Hello everyone! I hope this edition finds you doing well and
staying warm. Please be careful when using candles or wood
fireplaces for heat, embers can travel to curtains or fall on
carpets and easily start a fire. So, please be safe when keeping warm.
There has been a large number of E-mails and comments coming in about this newspaper. I am proud to say that about 96% were very encouraging and the 2 others were suggestions on how to expand on worthy issues. Word is, that if you write it they will hear
about it and do something. To fix a problem that needs to be addressed.
The person last week brought up some valid reasons of being upset with the lack of enforcement from code enforcement. I went there and witnessed what he was talking about
and sure enough a lady has taken it upon herself to place a no trespassing sign 20 in the
road, along with a few boards with nails laying around. Been that way for years?
We investigated a few other complaints that we are aware of, made calls to see about
updates or what? Fines? I saw where a man has extended his garage 30 when his property
is only 2 from building. No permit, just a bunch of guys knock it out in a few days. With
this particular road it is county maintained (as they say) our surveys shows an easement of
6 on each property. Who enforces the guidelines, set by the books of the county about set
-back regulations? Same address, more violations. Placing buildings along backside of
property less than 5 from boundary property line. We were told by enforcement that it is
a 20 from the back, 30 from the front, 7.5 from the sides.
Fire dept. also said that any and all burn pits or barrels are to be no less than 25 of any
structure or property line. I see, More violations. This organization we (the people) pay for
this service? Code enforcement? We have to call in, make a complaint in order for them to
address what they can see everyday they drive to work. Just look around you. It shouldnt
take citizens to do all the work, finding facts and records of proof, just so you slap the
offender on the hand. Fine them, make them remove debris, visibly in clear violations and
or make them take it down. Just as you do when building takes place in south Walton, Ive
seen several homes taken back down and rebuilt for a less than 2 encroachment of property lines. People who take advantage of the lack of enforcement are thieves.
From what I have found on county and city records are that there are a lot of issues that
hasnt been properly dealt with, back when everyone just kept doing whatever they
wanted to. From pulling up boundary stakes, removing state line stakes for the 331HWY
entrances of residential roads. Whos there to punish these people for altering roads and re
-arranging the guidelines set in survey?
Seems like the law is written and explained clearly in detail. Why dont the people in
charge do more to enforce laws? Just in Freeport area alone there were over 25 complaints
that still have yet to see any action from over several years ago. DeFuniak also had complaints but it appeared that the Sheriff somehow got involved and persuaded them folks to
adhere to the laws. Property lines are there for a reason.
Why have any guidelines written when no action is shown. The people in position to
do something to correct the violation dont even know of the laws we citizens have to live
by. Isnt that why they are wrote?
South Walton has taken control of its vendors and companies that were blocking the
walkway with signs. If they can do that, why cant they stop action until the remedy is
rendered correct? 30 days? A lot can be done in 29 days. Warning of what, to what extent?
Then what? Restart the clock again? This county seems to lack back bone when it comes
to disputes. Residents should be entitled to live in peace, especially where its zoned residential. When surveys are drawn, who enforces the restrictions to ones land, even written
in the deed? Who fixes that? call in, tell me. Ill be able to answer what the county hasnt
answered in years in some cases. Ill share it with you too!
How many of us citizens feel there is enough money that we can redirect it to for us to
have better living standards, then to pay for non-existent enforcement like we have had for
so long? Just like the govt. needs to back off, yet locally-you need to step in and make
your presence known.
Encroachment and pulling field survey stakes is a punishable offense. I even got someone on video to prove that he is the one who pulled them up. Guess it will come up in
the court system. Funny, how I have witnessed acts of kindness to some degree but yet I
have heard more of horror stories of people screwing over another person. And they still
live around here? Obviously, its either the system of justice is weak. Or the punishments
are non-evident to detour it from existing another day. I know of one complaint that has
been on record for over 10yrs, the word is, its under investigation. Once things start being
enforced enough, will anyone think twice about any warning or ticket. Its a joke to most
of the people out there. Especially if they have money for fines, right? Those who are violators have been doing so all their life in one way or another. Cheat, lie and steal.
To me, I wont believe it, until I see it corrected. Enough is enough.
People, pull out your survey and take notice if some things out of place, or where it
shouldnt be. Use your resources and make that call. Maybe after the unit sees we are
serious as citizens about our rights. Or they can also be removed from their position as
enforcer. Got an issue? Write in anytime. We are forming a group for such violators.

