parliament
to CEOs. According to 2006 census figures,
analysed by Arvind Zodgekar, Indians are a
highly qualified group: 29.4% of the adult male
and 29.8% of the adult female population have
Bachelor degree or above; comparable figures
for NZ European population are 13.1% for male
and 13.9% for female. Also occupationally
they are highly placed: 64.2% of them are in
top four occupational categories, compared
with 64.09% among the NZ European. But
this does not mean that they have no problems;
despite being more qualified, unemployment
rate among them is much higher - 6.30%,
as compared with 3.90% among the NZ
European population. The 2013 census data,
not yet properly analysed, will possibly show
further improvement to their position, due to
the enterprising spirit of these skilled Indian
migrants. But more about that later.

here was once a time, not too long ago in

historical terms, that there may not have
been India as it exists today but a fractious
collection of nearly 600 princely states. If
a nation-state called India emerged in 1947
from the staggering ruins of close to 200 years
of colonial plunder, to a significant extent the
credit settles on one man - Sardar Vallabhbhai
Patel.
Described by The New York Times as
leather tough, Patel, whose 139th birth
anniversary is celebrated today, is in the midst
of a major national revival. For someone on
whom fell the enormous task of nation-building
and political regeneration, Patel has for decades
remained in the towering shadows of Mohandas
Gandhi on the one hand and Jawaharlal Nehru
on the other, the father of the nation and the
first prime minister respectively of India.
In recent years, there has been growing
popular awareness and eminently justifiable
celebration of the defining role that Patel played
in bringing together sometimes vain, sometimes
egotistic, sometimes deluded and almost always
utterly self-absorbed rulers of 565 princely
states to join the Indian union. A country of
some 300 million in 1947, impoverished by
two centuries of brutal colonial exploitation
and torn asunder by religious and cultural
bloodletting, it needed the quietly firm and
unassailable resolve of Patel to re-emerge. Patel
had to use a combination of statecraft, flattery,
coercion and whatever else he was required to
muster to forge a nation-state out of what by
the time the colonial British rule ended in India
was, for want of a better word, a bloody mess.
Vallabhbhai Patel was an extraordinary
figure sandwiched between Gandhis lofty
stubbornness and Nehrus urbane westerninfluenced liberalism. Although closer in age to
Gandhi (he was six years younger than Gandhi),
for many history has cast Patel as an implacable
adversary of Nehru, who was 14 years his
junior. There is really no comparable figure in
modern world history to Patel simply because
there has not been anyone anywhere who was at
the center of uniting an undefined geographical
entity claimed in pieces by 565 self-serving
princes, satraps and kings whose loyalties
swung between their self-aggrandizement and
crafty but obliging colonial masters.
It was Gandhis return from South Africa
and his extensive tours throughout India rallying
the people around the cause of independence
that drew Patel into public life. Eventually,
he forsook his Britain-influenced lifestyle,
including English clothes, for a wholly Indian
outlook as defined by Gandhi. Early on, Gandhi
saw in Patel a quietly steely resolve and the
eagerness to get down to the task of firing up
the grassroots. His rise as one of a handful of
luminaries of Indias independence movement

was not necessarily meteoric but steady and

solid.
It was a measure of Patels personality that
both Gandhi and Nehru had extremely high
praise for him despite the fact that he often
diverged from the formers saintly renunciation
and the latters aristocratic urgency. Gandhi
called him a colleague who was most
trustworthy, staunch and brave, while Nehru
called him the builder and consolidator of
India...a great captain of our forces in the
struggle for freedom...a tower of strength that
revived wavering hearts. By all accounts, Patel
was an equal member of the Gandhi-NehruPatel triumvirate in his lifetime unlike the often
unfounded assertions to the contrary by new
generations of politically dogmatic Indians.
There have been frequent speculations about
how different India might have turned out had
Gandhi chosen Patel over Nehru to be Indias
first prime minister but many historians have
pointed out that being a near contemporary of
Gandhi, he never really saw himself in that
role. By the time India became independent
and a union of states, the latter thanks in very
large measure to Patel, he was already 72
years old compared to Nehrus 58. Patel died
Dec 15, 1950, barely a year after it became an
independent republic by adopting a constitution
Jan 26. Patel was among key players in the
Constituent Assembly of India tasked with
framing the constitution. If of all the illustrious
leaders of the day, there was someone who was
a completely hands-on, nuts and bolts figure, it
was Patel.
Although Patel was very much in the
tradition of pre-independence open-minded
consensus man, his views on the formation of
Pakistan, the division of Kashmir and generally
the question of how to unify the countrys
Muslim minority were at serious variance with
a disillusioned Gandhi and impatient Nehru.
Patel was known have taken a characteristically
unemotional view of the countrys partition
and, unlike Nehru, who was for a collective
national effort to make Muslims want to stay
in India, Patel was in favour of leaving it to
individual choice.
It was this approach that has in recent years
particularly endeared him to Indias political
right symbolized by the now ruling Bharatiya
Janata Party and its several cultural offshoots.
Even before he became prime minister,
Narendra Modi, as the chief minister of Gujarat
state, had cleared plans to build a 597 feet
high statue of Vallabhbhai Patel at the cost of
close to $500 million. The construction of the
statue is scheduled to begin to coincide with the
leaders birth anniversary today.
Although he was deputy prime minister and
home minister, Patel was by a wide consensus
the man who was involved in every aspect
of nation-building. As someone who chaired
committees dealing with the rights of the
minorities and tribes, fundamental rights and
provincial constitutions, Patel was at the very
heart of creating a nation-state that is now the
worlds largest democracy. If Nehru was the
articulator of a grand vision of India as a new
democracy, Patel was the executor of that idea
from so many different and often conflicting
vantage points.
He was unflinchingly loyal to Gandhi, often
at the expense of his own ideas of operative
politics. It was that loyalty to Gandhis idea
of India that Patel, despite his enormous and,
in many ways, greater capabilities than Nehru
that he chose the role as a behind-the-scenes
man. His forging of the Indian union alone
guarantees him a permanent position among the
countrys pantheon but he also happens to have
shaped Indias destiny in so many diverse but
quantifiable ways that he remains without peer.

