national technical standards on air quality, submitted by the General
Department of Environment and the Legal Department for approval
and issued under the Circular No.
2009/TT-BTNMT dated

1. GENERAL PROVISIONS

1. Scope of application
1.1.1 This standard regulates the limit values of basic parameters
including SO2, CO, NOx, O3, suspended dust and dust PM10 (dust
<=10 m) and Pd in the ambient air.
1.1.2 This standard is applied to evaluate the ambient air quality
and supervise the air pollution.
1.1.3 This standard is not applied to evaluate the air quality in scope
of production enterprise or indoor air

1.2. Interpretation of terms


In this Regulation the following terms are construed as follows:
1.2.1. On an hour average: The arithmetic average of values
measured during one hour for measurements made more than once
in an hour, or value of measurement made once during an hour.
The average value measured for several times during the 24 hour
(one day) period under certain frequency. The highest average
value among values measured during the 24 hour period in
comparison with the limit values specified in Table 1.
1.2.2. On 8 hour average: The average arithmetic of values
measured during the continuous 8 hour period.
1.2.3. On 24 hour average: the arithmetic average of values
measured during the 24 hour period (one day/night).
1.2.4. On annual average: the arithmetic average of the average
values of 24-hour period measured during one year.

2. TECHNICAL PROVISIONS
Value limit of the basic parameters of the ambient air is provided in
Table 1.

3. METHOD OF DETERMINING
Analysis methods for the determination of the air quality
parameters shall comply with national standards or respective
international standards:
- TCVN 5978:1995 (ISO 4221:1980). Air quality. Determination of
mass concentration of sulphur dioxide in ambient air. Thorin
spectrophotometric method
- TCVN 5971:1995 (ISO 6767:1990) Ambient air. Determining the
mass concentration of sulfur dioxide. Tetrachloromercurat (TCM) /
Pararosanilin Method.
- TCVN 7726:2007 (ISO 10498:2004) Ambient air. Determination of
sulfur dioxide. Ultraviolet fluorescence method.
- TCVN 5972:1995 (ISO 8186:1989) Ambient air - Determination of
the mass concentration of carbon monoxide - Gas.
- TCVN 7725:2007 (ISO 4224:2000) Ambient air. Determination of
carbon monoxide. Non-dispersive infrared spectrometric method.
- TCVN 5067:1995 Air quality - Weighing method for determination
of dust content.
- TCVN 6138:1996 (ISO 7996:1985) Ambient air. Determination of
mass concentration of nitrogen oxide.
- TCVN 7171:2002 (ISO 13964:1998) Air quality. Determination of
ozone in ambient air. Ultraviolet photometric method.
- TCVN 6157:1996 (ISO 10313:1993) Ambient air Determination of
ozone in ambient air.
- TCVN 6152:1996 (ISO 9855:1993) Ambient air - Determination of
the particulate lead content of aerosols collected.
4. IMPLEMENTATION
This Regulation applies in replacement of Vietnam standards TCVN
5937:2005 - Air quality - ambient air quality standards promulgated
with the Decision No. 22/2006/QD-BTNMT dated December 18, 2006
by the Minister of Natural Resources and Environment regarding
compulsory application of Vietnamese environmental standards.

Where national or international standards on analysis methods


cited in this Regulation is amended, supplemented or replaced, then
the new ones shall apply.
