A bill for an act to revitalize the Knox Grammar School Army Cadet Unit
through introduction of the Three Cs, Conscription, Commissars and
Cannons and other key policies.

Overview
This bill is intended to revitalize the KGSACU through various manners, specifically relating to the
general participation and moral within the recruits. This Bill will allow the implementation of
changes which hold the main objectives of increasing participation, promoting a positive outlook of
cadets and extending cadets beyond a simple co-cirruclar activity. A key part of this bill is the
introduction of conscription, commissars and cannons, along with various other sections.
Preamble
The KGSACU and thus the school, would receive positive impacts from the introduction of the Cadet
Revitalization Bill. Currently the numbers in the KGSACU are dwindling, with the number of
continuations falling. There is a recurrent issue of students bludging cadets throughout the year.
Also the Cadet Unit is restricted in its activities through their limited access to certain equipment and
time slots. It is imperative to revitalize Knoxs Cadet Unit and ensure that the Unit continues to be
the best. Through this bill revolutionary changes will be instigated. There will be an introduction of
conscription where every student of Knox, except Yr 9, will be expected to be part of the KGSACU.
This Knox Service Act will cause a huge boost numbers and naturally to maintain quality, reviewing
officers must be appointed. Commissars is another key implementation which deals with the quality
of the unit, ensuring that everyone fulfills their role. Finally every unit deserves proper access to all
required equipment. It is thus essential to introduce cannons, necessary educational tools to teach
students life skills and to ensure the KGSACU has the resources to become superb.

Section I- Conscription
Conscription will be introduced that will entail the following procedures:

Commissars
a. All Commissars will be appointed or removed by the Supreme Council
b. One Commissar will be present in every platoon, company and the Unit overall
Powers of Commissars
a. Can veto the decision of the commander of the unit that the commissar is attached
b. Can use any form of corporal or non-corporal punishment on any member of the
unit the commissar is attached to if the individual is found to be in breach of rules
(to be determined by the commissar) within reason
c. Can report on the commander of the unit the commissar is attached to a commissar
of a higher level
d. Commissars can temporarily suspend commanders that are one level below the
level they have been assigned to if the commissar on that level requests it (i.e. a
Company Commissar can suspend a Platoon Commander if his Platoon Commissar
requests his suspension) and report to the Commissar Council for review
Reviews
a. Upon the suspension of a commander the Commissar Council will review the
incident and conduct inquiries to ascertain the situation
b. The commander will either be reinstated, demoted or removed from the KGSACU
after the review by decision of the Commissar Council
c. If Commissars are found to be abusing the temporary suspension system, then the
Commissars will be punished or even removed by the Supreme Council

a. The Commissar Council will consist of the Regimental Commissar, 2 Platoon
Commissars and 2 Company Commissars

Funding will be provided through the Defence fund which will take money from the Building
Fund

2) Punishment of Rebels
a. Will be cited as re-education
b. Punishment will vary depending on the severity of the rebels crimes
i. Can be determined by a commander or commissar
ii. Warning will be issued for the first offence
c. Applications for capital punishments must be reviewed by the Supreme Council
3) Re-offenders
a. Rebels that re-offend again after receiving a warning will be fire out of a cannon
i. If not feasible, a cannon ball will be fired at the rebel
b. The body of the rebel will be lynched and hung from the trees on the main drive
4) All Commissars and members of the Supreme Council are exempt from this section
ii. The KGSACU will be equipped with bombs, planes, guns and cannons
b. The KGSACU will engage in guerilla warfare against the Australian Army
i. All members of the KGSACU will be educated by previous Vietcong members
Conclusion
This bill will ensure necessary changes in the Knox Grammar School Army Cadet Unit. This proposal
will ensure that the KGSACU will become the greatest cadet unit in the history of mankind. The
participation of students will skyrocket. The exertion of discipline and respect for rank and the unit
will also increase exponentially. The quality of cadets will be enforced by Commissars while the
numbers will be maintained by the Knox Cadet Service Act. The equipping of equipment will prepare
the KGSACU and the punishment of rebels will iron out any impurities of the unit. By combing the
KGSACU with the entire day of schooling, there will be far greater opportunity to teach and shape
cadets. Finally there will be a broadening of horizons as the KGSACU seeks to expand. This bill will
revitalize the KGSACU, and this is a change that must be instigated.