Indian PM Modi to visit

Prime Minister Narendra Modi will have met leaders
of most countries of the world, including Fiji, by the end
of the year. This reflects a heightened emphasis on foreign
policy by the new Indian government that took power in
May. The 15th Indian Prime Ministers economic policies
have received positive vibes from across the international
community.
Setting off a foreign policy buzz, Modi started with
inviting eight of the South Asian neighbours of India to his
swearing-in ceremony, including Pakitani Prime Minister
Nawz Sharif. Modi also made it a point to met big powers
like the US, China and Russia in a row.
The Indian PMs agenda for November includes meeting
the Southeast Asian leaders at the ASEAN summit in
Myanmar, as well as the East Asia Summit (EAS) leaders at
capital Nay Pyi Taw, which is held at the same time.
Besides the 10 ASEAN nations, the EAS members
include Australia, China, Japan, New Zealand, South Korea,
Russia and the USA.
Modi is scheduled to fly to Fiji from Australia on
November 19, where he will meet Prime Minister Frank
Bainimarama. This will be a moment to remember for the
Fiji-Indians who left their ancestral homeland a few hundred
years ago.
Perhaps this will be the beginning of a new era in IndoFiji relations.
Fiji prepares for Indian PM visit
he Fijian government, on the other hand, has started

preparing for Modis visit. He would be the second
Indian PM to visit Fiji, the first being the late Indira Gandhi
who visited Fiji in 1981.
The Ministry of Information states that Modi will pay
a courtesy call to the President, Ratu Epeli Nailatikau,
following which he will meet with his Fijian counterpart
Rear Admiral (Ret) Voreqe Bainimarama and other Cabinet
ministers.
These meetings will be an opportunity to discuss bilateral

relations between the two countries on developmental
issues.
During his visit, Modi will attend the unveiling of
a plaque for the parliamentary library gifted by the
Government of India, and tour the new Fijian Parliament.
Modi will also meet with other Pacific Island leaders.

the various schemes administered by the office. Minister Rosy Akbar
said this in response to the numerous complaints raised in recent
times.
The minister said, Social welfare clients in rural and remote areas
who had faced difficulties in accessing their monthly allowances will
now be relieved to know that the relevant ministry is exploring new
ways to reach out and assist them.
While visiting Nadakuni village in Naitasiri, Akbar explained,
I am aware that there are clients, particularly the senior citizens
receiving social welfare in rural communities who face difficulties
in having to spend money on transport to travel all the way down
to towns to withdraw their monthly allowances. This was even
highlighted at the consultations held in Navua this week (last week),
Ms Akbar said.
The ministry will work on a program so the social welfare officers
will come right out to your village to make the payments, so that you
wont be burdened with transport expenses incurred in accessing the
social welfare allowances.
Whether you are a mother who needs women empowerment or
senior citizen who is assisted under our social pension scheme, we
are here to assist everyone that meets the eligibility criteria for the
social welfare programs, Akbar said, in an attempt to reach out to
the citizens.

key sectors in the economy of the country. As
of 20th October, cane production increased by
15.9 per cent, which is an increase of 28 per
cent. Woodchip and electricity production also
rose by an annual 49.2 per cent and 0.2 per
cent respectively. Tourism demands continue to
strengthen, as visitor arrivals rose by 4.2 per cent
in the first nine months of the year. In fact, job
vacancy advertisements have gone up by 17.7% .