LAUNCHES FLORIDA HEALTH CLEANS UP!
Adopts over 100 miles of roads, trails,
beaches, and parks to keep our paradise
litter free
WALTON COUNTY The Florida Department of Health in Walton County (DOHWalton) recently announced the launch of the
Florida Health Cleans Up! Project in support
of the Florida Department of Transportations (FDOT) roadside litter prevention media campaign released earlier this year titled
Drive it homeKeep Our Paradise Litter
Free.
Locally, twenty-eight DOH-Walton employees are participating in Florida Health
Cleans Up! Almost one and a half miles of State Highway 83 will be swept quarterly
by this team starting at the intersection with US Highway 90 to Walton Road. DOHWalton began this project on November 5, 2014.
We are excited about participating in this project. It takes all of us working together as
a community to keep Walton County beautiful and free of liter, stated Holly Holt,
DOH-Walton Administrator and Health Officer. Doing simple outside activities such
as picking up trash is an easy way to be physically active. We hope that DOH-Walton
can lead by example as it works to promote a healthy and active lifestyle.
Florida Health Cleans Up! is a venture of Healthiest Weight Florida, a public-private
collaboration bringing together state agencies, not-for-profit organizations, businesses
and entire communities to help Floridas children and adults make consistent, informed
choices about healthy eating and active living. The Departments goal is to encourage
physical activity and walking while emphasizing how small choices affect your health
and environment.

How Does Your Garden Grow? PRUNING 101


The Walton County Master Gardeners will continue their popular lecture series on
Wednesday, December 3, 2014. This series is designed with the local home gardener in
mind. Andrea Schnapp, an Arborist and Master Gardener, will give a program on pruning. She will cover proper techniques for woody ornamentals and trees. Use and care
of tools will also be discussed. Participants will learn what months are best for pruning
particular plants. Landscape plants are valuable investments and their care will keep
them happy and looking their best.
Note location change: This program will be held at the Padgett Park Community
Room, 810 JD Miller Road north off US 98 just west of US 331 in Santa Rosa
Beach. It will be from 10:00 to 11:30 AM. Light refreshments will be served and Master Gardeners will be on hand to take gardening questions. Soil testing kits and instruction will be available
for $8.
The lecture series is free and open to the public, however, seating is limited and reservations are required. Call Cheryl at 850-892-8172 by December 1st to
reserve your seat. These and other programs are offered
by the UF/IFAS Walton County Extension.

When we least expect it, life sets us a challenge to test our courage and willingness to
change; at such a moment, there is no point in pretending that nothing has happened or
in saying that we are not yet ready. The challenge will not wait. Life does not look back.
A week is more than enough time for us to decide whether or not to accept our destiny.

The City of Freeport will be closed


Thursday, November 27th & Friday, November 28th in observance of
the Thanksgiving Holiday.

The Coastal Branch Library will be serving as a cold weather shelter


beginning at 5:30pm this afternoon.
The Library is located behind the South Walton Annex off of US Hwy 331 at 437
Greenway Trail in Santa Rosa Beach.
Efforts are being made to open a shelter in North Walton.
Anyone interested in helping staff a North Walton Shelter can call Candy Nowling

Freeport Fire Department to join Walton County


Some of the conditions are:
The seven Freeport firefighters will get EMT certification.
Freeport and Walton County will each pay half of the tuition costs for the certifications. Freeport will pay the county $401,460, the amount budgeted for the fire
department for the fiscal year.
During the 2015-16 fiscal year, Freeport will either establish a fire assessment or
pay the county the amount equal to the fire assessment.
Walton County will lease the real property for $1 per year, but Freeport will maintain ownership of some property, including some fire equipment.
The decision will not be final until the county votes on it during their regular Nov.
25 meeting. Walton County Fire Rescue will likely have a new station starting on
Jan. 1.

Temperatures may reach historic lows tonight

weather forecasters have predicted a deep freeze at night time for the rest of this
week. Also, remember to wrap your pipes that are exposed to avoid problems.
With the large number of virus ill cases in the area, local doctors have advised to
wash your hands, take medications and avoid others if you are sick.
Check with your doctor if symptoms arise, that you feel its more than just a cold.

