Notice Inviting Proposal from Ministrys empanelled consultant
The Executive Engineer, National Highway Division, Ahmedabad on behalf of
Ministry of Road Transport & Highway Government of India , invited online bids from
Consultants empanelled by MoRT&H to take up preparation of feasibility report for the
work mentioned in the table given below.

The work details in the table given below. The bidder is advised to examine
carefully all instructions including addendum/amendments to ITB, conditions of
contract, contract data, forms, terms, technical specifications, etc. in the Bid
Document.

Bidding Documents is available online on website MORTH portal https://www.

morth.eproc.in and e-tendering portal of MORTH https://www.morth.eproc.in
from 14/11/2014 to 02/12/2014 up to 16.00 Hrs.
Bids must be accompanied by non-refundable tender fee as indicated in Rs.
12,000/- (Rupees Twelve Thousand Only), in the form of Demand Draft in favour
of "Executive Engineer, National Highway Division, Ahmedabad, payable at
Ahmedabad from any Nationalized/ Scheduled Bank except Co-operative Bank.
Demand draft issued after the date of submission of Bids i.e. dt. 02/12/2014 will
not be considered or accepted. Last date of paying tender fees is dt. 08/12/2014
during office hours i.e. 18.10 hrs.
The Applicant shall furnish as part of its consolidated Proposal, a bid security of
Rs. 2,50,000/- (Rupees Two Lacs Fifty Thousand Only). The EMD should be in
the form of FDR/Bank Guarantee from any Schedule Bank, in favour of
"Executive Engineer, National Highway Division, Ahmedabad" from any
Nationalized / Scheduled Bank except Co-operative Bank shall be valid up to 365
Days. FDR/Bank Guarantee issued after the date of submission of Bids i.e. dt.
02/12/2014 will not be considered or accepted. Last date of paying tender fees is
dt. 08/12/2014 during office hours i.e. 18.10 hrs.
RFP must be submitted online only at https://www.morth.eproc.in on or before
02/12/2014 (up to 18:10 hrs IST). RFP transmitted through any other mode shall
not be entertained.
Instructions to applicants regarding e-tendering process:
The interested applicant can download the RFP from e-tendering portal of the
MORTH https://www.morth.eproc.in. The detailed procedure regarding etendering may please be seen at Annexure-X.
The applicants have to submit their bids including scanned copy of Bid Security
online in electronic format with Digital Signature.

No proposal will be accepted in physical form except RFP document fee and Bid
Security.
The applicants have to submit their tender fee and Bid Security in hard copy
(original) by speed post/register post A.D. on or before 18:10 hours on
08/12/2014 at the Office of the Executive Engineer National Highway
Division, Block C, 7th Floor Bahumali Bhavan, Vastrapur, Ahmedabad
380052 (Phone No. 079-27910992). In case the tender fee and Bid security is not
received within specified time, the Bid shall be considered non responsive and
shall not be downloaded/evaluated.
Before submission of online bids, applicants must ensure that scanned copy of all
the necessary documents have been attached with bid.
Government of Gujarat, National Highway Division, Ahmedabad shall not be
responsible for delay in online submission due to any reason whatsoever.
All documents/papers uploaded/submitted by the bidder must be legible.
All rights of bid acceptance & rejection are reserved by Authority without any
reason and explanation.
For any amendment/corrigendum will be upload on portal of
(https://www.morth.eproc.in). Bidders will bound to follow all amendment/
corrigendum and requested to check portal (https://www.morth.eproc.in) regular
basis. Before the date and time of submission the tender.

E-TENDERING INSTRUCTION TO APPLICANTS

The complete bid documents can be viewed / downloaded free of cost from MORTH
portal https://www.morth.nic.in or e-tender portal of MORTH https://www.
morth.eproc.in. within time period as specified in para 2 above.
It is mandatory for all the bidders to have class-III Digital Signature Certificate (in the
name of person who will sign the bid document) from any of the licensed Certifying
Agency (Applicants can see the list of licensed CAs from the link
http://www.cca.gov.in) to participate in e-tendering of MORTH.
To participate in the e-tendering, it is mandatory for the bidders to get registered their
firm/joint venture with e-tendering portal of MoRTH https://www.morth.nic.in to have
user ID & password which has to be obtained.

Following may be noted
(a)
Registration should be valid at least up to one month after the date of submission of
RFP.
(b)

(d)
If the firm / joint venture is already registered with e-tendering portal of MoRTH,
NHAI, BRO and validity of registration is not expired the firm is not required for
fresh registration.