015 World Cup could bring in some surprises

from the Pacific islanders, believes Fijian
Rugby coach John McKee. His comment comes
in the wake of smartphone technology driving
the world towards maximising efficiency.
To qualify for the quarterfinals of the World
Cup is something which would be a surprise,
but why not? McKee told media. But for me,
as a coach, my philosophy on where I want to
be is to be competitive with the Tier 1 countries,
and in one, two or three years to see Fiji go and
play England, France or Ireland not as a Tier 2
against a Tier 1 country.
Smartphones can be employed from the
southern hemisphere to provide finger-tip hints

on fitness levels to those players playing in
Europe.
With my senior players, we are working
with Skype conference calls and we have
a database system where they enter their
information if they have new injuries, they tell
us how they are sleeping, what their energy
levels are like, explained McKee.
Referring to the talent of the Fijian players,
the coach says, The talent is enormous but
potential is not being realised because there has
been no medium- or long-term vision. We know
we can develop our own style of play and not
try to copy the big teams.
But for that to happen, we need to improve

cannot do that. Look at the Top 14 in France
some of the best players are Fijian.
We want to create the opportunities for
Fijian front-rowers to play in good competitions.
We have players with the right size but there
is not the culture of the scrum like there is in
Samoa and Tonga, said the coach.
When clubs are looking for a prop they look
for a Tongan or a Samoan; if they are looking
for a winger or a back row, maybe they look for

Prime Minister calls for an update on them. To
make matters worse, even at late hours.
Gone are the days when officials delayed
decisions for ulterior motives or procrastination.
Right or wrong there are orders to take
decisions to move files along, citing reasons
either way. Should they bear a Cabinet note,
files have to be cleared within three days. The
upright officials, who earlier faced frequent
transfers, are now happy with a work culture
of fast paced decision-making devoid of
corruption, and favouritism.
Alongside, the number of feedback meetings
has increased and stricter deadlines are in place.
Officials are reporting that attendance at these
meetings has improved and files are getting
cleared faster. Senior bureaucrats of various

ministries are now required to forward periodic
updates to the PMO on the progress of projects
under their jurisdiction even if no progress has
been made since last reporting.
There have been reports that PMO is tracking
attendance and punctuality through a unique
biometric identification system. All Central
Government officials and junior staff have been
asked to get their new biometric cards made to
enable their entry and exit record under the new
system. The data, to be updated in real-time,
is likely to be monitored by the PMO. That is
good governance and delivery for you.
Globetrotting with the spouse in tow, is no
longer a perk of the job, nor is travelling first
class. It has also been indicated that spouses
will not be covered by the State and will need
to pay for their own travel.

Tables for lunch are easy to come by, and the
sights of bureaucrats throwing their weight
around have suddenly gone missing. The Delhi
Golf Club bears a deserted look during work
hours and the swimming pools are near empty.
The India International Centre, once a popular
hangout, now seems to be missing its hustlebustle. The work-life (im)balance that once so
easily existed has now become non-existent.
Work has piled on, while life has shrunk the
dream life is now a thing of the past.
Though officials of the Central Government
still have a five day week, they are now

Not only has the PMO made it mandatory

to submit an outcome report after every
foreign trip, Modi has ordered officials to
forgo the luxury of flying first class, avoid
holding conferences at five-star hotels and stop
buying cars. Officials are advised to use video
conferencing for meetings wherever possible,
and also barred the creation of any new posts in
the government.
The cleaning of all Government offices is
another step that is being pushed by the PMO
with the same passion that it drives the Swachh
Bharat mission.
For now, it seems this is how the new life
of a Babu may be profiled. It sounds like great
news for the country to know that it is being
led by one who is not just a taskmaster, but also
leads by personal example. Although, it may
seem inconvenient for the class of Babus that
have been sucking the system dry for years,
the more honest ones feel empowered and
motivated to do better.
The Prime Minister is believed to have shared
his telephone number with the Secretaries and
encouraged them to contact him directly if
there is an urgency. There have been reports
of officials doing just that; and in some cases,
even bypassing their direct bosses. Should
the machinery of our Central Government get
ship-shape and well-oiled like Modi is trying
to make it the day will not be far when India
comes together to emerge as the power that the
world is expecting it to be. That is when we will
see India truly Modi-fied.

Varanasi makeover to cost nearly Rs 12,000 crore

he anticipated metamorphosis of Varanasi,

the ancient and spiritual city for Hindus, yet
maddeningly chaotic and filthy, into a heritage
site is estimated to cost a whopping Rs. 11,800
crore ($2 billion), thanks to the high-level
attention being showered on it because it is also
now Indian Prime Minister Narendra Modis
parliamentary constituency.
The ambitious plan - to rejuvenate the soul of
Varanasi, a city of 1.2 million, through heritage
revitalization - envisages cruises on the Ganges,
a Bhojpuri film city and an international centre

for spiritualism and philosophy, an urban
development ministry official told media,
speaking on condition of anonymity.
The official said that the tentative date of
the plans launch is Dec 25, the birthday of
Bharaitya Janata Party stalwart and former
prime minister Atal Bihari Vajpayee. Varanasi
tops the list of 100 smart cities that Modi
wants to create by 2019, when the next Lok
Sabha elections are due.
In fact, the 63-year-old prime minister

wants to develop the temple-town on the lines
of ancient Japanese city Kyoto, whose deputy
mayor visited Varanasi Thursday. Varanasi
elected Modi to parliament in the May general
election with a thumping majority.
One of the worlds oldest cities, Varanasi is
in bad shape, because of decades of cumulative
political and municipal neglect, with filth,
garbage and unplanned construction marring
its landscape. Also, traffic is in shambles, so
much so that stray cows make for dividers on