Every Kiss Begins With 80 Million


Germs
A kiss isn't just a kiss: It's also an opportunity to transfer millions of
germs.
That's the word from new Dutch research that suggests 10 seconds of lip
lock can translate into 80 million germs moving from one person to the
other. And two people who smooch a bunch of times each day will end
up sharing similar germs.
"Intimate kissing, involving full tongue contact and saliva exchange,
appears to be a courtship behavior unique to humans and is common in
over 90 percent of known cultures," study author Remco Kort, from
TNO's Microbiology and Systems Biology department in the Netherlands, said in a BioMed Central news release.
Kort, an adviser to the Micropia museum of microbes in Amsterdam,
added, "To our knowledge, the exact effects of intimate kissing on the
oral microbiota [microscopic living organisms] have never been studied.
We wanted to find out the extent to which partners share their oral microbiota, and it turns out, the more a couple kiss, the more similar they
are."
In one experiment, the researchers gave 21 couples a probiotic drink
containing bacteria before they kissed. Swab samples afterwards
showed the transfer of those 80 million germs.
The researchers also found that tongue germs were more similar among
couples compared to people who don't know each other.
But in the big picture, according to the news release, mouth germs
play only a small part: The mouth is home to more than 700 types of
bacteria, but the body houses more than 100 trillion microorganisms, which help with tasks like fighting disease and digesting food.

second annual
Mayor's Charity Ball of Freeport. Held annually at the beautiful Lake Club in Hammock Bay, the event was established by Freeport Mayor Russ Barley to raise monies for the less fortunate children
of the area to assure that they too get to experience the magic of Christmas. Last years event made it possible for more then 60 children to
wake up to gifts on Christmas morning. This years event was beautifully decorated in
champagne and shades
of green. The band

again by popular demand and those in
attendance danced the
night away. Mayor
Barley wishes to thank
all of those who made
this night possible,
most especially The
Town Planters for their sponsorship and to Chuck Hinson and Jeff
McDowell of H&M Tent & Party Rentals for partnering in this very
worthy cause.

District 5 Commissioner Cindy Meadows to host


San Juan Avenue Sidewalk Ribbon Cutting
Walton County District 5 Commissioner Cindy Meadows will be hosting a ribbon cutting for the newly completed sidewalk located on San
Juan Avenue.
The event will be held on Monday, December 8th, at 10:00am on San
Juan Avenue just north of 30A. (See yellow dot on image for location)
In an effort to provide interconnectivity and walkable/bikeable
neighborhoods in and around District 5, Commissioner Meadows is
proposing the construction of as many of these sidewalks and multiuse
paths that are cost feasible and as many that can be built in existing
county right of way.
The San Juan Avenue sidewalk was constructed by the Walton County
Department Public Works using sidewalk funds paid for by developers
who pay to opt out of building sidewalks in their projects. There was
a delay in completing the sidewalk due to the flooding Walton County
experienced in May. The neighborhood is to be thanked for being
patient during construction. The sidewalk will provide residents and
guests a safe passageway south to CR 30A and to points beyond.
The approximately 1800 foot sidewalk is concrete and extends from
CR30A north on San Juan Avenue to Bellwood Street.

Greetings from the Mayors Office


Definitely the fall season has kicked in and as usual one day it is hot enough for shorts and
the next day get our the winter coat, but still we are fortunate to live in such a beautiful part
of the country.
Things have been very busy here in the city with the city council reviewing and approving the
Hydrology Model for extensions and upgrades to the existing water and sewer that is in place.
The city council also held an interview process and selected a new city clerk and the new
clerk is Mr. Gary Mattison and he began work last week and will be a great asset to the city,
please stop in to say hello, he was a former employee of Walton County and we welcome him
and his advice to move Freeport in the right direction. A resolution to continue to apply to
the Northwest Florida Region incorporating the City of Freeport was adopted by the city
council to transition from RACEC (Rural Development of Critical Economic Concern) to
RAO(Rural Area of Opportunity) and the continuation of all staffing grant funding for the
Northwest Florida Business Development Council through funds appropriated by the Florida
Legislature and administered through funds appropriated by the Florida Legislature and
administered through Floridas Department of Economic Opportunity. The city council also
voted to accept the county proposal for taking over the Freeport Fire Department effective
January 1, 2015, as well as working with the county on the elimination of the 2.2 million dollar debt owed by the city to the county. The Freeport Fire Department celebrated its 50 th Anniversary on November 8th, with a cook out and a tour of the fire station and it was well attended by about 150 people- congratulations to them on a job well done. A Parks and Recreation Report was given by Councilwomen Laird stating some of the repairs that are needed at
the Freeport Regional Sports Complex and the advertising for a new Parks and Recreation
Director- we are receiving applications until 5:00 PM on December 1, 2014 for this position.
The council also voted on new policies concerning the use of the Freeport Regional Sports
Park as far as usage, rentals and new key policies .The council also agreed on the meter upgrades for the North Bay area water system, some 701 meters will need to be purchased and
the meters will be put in place in the very near future. The annual Veterans Day Ceremony
was held at the Veterans Memorial with some 200 guest attending the moving ceremony honoring the men and women of our armed forces and the second annual Mayors Charity Ball
was held this past weekend with approximately 150 guest attending and it was a great success
again and the proceeds will help with the Freeport Christmas Fund providing Thanksgiving
and Christmas dinners for those less fortunate in our community as well as Christmas Gifts
for their children. The area churches will be providing a Thanksgiving Service and dinner on
Saturday, November 22, 2014 at the Freeport Community Center beginning at 11:00 AM, all
is invited to attend to come and worship as we give Thanks for all that we do have in life. For
additional information on this event, please contact Pastor Sam Dunaway at the Freeport
First Baptist Church. The second city council meeting normally scheduled for the fourth
Thursday will be cancelled due to the Thanksgiving holiday and the next scheduled City
Council meeting is December 9th at 7:00 PM, and that will be the only meeting for the month
of December due to the Christmas holiday. I would like to wish you and your family a safe

