Investigation and Management: A Seminar (4th to

8th May, 2009)

The NADT warmly welcomes you! We are leaving nothing to chance in

About the Courses: The Courses are part of the NADT’s strategic policy
and approach to promote continued and coordinated development of
human capital in the Department at every rung of the organizational
ladder. Training is more than mere dissemination of information in
congenial surroundings. The acquisition and enhancement of skills by,
and more importantly, overall personality development of, the trainees
as well as the trainers, need to be part of the result-set. Training must
also transcend the invisible fine-line that separates pragmatism and
wisdom from academic knowledge. The philosophy behind training at the
NADT is that it must lead to:

• Confidence and efficiency in successfully implementing the subject being


trained in;
• Realistic self-appraisals as to where one stands, re the subject,
organizationally, societally & globally;
• Placing in perspective and dovetailing the subject matter, respectively,
o Against the organizational backdrop;
o Into planning and managing well one’s professional life and
career
In short, training must form structures, templates and modules in minds
in manners that help crystallize effective decision-making and also help
elevate the personal element in all such decisions to the highest levels of
artistic perfection.

We are happy about this opportunity to host this Seminar on two topics
of significance and relevance to you. As stated in the invite to each
of you, the fortunes of a Department sink or swim with the quality and
progress of its component minds. Productive transformation lies in
blazing trendsetting trails, engendering positive attitudinal synergies and
providing inspirational management. In these, your roles as JCsIT – being
our middle managers – are pivotal. For, your recent promotions have
meant transformed job profiles, responsibilities and challenges. Your
raises must necessarily be matched, even exceeded, by corresponding
elevations in personality attributes and management styles and
enhancements in knowledge, information and resource bases.

In addition, tax administration today faces rapid socio-economic changes,


technological innovation and globalization. Required hence are:
scientific ideas, structures, processes and procedures – in law and
organization and best practices – along management, techniques and
skills. Strengthened core competencies (Assessment and
Investigation) must combine with Management components that
include, an integrated perspective, cutting-edge academics and practices
and heightened personality attributes and cultural sensitivities.
‘Investigation and Management: A Seminar’ seeks to achieve this
holistic orientation and organic integration.

Training Courses at the NADT are designed along the following


dimension-coordinates:

– 1st co-ordinate  ‘primary objectives’: i.e., whether oriented towards


concepts-skills acquisition-enhancement, information dissemination or
personality evolution, or a combination;
– 2nd co-ordinate  ‘tertiary objectives’ of intended targets: i.e., whether
entry-level officers, middle-managers or cadre-controllers, or a
combination;
– 3rd co-ordinate  ‘secondary objectives’: i.e., whether a ‘repeated’
success of the past, a ‘requested (by outside agencies, and hence revenue
generating)’ option from the present or ‘designed’ to handle the changes and
challenges of the present and future;

The design of this Course is aimed:

• 1st coordinate – along mainly personality development (read MANAGEMENT)


and competencies-skills enhancement (read INVESTIGATION) although relevant
information updates are introduced,
• 2nd coordinate – at middle-managers
• 3rd coordinate – at being a repeat, although greatly redesigned and fine-tuned,
one.

The ideas and tools of modern management and technology will be
employed through lectures, interactive case studies and group
discussions/ presentations. Audience participation shall be maximally
intensified and encouraged. Consequently, you have been required to
come prepared with professional exercises or experiences in a manner
suitable for abstract analyses and meaningful discussions on one or
more of the following topics:
Day 1 Strategic Meaning and Management of the
AN Department
Day 2 Logistics and Staff Management in the Department
AN
Day 3 Philosophical and Human Resource Management in
AN the Department
Day 4 Systems, BPR and Change Management
AN

These will be moderated and significant points and issues culled out
sought to be placed in relief and organic context against a backdrop of
established concepts, theories and conventions. The tentative
Course Schedule is attached along with this.

The Courses are slated to occupy a timeframe of 5 working


days from 4th to 8th May, 2009 and will be inaugurated by
Shri N. P. Singh, Director General of Income Tax (Training),
NADT, Nagpur. The inaugural ceremony is scheduled between
10.15 AM to 1130 AM on Monday, 4th May, 2009 at the Central
Hall, First Floor, Faculty Building, NADT, Nagpur.

Accommodation: Arrangements for accommodation of the


participants have been made in the officers’ hostels, viz., Takshashila
& Nalanda at NADT. Food will be served in the Officer's Mess. The
timing of the Mess will be as under:

Breakfast: 08:30 A M - 10:00 A M; Lunch: 01:30 P M - 02:30 P M: Dinner


: 08:00 P M to 10:00 P M

The participants will be provided with tea in their rooms in the morning
and evening. Provisions for room attendants in the hostel have been
made from 06:00 AM to 09:30 AM and 06:00 PM to 10:00 PM. The
tariffs and other payables during the stay are as follows:
A flat sum of Rs. 500/Rs. 300/Rs. 200 per person per day will be
payable towards mess charges for Commissioners, Addl./Jt. Commissioners
and Dy./Asst. Commissioners, as the case may be, respectively. Billing is
done on this basis, irrespective of whether food is actually taken or not. Rs.
40 per day per person will also be required to be paid towards room rent.

All participants are also required to make the following contribution


to the Welfare Fund and the same will be collected by the Caretaker
of the Hostels.

For Stay up to 2 days: Rs. 50/- For Stay from 3 to 5 days: Rs. 100/-
For Stay above 5 days: Rs. 200/-

All are requested to make the necessary payments and settle


their dues before leaving.

Other facilities: The facilities of the NADT library are available to all
the resource persons and participants. The library has about 40,000
books on various subjects. Any participant may take two books at a
time and are requested to ensure that the books are returned before
the end of the course. The C. C. Ganapathy Indoor Complex that
houses a Health Club and facilities for other indoor games is open to all
resource persons and participants from 06:00 PM - 09:00 PM.

NB : Participants are requested to please switch off their


mobile phones in the lecture hall. NADT also has renovated
archives that depict the rich history of training in the Income Tax
Department. All are requested to visit the archives.