the narrow roads.
Many of the ghats, thronged by tourists both domestic and foreign - for their spiritual
importance, are dirty and unsafe after dark.
According to the redevelopment plan,
which has already been presented to Modi, of
the Rs.11,800 crore, the centre will contribute
Rs.2,082 crore and the Uttar Pradesh
government Rs.1,488 crore.
The remaining Rs. 8,230 crore will be
invested by private and foreign players, the
ministry official said. The plan also envisages
inter-connected guest houses and connecting
tour and transport services with police stations.
While the cremation sites alongside the
ghats will be modernised, the traditional old
structures will be restored. Areas in and around
the famed Kashi Vishwanath Temple thronged
by thousands of devotees every day will also be
modernized.
The proposal also envisages 24-hour water
and power supply, broadband connectivity
and elevated roads. Schools with e-learning,
homes for widows and senior citizens, 100-acre
botanical garden and a world class stadium will
also come up in the city as per the plan, the
official said.
While research centres and academies for
music and dance, literature and poetry have
been planned, a school of oriental languages
has also been proposed.
The official said that the cabinet is likely to
give its nod to the plan by Dec 15.
The official said the deadline for completing
elevated roads, storm water drainage, waste
water system, the stadium and the essential
cleansing of the river Ganga and its adjoining
ghats is September 2019.
Other projects like a Metro rail and satellite
townships are likely to be completed by
September 2021, the official said.

given a new spin to the simmering row
on the eligibility of indigenous Goans for
Portuguese nationality, an issue that has forced
the state government to approach the central
government for help.
On a day when Goa Chief Minister Manohar
Parrikar attended a meeting at the home
ministry in Delhi seeking a dual nationalitytype for thousands of Goans who have opted
for Portuguese nationality under Portuguese
laws for some of its former colonies, Rui
Caravalho Baceira told media that the identity
card was proof of Portuguese citizenship.
If you obtained the Bilhete de Identidade
de Cidadao Nacional, then you are a Portuguese
national, Baceira said here.
Baceiras comment comes when the police
are reluctantly probing a First Information
Report (FIR) filed by an activist claiming
several politicians, even legislators, police
officers, bureaucrats, lawyers and thousands of
Goans have over the years applied and availed
themselves of the Portuguese identity card, also
referred to as the Bilhete.
Police initially refused to file the complaint
filed by Kashinath Shetye but later registered it
on the directions of a trial court.
The FIR says people (several of whom are
named) who have the identity card should
surrender their Indian passports. It wants
government officers and politicians in this
category to resign.
The dual citizenship issue has become a

political hot potato with two ruling legislators,

Glen Ticlo and Caitu Silva, being accused of
having Portuguese passports and processing
their Bilhetes after formally registering their
birth in Portugal. Both have maintained that
their documentation in Portugal was processed
by agents without their knowledge.
If Baceiras logic is applied, both could
stand to lose their legislatorship.
Caitu Silva is already facing a petition filed
by his political rival in the Panaji bench of
the Bombay High Court which claims he is a
Portuguese national and, therefore, cannot be
elected to political office in India.
The Bilhete is in fact a much misunderstood
document. While the Portuguese government
issues it as a national identity card, most Goans
who register their birth in Portugal, as one of
the first steps towards obtaining a Portuguese
passport, assume that citizenship is obtained
only once the passport has been issued.
A Portuguese passport and nationality
automatically has opened doors of the European
Union for several thousand Goans over the last
three decades. Being a Portuguese citizen helps
them bypass stricter European laws against
employing foreigners versus local talent.
The Bharatiya Janata Party (BJP)-led
coalition government has been claiming that
the Bilhete alone is not proof of Portuguese
identity and the individual continues to be
an Indian citizen. The government has also
promised to offer a solution to the vexed issue,
with Parrikar lobbying with the home ministry
for a one-time solution to Goans who have
availed of Portuguese nationality.

New computerised
driving-testing system

camera-based innovative driving testing

system that will ensure a technologyoriented assessment of the driving quality of
license-seekers without human intervention
will be inaugurated by union Road Transport,
Highways & Shipping Minister Nitin Gadkari
in Pune last week.
This technology at the Institute of Driving
Training & Research (IDTR) will enable
promotion of a corruption-free platform for
granting driving licenses and selection of
drivers, ensuring the applicants quality.
The camera-based system has been
developed by the Central Institute of Road
Transport (CIRT), Pune as an advanced version
of the earlier sensor-based testing technologies
which are in place at some locations.
The CIRT is a part of the road safety
initiatives taken by Gadkari as transport
minister, a ministry release said.
Eight IDTRs are being set up across the
country under the aegis of the ministry during
the 11th Five Year Plan. CIRT also plays the
role of monitoring agency on behalf of the
ministry for setting up the IDTRs. The IDTR
at Pune has been set on a PPP basis with Tata
Motors.
The IDTR has state-of-the art facilities,
including spacious class rooms equipped
with audio visual facilities, a driving range
for imparting driving practice on the road
for various maneuvers, a driving laboratory
displaying aggregate and cut-section models,
a testing laboratory for checking physical
characteristics, a workshop for routine
maintenance activities, a library and a hostel
with a capacity of 75 participants. Two driving
simulators have also been installed in the IDTR
for imparting pollution-free training to the