Will Serve Rural Communities in Six Panhandle Counties

PanCare Health will receive a new, 34-foot mobile medical unit . The unit
will be active within the six counties the organization provides affordable health
and dental care within the next 30 days.
PanCare Health is a 501c3 non-profit organization which operates Federally Qualified Health Centers in Bay, Calhoun, Holmes, Liberty, Walton and Washington
Counties. Funding for the $249,523 mobile medical unit is provided in part by the
Gulf Health Outreach Program - Primary Care Capacity (PCCP), a program of the
Louisiana Public Health Institute (LPHI). The mobile medical unit features two
patient exam rooms, patient intake area, bathroom, storage areas, two slide outs and
is wired for satellite communication.
PanCare Healths President and CEO Mike Hill says the new mobile medical unit
will provide high quality healthcare to people in the most remote areas of the Florida Panhandle. Although our clinics are centrally located within the counties we
serve, says Hill, many Panhandle residents have limited transportation or have to
travel many miles to get to our clinics. We expect that the acquisition of this new
mobile medical unit will answer the call many have for access to affordable health
care in this region of Florida, he says. Hill also notes the value of the mobile
medical unit during disasters. We can now meet patients in their own communities during disasters where their access to hospitals and other healthcare providers
may be impeded by loss of power, he says. Were ready to work with emergency
officials in the central Panhandle region to provide needed healthcare services
when storms or other serious events head our way. The new mobile medical unit
allows us to perform our mission of providing high quality health services to people
in our service area by taking healthcare to them as opposed to them having to find a
way to come to us, and it also allows us to be another partner with the communities
we serve in times of emergencies.

Walton County BCC Swears in New Commissioner, Names New Chair and Vice Chair

The Walton County Board of County Commissioners swore in District Two


Commissioner Cecilia Jones. This will be Mrs. Jones second term as a County
Commissioner, having represented District 5 from 2008 2012.
District 4 Commissioner Sara Comander will continue to be sworn as a sitting
Commissioner that won re-election with no challenge.
In addition to the swearing in, the Board conducted its annual reorganization
meeting and elected District Three Commissioner Bill Imfeld as Chairman for
the upcoming year, and named District 4 Commissioner Sara Comander the
Vice-Chair. During the meeting, the Board Members also received and approved their various committee assignments.

E.O. Wilson Biophilia Center

Just a few miles down Highway 20 East, towards Panama City, lies the
hidden jewel of Walton County, the E.O. Wilson Biophilia Center. The
E.O. Wilson Biophilia Center is an environmental education facility
serving 4th and 7th grade students, teachers and professional audiences
during the school year. In my years living in Walton County, I have
heard of the Center but never had the opportunity to visit until a field trip
this year with my son. The Center is situated in the Longleaf Pine ecosystem, which is considered the 6th most biodiverse area in the continental U.S. and less than 2% of it remains intact today. A staff of friendly
naturalists instruct Walton County students on our local environment and
the difficulties we face as a community. I was impressed that the staff
guided the lessons towards this area and did not ask the students to tackle
the worlds problems but make small changes to help better our beautiful
county. Some of the many wonderful exhibits include a bald eagle, named Agena with a
missing wing; Turtle Bobs gopher tortoise preserve; a WOW room with a spinning sphere
that gives visual depictions of the destruction happening to our area; a friendly dog named
Rosco who escorts visitors around; Flower, the skunk; multiple snakes; and an interactive
exhibit hall. Visitors can also go to the Center and learn
