Article 1, Section 8, defines property rights and federal limits. It defines parameters under which the federal government may obtain property from its creators, the states: There is no legislative evidence the State of Nevada or any
other western state ceded the land within its borders to the federal government. Therefore, the federal clam to 87% of
Nevadas and the Bundys land is a sham. Comparison of property owned by individual states on the eastern seaboard and Middle America as opposed to western states reveals the federal government violates the following passage in Article 1, Section 8, of the constitution, which states
To exercise exclusive Legislation in all Cases whatsoever, over such District, (not exceeding ten miles square) as
may, by Cession of particular States and the Acceptance of Congress, become the Seat of Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the
State in which the Same shall be, for the Erection of forts, magazines, Arsenals, dock-yards, and other needful buildings.
At the moment of Statehood the constitution mandates the land inside the new state is no longer U.S. Territory, It
also mandates Congress and other federal agencies have no authority to dispose of the land or make any rules or
regulations respecting to it. At this point, it becomes the right and duty of the people of the State to dispose of and
regulate all the lands within its borders thus satisfying the constitutional mandate of a republican form of government,
for the people, by the people.
Previous congresses have enacted legislation authorizing departments the constitution prohibits. Current examples
are the Environmental Protection Agency, Bureau of Land Management, Department of Education, and the Department of Health and Human Services et al. In context, the Bundy crisis in April 2014 reveals the property 53 ranchers
owned was wrongfully and unlawfully stolen by the Bureau of Land Management (BLM) and other unconstitutional
federal agencies. Clivan Bundy is the last man standing.
The BLM continues to try to destroy the Bundy Ranch. This time it is declaring the area in which the ranch exists an
Area of Critical Environmental Concern. This is the BLMs way of going around congress and declaring the Bundy
ranch a wilderness area. This is another example of unelected bureaucrats pushing people off their land using administrative closures to create wilderness areas without congressional approval.
On Friday October 10, 2014, a Notice in the federal registry revealed the BLM/EPA is mounting retaliatory actions
against the Bundy family and the people of Southern Nevada. .Vol. 79, No.197 Notice, outlines plans to make the
Bundy ranch and most of Southern Nevada, Areas of Critical Environmental Concern (ACECs). These proposals
become federal law without consent of congress, the Nevada State legislature or the people of Southern Nevada 90
days from October 10, 2014.

Areas of Critical Environmental Concern (ACECs) are human restricted management areas. ACECs are a tool used
by the federal government to gain further control of large masses of western lands and resources. As proposed,
nearly 3 million acres in Southern Nevada will be locked away from the people. The 33 ACECs cover Southern Nevada totaling 1,739,795 acres. Twelve of the two existing ACECs will be expanded to include
Big Spring Valley 79,958 Muddy Mountains 228,297 acres
Bitter Spring 61,840 Old SpanishTrail 51,449 acres
California Wash 11,998 Opel Mountains 77,410 acres
Gale Hills / Lovell Wash 4,788 Pahrump Valley 41,770 acre
Grapevine Springs 202 Pahrump Valley to McCullough 274,061 acres
Highland Range 53,015 Perkins Ranch 408 acres
Hiko Wash 708 South Bare Mountains 87,692 acres
Ivanpah Valley 3,134 South Newbury Mountains 26,877acres
Invanpah Valley 289,599 Specter Hills 6,603 acres
Jean Lake 12,692 Devils Hole Hills 283,538 acres
LaMadre (North & South) 2,431 Spirit Mountain 9,488 acres
Lava Dune 623 Stewart Valley 5,204 acres
Logandale 8,118 Stuart Ranch 278 acre
Lower Mormon Mesa 66,353 Stump Spring 126,952 acres
Mesa Milkyetch 9,183 Upper Las Vegas Wash 22,244 acres
Moapa / Mesquite 2,219 Valley of Fire 131,378 acres
Mt Schader 285 Mormon Mesa 167,594 aces
Virgin River 8,500 Whitney Pockets 160 acres
Armagosa Mesquite 9,650 Arden Sites 1,142 acres

Gold Butte 346,895 Keyhole Canyon 446 acres
Hidden Valley 3,356 Piute / Eldorado 352,159 acres
Rainbow Gardens 39,366 Red Rock Springs 683 acres
River Mountain 11,029 Stump Springs 646 acre
Totaling 2,767,941 restricted acres.
This is a direct assault on the State of Nevada and its people. It is also deliberate retaliation against Nevadans for
standing against the thugs of several federal agencies at the Bundy ranch.
People who live under federal rule have no say to what happens in their own backyards. They have no republican
form of government. Their lives are controlled by decisions made by federal bureaucrats in Washington D.C. who
have no responsibility to the people. There is no practical or legal way to hold them accountable. These federal
agencies use the lands as their own suppressing the rightful stewards in direct violation of the U.S. Constitution.
The boldness of the federal government's timing and action on these matters is astonishing. They are making the
case they are willing to use federal power to punish the local people. Harry Reid's declaration "This is not over" is
proving to be uncharacteristically accurate.
Before the Bundy ranch standoff, there were approximately 1 million acres of ACECs in Southern Nevada. Since the
Bundy standoff, the BLM is proposing an additional 1.8 Million acres (a 280%increase) all of which just happens to be
in Southern Nevada.

History is replete with examples of tyrants oppressing people by controlling land and resources. There is a direct correlation to land and resources and power and wealth. It is self-evident that certain men within our government understand this and have implemented age-old tactics to enslave the people of this country. Senator Harry Reid and his
son are the most recent examples.
The founding fathers understood the nature of man and drafted the Constitution to protect us from despotic men.
They limited the powers of government by outlining what lands the federal government can control and how to procure them Their intent was to disperse the land and resources to the states and local people, where it is most safe.
The Bundy family has lived on the land it occupies for 137 years. They have a right to preemptive property water and
grazing rights. I went to the Bundy Ranch in April of this year to protect those rights. I showed up in response to federal goons drawing down on unarmed civilians I refuse to allow the free speech zones those federal thugs sought
to establish.
Property rights and liberty are synonymous Millions of veterans myself included did not fight for other peoples freedom to come back to this. I personally thanked Mr. Bundy for standing up for the constitution so many of us have
fought and died for. The hug I received in return confirmed the common bond and love of liberty we share.
The people of Floridas Third District did not send you to Washington to abrogate your oath and responsibilities to
Harry Reid, his son and the UN Agenda 21 loving bureaucrats behind this plot. This issue should be as important to
you as it is to the western state delegations fighting federal tyranny. The legal and rightful control of the land belongs
to the local people; the land within the State must be returned to people. It is time to protect the preemptive property
rights of the people.
I want you team up with your fellow legislators and use the power of the purse to stop the illegal departments congress is supposed to oversee but does not. I had no problem arming myself, going to Nevada and standing up for Mr.
Bundys and every Americans rights the first time. I will do it again if necessary. Therefore, this communication
serves as a demand that you and your fellow travelers uphold your oath and fix the aforementioned problem or we
will do it for you. This tyranny has to stop.
Yours in the bill of Rights,