trainees on a range of cognitive skills to deal
with complex roadway and traffic conditions.
The training will be conducted by welltrained driving instructors to impart practical,
systematic and scientific training to new drivers
as well as in-service drivers along with trainers.
The IDTR also proposes to train exclusive
batches of women drivers for city cabs. This
will give a boost to the road safety initiative of
the road transport ministry and will also play a
catalytic role for the governments development
programme.
India has one of the highest rate of road
accidents in the world and the new government
has set a target of reducing the accident rate by
50 percent in the next five years. This would be
achieved with improved driver training, better
road conditions, efficient enforcement and safer
vehicle technologies, the ministry said.
The ministry has already released a draft
of the new Road Transport & Safety Bill
2014 inviting suggestions from the public
and stakeholders. It has also discussed the
provisions of the bill in the recently concluded
Transport Development Council meeting with
the transport ministries of various states. The
ministry aims to introduce the bill in the winter
session of Parliament in November-December.

Nokia will not make

handsets in India anymore

okia, once an iconic mobile handset

maker, shut down its India plant at
Sriperumbudur.
As announced earlier (Oct 7), we are
stopping handset production at our Chennai
plant from tomorrow (Nov 1) in the absence of
orders from our new parent firm (Microsoft),
which terminated the mobile purchase
agreement, a Nokia India official said.
Global software major Microsoft, which
acquired the Finland-based Nokias global
devices and services business, including assets
in India for $7.2 billion April 25, decided
to suspend manufacturing handsets from
its Chennai plant though it could not take
possession of it due to legal battles over a tax
notice from the Tamil Nadu government and
the Supreme Court in March.
We can confirm that constructive
discussions with union representatives and
the labour commissioner have resulted in an
agreement on a financial package for Chennai
factory personnel, the spokesperson said in a
statement a day after a tripartite meeting here
between company officials, union members and
the top labour officer.
At the time of closing down the operations,
about 1,100 employees were working in the
plant, including 900 on the assembly lines.
Of the 6,600 employees the company had on
rolls till March, 5,500 opted for VRS (voluntary
retirement scheme) it offered and left.
Nokia made a cumulative investment of
$300 million (Rs.1,800 crore) in the Chennai
factory over the last eight years.

rollout out initially low-end mobile handsets
from January 2006 after it was unveiled by
then Prime Minister Manmohan Singh in the
presence of his Finnish counterpart Matti
Vanhanen.
The asset freeze by the state tax department
has prevented us from transferring the factory to
any other mobile handset maker despite having
a fully functional electronics manufacturing
system, the official said.
The state government slapped a Rs 2,400
crore notice to Nokias India subsidiary in
March, accusing it of selling the handsets from
the Chennai plant in the domestic market than
exporting them.
In another tax case, the apex court
directed Nokia India in March to furnish a Rs
3,500-crore guarantee before transferring the
plant to Microsoft.
According to the companys employees
union, as Microsoft kept out the Chennai plant
from its acquisition deal with Nokia, the facility
turned into a contract manufacturing unit and
production slumped to four million handsets
per month in March from 13 million units at one
time in the past when about 8,000 employees
were working in three shifts.
Once a dominant player in the burgeoning
mobile phones segment across India, with over
80 percent market share, Nokia lost out to rivals
like Samsung, Apple, Sony and Panasonic in
the next-generation handsets, popularly known
as smart-phones over the last couple of years.

Tuesdays US elections that will determine
the course of power politics in the last two years
of President Barack Obamas term in office.
Nearly three million people of Indian
descent with an ever growing number of
officials in high places,are better educated, earn
more than other Americans, but havent had
much of an impact on national politics though
they have two state governors and a lawmaker
in the House.
No Indian-American is running for any of
the 36 seats, including three special elections,
up for ballot in the 100 member Senate where
Obamas Democratic Party is facing the
prospect of losing its 53-45 majority with two
Independents in the mix. But four of them are
vying for a two-year term in the House where
all 435 seats are up for election.
In a divided US Congress, Opposition
Republicans currently control the House
with a 233-199 lead. Poll pundits expect the
Republicans to keep their lead if not increase it.
Prominent among Desi contestants to the
House are Democrat Amerish Ami Bera, who
two years ago became only the third IndianAmerican lawmaker in US history -after Dalip

The rise of the middle class has made
people splurge on weddings, leading to an
increased trend of hiring a wedding planner and
opting for overseas venues, Bhargava added.

