Taft marked its

111th founding
anniversary
TAFT, Eastern Samar Series of activities marked the 111th year founding anniversary of this town, considered one of the
trade centers of the province.
The founding anniversary, celebrated
last October 23, was described by its young
mayor, Marian June Libanan, as a phase for
the town to move forward.
The town, named after US President William Howard Taft, has a population of more
than 18,000 spread on its 24 villages and is
growing fast as one of the trading centers of
Eastern Samar.
To mark its 111th founding anniversary, series of activities were lined up to
enliven the celebration.
Among the activities conducted include the holding of a tree planting and
the Tubignon Festival with the search of
Miss Taft 2014 as a highlight.

alert for Undas
TACLOBAN CITY Police authorities in Eastern Visayas is in full alert status in connection with the commemoration of All Saints Day and All Souls Day in the region.
In a press statement released from the Police Regional
Office 8, Regional Director Henry Losanes assured the people of the readiness of his men to intensify the security and
police visibility particularly in strategic areas where many
people are expected to gather such as cemeteries, bus terminals, churches, airports, seaports, malls, resorts, among
others.
Thousands of PNP personnel were deployed in 212 cemeteries in the region including in mass grave areas where the
victims of typhoon Yolanda were burried. Police Assistance
Desks/Centers were also established in strategic areas.
Police Superintendent Carlo M. Centinaje, OIC of the
Regional Police Community Relations Division said that

was also conducted as well as the Peoples Day wherein different services
were availed by the people.
Construction of a new public market and a farm-to-market road were
also inaugurated.

-The Department of
Labor and Employment
(DOLE) is strengthening
on the implementation of
laws on child labor, particularly in Eastern Samar,
alarm on the increasing
number of children forced
to work at their young age.
According to Exequiel
Ronie Guzman, assistant
regional director of the
DOLE-8, Eastern Samar
appeared to have the highest number of child labor
cases.
Based on their data
covering the period of
February to April, 2013,

there were 1,389 children

who are working under circumstances that made their
department classified them
as child workers.
Guzman also said that as
of this year, they have monitored four cases of child labor in the province.
The labor official said
that poverty remains to be
the main reason why cases
of child labor exists in Eastern Samar, considered to be
one of the most depressed
provinces in the country.
Parents require their
children to work instead
of attending school to gain

income for the family and

this is considered as child
labor, said Guzman.
As stated in Article VIII
of R. A. No. 7610 otherwise
known as the Special Protection of Children Against
Child Abuse, Exploitation
and Discrimination Act
on Section 12, children below 15 years of age shall not
be employed except when a
child works directly under

the first year anniversary of supertyphoon
Yolanda that barreled Eastern Visayas.
The Agriculture Secretary will be joined
by Senator Cynthia Villar who chairs the

CLEP offers employment

opportunities for men who
lost jobs after Yolanda
TACLOBAN CITYAfter Tacloban was
destroyed by supertyphoon Yolanda, part of
its rehabilitation and recovery program to help
the survivors, the city
government through its
Comprehensive Livelihood Entrepreneurial
Program (CLEP) now
offers classes specifically
for men, Councilor Cristina Gonzales Romualdez, who is the CLEP
founder.
According to Councilor Cristina, the demand for jobs escalated
since many establishments shut down after
the city experienced the
devastation with the fathers, who are considered the bread winners
in a family, were left with
nothing to sustain the
daily needs of their respective families.
By equipping our
men with skills they
can easily look for in
demand livelihood jobs
that can sustain his family, the wife of Mayor Alfred Romualdez said.
With the boom of
construction projects in
the city a tie-up program
with the Technical Education and Skills Development Authority (TES-

DA) for accreditation

purposes the city opted
to offer more classes on
masonry, electrical installation maintenance,
carpentry,
painting,
heavy equipment and
plumbing.
Previously CLEP is
known to most Taclobanon as the Cristina
Learn & Earn Program,
its a livelihood program
of Mayor Romualdez.
Thousands of women have already availed
the CLEPs various programs.
With the need to harness survivors of Yolanda to its needs, around
50 men graduated on
its first batch of classes
which started last August.
On-going
CLEP
classes likewise also offer
reflexology, cosmetology, haircutting and food
processing for women.
What is good about
it, Councilor Romualdez added, is that CLEP
graduates are accredited
by TESDA which means
they can work locally and
abroad.
Ready toolkits are given likewise by said agency. Its a 10-day whole

host a K-Pop Dance Competition next month which is open
to all Filipino talents.
Interested
participants
must sign up as a team and the
team categories include high
school, college and adult teams
and there is no limit on the
number of teams participating
from a certain school.
Each team is required to
prepare the songs used for the
dance contest and is limited
only to K-Pop Songs and the
participants shall submit the
songs on the day of the audition.
Audition is set on November 5 until November 7

