MINUTES OF MEETING
Member-Consumer Development Section
October 10 & 21, 2014

Sir:
The Member-Consumer Development Section meeting was held last October
10 & 21, 2014 at the SEMCO office and started at 1:00 PM with the following in
attendance:
GD Padua (Section Head)
RE Linog (MCD Officer)
JAB Climaco (MCD Trainee)

HA Mejia (MCD Officer)


AP Mangin (MCD Officer)
SA Belsondra (MCD Trainee)

The meeting started with the opening prayer by the MCD Section Head and
served as presiding officer in the discussion of issues and concerns with
regards to the section activities and undertakings.
As Ms Mejia is about to transfer to her new post as Corplan Analyst, Ms.
Climaco was oriented with her functions as directed by the Section Head. She
has to do the processing and filing of Membership, do the issuance of TurnOns for regular consumers, weekly issuance of TOs for fire and typhoon
victims on a free basis and shall do the Monthly Report of Membership, BHWI
and TOs including the Change of Consumers Name. Ms Mejia also did the
formal turn-over of documents and had some words of goodwill of her
accomplishments and bitter-sweet experiences as MCD Officer and
Meanwhile, Mr. Belsondra will be assigned on the Activiation of TOs, TO
Monthly Report and Filing of Attachments of Executed TOs and Processing of
Membership as well as he will also be busy with the coops choir practices as
part of his job functions.
Mr. Linog was also refreshed with his job functions as such, he will be assigned
for the processing of the applications of the SEP beneficiaries, monitoring of
temporary connections, transformer, pole rentals and thereby advised to
submit reports on transformer rentals twice a month and is also directed to

coordinated with the TSD personnel and with the FSD Accounts Officer (PR
Abitona) with regard to the monthly payments of rentals. The MCD Head
strongly directed him of the Monthly Reports concerning the SEP.
The MCD Section Head also raised the concern of asking for the Final
Inspection Certificate from member-applicants of Bislig District to ensure
compliance of service connection policies to the aforementioned consumers.
In the meeting, everyone were reminded of the reportorial deadlines as such,
the BHWI and Membership should already be consolidated before the 5 th day
of the month and that submission of TOs should be done before the 15 th day
of the month for consolidation purposes.
With regard to the updates of the 41 awarded sitios, the individual filing is
already done. The MCD Head added that SEP beneficiaries who were awardees
of Free Housing Grants from Government including those beneficiaries of
Relocation Sites should not be imposed with strict compliance of the
documents that as such, they should be considered of submitting only the
Electrical Lay-out instead of Electrical Plan as it is their homes were donated
by the Government and not from their own personal expense.
After the discussion of the transaction flow of the MCD Section, the Head
raised concerns regarding employee ethics and behavior on the matter of
attendance and productivity in work. Regarding absences, MCD Officers/Staf
must inform any of the MCSD Supervisors or the MCSD Chief for unscheduled
absences on matters of health and/or emergencies. Member-Consumer
Services should always be instilled in the minds of each one that they should
be entertained first above our personal interests. Staf should inform someone
within the division in the event he/she will leave her post to comply personal
necessities (e.g. going to the bathroom, to TSD, et. Al.)
After all the issues and concerns and other matters were discussed, the
meeting adjourned at 3:10 PM.