activity that we engage in from birth till
death. Yet it is one of the most neglected aspects
of our existence because we erroneously
presume that it is entirely an involuntary
function. The end result is that this giver of
life has been ignored, leading to numerous
unwanted consequences.
Our lungs have the capacity to take in
about four litres of air in each breath. In olden
times, we used to take this full quota when
we were active throughout the day, first as
hunter-gatherers and then as crop growers. The
modern lifestyle has turned us into veritable
couch potatoes that barely take half a litre of
air per breath. That is only one-eighth of the
requirement. Our diaphragm barely moves if
we are sedentary, with the result that the lower
part of our lungs hardly gets any oxygen.
The shocking shortfall not only causes
numerous aches and pains and diseases but also
leads to negative emotions like anger, anxiety
and stress.
Air is available free of cost, but we have
to make a deliberate effort to ensure that we
take in our full quota. The most important
item on the to-do list is to set aside at least one
hour every day for exercises which make us
moderately breathless. Regular brisk walking is
an ideal starting point. In the process we will be
taking a lot of air willy-nilly.
You can also train yourself to take in more
oxygen even when at rest. The technique is
called yogic or diaphragmatic breathing.
Lie down or sit comfortably. When you start
inhaling, fill your belly from the lowest part
up so that by the time you have taken the full

breath, your tummy is protruding as well as the
chest. Hold for a few seconds and then start
exhaling while at the same time contracting
your belly.
This should be done preferably on an
empty stomach. So reserve five minutes for
this practice before breakfast, lunch and dinner
every day. After you have practised for some
weeks, start spending all your spare time in
mindful breathing.
Suppose you are having to wait at traffic
lights. Instead of ruing the delay, utilise the time
for diaphragmatic breathing. As your practice
increases, you will notice that you have started
pumping your belly without even noticing.
Interestingly, many of those who lead a
sedentary life tend to do exactly the opposite.
They contract the belly when they breathe in
and expand it when they breathe out. If you
too are making that mistake, make a persistent
effort to correct it because this kind of breathing
is worse than not moving the belly at all.
Please note that you are not pumping air into

the belly. It is going into the lungs only. Its just

that when you expand the belly, the diaphragm
is forced to move down and the lungs can take
in more air.
You will soon find that your stress level has
started going down. The air that you breathe,
besides nourishing your body, has a vital force
called Prana. The more air you pump in, the
more vitality you have.
There is an additional advantage. This
pumping action strengthens your abdominal
muscles and helps in reducing the waist size.
The yogic way of breathing which involves
Kumbhaka (making a big belly after a deep
inhalation and holding the breath for a few
seconds) and Rechaka (expelling all air and
holding for a few seconds while the belly has
been pulled in) helps one increase the lung
capacity to as much as six litres.

can actually boost performance on some
challenging mental tasks, new research reveals.
The prevailing view is that activating brain
regions referred to as the default network
impairs performance on attention-demanding
tasks because this network is associated with
behaviours such as mind-wandering.
Like if you start thinking about what you
did last weekend while taking notes during a
lecture, for example, your note-taking and
ability to keep up will suffer.
Our study is the first to demonstrate the
opposite - that engaging the default network
can also improve performance, said Nathan
Spreng, neuroscientist at Cornell University.
Spreng and his team developed a new
approach in which off-task processes such as
reminiscing can support rather than conflict
with the aims of the experimental task.
While undergoing brain scanning, 36 young
adults viewed sets of famous and anonymous
faces in sequence and were asked to identify
whether the current face matched the one
presented two faces back.
The team found participants were faster and
more accurate when matching famous faces
than when matching anonymous faces.
This better short-term memory performance
was associated with greater activity in the
default network.
The results show that activity in the default
brain regions can support performance on goaldirected tasks when task demands align with
processes supported by the default network,
Spreng added.

ver wonder why some people in life are

always successful at whatever they set out
to do, whereas others get left behind struggling.
A lot of us find ourselves in dead end jobs
or unhappy life situations? The truth is that
success does not just happen nor is it a question
of being lucky. People dont just stumble on a
million dollars or that dream job or the dream
man / woman.
Almost all successful people have some
key traits in common that ensure that they
achieve their dreams. They have discovered the
secret to creating the life they want. They have
realized that all of us have an awesome power
within us that none of us has ever been taught to
use. Successful people simply use this power to
create the future they desire. For them there is
no other reality than the reality of their dreams
or their goals coming to fruition.
Life Coaches, Management Gurus,
Philosophers and Thinkers have from time to
time tried to tell us this, in one way or the other.
The steps to success are simple yet difficult to
follow. This is because our minds constantly
give us reasons why we cannot be successful
or why our dreams cannot come true. For those
of us who manage to win over our minds the
negative reinforcements from our families or
friends or the society in general confirm our
fears of failures. So success is definitely not for
the fainthearted. But, for those of us who have
the grit , determination and the will, the steps to
a dream life are simple.
Step 1 : Set your goals
Setting your goals is the first step towards
your dream life. Some people may want to
write these down or create a wishlist, others
may like to draw or paste pictures of the dream
destination, dream house or the dream lover.
You can use your imagination. You have never
lived this life before, you do not know what is
going to happen or what the journey may be
like. You do not even know what lessons you