This is a verified petition for

the Adoption of minor JEIREX
L. SILVERO filed by petitioners
spouses Rex A. Amoyan and Angelina S. Amoyan. The petitioners
allege, among others, that they
desire to adopt Jeirex L. Silvero
who was born on January 13, 2009
at Barangay Cabadjangan, Laoang, Northern Samar, who upon
his birth, was taken into custody
by the former from his biological
parents, Geronimo D. Silvero and
Nancy L. Silvero; that the petitioners, due to their eagerness to take
the custody of the child, and upon
the voluntary consent of the latters biological parents, registered
the child as Jeirex S. Amoyan as
reflected in the Certificate of Live
Birth, also have the child baptized
in accordance with the catholic
rites as it appears in the Certificate
of Baptism; that the Certificate of
Live Birth issued to the subject
child be reverted back so that his
name be registered in the Civil
Registrar of the place where he was
born at Barangay Cabadjangan,
Lao-ang, Northern Samar reflecting therein the biological parents
of the subject child. Petitioners
prayed that after due notice, publication and hearing and submission
of the favorable recommendation
of the home study and case study
reports, the petition be approved
allowing the petitioners to adopt
minor child Jeirex L. Silvero.
Finding the petition to be sufficient in form and substance, set
this case for hearing on January 21,
2015, at 8:30 oclock in the morning
at the Session Hall of this Court.
Any person having or claiming any
interest in the adoption of minor
Jeirex L. Silvero may, within fifteen
(15) days from notice of the petition or from the last date of the
publication of this Order, file his/
her opposition thereto.

EDITORIAL

Death and beyond

THE month of November begins with the celebration
of the Solemnity of All Saints and the Commemoration
of All Souls. These are celebrations that remind us of the
wonderful reality that our life is not just limited by our
earthly space-and-time existence, but has other dimensions that we often take for granted.
We have to be wary of our tendency to get stuck to the
here and now, and to be so immersed in the drama and
game of our earthly life that we fail to realize there is a lot
more beyond what we have here, what we do and say now,
what we are at present.
We may create all sorts of problems and chaos in this
life, all kinds of ugliness. But, hey, there is hope! Christ
has redeemed us with his death! Sin and death have their
sting removed. Let us learn to see beauty in all the chaos
and ugliness of our present, and attain redemption in our
seemingly hopeless predicament.
Lets remember that Christs all-powerful and never-fading work of redemption that culminated on the
cross, can take on anything that we say, do or are, whether
it is something good or something bad.
What is simply needed at the very least is our openness
to the merits of Christs redemptive work by not putting
obstacles to them or resisting his will and commandments. We may still commit errors, but if done in good
faith, there is still hope. Christ will repeat what he said just
before he died: Forgive them, Father, for they know not
what they do.
These celebrations on November 1 and 2 should expand our awareness that we belong to the family of God
whose image and likeness we are and whose children we
also are. As such, we are not meant to live in time alone,
but also in eternity, not here on earth alone, but also in
heaven.
We need to be more aware of our duty to seek sanctity in the middle of our earthly concerns. Even more, we
need to be skillful in carrying it out. This duty, in so many
words, is combining our earthly concerns with our eternal
goal.
To be sure, this duty is doable, and not a fantastic job
that exists only in our dreams and intentions. God himself guarantees that it be practicable and attainable. It is
his will and he has given us all the means to achieve it,
including giving himself to us in Christ, in the Holy Spirit,
in the Church and the many instrumentalities the Church
provides us.
There is nothing in our life that cannot be sanctifiable.
What matters is that we relate everything to God, whether
it is something good, for which we ought to be thankful, or
something bad, for which we have to be sorry.
Even our sins, if repented, can be a tremendous trigger
for grace to be showered on us. We, of course, should try
to avoid sin which is actually a matter of increasing our
love for God and for others.
Thats because where there is true love, temptations and
sin would find it hard to get into our mind and heart. We
therefore have to learn to love with the love of God which
is the true source of love. We have to try our best to keep
it alive all the time.
But to be realistic, we know that given our human condition, even our best efforts at loving cannot keep us from
not sinning. We always fail somewhere along the way,
and end up having to say sorry. And so, lets just be humble enough to make it a habit to make acts of contrition,
atonement and reparation.
As to the reality of death, lets not be afraid of it. Lets
remember that in the beginning, we were not meant to
die. Death came as a consequence of sin. But with Christs
redemptive work, death now becomes a transition to our
eternal life with God.
Humanly speaking, it causes grief. But if seen from the
point of view of our Christian faith, it is a great moment of
joy, since it is our time of deliverance, our entry into true

