Subject: Addendum - Budget-Troy Public Broadcasting TV5

Members of TV5s Board of Directors attended the Budget Committee meeting on Tuesday,
November 18 only to discover that the meeting was not an open forum. In light of that, we
submit the following additional information for consideration before a final vote is taken on the
75% budget reduction.
We are concerned that there is a perception by some that coverage of City meetings can be
accomplished with the one-time purchase and installation of equipment in the City meeting
rooms, negating the need for TV5 support. Our experience in the filming, recording and editing
process is that it is quite complex; certainly not professionally accomplished without proper
training and a considerable amount of time. Does the City have staff adequately prepared to carry
out these operations, and at what cost?
As outlined below, TV5s coverage of events that are important to the citizens of Troy and
outlying areas extends far beyond City meetings alone. Without continued support at 2014
budget levels from the City of Troy, it is likely TV5 will have to cease operations altogether.

After 36 years, Troy Public Broadcasting has become a permanent fixture in the Troy
Community. We hope to bring more quality services to the community in the future and look
forward to serving the community for a better tomorrow. In light of the planned station budget
cuts for 2015, we would appreciate a re-examination of those plans.
Mayor Beamish promotes our motto in Troy as "Where Civic Pride is City Wide." Governed by
its parent company, Troy Communications Center, Troy Public Broadcasting and the elevenmember Board of Directors and staff share in this pride and remain committed to providing a
vital service to the Troy Community as well as outlying areas in the Western Ohio Time-Warner
Cable viewing area.

The Past
o Since its inception in 1977, Troy Public Access has experienced many changes. In
recent years especially, the station operations endured some challenges in both
staffing and equipment. With new focus, the staff and Board are confident we
have turned the corner and have re-positioned the station to provide programming
that is vital to the well-being of the community.