will learn or memories you will create. But by
creating your own Goal Map you will certainly
achieve a sense of direction and pave the
pathway taking you where you want to go.
Goal setting is one of the most essential
ingredients for success. Without goals you
will end up just drifting away or going around
in circles. By writing down your goals step
by step, in an achievable and positive way
you will train your subconscious mind to
accept them as reality. This will also activate
your subconscious mind to start generating
creative ideas to achieve your goal. This will
programme your brain to more readily perceive
and recognize resources you will need to
achieve your dreams.
Step 2 : Visualise
Your mind is a powerful instrument which
connects you to your higher self and all the
creative forces of the universe. To visualize
your goals or dreams is considered to be the
strongest tool or the most important step in
your journey to the world of your dreams.
After having set your goals or written down
your wish list it is important to visualize that
each of your wishes or your dreams have
already come true. For example if you had
wished for a dream house, in this step you
actually visualize yourself walking around the
house, smelling the luxurious furniture and
hearing the peace and tranquility of the location
or sitting in the balcony watching a sunset. It
is important that this visualization become a
strong experience, its important to think about
it with your entire being, to imagine that you
are there and feel the feelings you would feel
when your dreams come true.
Positive visualization also prevents
negativity about your goals from creeping into
your mind and stop you from being knocked off
your goal path.
Use affirmations to support your

visualisation and repeat them several times
a day. An example of this can be I own a
beautiful five bedroom house on the beach front
with a beautiful garden and spacious , brightly
lit rooms. Repeat this to yourself several times
a day and slip into your world of visualization
as often as you can.
Step 3 : Positivity and gratitude
Once you have learnt to visualize that
you have already achieved your dreams, feel
appreciation and gratitude for them. When
you radiate the feelings of appreciation and
gratitude, you will draw more positive energy
and circumstances in life. These will take you
even closer to your desired goals and dreams
and ensure they become your reality.
Understanding the Law of Attraction is
essential for anyone hoping to manifest their
dreams. What this universal law means is that
everything thats happening in your life right
now, as well as whats still to come, you are
attracting it to you. The images and thoughts
you project in your conscious mind over and
over on a daily basis eventually reach your
subconscious mind and attract the situations
and events to you that create that reality.
Constant negative and pessimistic thoughts
such as, I am never going to be able to do this,
my boss hates me, no one will believe in me,
this does not work, my wife is cheating on me,
end up filtering into your subconscious mind
and attract the events that cause that reality. Its
important to reframe your thoughts continually
to positive to ensure what you truly desire
comes to you.
Step 4 : Expect Results
Through creating a goal map or making
your wish list , using the power of visualization
and repeating your affirmations and remaining
positive with a deep sense of gratitude, you
can achieve amazing results. These will allow
you to change your beliefs, assumptions, and
opinions about the most important person in
your life - YOU! They allow you to harness the
billions of cells in your brain and get them all

working in a singular and purposeful direction.

The direction of your dreams.
Your subconscious will become engaged
in a process that transforms you forever. The
process is invisible and doesnt take a long
time. It just happens over time, as long as you
put in the time to visualize and affirm, surround
yourself with positive people, read uplifting
books and listen to audio programs that
flood your mind with positive, life-affirming
messages and stay focused on your goals.
Step 5 : Never give up no matter what.
Remember how we said in the beginning
that the journey to success is not for the
fainthearted. For the most successful people ,
failure is not an option. When times are hard,
its tempting to change your goals or give up
completely, with feelings that the world is
against you or there is some obstacle or person
getting in your way. Its time to stop playing
the victim and take responsibility for your own
life.
Its true that when the going gets tough, the
tough get going. Its during the tough times
that real achievers show their true colours,
because of their unwillingness to give up
and their hard work and sheer determination.
This persistence drives them on through the
storm, keeps them afloat as the huge waves
of the stormy sea try to drag them under. It
is this persistence which allows them to keep
their goals in sight. Constant positive goal
affirmation is what keeps them on the path to
success and proves to be a life raft during the
most challenging times.
Step 6 : Dont be afraid to be yourself.
Most successful people were ridiculed and
laughed at when they first started out. Dont
be afraid to be different, to be the face in the
crowd. Dont let anyone dissuade you from
your dreams or convince you that they will not
come true.
As long as you believe in your dreams
beyond all doubt and know that you are headed
in the right direction, there is no way that you
will not succeed.

Punjabi film Chaar Sahibzaade. It promises to bring something new for the
large Punjabi audience in New Zealand.
For the first time ever, a Punjabi animated film was released worldwide
on 6th November on the occasion of Guru Nanak Dev jayanti. Chaar
Sahibzaade is the story of the four sons of Guru Gobind Singh ji, tenth guru
of Sikhs. The film narrates the story of the four Sahibzaade (princes), how
they happily and bravely sacrificed their lives to save the country from the
evil rulers, following in their fathers footsteps.
It would be great to watch this movie as it will revive memories of
sacrifices and bravery within the community that the new generation is
finding a novel way to revisit.

Q: What is the film like?
The story is so powerful with lots of twists and turns
and very well woven, that we thought if we do not give
our best to the movie then we are not really doing justice
to the story.