Halloween is hence perceived to mean the night of
the dead or, in a scarier notion, the undead. Is it
proper to think of the eve of the holy ones as the
night of the diabolic which stirs so much euphoria
among party-goers with all the props and costumes
to flaunt?
The time must have come to place things in proper perspective. There are communities in Philippine
society which are pushing for the right way of celebrating or at least observing the Halloween and give
the correct attribute to the name.
Very recently, the Catholic Bishops Conference of
the Philippines news portal posted reports about
groups of individuals who are initiating moves to
bring back the real meaning of the All Hallows Eve
(Eve of Hallows). Instead of riding on the truck of
festive spooky parties, the people in academic institutions in Central Luzon and the Archdiocese of
Cotabato are rather lending a religious passion into
the All Hallows Evening. From the traditional outfit of
the satanic creatures of the dark underworld, they
will celebrate the vesper of All Saints Day in saints
costumes and wholesome activities that will highlight
the lives and virtues of Catholic saints.
Robby Tantingco, Holy Angel Universitys vice
president for external affairs spoke in an interview
with CBCP news of his opinion on lending a true
meaning to Halloween, stressing on the original intent of Halloween that is to celebrate the saints, not
the devils, because it is the night before All Saints
Day. He opined that by the customary freaky prac-

tice, the people allow the dark spirits to take over

the themes and images of the celebration of what is
supposedly a Catholic holy day.
Cotabato Auxiliary Bishop Jose Collin Bagaforo in
the CBCP news underscored the rationale in such
overturn, contending it will inspire the lay faithful, especially the youth, to learn from and emulate
the examples of the Churchs super heroes whose
sanctity has earned them the privilege of beatific vision. He added that this aims to do away with the
Western-influenced tradition of scary pranks and bizarre costumes many Filipinos are used to seeing
during Halloween with its focus on the paranormal
and reemphasize the message of All Saints Day and
All Souls Day.
Is it not wiser to rather consider celebrating the
Halloween with religious fervor than with the creepy
mundane tradition? The source of life if the Hallowtide is spiritual, sources claim, such being in the triduum covering the annual Western Christian observances of All Hallows Eve (Halloween), All Saints
Day (All Hallows) and All Souls Day, which last from
October 31 to November 2. This will not only give a
positive reflection on death but will make an experience that is blissful and divine.

DENR official asks public

support on fight against
illegal cutting of trees

CITYThe Department of Environment and Natural Resources in Eastern Visayas
(DENR-8) is soliciting
support and participation
from the public on its fight
against the illegal cutting of
trees in the region.
DENR-8 Regional Executive Director Leonardo
Sibbaluca told reporters in
an interview that community participation is crucial
to its determined efforts in
the fight against illegal cutting of trees.
Sibbaluca said that he
ordered his men in the field
to install checkpoints in
strategic areas in coordination with law enforcers to
check the illegal cutting of

trees and the transport of the

illegally cut lumber following
reports from concerned individuals of timber poaching
and transport of illegally cut
lumber in some areas.
We are intensifying our
efforts to discourage the unscrupulous individuals to
engage in timber poaching
and the transporting of illegally cut lumber and in the
process we are protecting the
standing trees in the forests,
he said.
He admitted that at present there is a high demand
for lumber materials to reconstruct damaged houses
by super typhoon Yolanda of
last year.

UNHCR delivers fresh batch of non-food items

in areas in Eastern Visayas hit by Yolanda
TACLOBAN CITYThe United Nations High
Commissioner for Refugees (UNHCR) started
distributing on October
13 thousands of core relief items to priority areas
in this city as part of its
on-going recovery assistance.
The UN refugee agency began its distribution
of 4,000 hygiene kits
comprised of toiletries,
wrap-around
clothing
and undergarments in
four transitional shelters
in the north of the city
where 372 displaced families from the hardest-hit
communities of the San
Jose district are temporarily relocated.
The hygiene kits will
be apportioned across
the agencys sub-offices in
Ormoc City in Leyte and
Guiuan, Eastern Samar
for subsequent distribution in the coming days.
The delivery of these

core relief items from

the UNHCR is primarily
linked to their global protection mandate in situations of displacement resulting from conflict and
natural disasters.
These hygiene kits
help improve the water
and sanitation conditions
for displaced families in
their new and temporary
relocation sites by mitigating risks of certain diseases, said Eilish Hurley,
UNHCR associate protection officer in Tacloban.
Earlier this year, the
UNHCR completed its
distribution of emergency
core relief items such as
tents, plastic sheets, blankets, jerry cans, kitchen
sets, solar lanterns and
other essential non-food
items across three regions
in the central Philippines.
To date, and since November last year, we have
delivered core relief items
to more than 700,000 of

the most vulnerable of the

affected populations including those in far-flung
areas, Hurley added.
Meanwhile, the International Organisation for
Migration (IOM) coordinated with UNHCRs protection team to bring their
energy-efficient
charcoal-fueled stoves to these
priority areas.
The UNHCR is also set
to distribute another batch
of solar-powered lanterns
later this year. Solar lanterns are regarded as one
of the most innovative relief items in the agencys
operations, lighting up
communities to help the
safety and security of families.
UNHCRs emergency
and recovery efforts are
part of an inter-agency
humanitarian response to
typhoon Haiyan in coordination with government
