Accidental Conspiracy

The Soviets had long understood the powerful biological impacts of radio
frequency (RF) and microwave (MW) technologies. In the early 1950’s they
were becoming increasingly aware of the non-thermal bioeffects from
microwaves. Despite the chill of the cold war they asked to meet with US
scientists to discuss their concerns. Finally in the midst of the New Mexico
desert at Sandia Labs in 1952 a group of visiting Soviet scientists had warned
a symposium in the US about the bio-effects they had observed from low-
level microwave radiation. The US scientists were incredulous and in their
hubris scoffed at the idea that non thermal levels of microwaves could have
any health effects and the meeting promptly ended.

Six months later, half way across the world a more sinister meeting was
taking place.

Moscow Signal
It was a bitterly cold night in late February 1953, as a small team of
microwave technicians and several KGB agents sat huddled in a small hotel
room across the way from the US Embassy in Moscow. As one of the
technicians assembled the apparatus with a gun-like projectile merging out of
a concave shaped dish four feet across, another connected the power cords
and fiddled with the dials that would control the signal aimed at the massive
façade of the US Embassy. Within minutes a constant spray of microwaves
would be penetrating dozens of glass windows across the massive stone
structure, filling the building with invisible fields of microwave radiation.

The clandestine activation of what became called the “Moscow Signal” would
mark the beginning of a twenty-three year undetectable assault on the
diplomatic staff of more than 1800 representing the US State Department.
According to the famous Lilienfeld Report, the embassy staff would be
bathing in a constant field of radio waves for about fifty hours per week that
measured between 20 and 100 microwatts. These are levels well within the
US safety standards today.

It would be another dozen years before the US Government uncovered this


covert operation and not until 1976 before the US Embassy staff would finally
be informed. But it would be too late for the three ambassadors, who had
served in Moscow. All three died of cancer, two of adult leukemia, which is
strongly environmentally-linked. It would be too late for the hundreds of other
embassy employees, who fell to a variety of cancers, including breast,
prostate, brain, lymphoma and leukemia reaching the alarming rate of eight
times the expected mortality rate! It would be too late for more than half the
staff who suffered chromosome damage from the menacing rays.

But the Lilienfeld report that recorded these impacts was quickly classified
and never released to the American public. In fact, Lilienfeld himself fell ill
and was unable to write the conclusion to the report. Instead the State
Department completed it and assured the embassy staff that their health
problems were not related to the microwaves from the Moscow signal. Still
twenty years later in separate studies, John Goldsmith an Israeli scientist and
Anna Liakouris obtained the Lilienfeld data and published the stunning
connection of severe health effects to low levels of microwaves that are well
below US safety standards. While Goldsmith found high rates of Leukemia,
Lymphoma, breast and other rare cancers, depression and suicide; Liakouris
found what is called a collection of symptoms called Microwave sickness,
which included fatigue, memory loss, concentration, headaches, sleep
disturbances, heart problems, dizziness and high levels of anxiety.

Ironically about the time the Moscow Signal was finally turned off, another
more powerful signal was turned on. On the US Bicentennial in 1976 a new
powerful signal was heard around the world. The signal had a rat-a-tat sound
that sounded like a woodpecker and initially interfered with radio
communications almost everywhere. The Woodpecker Signal was picked up
by the BBC; US aviation channels; ham operators; and dozens of radio
stations around the world. The Soviets finally recalibrated the frequency but
the signal was traced to a 40 million watt transmitter located near Chernobyl.
The Woodpecker signal was initially thought to be over-the-horizon radar but
when Martin Zaret, an expert on the Moscow Signal, finally analyzed
Woodpecker, he found the presence of extremely low frequencies being
modulated at brain wave levels. US intelligence discovered later that the
Soviets had mapped brain wave profiles of various emotional states and then
created special modulated signals which could evoke the response in
humans. For instance, the Soviets discovered that an 8 hertz wave would
make people feel blissful, whereas 5.75 hertz would instill anger and 30 hertz
would trigger rage. Reports of strange symptoms in the US population were
rampant. Clusters of people were identified, particularly across the West
Coast of the US, where the signal was strongest. The Woodpecker Signal
persisted from 1976 to 1988.

As early as the 1950’s the US military and intelligence agencies had become
aware of the many bio-effects from microwaves, many of them useful. Even
low-level microwaves could create bioeffects that could be used to disrupt
enemy in covert, or battlefield operations. In classified studies, microwaves
could be used to create confusion, slow reaction time, create nausea and
shock adversaries in the field. They could also be used in interrogation
settings. In the 1970’s, fomer CIA chief, Stansfield Turner, testified before
Congress that the CIA project MKULTRA was set up to develop chemicals and
microwave technologies for mind control, which could be useful in field
operations and counter intelligence.