When we work as a team, we have our focus on
getting best out of the product we have got to deliver. I
knew all the people. We have worked together in different
projects. Thats why working with them was fun. It wasnt
like something that you never experienced before. Now
having already worked with them, were going to make it
something really worth filming for us
Q: About your character: Deepak Singh
Preparing myself for this character was a different kind
of challenge. The previous roles I have done were kind of
similar ones. But this one is complete different character.

Q: Why should NZ Audience watch this film?
I know as of today, people watch movies on you tube
or buy DVDs to watch movies. But as an average person
I think there should be good support for a movie that has
been made in the country for country people. So that for
the people here, we can give them even better shown in
the future.
Monica Nangia: As Jyoti Singh
I enjoyed working in this movie. The story is really

good and so do the team. We have tried to make a good
film.
Q: What is the best part of the movie?
Its story, which I hadnt heard before. When I heard
the story, I like it very much. The story is that the female
lead Jyotis husband has died and police is investigating
her having a doubt that she has killed him. She get nervous
and scared with the investigation. Then how she gets out of
the situation is what the story is about.
Q: Funny moments
There are a lots, but one that I remember is that we were
shooting an intense scene. We almost thought that it done
now and well be packing up. Our assistant director told us
that sorry we have to shoot the scene again as I am visible
in that frame. So when we watched that scene, he was
sitting there behind us and that looked so funny!
Q: Message for the fans
Please do come and watch our movie. I am sure youll
like it as we have put our honest efforts and hardwork
on this. I guarantee you that youll definitely enjoy a lot
watching this film.
Q: About her role
I have not done this kind of role before. I like this role
because its a really strong role with lots of variations. I
enjoyed this role.

Dunn. There will be skit, songs and hymns
on Peace and Love. Mother Teresa sisters in
Auckland will be taking part in this very special
event.
One of the reasons for this initiative is that
Mother reached out to everyone irrespective of
faith and community and there was a need to
come together as one body to pay tribute to her.
In words echoing those of the other members
of the committee, Mother Teresas love and
compassion, crossing all boundaries, knew no
bounds. Her humble and dedicated care of the
dying, the unwanted, the lonely and those who
were desperately poor is legendary and is a
legacy that continues to this day.
The function is open to the public and all
are cordially invited to come and be part of this
very special ceremony.

deserve it, I will get it. If not, I will work hard

hard as an actor. I hope even kill Dil does as
well as Ram-leela did, said the actor who
is reportedly dating his Ram-leela co-star
Deepika Padukone.
In Kill Dil, he has teamed up with
Parineeti Chopra and Govinda and says that
the latter inspired him to be an actor.

arrived in Auckland, quite literally, with a

thunderstorm. My first thought was: hope
I manage to create a similar thunderstorm
on stage!, says Dhanashree Pandit Rai, who
showcased her vocal skills recently at the
Mt Albert War Memorial Hall in Auckland
organised by Migrant Heritage Charitable
Trust Inc.
The event was sponsored byEast Tamaki

Trained in fully-grounded Indian
classical music under the tutelage of Pandit
Firoz Dastur, Rai specialised in thumri under
the able-guidance of the legendary Shobha
Gurtu. Dhanashree holds a masters degree in
Hindustani classical music from University of
Mumbai.
Dhanashree is one of the leading exponents
of the thumri form of music and her repertoire,
besides khayal, consists of thumri, chaiti, hori,
kajri , sawan, jhoola and the likes.
Rai aspires to give thumri its rightful place
on the concert stage today since it definitely
faces the risk of extinction with the dominance
of khayal. Thumri stands in between pure
classical and light classical forms of music. It
can be comparable to jazz music in western
classical, explains Rai. I want the public to
appreciate its special flavour and charm. This
form of music has fewer specialisations and
so its not taken seriously.

Rai attempts to give thumri a contemporary

touch by comparing the love and romance
expressed in braj bhasha, to the canteen
language among teenagers. Language could
be a barrier for the music form to not appeal
to younger people, says Rai. Thumris job
is to preserve heritage. The emotions can be
relived in the contemporary world.
In fact, Rai has combined her thumri
vocals with jazz music played by New
York City-based pianist Richard Bennett.
Named Mumbai Masala, the fusion album
is expected to be released end of the year.
She plans to teach the nuances of thumri to
students of classical music and also organise
for a master class in Auckland.
Thumri is not getting the respect it
deserves, laments Rai. However, her
rendition of this light classical music style at
Rangarasiya, as the concert in Auckland was
named, was lapped up by the audience that
had gathered for the concert.
An appreciative Rai says, The people
were attentive, appreciative, enthusiastic,
receptive and interactive - everything that
an artiste secretly wishes for in an audience.
Besides the coterie of lay people, there
were singers and knowledgeable people
who asked some questions to which I didnt
even have an answer. It reminded me of the
audience at NCPA in Mumbai. Rai, who was
accompanied by Manjit Singh of Rhythm
School of Music on tabla and Samir Bhalodkar
on the harmonium, admitted to enjoy clicking
personal photos with the audience.