While the US still publicly denied the existence of bio-effects from low-level
electromagnetic fields, the CIA and Military had become big consumers of
microwave technologies. While the CIA hired dozens of scientists to develop
technologies for mind control, the US military scrambled to develop weapons
for combat and battlefield telemetry. But there were growing concerns within
the military as to the dangers of these low-level microwaves. The Navy knew
these invisible fields could be dangerous, even at low levels but wanted to
know exactly how low these waves could cause harm.
Somehow the Message had not Gotten Through to the other agencies:
the ones that are supposed to protect our health.

While one side of the US government recognized the power of low-level


microwaves, the other “citizen-facing’ side was in the dark. So when
scientists like Ross Adey and Robert Becker began to produce studies
showing bioeffects and health impacts from low level microwaves, their
voices went largely ignored by US agencies like the FCC and the FDA.

For many years it really didn’t seem to matter much as military and
intelligence microwave applications were thought to have little effect on the
general population. Though, that assumption later proved false and even
bigger problem was unfolding. By the mid-80’s, with the advent of cell
phones, the US found itself on the precipice of what would become the
consumer wireless revolution.

For their part, the FCC was woefully prepared to regulate public safety
standards for the new technologies. The FCC was made up mainly of
bureaucrats, engineers and physicists. There were no practicing biologists or
epidemiologists on board. How could the FCC establish safety standards as
the US Congress had mandated in the Environmental Protection Act of 1969?
They had no expertise with biological systems.

The issue of safety standards was not a new one. Back in the 1950’s the US
military had sought safety limits too.

Hermann Schwann

At the time, the US Navy was increasingly concerned about the potential
harmful effects of microwaves and turned to an ex-Nazi microwave scientist
named Herman Schwann for help. His job was to develop safe occupational
exposure limits for microwaves.
Schwann was one of many brilliant scientists who had been brought over
from Germany after WWII in Project Paper Clip. Schwann also had a
tremendous ego and a larger-than-life personality. In his famous experiments
with ball bearings and salt water, Schwann devised the formulas for
calculating the levels above which the thermal effect would begin to turn
DNA into mush. His science was deeply rooted in Maxwell’s equations, which
provide the foundation for classical physics. Schwann’s exposure standards
which ran in the 10’s of thousands of milliwatts were later proven to be
thousands of times too high. But his force of personality and insistence that
microwave radiation was only white noise compared to the earth’s magnetic
field convinced a willing military that the levels were safe.

Meanwhile the FCC had given up on setting standards themselves and turned
to two non-governmental organizations for help. One was the IEEE and the
other was ANSI. Both organizations are international organizations, comprised
mainly of standards bureaucrats, engineers and physicists - really no better
than the FCC at understanding biological impacts to humans. But the FCC
was in a bind. They finally decided rather than to establish the safety
standards for cell towers themselves; they would adopt the standards of
these non-governmental organizations, neither of which had any significant
expertise in human biology. What this meant is that the well-being and
protection of the US public was put into the hands of physicists. Our safety
from microwaves was entrusted not with biologists, or leading
epidemiologists, who were specifically trained to detect subtle biological
effects from artificial electromagnetic fields but instead; physicists and
engineers. So whatever happened to Hermann Schwan?

Well now Hermann Schwann was heading up ANSI. As you might guess the
regulations adopted by the FCC in 1985 to protect the general population
from the health hazards of microwaves were the same as those advocated by
Schwann in the 1950s. Not much had changed.
By the late 1980’s the EPA had become increasingly concerned about the
emerging science linking electromagnetic fields to health issues. In the 1970-
80’s scientists in the US like Ross Adey and Robert Becker began to discover
an array of biological effects from even very low level microwaves. Adey had
observed Calcium Efflux in chicken embryos at very low levels. Stable levels
of calcium ions in our cells and in the brain are essential to health.
Disruptions to Calcium could cause problems at the cellular level, disrupt
cognitive processes and even decrease ATP which would cause severe
fatigue. Becker had found that negative current was critical for the healing
process of surface wounds and had validated the Chinese Acupuncture point
locations using currents in his research. Becker was also beginning to use
microwaves to promote bone repair. He had found that microwaves were
ideal for causing growth. Of course microwaves could promote both benign as
well as malignant growth equally well. Other scientists like Nancy Wertheimer
in her famous studies of childhood leukemia linked extremely low
electromagnetic fields to cancer. Dozens of scientists like Henry Lai, Sam
Milham, Bawin and Blackman were finding DNA damage, cognitive effects,
neurological impacts and the list goes on.

The EPA Raises the Alarm

Finally in 1990 the EPA had had enough and raised the alarm. About forty
scientists at the EPA had serious concerns about the carcinogenic effects of
electromagnetic fields and low-level RF radiation. Amazingly, in the spring of
that year they released a draft resolution proposing the classification of RF/
EMF fields as a class B-1 probable human carcinogen. The 393 page
report titled, “An Evaluation of the Potential Carcinogenicity of
Electromagnetic Fields (EMFs)” was circulated within the Federal government
and not surprisingly raised tremendous controversy with industry groups. The
implications of having Microwave radiation classified as a probable
carcinogen lay the US Government wide open to tremendous liability and
possible lawsuits from the hundreds of thousands of military personnel who
suffered “Gulf War” type symptoms, which have been linked to radar,
microwave communications and RF weapons used in every conflict since the
Korean War. Sources say that the EPA resolution was ultimately silenced by
officials in the White House, apparently on the basis that such a classification
of RF/ EMF as a class B1 carcinogen would “scare the American public.” The
EPA draft resolution was ultimately leaked to the press but due to lack of
media interest and public attention, the public health warning fell on deaf
ears, thus opening the doors for the rapid proliferation of wireless
technologies and growth of then fledgling cellular

The Accidental Conspiracy

In a series of miscues, bungles and assorted unfortunate events the


unthinkable has unfolded. A whole nation’s population has been put in
harm’s way. We’ve been led to believe that radiation, emanating from
microwave transmitters at low-levels is harmless. We’ve heard this view for
so long that it has become part of conventional wisdom. The Federal
government tells us this; industry tells us this; and even the media by their
very silence affirms the myth. Even though many of us questioned the
potential harmful health effects from cellular phones back in the early 1990’s,
nothing ever came of it. Thus, we collectively surmise, the controversy died
off because there was really nothing to it. We’re safe. But is that the truth?

This is the story of a tragic but accidental conspiracy born out of misguided
conventional wisdom, group think, political hubris and the failings of
government agencies, acting in secrecy and within information silos, unable
to share crucial information that might have protected us. While the US
Military and national intelligence continue to use key insights from more than
1000 classified studies that demonstrate biological effects from ‘low-level’
exposures of microwaves and other electromagnetic fields to develop
weapons and interrogation technologies, more than 66 million Americans
silently suffer from the effects of commercialized versions of these low-level
fields.

The explosion of commercialized microwaves and electromagnetic radiation


utilize the very same technologies and has the same disrupted effects on our
brain, heart and intracellular communications. The cumulative effect of
chronic exposures to low-level exposures of microwaves and electromagnetic
radiation is only now, just being understood by independent scientists. But
classified military research signaling this outcome dates from the 1970’s.

While the EPA, FDA and FCC have been chartered with protecting our health
from microwares and other electromagnetic fields, they have been crippled
by the information blinders which has prevented these agencies from
knowing the extent which low-level EMF can disrupt human systems and our
biochemistry. Instead they have been inundated with Industry research that
reinforces an overly simplistic and outdated view of the science. It’s no
surprise that while 70% of studies by independent scientists show health
impacts from EMF, more than 70% of industry sponsored studies show no
connection.

Meanwhile the media is paralyzed to speak up. Why? There has been virtually
no investigative reporting on this issue and a dearth of coverage since the
mid-1990s. What happened then and why has the media gone silent?

Despite stopping all non-classified funding research on EMF health impacts


nearly a decade ago, the US government continues to deny any connection
between low-level exposures to microwaves and electromagnetic fields.
Though scientists have identified seven different hypotheses of how low-level
(non-thermal) EMF can disrupt our body chemistry. Why isn’t Uncle Sam
investigating these pathways?

An unwilling Government, a silent media, an aggressive trillion dollar wireless


industry: this is a perfect formula for disaster and it sounds all too familiar. A
government unable to share crucial information between agencies, a media
not paying attention and the political forces imposed by commercial self-
interest seem eerily like the forces that allowed US intelligence to miss the
undeniable signs of the 911 terrorist bombings and NASA’s handling of the
“Challenger’ launch, despite clear evidence that the “O” rings were destined
to fail.
When it comes to pubic health, we depend upon importantly on our federal
and local governments and the media to keep us safe. But what happens
when these institutions miss the truth, when they fail to warn us? Even more
disturbing, what happens when these institutions inadvertently keep us in the
dark, even if the consequences were unintended – or accidental? In the
following story, we will experience the harsh reality and the cruel irony of
why millions are suffering ill health at the hands of friendly fire from the very
institutions we depend upon to protect us. This is the story of how an
unwilling government and a silent media will bring down more than a
generation by friendly fire.
